The MCU shall have the capacity to support 10/24/50/100 video participants as specified on IP at 4 Mbps or above per participant. Main features : (a) MCU should support IP connectivity for video. (ll) The desktop client should be able to display the presentation/ data sharing, shared by remote sites. (nn) The desktop client should support standard USB HD Webcams and echo cancelling mic/speakers. (oo) Should support AES 128 bit encryption and support NAT/firewall traversal to connect sites on internet. (pp) The desktop client should be able to run on latest Windows/Mac/Linux platforms along with mobile devices of IOS and Android. (qq) All equipments to be offered shall be in compliance with the requirements of ITU-T Standard related to Video Conferencing. General Technical requirement For TE : (A) TYPE TEST : 1. All products shall be type tested as per detailed specification of each item, including environmental tests below. 2. The Type Test Reports (TTCs) shall be required at the time of registration & inspection. 3. The Type Test Reports (TTCs)shall be from International Laboratory Accreditation Corporation(ILAC) or their worldwide affiliated/recognized labs or NABL approved labs or a Central Govt. lab as per DoC Correction Slip No. 38 dated 18.12.2012 of DGS&D Manual to be read in conjunction with P&C Circular no. 71 Dated:29/10/2014. 4. Environmental Test Sequence : Type Test Reports shall include verification of all features & functional parameters as per T/E specification and environmental tests sequence, as under: (a) Dry Heat Test (b) Cold Test : For 16 hrs. at a temp. of 55 degree C in accordance with IS:9000/part-3/section-5/1977 (Reaffirmed 2007). : For 4 hrs. At a temp. of 0 degree C in accordance with IS:9000/part-2/section-4/1977 (Reaffirmed 2007). (c) Damp Heat Test : For 2 Cycles of 24 h each at a temp. of 40 degree C & 95% RH in accordance with IS:9000/part- 5/section-1/ 1991 (Reaffirmed 2007). After each environmental test and a recovery period of two hours, the video conferencing system shall be checked for complete functional parameters, and the results should be satisfactory. (B) ACCEPTANCE TESTS : 1. The firm shall have all the testing facilities and instruments to check and verify all the parameters. 2. Acceptance tests shall be carried out on 10% samples of the items, of each type, offered for inspection. 3. Firm shall have testing facility to emulate end-points, generate calls etc. They shall have facility to evaluate network readiness, network problems etc. Details of testing facility available for this purpose shall be indicated in the tender. Firm shall have packet generator and Indentor shall ensure that the packet loss shall not exceed 1% for the network provided. 4. (g) Frame rate (h) Back to back integration of VCS through internet and demonstration of performance (i) Test on camera like Image Symmetry Test (With or Without optical zoom), Vignetting Test (uneven illuminations Dark Corners), Resolution, Chromatic Aberration, Distortion Check Pan-Tilt Motion Testing etc. (j) All the software items shall be checked by loading the same in to the relevant hardware and the performance of the resultant VCS system shall be checked. 5. All the hardware shall be CE and /or UL certified. 6. Firm shall furnish unmasked/untampered copies of relevant Bill of Entries at the time of registration and each inspection. (C) GENERAL REQUIREMENTS : 1. System shall mandatorily use standards based protocols and the offered system shall be interoperable with any existing H.323 based videoconferencing equipment in a point to point call (on the videoconferencing end point) and also on all the ports in MCU (in the videoconferencing MCU). Any Hardware and Software required to make it interoperable shall be included in the scope of supply and stated clearly in the offer. 2. System offered must conform to ITU-T Standards related to Video Conferencing. 3. System shall be IPv6 ready from day one.
