Drafting and implementation of the YNLC work plans, course schedule and research agenda. Drafting and control over a $450,000 O&M annual budget. The Inuvialuit Cultural Resource Centre funded this project. 2000 SEPTEMBER TO DECEMBER (YNLC, WHITEHORSE) Gwich'in Language Research Project document the Gwich'in verb system and some syntactic structures specific to historical and dialectal development of Athabaskan Languages. The Yukon Native Language Centre funded this project. 2000 APRIL 16TH TO 30TH (WHITEHORSE, YUKON) Report on Yukon Aboriginal Interpreter / Translator Services and Training Explore the possibility of creating a training program for translators and interpreters in Yukon Native Languages, Produce a final report (evaluation of needs, actual services provided, pertinence of creating such a program in the general context of Language Planning for Endangered Languages, review of the Yukon Languages Act, comparison of the scope and goals of each of the 3 Canada-Yukon Agreements on Aboriginal Languages). RESEARCH AND FIELDWORK (cont.) 2000 FEBRUARY 21ST TO MARCH 10TH (INUVIK & TUKTOYAKTUK, NWT) Basic Siglit Dictionary Elicit linguistic data to be integrated in the second edition of the Basic Siglit Dictionary (Lowe, 1984), publish a new edition, revised and enlarged (Lowe 2001 Siglit Inuvialuit Uqautchiita Nutaaq Kipuktirutait Aglipkaqtat, Nota bene), The Inuvialuit Cultural Resource Centre funded this project. 1999 JANUARY TO APRIL (UNIVERSITÉ LAVAL) Aboriginal Rights (under the supervision of Ghyslain Otis) Research the nature of constitutional rights in Canada, Review the most important decisions of the Supreme Court of Canada regarding Aboriginal rights, Compare the use of treaty documents (Marshall Decision) and oral tradition (Delgamuukw Decision) as proof to support Aboriginal rights. Publication: Aspects linguistiques de la preuve par tradition orale en droit autochtone in Les Cahiers de Droit in 2000. Fall 1999 SEPTEMBER TO DECEMBER (YUKON NATIVE LANGUAGE CENTRE, WHITEHORSE) The Petitot Project Document, in English, the linguistic work of Father Émile Petitot during his mission to the Arctic Red River Dènè-Dinjié (Gwichyàa Gwich'in). The Fonds de formation de chercheurs et d'aide à la recherche (FCAR) of the Government of Québec funded this project. 1999 FEBRUARY 10TH TO MARCH 12TH (TUKTOYAKTUK, NWT) Inuvialuit Terminology Workshop Define a process to create the terminology needed in the three dialects of Inuvialuktun Develop a Linguistic competence development policy for the Inuvialuit Cultural Resource Centre, Teach the basic principles of language description to an Inuvialuk, Follow-up on Ms. Renie Arey' progress. The Inuvialuit Cultural Resource Centre funded this project. Page 7

Gather data in the Gwich'in communities of Fort McPherson and Tsiigehtchic in the Northwest Territories of Canada, Describe two dialects of this language: Gwichyàa Gwich'in and Teetl'it Gwich'in (7 Elders in Tsiigehtchic and 6 in Fort McPherson). The Gwich'in Social & Cultural Institute and the Northern Scientific Training Program of the Department of Indian Affairs and Northern Development funded this project. 1997 SEPTEMBER 24TH TO OCTOBER 21ST Policy and Planning for Ancestral Languages in Inuvialuit and Gwich'in Communities. Gather data on the linguistic needs of Inuvik, Tuktoyaktuk, Aklavik, Tsiigehtchic and Fort McPherson in the Northwest Territories, Propose a series of recommendations for linguists and cultural organisations regarding efficient Language Planning interventions, Produce a report (review of the NWT Languages Act and Inuvialuit and Gwich'in Final Agreements, a discussion of the Language Commissioner's role, recommendations on steps and actions for a Language Planning project), Results: the Beaufort-Delta Education Council Bilingual Committee adopted many of the recommendations of the report (Dec. 3rd 1997) leading to the implementation of a bilingual education program in the fall of 1998 and the creation of the Inuvialuit Cultural Resource Centre.
