Resident Visitors Scratchcards Application and Your Terms and Conditions (1 April 2016) Please keep the Terms and Conditions as it contains important information about your visitors scratchcards You must check the Council s website to make sure that you have the latest version as we are unable to process an application which is out-of-date. This should ensure that you have accurate and up-to-date information. 1 Who can apply for an visitors scratchcards 1.1 The address given on your application is your sole or main residence where you live for a minimum of 4 nights a week. 2 Proofs required for scratchcards 2.1 You must provide the original proof of residency, and if you qualify for free scratchcards the proof stated. 2.2 Your proofs must show your full name (initials or shortened name are not accepted) and address. 3 Proof of residency 3.1 Council Tax Reference Number if you are the person liable for council tax 3.2 Department for Work and Pensions (DWP) letter dated in the current tax year 3.3 Driving Licence (including a provisional) 3.4 Electric, Gas or Telephone Landline Bill dated within 12 weeks of the date your application is being processed 3.5 Property Completion Letter dated within 14 days of the date your application is being processed 3.6 Tenancy agreement signed by all parties and the tenancy start date is within 8 weeks of the date of your application being processed 4 Free Scratchcards Aged 60 or over 4.1 You must provide one original document: your birth certificate, Driving Licence, Passport, Freedom Pass or DWP Pension Letter. 5 Free Scratchcards Daily Carer 5.1 You will only qualify if the person providing care lives at a different address. 5.2 You must provide the proofs from one criterion in section 5.2.1 to 5.2.3. 5.2.1 Attendance Allowance Award Letter at the lower or higher rate for the current year and a photocopy of the carer s UK Registration Certificate (V5C) or vehicle insurance documents showing their address 5.2.2 Disability Living Allowance Care Component Award Letter at the lower, middle or higher rate for the current year and a photocopy of the carer s UK Registration Certificate (V5C) or vehicle insurance documents showing their address. 5.2.3 Personal Independence Award Letter showing the Daily Living Component for the current year and a photocopy of the carer s UK Registration Certificate (V5C) or vehicle insurance documents showing their address 1 April 2016 Page 1 of 5
6 The cost and quota 6.1 A book of scratchcards costs 15 and there are10 scratchcards in a book. A book is valid for one year form the date of issue. 6.2 Your books will be issued free of charge if you are aged 60 or over or you have a daily carer. 6.3 If you have to pay for the books or if you are aged 60 or over you are allowed a maximum of 24 books in a rolling 12 month period. If you live in a car free property you are only allowed a maximum of 3 books, unless you are a disabled blue badge holder. 6.4 If you have a daily carer you are allowed a maximum of 48 books in a rolling 12 month period. This also applies if you live in a car free property. 7 Where to apply and payment methods 7.1 One Stop Shop as listed below - Monday to Friday from 9:00am to 4:30pm. Box 62475, London E14 1GL A cheque or postal order made payable to the London Borough of Tower Hamlets. 7.3 For a postal application you must only send a photocopy of your proofs as we do not accept liability or responsibility for any documents lost in the post. A postal application must not be taken to a One Stop Shop and only sent via Royal Mail 8 Receiving your scratchcards 8.1 Your book(s) will be posted to you so please allow 5 working days to receive it from the date that your application is processed or the date that you reorder. 8.2 If you do not receive your book(s) within 5 working days from the date of your application or reorder you must telephone Tower Hamlets Contact Centre within 14 days, otherwise you will have to complete a new application and resubmit your proofs before your permit is reissued. 9 Reordering your scratchcards 9.1 You must reorder by telephone or by post. You must not visit a One Stop Shop. 10 Change of Address or Name or you no longer meet the terms and conditions for scratchcards 10.1 If you change your address your scratchcards are invalid as soon as you move out of the property. This includes moving within the same zone. 10.2 If you change your name you must complete a new application. Your existing scratchcards will be valid until they expire. 10.3 If you no longer meet the terms and conditions for visitors scratchcards you must stop using them as soon as the change takes effect as your scratchcards will be invalid from that date. 1 April 2016 Page 2 of 5
11 Where and how to use your on-street resident parking permit 11.1 A book of scratchcards is valid for one year from the date of issue. 11.2 Only one scratchcard must be displayed on the vehicle s dashboard on the side nearest the pavement so that all the details can be clearly seen from outside of the vehicle. 11.3 To validate a scratchcard your visitor must only scratch out one box only in each section labelled Date, Hours and Minutes (time of arrival) and Month. Please note this is a 12 hour clock. 11.4 Your scratchcard is only valid for a vehicle which does not exceed 2.3m (8 6 ) in height or 5.2m (16 8 ) in length. 11.5 Your scratchcard is valid for any vehicle registration number. 11.6 Your scratchcard is only valid in the mini-zone printed on the front of the card in parking bays signed Resident Permit Holders Only, Permit Holders Only, Permit Holders or Pay at Machine. Your scratchcard is not valid in a Pay and Display only bay. 11.7 Your scratchcard is not valid for parking in bays signed differently from those above, nor is it valid in suspended bays regardless of whether or not the reason for the suspension is apparent. You should always check the signs close to the bay where you park to make sure you can use it. 11.8 Your scratchcard is valid from Monday to Friday, for up to 6 hours starting with the time scratched out on the front of the card. 11.9 On a Saturday and Sunday one scratchcard is valid from the time scratched out on the front of the card up until midnight that night, i.e. one card last the whole day up to midnight. 11.10 Your scratchcard is also valid for parking in a designated Visitors Bay on an estate managed by Tower Hamlets Homes. The controlled parking times on an estate may vary so you must comply with them when using a scratchcard. 11.11 Your visitor can display a scratchcard and an LBTH on-street resident parking permit at the same time to extend their stay. 11.12 Only one scratchcard must be displayed within a vehicle at any given time. If more than one scratchcard is displayed at any given time then all scratchcards will be rendered invalid. 11.13 The issue of a scratchcard does not guarantee the user a parking bay, nor does it render the Council subject to any liability in respect of loss or damage to a vehicle in a parking bay, or to the contents or fittings of any such vehicle. 11.14 The user must ensure that their vehicle is parked within the markings of each designated parking bay. 11.15 Any misuse of a scratchcard may result in the cancellation of all scratchcards already issued, refusal to issue new scratchcards and / or issue of a penalty charge notice 11.16 This scratchcard is not for resale. The Council will investigate cases of suspected fraud and if proven will result in the cancellation of scratchcards already issued, refusal to issue new scratchcards. 11.17 Under no circumstances will a refund be given for any unused or damaged scratchcards. 11.18 The normal controlled parking hours are from Monday to Friday, from 8.30am to 5.30pm. However, in some zones or on an estate managed by Tower Hamlets Homes these 1 April 2016 Page 3 of 5
hours are extended, so it is your responsibility to check. For further information visit www.towerhamlets.gov.uk 12 Suspect Fraud 12.1 The London Borough of Tower Hamlets has a duty to prevent and detect fraudulent applications. 12.2 Parking Services reserves the right to request at any time documentation to show that you continue to meet the criteria for your permit. In the event that you fail to provide the requested information your permit may be cancelled without further notice. 12.3 If you know of or suspect parking permit fraud please call 020 7364 6945 or email us on parking.fraud@towerhamlets.gov.uk. All reports are treated in strictest confidence. 13 Your Comments, Complaints and Compliments 13.1 Please contact the Corporate Complaints Team on telephone number 020 7364 4161 or visit our website at www.towerhamlets.gov.uk. 14 Data Protection Statement 14.1 The information that you provide will be processed in accordance with the provisions of the Data Protection Act 1998 and relevant legislation. This authority has a duty to protect the public funds it administers, and may use information held about you for the prevention and detection of fraud and other lawful purposes. This may include, but not be limited to, matching Parking Permit data with Council Tax and Housing Benefit records. The Council will also use the information for the purpose of performing any of its statutory enforcement duties. It will make any disclosures required by law and may also share this information with other bodies responsible for detecting/preventing fraud or auditing/administering public funds. We will not disclose your information to third parties for marketing purposes.
