The number of places and scholarships may be increased before the end of the competition, should organizations come forward to finance them, subject as always to the terms and dates of expiry laid down in accordance with Art. 3 hereunder. The minimum number of admissions to each doctorate course may not be less than 3. Stateless persons are regarded as equivalent to foreign nationals of non-eu countries. 2
Art.2 (Requirements for Admission to the Competition) Applications to take part in the competition for admission to a research doctorate referred to in the previous article may be submitted by all holders of a degree certificate, or of the equivalent degree obtained at a foreign university, including holders of government research grants. Interested parties should frame their applications in accordance with the facsimile attached with this proclamation, of which it is an integral part, supplying all the information required therein. Applications to take part in the admission examinations may also be submitted by those who expect to take their degrees by, but no later than 31 st December 2002. In such cases, admission will be held in suspense, and the candidates will be expected to present their declaration in lieu of the degree certificate by 07.01.2003. A thorough knowledge of the English language will be called for. Art.3 (Applications for Admission) Applications for admission to the competition, made out on plain paper (without stamp-duty) according to the attached facsimile, one for each doctorate for which it is intended to compete, signed by the candidate in person and addressed to the Rector of the Politecnico di Milano, Piazza Leonardo da Vinci, 32 20133 Milan, must reach Office of Research Doctorates of the Politecnico di Milano without fail, not later than 30 days from the day following the date of publication of this proclamation in the Official Gazette of the Italian Republic. Applications may be delivered by hand to the Office of Research Doctorates of the Politecnico di Milano, Piazza L. da Vinci 32, North Pavilion, 1 st floor, from Monday to Friday from 9 a.m. to 11.30 a.m., or else sent by registered letter (specifying on the envelope application for admission to competition for Research Doctorate. In the latter case, the valid date will be that of the receipt stamp of the appropriate offices of the Politecnico di Milano, and not the date on which the application was sent. Any applications received subsequent to the expiry of the proclamation will therefore be considered null and void. Candidates for admission shall, on their own responsibility, state the following: - Their personal particulars, date and place of birth, residence, and elective domicile for purposes of the competition (specifying the postal area code and telephone number). - Their nationality. - The university degrees obtained by them or that they expect to be awarded, as well as the date and university at which the degree was obtained or it is presumed will be obtained, or else the equivalent academic title awarded at a foreign university, as well as the date of the rector s decree declaring the aforesaid equivalence. - The research doctorate for which the candidate intends to compete. - The extent of their knowledge of the English language. - A declaration in accordance with Law No. 675 of 31.12.96, providing a safeguard for the persons concerned and for others involved with regard to the processing of personal information. At the foot of their application, candidates shall declare that they undertake to attend the doctorate course full time, as required by the teaching staff. Candidates shall pay a fee of 25,82 into c/c 1600X69 at the BANCA POPOLARE DI SONDRIO, Agenzia n. 21 (ABI 05696 and CAB 01620) stating the reason for the payment, as follows: FEE FOR ADMISSION TO COMPETITION FOR A RESEARCH DOCTORATE IN (here state title of the doctorate) OF THE 18 th CYCLE. Candidates shall in addition present, together with their application, the following: A photocopy of the bank receipt in respect of payment of the fee. Their curriculum vitae, stating any academic titles held, including the result, if any, of the GRE or GMAT test, if taken during the two years preceding expiry of the announcement of the competition. The documents specified in the attached application facsimiles. The University accepts no responsibility in the event of loss of the information sent due to incorrect particulars regarding residence or the temporary address given by candidates, or the failure to notify, or delay in notifying changes in the same, nor for any errors in postal or telegraphic delivery beyond the control of the University s offices. 3
Art.4 (Examination Procedures) The admission examination shall consist of a written test and a general colloquium aimed at ascertaining candidates suitability for a research activity. In the course of the general colloquium, they shall give proof of their knowledge of the English language. Candidates who have passed the written test with a mark of not less than 40 out of 60 will be admitted to the general colloquium; the general colloquium will have been passed only if the candidate obtains a mark of at least 40 out of 60. Candidates wishing to compete for places offering scholarships financed by public or private bodies and associated with a specific subject shall undergo an extra interview on that subject. To this end, before the written test, candidates will be given a form listing the scholarships being competed for, and also informing them of any scholarships other than those stated in the proclamation. Candidates shall complete the form, indicating the scholarships for which they wish to compete (on a specific subject and/or general), since more than one option will be open to them. Moreover, candidates will be expected to state their preferences regarding the various scholarships to be competed for. The form must be returned by the candidates to the examination board when they hand in their written papers. Their choices and the preferences they have expressed will be final and irrevocable. Candidates will be able to attend an additional interview on a specific subject associated with the scholarship only if they have stated their wish to compete for the scholarship on the form handed in at the end of their written examinations, and as long as they have passed both the written examination and the general colloquium. The additional interview will be considered to have been passed only if the candidate obtains a mark of at least 40 out of 60. The examination calendar, stating the days, month, hour, and lecture-room in which the examinations will be held will be made known at least 15 days before the said examinations by the posting of appropriate notices on the official notice-board of the Politecnico di Milano, Piazza Leonardo da Vinci 32, and also on the following Internet website: http://www.polimi.it/dottorato/. For further information, interested parties may apply to the Research Doctorates Office (Ufficio Dottorato di Ricerca), tel. 02/23992223-2131. To take the examinations, candidates will have to present one of the following identity documents: passports, identity-cards, driving-licences, postal identity cards, or licences to carry arms. The composition of the examination board shall be in accordance with Art. 5 of D.M. 224 of 30/04/1999 and Art. 9 of D.R. 209/AG of 1.8.2000. Art.5 (Regulations for Foreign Nationals and Holders of Foreign Degrees) Candidates holding a foreign degree shall enclose with their applications a degree certificate indicating the exams taken and marks awarded (on plain paper). If the foreign degree has already been declared equivalent to an Italian degree, the candidates will have to state the Italian university and the date of the rector s degree validating the equivalence. Should the foreign degree not have been declared equivalent to an Italian one, candidates shall purely for purposes of being admitted to the doctorate for which they intend to compete make an explicit request to that effect in their application for admission to the competition, enclosing with the application itself the necessary documents enabling the teaching staff to issue the declaration of equivalence in question. Foreign nationals resident abroad must enclose with their application a certificate of nationality (on plain paper). Nationals of EU member countries, or non-eu nationals resident in the European Union when the proclamation expires, shall comply with the examination procedures described in Art. 4 above. The admission examination may be taken in English. Non-EU nationals or persons of dual nationality (EU and non-eu), not resident in the European Union upon expiry of the proclamation, may take the admission examination as indicated in Art. 4, or else apply to be admitted as supernumerary candidates (against the payment of taxes and fees and without the benefit of a scholarship awarded by the Politecnico di Milano) based purely on an assessment of their curriculum vitae. In such cases, candidates will have to make this request in their applications to be admitted to the competition, but will not be able to take competition examinations; their requests will be judged by the Doctorate Teaching Staff. Having passed the GRE (Graduate Requirements Examination General Test) Test will be considered a positive credential for candidates wishing to use this admission procedure. The result of the test, taken during the two years preceding the expiry of the proclamation, indicating the marks 4
awarded in individual sections, must be attached to the application. The number of candidates who may be admitted in accordance with this procedure shall not exceed 100% of the scholarships available. All the documents presented may be in Italian or English. Official documents (certificate of nationality, certificate of residence, degree certificate, exams taken and marks awarded), must, if written in any other language, be accompanied by an Italian or English translation done by a competent diplomatic or consular representative, or by an official translator. Art.6 (Types of Place) The places available for Doctorates come under the following headings: a) Places with scholarships financed by: - Ministerial funds; - Agreements with public and private bodies possessing high cultural and scientific qualifications and suitable staff, structures and equipment. b) Places without scholarships involving the payment of taxes and fees for access and attendance, including beneficiaries of state research grants. c) Supernumerary places, without scholarships from the Politecnico di Milano, involving the payment of taxes and fees, reserved for non-eu nationals or holders of dual nationality (EU and non-eu), not resident in the European Union when the proclamation expired, subject only to the assessment of their curricula vitae by Doctorate Teaching Staff (see Art. 5). Art.7 (Order of Merit and Registration Procedures) Upon completion of the examinations, the board shall draw up a general order of merit based on the total marks obtained by candidates in the written test and in the general colloquium. This order of merit will be useful for determining the places with a general scholarship and without a scholarship, until no places are left, as well as the candidates who were eligible but not admitted. In addition, an order of merit will be drawn up for each scholarship financed by public or private bodies and associated with a specific doctorate subject. This order of merit is obtained by adding the mark scored in the written test to that for the general colloquium and for the additional colloquium on a specific subject associated with the scholarship, and serves only for the assignment of the scholarship. Scholarships are assigned in accordance with the order defined by the order of merit, taking into account the preferences expressed by candidates on their appropriate forms. The Rector hereby approves the competition proceedings and decrees the orders of merit for admission of the candidates. These orders of merit shall be publicized by posting on the official notice-board of the University on 13.02.2003, and may be consulted on the Internet website http://www.polimi.it/dottorato/. Candidates who are well-placed in the orders of merit publicized on the official notice-board shall send, on pain of forfeiting their right to admission to the doctorate, to the Politecnico di Milano, Piazza Leonardo da Vinci 32, directly by registered letter with return receipt, or through third parties, but in any case at their own risk, within 15 days and no later, from the date on which the Rector s decree was posted on the official notice-board, an application for registration enclosing the following documents. - In the event of the candidate s being admitted to a doctorate for a place with a scholarship awarded by the Politecnico di Milano: 2 recent passport photographs 1 stamp-duty stamp worth.10,33 - If the candidate is admitted to a doctorate with a place without any scholarship, involving the payment of taxes and fees for access and attendance (including beneficiaries of state research grants): 2 recent passport photographs A receipt indicating payment of the first instalment of taxes and fees in the amount of di 618,00, to be effected by bank transfer to c/c N. 1600X69 at the BANCA POPOLARE DI SONDRIO, Agenzia N. 21 (ABI 05696 and CAB 01620), stating the reason for the payment and duly attested. Self-certification of the income and property of the conventional family (Italian and foreign graduates are expected to declare income received both in Italy and in other countries), to which should be attached: A copy of the forms used for income-tax returns for the year 2001; A copy of the Court decision, if any, regarding the legal separation of parents. Any other documents requested by the research doctorates office. 5
None of the persons in the higher income bracket will undergo fiscal checks, nor will they be expected to present the above documents. The forms for requesting registration, for self-certification of income, and instructions on how to present the self-certification will be available on the Internet website, http://www.polimi.it/dottorato, and at the research doctorates office of the Politecnico di Milano. Any candidate who, although duly entitled, fails to register by the deadline laid down shall be deemed to have waived his/her right to registration, irrevocably forfeiting the same. As part of the matriculation procedure, to enable full use to be made of the places put up for competition by the University, provision has been made for a subsequent residual allocation. To this end, on 28.02.2003, the orders of merit in respect of persons entitled to subsequent admission to a doctorate will be posted on the official notice-board. These candidates will have to submit their applications for admission to a doctorate as explained earlier on in this proclamation within 10 days, and no later, of the date on which the Decree was posted on the University s official notice-board. Candidates who do not register within the deadlines laid down for each stage shall be deemed to have given up their entitlement. No applications for matriculation employing procedures other than those laid down will be accepted.. Simultaneous registration for several research doctorates at the same or another university are not allowed. Any candidate having obtained admission to more than one doctorate will have to opt for only one of them. No simultaneous registration for a research doctorate, or a degree course, or a specialized school, or a refresher course, or a university master s degree is permitted. Persons who have signed up at Specialized Schools and have been admitted to a research doctorate course will have their studies suspended until attendance at the doctorate course comes to an end. Art.8 (Scholarships) The value of a scholarship is 10,561.54 per annum, including insurance contributions, to be adjusted in accordance with any increases introduced by law. Scholarships have a maximum duration of three years, and are confirmed from one year to the next. The amount of the scholarship shall be increased by 50% in proportion to and to cover authorized stays abroad at universities or research institutes. The amounts of taxes and contributions are specified in the attached table, and are subject to annual revision. Registration is free of charge for winners of scholarships. Holders of state research grants may not save them up in order to attend a research doctorate course. Scholarships to attend research doctorate courses are subject to the provisions regarding tax allowances in Art. 4 of Law No. 476 of 13.8.1984. Scholarships may not be added to other scholarships, for whatever purpose they may have been awarded, except for the allowances from Italian or foreign institutions serving to subsidize, with stays abroad, scholarship-holders training or research. No one who has had the benefit of a scholarship for a doctorate course, even for only one year, may apply a second time. State employees who have been admitted to research doctorate courses without any scholarship and placed on a waiting-list will continue to enjoy the insurance and retirement benefits accruing from the government department for which he/she has worked. Art.9 (Obligatory Attendance) Those who have registered for research doctorates must regularly attend the study and research courses organized by the University for the purpose in compliance with the procedures laid down by the teaching staff. The teaching and training programmes in respect of doctorate courses have been organized in accordance with the rules of the Politecnico di Milano in respect of research doctorates. 6
Art.10 (Award of the Research Doctorate Degree) The research doctorate degree is awarded by the Rector of the Politecnico to all those who, at the end of the course, have achieved significant results of scientific value, documented by a final written thesis or work of a graphic nature. The aforesaid results shall be ascertained by a board, the composition of which has been laid down by D.M. No. 224 of 30/04/1999. Art.11 (Reference Sources) With regard to anything not explicitly set forth in this proclamation, reference may be made to the regulations contained in Law 28/80, D.P.R. 382/80, Law 398/89, Law 210/98, and D.M. 224 of 30/04/1999, as well as to other provisions on the subject, and in any case to legislation currently in force.
