1. SUMMARY AND BACKGROUND The purpose of this Request for Proposal (RFP) is to solicit proposals from various candidate organizations, conduct a fair and extensive evaluation based on criteria listed herein, and select the candidate who best represents the direction Peguis First Nation wishes to go. Peguis First Nation is the largest First Nation community in Manitoba, with a population of approximately 10,000 people of Ojibway and Cree descent. Formed in June of 2012, Chief Peguis Investment Corporation (CPIC) is mandated by Peguis First Nation to pursue investments that will truly benefit the community by providing investment income, capacity building, employment opportunities, both on and off reserve, and community involvement. Peguis First Nation identified the need to develop a strategy to help improve the community for its members and future generations. As a result, in 2011 Peguis developed a Comprehensive Community Plan 1 (CCP) that helps to guide Peguis. Developed by the leadership, members and youth, the plan is fundamental in bringing the vision for Peguis into reality. The plan is a general framework for guiding action. In order to implement the CCP, work plans associated with the CCP planning areas need to be developed and implemented. This RFP focuses on three of the 15 planning areas outlined in the CCP: Chapter One: Prosperity Development Chapter Four: Community Development Chapter Ten: Lands and Resources The focus of this project is to hire a professional planning consultant to facilitate synergetic comprehensive economic planning with key Peguis First Nation entities. 2.
