1. PROJECT BRIEF Sui Northern Gas Pipelines Limited (SNGPL), the largest integrated natural gas public sector utility Company of Pakistan invites Expression of Interest (EOI) applications from local / international Parties / Companies for undertaking about 1100 KM long gas pipeline project for the transportation of maximum 1.2 BCFD high pressure natural gas from an off-take point located near Karachi to Lahore (including Pipeline, Compressor Station, Main Line Block Valve Stations, Pig Launching & Receiving Station, CP Installations, SCADA other related equipment / installations and pipeline crossing across various canals / waterways and rivers including River Indus & Sutlej) on BOOT (Build-Own-Operate-Transfer) / BOT (Build-Operate-Transfer) basis. Local Companies / Joint Ventures / Foreign Companies registered with Pakistan Engineering Council (PEC) in an appropriate Category for Construction of Engineering Works can express their interest for undertaking the project. Foreign Companies / contractors not registered with PEC shall have to submit an undertaking to get them registered with PEC before the award of contract to them. All the prospective local / foreign bidders shall also have to submit license in respect of operations of gas pipeline from Oil & Gas Regulatory Authority of the Country before the award of contract. Interested parties are required to submit information / documents, details of which can be downloaded from SNGPL website (www.sngpl.com.pk). 2

BRIEF OVERVIEW OF PAKISTAN FIGURE 1 MAP OF PAKISTAN WITH KEY ECONOMIC DATA Pakistan is currently facing a severe shortage of natural gas, both for its electricity generating plants and for general use by all sectors. Domestic gas production of 4,000 MMSCFD is unable to meet the country s demand; the supply-demand gap is approximately 2,000 MMSCFD. This shortage of energy is not only causing hardships for the people but is also inhibiting the economic growth of the country. Therefore, the Government of Pakistan wishes to facilitate a more secure energy supply plan for the nation. In order to overcome the natural gas shortage a number of options have been considered in order to deliver natural gas to the market as quickly as possible. 3

OVERVIEW OF SNGPL Sui Northern Gas Pipelines Limited (SNGPL) is the largest integrated natural gas public sector utility company of Pakistan serving more than 4.5 million consumers in North Central Pakistan through an extensive gas network in Punjab, Khyber Pakhtoon Khwa and Azad Jammu & Kashmir and is certified against ISO 14001:2004 & OHSAS 18001:2007 standards. The Company has about 50 years of experience in operation and maintenance of highpressure gas transmission and distribution systems. LIST OF DOCUMENTS TO BE SUBMITTED FOR EOI Interested parties must submit the following information /documents for the EOI. 1- Covering letter from CEO or his authorized representatives expressing the interest in undertaking the job 2- Company s details covering the following: Company Name Company Business Company origin Company s year of incorporation Detail CV s of the team leaders of engineering & management Company s staff strength Company s legal status Company s organogram Company Contact address Responsible Contact person along with telephone No. email address 3- Company s Litigation History (National / International) 4- Copy of financial statements audited by certified Chartered Accountant firm for last 3 years 5- Company catalogues/brochures 6- Applicant's experience in financing, engineering, constructing, operating or maintaining high pressure gas pipeline infrastructure projects larger than 30" dia pipeline and more than 300 km length with compression facilities of similar nature projects executed during the last 10 years. Worldwide & local experience/reference list including Name of Client, Scope of Work, Role in the project as lead firm or subcontractor, Value and Year of Project along with the related final Acceptance /Provisional Acceptance Certificates as applicable. 7- List of the projects in hand (Detail scope of the work, role of the company, value of the project etc. must also be included) 8- List of the company s owned construction equipments along with make & model. 9- Details of company s owned engineering capabilities 10- Copies of all QA/ QC and HSE certifications and Company policies. 11- Any other documents which you may wish to enclose in support of EOI Note: All the information supplied by the prospective parties shall be kept confidential. 5
