Important Information About Systems Conversion The conversion from American Bank systems will occur over the weekend of April 22-24, 2016. Please read the following important information and instructions. Contact Us Monday through Friday 9:00 a.m. to 5:00 p.m. For questions related to online banking, please call customer service at 240.380.1235. For questions related to your deposit accounts, please call your account relationship manager, your branch, or our main office at 301.299.8810. For questions related to your loan account, please call loan servicing at 240.380.1265. Visit our website at www.congressionalbank.com for more information. Personal Online Banking KEY DATES AND TIMES INFORMATION AND INSTRUCTIONS ONLINE BANKING ACCESS *Business customers who do not login through Cash Management will be contacted individually with login instructions prior to April 22nd. Online Banking will be unavailable from 4:00 p.m. on Friday April 22nd, 2016. Full services will resume on Monday April 25th at 9:00 a.m. Your username will remain the same. Your temporary password will be your 5 digit zip code plus the last 4 digits of your SSN (no spaces). You will be prompted to select a new password. BILL PAY Bill Pay access will be unavailable from 4:00 p.m. on Thursday April 21st, 2016. Bill Payment access will resume on Monday April 25th, 2016 at 9:00 a.m. Any scheduled payments for Friday April 22th will be processed as normal. All Bill Payment payee information will be automatically converted. We recommend you review your payees and scheduled payments after the system becomes available on Monday April 25th, 2016. BILL PAY PROCESSING Bill Pay accounts will be debited via ACH to fund payments at the same time the bill payment is set up to the specific payee. If an ACH debit is returned for any reason, the Bill Pay account is automatically blocked from performing additional bill payments. In cases where the payee is not set up to receive ACH payments, Direct Check Payments will be debited from the Bill Pay account when the payee cashes the check. In both cases, customers will specify the Due Date for a payment. The Bank will calculate when to send the payment based on the payment type (check vs. electronic) and payee relationships.

Personal Online Banking (cont.) KEY DATES AND TIMES INFORMATION AND INSTRUCTIONS USER AUTHENTICATION Upon your first login to the new Online Banking system, and any time you log in from a new device, you will be required to enter an authentication code. You will have an option of receiving this code via text or phone call. Note: you will no longer have an option to receive this code via email. ONLINE SECURITY If you make any changes to your account information such as updating your phone number, address etc. you will receive an automated email from one of these two Congressional Bank email addresses. There is no action required if you did make the change. secure@congressionalbank.com customerservice@congressionalbank.com RECURRING ONLINE TRANSFERS The transfer functionality within Personal Online Banking will be unavailable from Wednesday April 20th, 2015 at 12:00 p.m. resuming on Monday April 25th 2016 at 9:00 a.m. If you currently have recurring transfers set up, they will not be automatically converted. You will need to reestablish these by selecting the Transfers tab and then the Make A Transfer tab. POP MONEY The Pop Money feature will be discontinued at 12:00 p.m. on Wednesday April 20th, 2016 Congressional Bank does not offer Pop Money but internal and external transfers can be made via the Transfers tab. You will need to have the required Bank information such as account number, routing number to submit the transfers. QUICKEN AND QUICKBOOKS Action required prior to 4:00 p.m. on Friday April 22nd, 2016 Please export/download your data prior to 4:00 p.m. on Friday April 22nd, 2016. If the data is not exported prior to this time, you will have to manually reenter data from the time of last download through April 22nd. After April 25th, you will be able to download transaction data from April 25th forward to Quicken and QuickBooks. Webconnect from within Online Banking by using the Download Account Transactions feature located under the Accounts tab. Directconnect from Quicken and Quickbooks to download transactions from Congressional Bank Please be sure to sync with Congressional Bank. E-STATEMENTS Action required prior to 4:00 p.m. on Friday April 22nd, 2016 If you currently have access to e-statements you will need to reenroll for this service. Log into Online Banking, click on Accounts then Account Statements. Any e-statements prior to April 2016 should be downloaded before Friday April 22nd, 2016 as they will not be available in the new system. The system builds a rolling 12 months of e-statements beginning the first statement after you enroll. TRANSACTION HISTORY Beginning April 25th 2016, you will have access to 90 days of transaction history. Access to additional history is available via your prior e-statements. 2

KEY DATES AND TIMES INFORMATION AND INSTRUCTIONS SHARE ACCOUNT ACCESS This feature will be discontinued on April 22nd at 4:00 p.m. Congressional Bank does not offer this feature. In order to access accounts in Online Banking, each person must be a signer on the account. ALERTS AND NOTIFICATIONS Action required beginning April 25th, 2016 If you currently have account balance or other alerts set up, these will not be converted. You will need to set these up via the Manage Communication tab under Administration tab. Alerts and notifications are available from Congressional Bank by email only. MOBILE BANKING Congressional Bank offers mobile banking which is available to all Congressional Bank online banking users. Once you have logged in to the new Online Banking system and changed your temporary password, you will be able to download and begin using the mobile app, available at Cash Management Online Banking KEY DATES AND TIMES INFORMATION AND INSTRUCTIONS CASH MANAGEMENT ONLINE BANKING ACCESS Online Banking access will be unavailable from Friday April 22nd at 4:00 p.m. through Monday, April 25th, 2016 at 9:00 a.m. There will be no changes to your online cash management login process, or cash management processes and services after conversion. BILL PAYMENT Bill Payment services will be unavailable from 4:00 p.m. on Thursday April 21st, 2016 through Monday April 25th, 2016 at 9:00 a.m. Any scheduled payments for Friday April 22th will be processed as normal. INTERNAL TRANSFERS April 23rd and April 24th Any scheduled transfers for Saturday and Sunday April 23rd and 24th will be posted on Monday April 25th. 3

ATMs & ATM / Debit Cards KEY DATES AND TIMES INFORMATION AND INSTRUCTIONS ATMS April 18th through April 26th Congressional Bank will be converting the ATMs at the five former American Bank branches the week of April 18th 2016, with the exception of the drive through ATM at the Bethesda branch. The Bethesda branch drive through ATM will no longer be operational beginning Monday April 18th. ATM transactions can be done at the walk up ATM located in the front of the building. The deposit functionality at all converted ATMs will be temporarily unavailable during this transition until Tuesday April 26th. DEBIT AND ATM CARDS Your existing ATM/Debit cards will continue to work. You will not be issued a new card or PIN at this time. Prior to the end of the year or prior to the expiration date of your current card, you will be issued a new Congressional Bank secure chip enabled card. USE OF NON-CONGRESSIONAL BANK ATMS April 25th Beginning April 25th, 2016 you will be eligible for seven free Anywhere ATM withdrawals per month. Any withdrawals performed at an M&T ATM, will be counted towards the seven free. Miscellaneous KEY DATES AND TIMES INFORMATION AND INSTRUCTIONS DEPOSIT STATEMENTS Checking and savings account customers will receive a Bank statement as of April 22, 2016. After this statement, your Bank statement will be sent on your regular statement delivery date. You can sign up to receive e-statements through online banking for easier access beginning April 25th, 2016. Note: if you are currently an E-Statement customer you will need to reenroll. BUSINESS AND PERSONAL DEPOSIT ACCOUNTS Your account number will not change. You may continue to use your checks, debit card or ATM card. Please refer to the Accounts Conversion Guide for additional information. LOANS Your loan terms and payments will not change. There are a few loans whose account number will change to accommodate the format of the new system. These customers will be notified separately. 4

Funds Availability Policy Regulation CC Funds Availability It is generally the policy of the Bank that cash directly deposited into an account via electronic fund transfer or deposits made by the customer in person at a Bank Branch or at a Congressional Bank Image Capture ATM are available on the date received. Funds from check deposits are available on the first business day after the day deposited. Once the funds are collected for the check deposited, customers have access to withdraw cash and use the cash available to pay checks written on the account. Funds from the following deposits are available on the first business day after the day of deposit: US Treasury Checks that are payable to you Wire Transfers Checks drawn on the Bank Funds deposited in person at a Bank Branch, from the following deposits are also available on the first business day after the day of deposit: 13

State and local government checks that are payable to you Cashier s, certified, and teller s checks that are payable to you Federal Reserve Bank checks, Federal Home Loan Bank checks and postal money orders, if these items are payable to you For determining the availability of funds for the aforementioned items, the following shall apply: a. At a Bank Branch A deposit is considered received on the same business day if made before 5:00pm. A business day is Monday through Friday that the Bank is open, except Saturdays, Sundays and Federal Holidays. b. At a Bank Image Capture ATM A deposit made at a Congressional Bank Image Capture ATM is considered received on the same business day if made before 3:00 pm on a business day. If deposited after 3:00 pm or on a day the Bank is not open, the deposit is considered to have been made on the next business day the Bank is open. A business day is Monday through Friday we are open, except Saturdays, Sundays and Federal Holidays. c. Deposits via Night Deposit, Mail or Traditional ATM Deposits made via night deposit, mail, or at a Congressional Bank traditional ATM, deposit items (other than US Treasury checks) will be available on the second business day after the day received, if deposited on a business day. Deposits made on a day the Bank is not open are considered to have been made on the next business day the Bank is open. A business day is Monday through Friday we are open, except Saturdays, Sundays and Federal Holidays. Deposits of US Treasury checks will be available on the first business day after the day of deposit. Longer Delays May Apply Certain circumstances may warrant the imposition of a longer delay in making funds available than that specified above. Under such circumstances, the Bank will notify the customer of the date by which funds will be available. Bank personnel may impose longer delays for the following: 1. Checks. Depending on the type of check deposited, funds may not be available until the second business day after the day of the deposit. The first $200 of funds deposits may be made available on the first business day. 2. International ACH Transactions (IATs). An International ACH Transaction is an entry that is part of an Automatic Clearing House (ACH) payment transaction involving a financial institution that is authorized by law to accept deposits, issue money orders or transfer funds that is not located in the territorial jurisdiction of the United States. ACH entries transmitted or received by a business customer who has entered into an ACH Origination Agreement with the Bank will be reviewed by the Bank against the OFAC Specially Designated Nationals ( SDN ) list. From time to time, the Bank may temporarily suspend processing of a transaction for greater scrutiny or verification against the SDN list and this action may affect settlement and/or the availability of funds. 14

Extended Delays May Apply Certain circumstances may warrant the imposition of a longer delay in making funds available than that specified above. Under such circumstances, the Bank will notify the customer of the date by which funds will be available. The funds generally will be available no later than the seventh business day after the day of deposit. In addition, funds you deposit by check may be delayed for a longer period under the following circumstances: The Bank believes a check deposited will not be paid Deposited checks total more than $5,000 on any one day The deposited check is a redeposit of a check that has been returned unpaid The account has a history of being overdrawn repeatedly in the last six months Special Rules for New Accounts The following special rules apply during the first 30 days a new account is open. Funds from electronic direct deposits will be available on the day received. Funds from deposits of cash, wire transfers, and the first $5,000 of a day s total deposits of cashier s, certified, teller s, traveler s, and federal, state, and local government checks will be available on the first business day after the day of deposit if the deposit meets certain conditions: Checks must be payable to the account holder The excess over $5,000 will be available on the ninth business day after the day of deposit For deposited checks (other than US Treasury checks) not made in person at a Bank Branch, the first $5,000 will not be available until the second business days after the day of deposit Funds from all other check deposits will be available on the eleventh business day after the day of your deposit. All holds on checks are subject to a case-by-case review and holds may be shortened at the discretion of bank management. 15
