PAD 4144 NONPROFIT ORGANIZATIONS AND PUBLIC POLICY (3) Examines the role and importance of third sector (voluntary) organizations in American society. Students learn how society is divided into three sectors, working sometimes in competition and often in collaboration to improve society and the community. Students explore the issues of nonprofit organizations and their services through a public policy lense and through service in a voluntary organization. This course is not repeatable for credit. PAD 4204 PUBLIC FINANCIAL ADMINISTRATION (3) Analysis of problems in the growth and development of public budgetary theory and Federal budgetary innovations. PAD 4419 PERSONNEL AND SUPERVISION IN TODAY S ORGANIZATIONS (3) Introduces students to concepts, principles and practices of personnel management and supervision that influence the attainment of desired performance goals in today s public and not-for-profit organizations. Course participants will explore issues that influence the successful management of human resources in dynamic employment settings. PAD 4712 MANAGING INFORMATION RESOURCES IN THE PUBLIC SECTOR (3) Introduces students to fundamental concepts, theories, principles and practices in public information management. PAD 4930 SPECIAL TOPICS IN PUBLIC ADMINISTRATION AND PUBLIC POLICY (3) Selected issues and topics in public administration and public policy, with course content based on student demand and instructor s interests. (Sr. & GS Only) PAD 5044 ENVIRONMENT OF PUBLIC ADMINISTRATION (3) Examination of the legal, political and ethical environment in which public managers work. POS 5159 URBAN POLICY ANALYSIS (3) Application of policy framework for urban government and policies. Examination of forms of government and how policies such as economic development, law enforcement and community policing, as well as neighborhood policies as they use non-profit organizations can be analyzed by the staff of a manager or mayor. PAD 5333 CONCEPTS AND ISSUES IN PUBLIC PLANNING (3) Analysis of basic concepts, issues, and strategies of planning; policy determination; collection of information; and decision-making. (PR: URP 4050 or URP 6056, GS or Sr) PAD 5605 ADMINISTRATIVE LAW AND REGULATION (3) An examination of the Constitutional and statutory bases and limitations of the administrative process, administrative adjudication, rule making, and the judicial review of such actions. Attention is also directed to regulatory commissions, their functions, powers, management and relationship with other branches of government. (GS or GR) PAD 5700 RESEARCH METHODS IN PUBLIC ADMINISTRATION (3) Provides students with the knowledge of how research is designed, implemented, analyzed, and utilized in public sector agencies, and the fundamental skills necessary to replicate the process. This course must be taken prior to PAD 6703, Quantitative Aids for Public Managers. Course is available only to admitted MPA, and Graduate Certificate (GCPM and GCNM), students. Students must be prepared to demonstrate proficiency in EXCEL, Access, and other relevant software programs. PAD 5807 URBAN AND LOCAL GOVERNMENT ADMINISTRATION (3) Analysis of the role of urban/local government administrators, the division of functions, policy formulation, alternative governmental structures, effects on the administrative process. PAD 5836 COMPARATIVE PUBLIC ADMINISTRATION (3) How organizations and managers perform within a particular environment, potential impact on innovation, and how service is accomplished in a variety of socio-economic environments. PAD 6041 ETHICS AND PUBLIC SERVICE (3) The purpose of this course is to provide students with an understanding of the ethical dimensions of public service, with particular attention focused on the role, duties, and
responsibilities of the public administrator. Additionally, the course seeks to help students develop the awareness, skills and value framework to act ethically in their public service and management roles. PAD 6056 PRACTICE OF PUBLIC MANAGEMENT (CAPSTONE COURSE) (3) An integrative course applying the skills, knowledge and values taught in the core curriculum and applied to public issues or problems. PAD 6060 PUBLIC ADMINISTRATION THEORY AND PRACTICE (3) Examination of major theoretical and practical developments in public administration with an emphasis on organization theory and current research trends in the field. PAD 6105 PUBLIC ORGANIZATIONS AND CHANGE (3) In-depth coverage of organizational theory and focus with special attention to issues and problems of organizational change and reform in the public sector. PAD 6146 NONPROFIT MANAGEMENT AND LEADERSHIP (3) Role and importance of third-sector organizations in American society; unique problems of nonprofit administration, role of leadership in nonprofit organizations. PAD 6208 FINANCIAL OVERSIGHT FOR NONPROFIT ORGANIZATIONS (3) Introduces the non-financial manager to financial information used to make decisions for Nonprofit organizations. Students will learn how to use the principles of financial management to make operating and capital budgeting decisions and to analyze long-term financial options. PAD 6207 PUBLIC FINANCIAL ADMINISTRATION (3) An examination of the fiscal organization of federal, state, and local governments. Current problems in budgeting, revenue, and indebtedness are considered. (PR: PAD 6227, Public Budgeting) PAD 6222 ISSUES IN FLORIDA BUDGETING AND FINANCE (3) Selected issues in public financial management and budgeting related to state agencies or local governments in Florida. PAD 6227 PUBLIC BUDGETING (3) Development, authorization, execution, and assessment of government budgets. Topics include current trends and issues in budget theory and practice as well as reform efforts. PAD 6231 RESOURCE DEVELOPMENT: FUND RAISING & GRANTSMANSHIP (3) Administration and management of the fundraising process; principles, skills, methods and techniques. Administration and management of the grantsmanship process. PAD 6275 POLITICAL ECONOMY FOR PUBLIC MANAGERS (3) Introduces students to the fundamental concepts, theories, principles and tools used in public sector managerial economics. Students will be using economic concepts and
applying economic tools and techniques to address common issues faced by public managers. PAD 6307 POLICY ANALYSIS, IMPLEMENTATION, AND PROGRAM EVALUATION (3) An introduction to analyzing public problems, program development, implementation, and evaluation. Emphasis is placed on the methodological tools and techniques used in the analysis and evaluation of public programs. PAD 6335 STRATEGIC PLANNING FOR PUBLIC AND NONPROFIT ORGANIZATIONS (3) Emphasizes methods of strategic planning as tools to lead, strengthen, and develop public or nonprofit organizations. PAD 6336 COMMUNITY DEVELOPMENT PROGRAMS AND STRATEGIES (3) Discusses community development principles and practices in historical and contemporary perspectives; Federal, state and local initiatives. Physical, social and economic approaches to community development. PAD 6338 URBAN LAND USE AND POLICY ADMINISTRATION (3) Focuses on the political, economic and legal environment of urban land development. Examines public policies affecting the spatial distribution of urban land activities; overt and covert rationales of such policies; zoning; subdivision regulations; building codes, and other urban land use control measures. PAD 6339 HOUSING AND PUBLIC POLICY (3) Explores housing policy in the broader context of public policy. Examination of housing market theories and the relationships between housing and city and regional planning. PAD 6355 URBAN GROWTH MANAGEMENT (3) Examines the political economy of controlling the growth and development of human settlements, regulatory and non-regulatory techniques of growth management, and the evolution of growth management practices in the U.S. PAD 6417 HUMAN RESOURCES MANAGEMENT (3) Essential features of public personnel systems, including recruitment, selection, classification, testing, training, and development, and the role and functions of public managers working within those systems. PAD 6427 PUBLIC SECTOR LABOR RELATIONS (3) Introduces students to the historical, legal, political and procedural aspects of collective bargaining and labor relations. Addresses methods for resolving conflicts and grievances. PAD 6460 PROJECT MANAGEMENT (3) Introduction to the concepts, theories, principles, and practices in project management as well as to the use of project management software. PAD 6710 is a useful, but not a required pre-requisite.
PAD 6703 QUANTITATIVE AIDS FOR PUBLIC MANAGERS (3) Provides students with techniques and models used to analyze managerial and policy problems. Provides general descriptive, inferential, and associational statistics, with which to evaluate and make recommendations relating to alternative policy and decisions options. PAD 6710 PUBLIC INFORMATION MANAGEMENT (3) Introduction to policy issues related to managing public information by non-technical public and nonprofit managers. Emphasis is on the non-technical manager s role in conceptual policies including strategic technology planning, process re-engineering, application development, data administration, procurement, security, public access and Internet technologies.
