Page No. 2 1.0 INTRODUCTION Halifax Water is soliciting proposals for the provision of contract management, administration and inspection services for the Freshwater Brook Sewer & Water project. 2.0 BACKGROUND Halifax Water is currently in the process of tendering a multi-phase project to replace the aging Freshwater Brook Sewer in peninsular Halifax. The existing combined sewer will be replaced by a new combined sewer and a new storm sewer. The project extends from the intersection of Inglis and Barrington Streets to approximately the intersection of South and South Park Streets. The project includes the installation of approximately one kilometre of large diameter combined sewer, one kilometre of large diameter storm sewer, 900 meters of watermain, service laterals (installation of new storm laterals and reconnection of sanitary & water laterals), decommissioning of the existing Freshwater Brook Sewer and associated works. The project also involves the management of impacted soils and pyritic slate. It is essential that the project be completed by March 2009 in keeping with external funding requirements. To ensure completion of the project by this deadline, it has been divided and tendered in three phases, with the expectation that three separate contractors will be engaged at the same time. 3.0 SCOPE OF WORK The Consultant will provide the following: A minimum of two Certified Engineering Technologists (CET s) for full time inspection of the work. The CET s will have a minimum of five years municipal works related field experience; A full time Professional Engineer to lead the administration and inspection effort. The Engineer will possess excellent communication and public relations skills, and the confidence to lead and direct a project of this magnitude. The Engineer will have a minimum of five years municipal works related field experience as a P.Eng.; A Geotechnical Engineer as needed to assist in the management of impacted soil and pyritic slate. The Geotechnical Engineer will have a minimum of five years experience as a P.Eng. (Halifax Water will provide, and pay for, the materials testing company to be used for this project.)
Page No. 3 The Consultant shall be responsible for: Providing full time contract administration, record collection and inspection services during construction. This includes but is not limited to: the management of all aspects of the project to assure compliance with the contracts; e.g., quality control, testing, commissioning, timely delivery, acceptance, payment, closing contracts, etc; Preparing record drawings, commissioning and project certification in accordance with Halifax Water s Design and Construction Specifications document. (The Consultant will be specifically required to collect record information in the field, ie. Halifax Water will not accept information collected by the Contractor); The lead Engineer for the inspection effort shall work closely with Halifax Water s Project Manager and shall obtain consent for any significant changes to the scope of the contract. Design changes will be facilitated by Halifax Water unless otherwise directed, and all decisions regarding design changes shall be approved by Halifax Water s Project Manager. 4.0 DELIVERABLES The Consultant will be responsible for: Full time contract administration and inspection services during construction including collection of record information; Bi-weekly meetings for each phase of the project involving Halifax Water staff, the Contractor and other stakeholders, recording meeting minutes and distribution of minutes to attendees; Weekly reports for each phase of the project submitted in either hard copy or as an attachment to an electronic email; Monthly progress claims/schedule of Quantities verification; Change orders; Shop drawing reviews;
Page No. 4 Notifications to residents and affected parties; Preparation of record drawings, commissioning, and providing project certification in accordance with Halifax Water s specifications; Submission of all correspondence related to the project. 5.0 INFORMATION FOR PROPONENTS 5.1 Background Information.1 Copies of the Geotechnical reports, issued for tender drawings and Contract Documents (between Halifax Water and the Contractors) may be viewed prior to the closing date at the Halifax Water Bluewater Road office. For access to these documents please contact Greg Rice at 490-6700. 5.2 Proposal Submission.1 Proposal Content.2 Pricing Information.1 corporate name and overview of company;.2 list of sub-consultants (if any) to be engaged for the project;.3 list of personnel to be assigned to the project with their related qualifications;.4 description of understanding of Halifax Water project requirements;.5 description of project methodology;.6 schedule of project tasks and total duration;.7 a listing of at least three references where similar or related works has been completed, along with descriptions of the project and the names of the contact persons;.8 details of liability insurance coverage. Submit the following in a separate, sealed envelope, clearly marked Pricing Information.
Page No. 5.3 One Response.1 Provide a cost estimate for contract administration, record collection and inspection services (excluding materials testing) with a breakdown of personnel and personnel billing rates. For the purpose of comparison, assume a 60 hour work week and a project duration of 30 weeks. Provide a breakdown of standard hourly rates and overtime rates (if applicable) for individuals. If overtime rates apply, indicate when they apply. Identify expenses and HST in the estimate. Payment for these services will be based on actual hours worked..2 Provide separate lump sum costs for the following (identifying HST separately): Commissioning; Final record drawing preparation; Project certification & warranty inspection at the end of one year warranty period. Proponents may not submit more than one proposal..4 Address for Submission Five copies of the proposals shall be delivered in a sealed envelope marked Contract Administration & Inspection, not later than 3:00 PM, Wednesday, April 23, 2008, to: Greg Rice, P. Page No. 6.5 Hard Copies.6 Late Submissions.7 Proposal Revision All proposals must be in hard copy form. No facsimile transmissions will be accepted. However, amendments to the original document will be accepted by facsimile, if received before the Submission Closing Date. Originals must be forwarded to Halifax Water so that they may be attached to the original hard copy for validity. The date and time of receipt of a Proposal shall be the date and time indicated by Halifax Water s date and time stamped on the Proposal. Any changes or revisions to this RFP will be issued to all proponents in writing as a formal addendum to this RFP. Prior to the Submission Closing Date, Halifax Water may modify any provision or part of the RFP at any time upon notice in writing to the proponents, if a reasonable time is allowed by Halifax Water for the proponents to respond to such modifications including, without limitation, the opportunity to make any necessary revisions to their respective proposals..8 Request for Clarification Any proponent who has questions as to the meaning or intent of any part of this RFP or of the project, or who believes this RFP contains an error, inconsistency or omission, should submit a request for clarification. All requests for clarification or inquiries concerning this RFP should be forwarded in writing no later than one week following the RFP release date, to the Halifax Water representative identified below: Greg Rice, P. Page No. 7 Responses to all request for clarification will be provided by Halifax Water in writing to all proponents..9 Review and Evaluation Criteria The details of each proposal will be kept confidential by Halifax Water. The recommendation to the Board of the Halifax Water will be based on the following criteria and evaluated utilizing a standard weighted score evaluation form: Compliance with RFP Pass/Fail Relevant skills of project team; 25% Recent experience related to client problem/need; 25% Comprehension of project objectives and proposed program 25% Cost. 25% Halifax Water reserves the right to reject any or all proposals and not necessarily to accept the lowest priced proposal. Halifax Water also reserves the right to waive formality or technicality in any proposal.
