The Applicant should also consult with City staff that will be involved in reviewing and processing the application, primarily in the Community Development Department. Page 2 of 11 SECTION 1 Application Information and Process Overview Preliminary: Beverly Hills Municipal Code Prior to preparing the application, the applicant should first review the provisions of Article 36 of Chapter Three of Title Ten of the Beverly Hills Municipal Code, and all other applicable Code sections, and consult with the Community Development Department at 310.285.1141. Application The attached application form must be completely filled out and signed. If the applicant is not the property owner, a letter of authorization from the owner shall accompany this application. Environmental Assessment Application Please consult with the planning staff on this requirement. Architectural Plans: Five sets of architectural plans (Exception: if the case is to be reviewed by the Planning Commission, then 10 sets of plans are required). If the minor accommodation request is submitted in conjunction with another Commission application, then the plans submitted with that application may be applied toward the submittal requirements of this application where the information necessary for this application is included on those plans. For specifics on required elements of the architectural plans consult the Submittal Requirements Checklist in Section 6 of this application. Minor Accommodation Process: Most minor accommodation cases are reviewed at staff level and do not require a public hearing. Because of public notice and appeal period requirements, the process can be anticipated to take a minimum of one month. Where a case requires review by the Planning Commission, the process can be expected to take longer. However, if a project includes requests for other types of review (e.g. variances or development plan review), the minor accommodation process can be consolidated with the process for these other types of review. After an application has been determined to be complete, a public notice will be mailed to nearby residents and property owners notifying them of the project and soliciting comments on the project (Note: Some cases may require an environmental initial study. In such cases, the initial study process must be completed prior to consideration of the minor accommodation request by the decision making authority). The applicant will also be required to post an on site posted notice on the property regarding the project prior to the rendering of a decision. After consideration of the project, and any public comments provided on the project, a decision will be rendered on the minor accommodation request, based on the criteria defined in the Code applicable to the type of accommodation requested. A notice of decision is then mailed to the nearby residents and property owners. The decision may be appealed to the City Council within 14 days of the action. Public Notice Requirements: Public Notice requirements are explained in Section 5 of this application. Please note that requirements may vary for a minor accommodation application based on the level of review required (staff or commission level) and the location of the project (Hillside, Trousdale, or Central Area of the City). Page 6 of 11 SECTION 5 PUBLIC NOTICE REQUIREMENTS The public notice requirements for all planning applications are located in the Beverly Hills Municipal Code Section 10 3 2.5. The Public Notice Guidelines (www.beverlyhills.org/publicnotice) contains detailed information about fulfilling the noticing requirements for applications. It is recommended that applicants reference the Guidelines. Please note: if projects are located in the Central Area of the City, mailed notices must be sent to all properties on any block face intersected by the notification radius. More detailed information is provided in the Public Notice Guidelines referenced above. Applicant Checklist: RADIUS MAPS: The following notice information is required for Public Notification: Two (2) copies of a map showing the appropriate radius around the subject site and block faces if applicable and number each parcel touched by that radius consecutively. (PROPERTY OWNER INFORMATION MUST BE OBTAINED FROM THE MOST CURRENT LOS ANGELES COUNTY TAX ASSESSOR S ROLL.) Labels must be numbered to correspond to the assigned numbers on the radius map. Labels must be typed or printed on Avery or Xerox brand self adhesive Labels must be on 8 1/2 by 11 sheets DO NOT abbreviate city names (U.S. Postal Service Request) Provide a CD RW disk containing the mailing label information in Excel format. Page 10 of 11 SECTION 6 SUBMITTAL REQUIREMENT CHECKLIST A All plan sets must be 11 x 17 or 18 x 24 in size, be drawn to scale and be legible. Any plans that are not these sizes or size will not be accepted. All plans must include a title block on each page, a legend on each page with the owners or authorized agent s name, address, and telephone number, and the project address, and a North arrow. The following plans are required for Planning Review Applications. (PLEASE NOTE: Inconsistency between drawings, renderings, materials, etc., will be considered an incomplete submittal. Only complete applications will be accepted for filing.) Applicant Staff Checklist Verification ELECTRONIC DOCUMENTS: Electronic files (pdf and jpeg) of this complete application and all of the required submittal items outlined in this application shall be provided on a CD at the time the application is filed. PLOT PLAN: Show entire parcel (indicate square footage of property) and label all property lines. Label & dimension all existing and proposed structures including perimeter walls/fences. Show code required setbacks (front, sides and rear). For additions include the existing and proposed setbacks. Indicate code allowed maximum floor area and all the floor area existing and proposed on the site. Indicate location, size and species of existing trees and vegetation (indicate which are to be removed). Indicate location of streets and sidewalks. Show location of any public or private easements, curb cuts and any obstructions in the public right of way. Show paving square footage (when applicable). ELEVATIONS: Label existing portions of structures to remain and the proposed additions (when applicable). Indicate the height of all proposed structures. Provide dimensions of windows and doors. Show the location of exterior light fixtures to scale. ROOF PLAN: Include a roof plan FLOOR PLANS: Show existing floor plans fully dimensioned. Show proposed floor plans clearly label the proposed bedrooms (for multi family projects only).
