COMMONWEALTH OF VIRGINIA STATE CORPORATION COMMISSION APPLICATION OF VIRGINIA ELECTRIC AND POWER COMPANY For approval and certification of electric transmission facilities: Remington-Gordonsville 230 kv Double Circuit Transmission Line ' Case No. PUE-2015-00117 MOTION FOR EXTENSION AND FOR EXPEDITED CONSIDERATION Pursuant to Rule 110 of the Rules of Practice and Procedure1 of the State Corporation Commission ("Commission"), 5 VAC 5-20-110, and for good cause shown, Virginia Electric and Power Company ("Dominion Virginia Power" or the "Company"), by counsel, moves the Hon. Chief Hearing Examiner to issue a ruling that: a. extends the time for the filing of the Company' s rebuttal testimony from June 14,2016 to July 12, 2016; b. extends the deadline for receiving public comments from June 21,2016 to July 19,2016; and c. reschedules the start of the evidentiary hearing from June 28,2016 to either July 27,2016 or July 28,2016. Due to the impending June 14,2016 filing deadline for the Company's rebuttal testimony, the Company further requests expedited consideration of its Motion. In support of this Motion, Dominion Virginia Power states as follows: 1. On November 13,2015, Dominion Virginia Power filed with the Commission an application and supporting documents for a certificate of public convenience and necessity for the proposed Remington-Gordonsville 230 kilo volt ("kv") double circuit transmission line and associated facilities (collectively, the "Project"). 5 VAC 5-20-10 et seq.

2. On December 29,2015, the Commission issued an Order for Notice and Hearing in this proceeding that, among other things, assigned the Chief Hearing Examiner to conduct all further proceedings in this matter and established a procedural schedule. 3. In accordance with the procedural schedule, on May 27,2016, the Commission Staff ("Staff") filed its Report and accompanying profiled testimony of Staff Witness David Essah. In the Report, Staff addresses the structure height for the Project, stating: The Staff does not take a position with respect to structure height, but notes the following: a) constructing the Project at the lower structure height is, or appears to Staff to be technically feasible; b) using the lower structure heights is supported by citizens that provided public comments in this case; but c) if the shorter structures are used, a wider ROW will likely be required, or the number of structures could potentially increase (increasing visual impact of the Project), and the cost of the Project would increase as well. Given the great public interest expressed for the use of shorter support structures, Staff hopes to be able to supply further information on the issue of additional costs in either supplemental testimony or during the proceeding.2 4. The procedural schedule also provided for the filing of testimony by any respondent on or before May 10,2016. No respondent filed testimony. 5. The Company is required to file its rebuttal testimony on or before June 14, 2016. In response to the discussion in the Staff Report concerning structure heights, the Company wishes to further evaluate and present evidence for the Commission's consideration on the potential to utilize shorter structures where feasible along portions of the Project route, taking into consideration the potential need to expand right-of-way to accommodate such shorter structures, and to present the results of this evaluation in its rebuttal testimony. In order to accommodate the Company's evaluation of reduced structure heights, the Company requests the Hearing Examiner to modify the procedural schedule in this proceeding by approximately 2 Report at 22:10-23:7.

The extension of the procedural dates requested herein will facilitate the development of a complete and accurate record, is in the furtherance of justice, and prejudices no party. 7. Due to the impending June 14,2016 filing deadline, the Company further requests expedited consideration of this Motion. 8. The Company has informed the Staff of its intention file the instant Motion requesting an extension of the procedural schedule. Staff has authorized the Company to represent that it does not oppose the relief requested in the Motion. 9. The Company has contacted each of the respondents and is authorized to state herein that the following respondents support the extension requested by this Motion: Orange County; and Michael Mosko, Jr. 10. The following respondents have authorized the Company to state herein that they do not oppose the extension requested by this Motion: The Piedmont Environmental Council; Old Dominion Electric Cooperative; and the Board of Supervisors of Culpeper County. 11. As of the time of filing this Motion, the Company has not yet received a response from the following respondents3 concerning the extension request: Madison County; William & m 3 Respondent David Taylor filed a Cancellation of Participation in this proceeding on May 19,2016. The Company informed Mr. Taylor of the Motion along with the other respondents. 3
