Request for Proposals Consultant to Provide Conservation Planning, GIS Mapping, and Project Management Services BACKGROUND & SCOPE OF WORK PURPOSE OF REQUEST FOR QUALIFICATIONS/PROPOSAL The Santa Clara Valley Open Space Authority ( Authority ) is soliciting proposals from qualified consultants with expertise in conservation planning, GIS mapping & analysis, and project management to assist in the development of a Regional Conservation Framework (RCF) for Santa Clara County. The Santa Clara County RCF is a new conservation planning tool that will be designed to support effective land conservation by allowing appropriate agencies to conserve landscapes in advance of project impacts and receive credit for such conservation from regulatory agencies, resulting in streamlined project permitting and infrastructure project delivery with mitigation. BACKGROUND The Authority is an independent special district created on February 1, 1993, by an act of the California Legislature, and is governed by a seven-member elected board of directors. The Authority serves a large portion of Santa Clara County by protecting sensitive lands, preserving natural communities, and managing open space. The Authority has preserved over 18,000 acres, which include three preserves open to the public with over twenty miles of trails. Activities on the preserves include hiking, mountain biking, horseback riding, and nature study. OBJECTIVES Specific objectives include: Assist OSA and project partners in the development of a Regional Conservation Framework for Santa Clara County, which will identify regional conservation goals and high priority conservation areas across the county to guide mitigation activities and other conservation investments; Identify a portfolio of conservation projects that can mitigate anticipated transportation projects over a 30-year period; and Assist with development of an Implementation Plan and Process for ensuring efficient delivery of specific transportation infrastructure projects while promoting regional conservation. SCOPE OF WORK To support the development of this planning tool, the Consultant would evaluate the impacts to natural communities and focal species from planned transportation infrastructure projects identified by the Valley Transportation Agency. The Consultant would also identify the type of mitigation (preservation, restoration or creation for example) that is likely to be required for each project, and a portfolio of conservation sites where such mitigation could be effectively bundled and implemented. The Consultant would also work with the appropriate regulatory agencies to confirm the appropriate mitigation. The Consultant would collaborate with local agencies pursuing projects with mitigation needs, as well as work closely with OSA staff to ensure that the proposed mitigation projects align with the strategic goals of the Open Space Authority. closely with ICF International, the consultant leading development of a larger Regional Conservation Assessment and Regional Advance Mitigation Program for the Bay Area. Project tasks include but are not limited to: Represent OSA in Bay Area Regional Conservation Assessment Technical Advisory Committee (TAC) meetings in Santa Clara Regional Conservation Framework TAC and public meetings; Review and comment on the guidelines for the Regional Conservation Framework; Coordinate with OSA and ICF to identify specific conservation goals and objectives and confirm the geographic study area, ecoregional boundaries and species, habitat, and/or other natural resources to be covered; Coordinate with OSA staff to inventory and assess available GIS data and develop a spatial GIS database to support conservation planning efforts associated with this project; Coordinate with OSA staff and Valley Transportation Agency staff to identify and map likely impacts to natural communities and habitats associated with planned transportation infrastructure projects; Map conservation priorities on anticipated impacts including core habitat areas, essential connectivity and habitat linkages, and habitat enhancements. Integrate adopted state, regional, and local conservation plans into this effort to create an integrated County wide conservation strategy in coordination with the wildlife agencies; Identify adaptive management and monitoring needs; Identify a portfolio of conservation projects that can collectively mitigate the anticipated transportation projects, by: Characterizing the anticipated impacts of each transportation project, in terms of species and habitats impacted; Identify a portfolio of conservation projects, including new land acquisition and enhancement of existing protected lands, to achieve the conservation goals of the RCF, and characterize each according to the benefits for sensitive species and habitats in terms of the amounts, types and locations of habitat to be permanently protected and/or restored; and Develop a matrix relating the priority conservation projects to the anticipated transportation projects, and ensure that the conservation benefits are sufficient to meet the transportation project mitigation needs. SUBMISSION, REVIEW & SPECIAL CONDITIONS REQUIRED INFORMATION 1. A fee proposal stating the hourly rate, estimated hours per month, and payment schedule (e.g. monthly invoicing) for the proposed project tasks and deliverables. 2. A detailed description specifying the consultant s approach to completing the project tasks and deliverables. 3. A detailed description of consultant s experience in developing and managing conservation plans, GIS mapping and analysis, and project management. 4. A list of at least two (2) clients (include names of contact persons, telephone numbers, brief description of the work performed) for whom the consultant has performed services similar to those required by this RFP. 5. A copy of consultant s resume or CV 6. Review sample contract and provide a statement that indicates agreement to its terms including the insurance requirements. (See Attachment A.) PREPARATION OF RESPONSES All responses to the items in the REQUIRED INFORMATION section must be answered fully and must be able to be substantiated by the vendor. Responses must be received in the office of the Authority contact no later than 12:00 P.M. Pacific Daylight Time, March 14, 2016. Late responses will not be considered. Vendors shall have sole responsibility for delivery of responses on time and to the proper location. b. Response Format: To facilitate the analysis of responses to this Request for Proposals, vendors are required to prepare their responses in accordance with the instructions outlined in this section. Each vendor is required to submit the responses in a sealed package. Vendors whose responses deviate from these instructions may be considered non-responsive and may be disqualified at the discretion of the Authority. Responses should be prepared as simply as possible and provide a straightforward, concise description of the consultant s capabilities to satisfy the requirements of this Request for Proposals. Emphasis should be concentrated on accuracy, completeness, and clarity of content. All parts, pages, figures and tables should be numbered and clearly labeled. No page limit, however, responses should be comprehensive, succinct and direct. Font size should be no less than 11 points. The responses should be organized into the following major sections: 1. PROPOSED FEE SCHEDULE The consultant must include pricing for all proposed services and include a breakdown of costs (by hourly, by monthly, by task, by deliverable, etc.). 2. DESCRIPTION OF PROPOSED SERVICES Proposal must address each of the tasks requested in the scope of work described above, and any additional tasks that may be necessary to accomplish the stated goals. The response should provide descriptions for how the consultant intends to complete the work and explain how the results will be presented to the OSA. The Authority prefers consolidated and comprehensive services for the entire scope of services. 3. DESCRIPTION OF EXPERIENCE The consultant must provide a description of experience, including detailed descriptions of consultant s experience in developing and managing conservation plans, GIS mapping and analysis, and project management. The description of experience shall include experience with local governments and special districts, if any. Please do not include information on projects that are not similar in scope and character to the scope of work described in this RFP. 4. CLIENT REFERENCES Vendors should provide a list of at least two (2) clients (include names of contact persons, telephone numbers, brief description of the work performed) for whom the vendor has performed services similar to those required by this RFP. 5. STATEMENT OF AGREEMENT WITH TERMS OF CONTRACT The consultant must provide a statement that indicates agreement to the terms of the contract including an agreement to meet the insurance requirements. c. Note: Any deviation from the requirements listed above may result in the response being considered non-responsive, thus eliminating a vendor from further consideration. d. The Authority cautions vendors to assure actual delivery of mailed or hand-delivered responses directly to the address noted above by the established deadline. A response received by the Authority after the established deadline will not be considered. SELECTION CRITERIA A Proposal will be approved by the Board of Directors. Proposals will be evaluated for responsiveness to the RFP, including completeness of response and quality of response; consultant s approach, strategy and execution to complete tasks; proposed fees and rates; relevant experience of the consultant, and previous client satisfaction. Staff may conduct in person interviews as part of the selection process. The Board may reject all proposals. ADDENDA Authority will post any addenda on Authority s website and notify properly registered vendors of such postings. REJECTION OF RESPONSES The Authority may reject any proposal if: 1. The vendor fails to respond to the RFP Required Information, or otherwise comply with the format and submission required set forth in this RFP, or 2. The vendor misstates or conceals any material fact in the response. The Authority may reject all nonconforming, non-responsive or conditional proposals, and may waive any minor informalities or irregularities in any proposal and at the Authority s sole discretion. PUBLIC RECORDS LAW Pursuant to the California Public Records Act (California Government Code Section 6250 and following), public records are open to inspection at all times during the office hours of the Authority and every person has a right to inspect any public record or request copies of public records. All submitted responses are public records and are subject to public disclosure pursuant to the California Public Records Act. ACCEPTANCE Submission of any response indicates acceptance of the conditions contained in this Request for Proposals. RESPONSE COSTS Those submitting responses do so entirely at their own expense. The Authority will not be responsible for reimbursement to any individual or firm for any costs incurred in preparing or submitting responses, providing additional information when requested by the Authority, or for participating in any selection interviews or meetings. NON-DISCRIMINATION No person shall be excluded from participation in, denied any benefits or otherwise discriminated against in connection with the award and performance of any contract on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, genetic information, marital status, sex, gender, gender identity, gender expression, sexual orientation, age (over 40), military and veteran status of any person, or any other non-merit factor unrelated to job duties and protected by law.
