Approval of Minutes for July 17, 2015 Krista Rowland Notes from this meeting were posted on line and hard copies provided at the membership meeting. James Bryant made the motion to approve the minutes, Klaus Hoehna second; No further discussion; motion passed Treasurer s Report Kelly Piper Kelly is collecting all monies for the 2015 Joint Conference and billing WSEMA for their portion; this may be noticeable on the budget sheets. June, July, & August balance sheets Presentations: EBoard Elections Robbie Roberts Ballots were provided at the membership meeting, for officers for 2016. Student members do not have voting privileges. There is only to be one (1) affiliate member vote for the group. Place names on the ballots and your vote will be recorded; if no name the ballot is thrown out. Since we had a nominee unable to accept the position the new ballot does not have her name. If a member turned in an absentee ballot and would like turn in a new ballot, the old ballot will be thrown out. Dean Bender, Sarah Eckman and Robbie Roberts will be counting the votes as the meeting progresses and the newly elected officials will be announced after. OEMA Longevity Krista Rowland Krista announced longevity from 5 years up to 50 years; the list is attached. Two lifetime memberships were given by the E Board: Doug McGillivray and Les Miller Awards Nancy Bush Partner Innovation: Port of Portland for their work toward the Oregon Resilience Plan Partner Coordination: Oregon Health Authority Public Health Division, Ebola incident management team on their coordination during the statewide planning and response efforts for the Ebola Virus outbreak. Partner Service: Lonny Welter, Columbia County Road Department for outstanding volunteer work in emergency management. Member Coordination: Scott Porter for his work with the Regional Disaster Preparedness Organization (RDPO) Member Krista Rowland Carter for her great work as the OEMA Secretary. Changing of the Gavel from Nancy Bush to Mike Lueck as our President; Mike will begin his Presidency on November 1, 2015 and Nancy will move to Past President. OEM Update Laurie Holien 25 counties have declared drought, Marion County being the newest county that has declared. Erik Rau is the point of contact at OEM regarding drought. Wildfires were very active with this summer; there were a lot of jurisdictions assisting other counties. Thank you to Jenny Demaris, Mike Ryan, Erik Anderson, Jamie Baxter, Sue Lamb, Nancy Bush, and Nathan Garibay for deploying to the eastern counties to assist. Fire Management Assistance Grant is providing funding for 6 fires this year; we are getting a higher level of funding due to the Natural Hazard Mitigation Plan. For more information about this contact Clint Fella at OEM. Cascadia Playbook roll out last week, Gov r Brown was in attendance; 12 other states are asking about the playbook. Committee Reports By Laws Scott Porter Nothing to report Conference Committee Mike Lueck There are more vendors this year than previous years; scheduled to come in Tuesday night. The joint committee has proposed another joint conference in 2020. There are differences when we collaborate with WSEMA: Drawing is a raffle unable to use the term raffle. Silent auction is a little different; the sheets are located throughout the vendor area. Proceeds will be split between OR & WA. Wednesday night during banquet will be the EM of the year and OEMA president s award. Entertainment, dueling pianos. Liaison Reports APWA Les Miller Part of this group is to get EM & PW to speak, public and private. October 20, at Seven Feathers Casino will be an exercise on challenges with Coastal & Western EMs to reach out to jurisdictions on the east side of the state. Contact Les for more information AOC Sue Lamb Help the EBoard to be involve in the Legislature. She is getting requests for info from AOC for emergency managers to speak at forums. Jenny is speaking next week to discuss coastal counties. Sue will be hitting you all up asking to speak; it takes a village to be successful. APCO Dean Bender The Annual Training Conference and Awards Banquet are being held in Sunriver October 13 16. The registration is currently open. We are preparing for the APCO Western Regional Conference that will be held in Portland at the Oregon Convention Center, March 8 10, 2016. Registration is also open for this conference. We hope to have over 100 vendors that participate and up to 1000 1200 attendees. The training program is still being organized, but the keynote speaker has been arranged. It will be JR Martinez, and Iraq war veteran and inspirational speaker. The Frame Relay Replacement project is still progressing. OEM assembled a team of 7 participants to participate in the RFP evaluation process. There are two vendors still in the process. Currently the plan is being developed for site visits and installations, but this won t be finalized until a vendor is selected. OEM has reached out to all the PSAPs with tentative scheduling for site visits and installations. This project is considered Phase 1 for the Next Generation 9 1 1 Network. OEM has also agreed to fund a Text to 9 1 1 Pilot Project for the Portland Metro area. The PDCC (Portland Dispatch Center Consortium) is currently working on procurement for this project. There will be 7 PSAPs involved in the pilot project; BOEC (Portland 9 1 1, Bureau of Emergency Communications), CCOM (Clackamas Communications), LOCOM (Lake Oswego Communications), WCCCA (Washington County Consolidated Comm Agency), C911CD (Columbia 911 Communications District), Astoria 911, and METCOM. We are looking to launch in early 2016, though the date is fluid until the contract for procurement is actually in place. The OAR s related to the 9 1 1 program are currently in the process of being re written and updated. OEM has enlisted a RAC (Rules Advisory Committee) that has taken a look at the OAR s and has already made some changes. These changes have been submitted to DOJ and the public comment period should be beginning shortly. IAEM Nancy Bush FEMA Region X meeting in the Discovery Ballroom 5:30 7 Monday night.
LEPC Sue Otjen State Fire Marshal has busy with conflagrations. 2015 16 LEPC grant was approved and will let those know who officially won awards. OSSPC Jay Wilson This year was the first full legislative session since the plan has been written. They were tracking 18 bills, but the state resilience officer was their #1 priority. Schools state resilience funding was passed and a huge feat! SB808 Mass care/sheltering. Got to Joint ways and means but was not passed. Jay would like a legislative orientation for OEMA to teach them how things go through legislation. There is not enough time for this at the conference. EQ early warning program was a nice gesture but not enough because it doesn t ensure that people know what do to. OSSPC met with OEM about getting businesses back up and running after a disaster; where would this task live, what would it cost, and asking for funding from legislation The recommendation from the plan that was not funded could fall on the state resilience officer. ORVOAD Dean Alby ORVOAD comes in after the disaster to clean up. They got Baker, Grant County s feet on the ground doing the clean up work. Klamath County, ORVOAD is acting more as consultants, letting them know what they are able to provide. There has since been a volunteer recovery group and case management set up in Baker and Grant County.
