1. 2007-2013 vs 2014-2020: What s new? Result orientation - principles o CE 2020 is embedded in the EU Common Strategic Framework coordinating efforts at all levels EU 2020 objectives o Territorial dimension of CE 2020, supporting projects tackling challenges, needs and potentials following a place-based approach o Transnational added value of CE 2020, addressing challenges and needs that cannot be tackled through a sole local/national approach o Effectiveness of CE 2020, with a clear cause-effect relationship between programme implementation and the change determined in the area measurable delivery of results

Result orientation changes driven by TNC Capacities: Capacities are to be understood as the combination of all the strengths, attributes and resources available within a community, society or organization that can be used to achieve agreed goals. (UN, 2009) Strengthening capacities consists in creating an enabling environment through improved: policy frameworks as well as legal and economic frameworks institutional and human resources development managerial systems

Result orientation: a new approach to projects o Projects must tackle challenges, needs and potentials of the area, building on existing knowledge o Projects must concentrate their efforts within the programme specific (thematic) objectives o Projects must be able to deliver realistic results, driving a measurable change (improvement) of the initial situation in the area Challenges of the project area Needs of stakeholders Transnational dimension Relevant programme specific objective Project objectives /results

In practical terms o Analysing the current situation in the area (identification of challenges, needs and potentials) relevant stakeholders o Considering past experiences and lessons learned avoid reinventing the wheel o Concentrating on few objectives and results clearly contributing to programme objectives and results thematic focus o Building partnerships which are thematically and territorially relevant competent project partners Precise definition of who-does-what and where Time as a crucial factor!

Simplification o Simplified administrative/formal requirements o Simplified administrative/financial rules o Harmonised terminology and rules across programmes o Harmonised templates across programmes o Simplified and clearer indicator system o Clearer guidance to applicants/beneficiaries Web-based platform for submitting applications and for monitoring project progress

Eligibility requirements Geography o Partnerships must be composed by at least three financing partners from three countries, at least two of them located in the CENTRAL EUROPE area (AT, CZ, DE, HR, HU, IT, PL, SK, SI) o In duly justified cases, projects can be implemented outside the cooperation area

Eligibility requirements Eligible partners a) National, regional and local public bodies (including EGTCs) b) Private institutions, including private companies, having legal personality c) International organisations acting under the national law of any CENTRAL EUROPE Member State or, with restrictions, under international law Private institutions can be lead partners in all programme priorities

3. Financial provisions Programme budget o Total ERDF available is: EUR 246,5 million EUR o Total programme budget is: EUR 298,9 million EUR o ERDF allocation per priority: Priority axis ERDF (million EUR) 1 Innovation 69,0 2 Low carbon 44,4 3 Natural and cultural resources 88,8 4 Transport 29,6 o ERDF co-financing rate: 85 % (CZ, HR, HU, PL, SK, SI) 80 % (AT, DE, IT)

Features of the first call Key facts and figures of the first call for proposals o Open to all programme priorities and all specific objectives o Organised according to a two-step procedure o Indicative financial allocation up to EUR 80 million ERDF o Web-based application form o Simplified formal requirements for submission o Will be launched upon adoption of the programme by the European Commission (indicatively in early 2015)

4. Features of the first call The two-step call procedure o Step 1 will be based on an application form light selected sections of the full application form: Territorial challenges, transnational cooperation approach Project focus objectives and expected results Sustainability and transferability Policy context Basic information on thematic work packages Indicative budget Partner information o Continuity between step 1 and step 2 must be ensured: Project focus (objectives and expected results) Partnership (Lead Applicant must remain the same) Total project budget Open for 2 months

4. Features of the first call Project main characteristics o Recommended financial size: 1 to 5 million EUR total project budget. Smaller or larger projects will be supported in exceptional cases o Recommended size of the partnership: up to maximum 8 to 12 partners (larger partnerships not excluded) o Recommended project duration: 30 to 36 months (up to maximum 48 months)

5. Project selection Assessment criteria o Strategic criteria: Assessment of the relevance of applications and the extent of their contribution to achieving a programme specific objective o Operational criteria: Assessment of the quality of implementation with regard to the feasibility and viability of applications as well as their value for money (resources used in relation to results delivered). It is a competitive process!

Project selection Features of successful projects o Transnational and territorial relevance o Relevance of the partnership o Delivery of concrete and measurable results o Durability of outputs and results o Coherent approach (work plan) o Sound project communication o Effective project management o Sound budget Projects focusing on purely academic cooperation or basic research or aiming at mere networking and exchanging of experience and/or not demonstrating the translation of soft outputs (studies, etc.) into concrete and sustainable results will not be supported.

Support to applicants Programme support to applicants o Guidance documents (application manual) o Transnational information events/partner search forums o National information events o Transnational lead applicant trainings o Individual guidance to project applicants (after launch of the call) Joint Secretariat (JS) Network of Contact Points (NCP) www.central2020.eu
