GoArmyEd - FEDERAL TUITION ASSISTANCE NEW TUITION ASSISTANCE POLICY EFFECTIVE 1 JANUARY 2014: The Army s FY14 Tuition Assistance (TA) program has changed. These changes are supportive of the intent of the TA program to provide financial assistance for voluntary off-duty education in support of Soldiers professional and personal selfdevelopment goals within a constrained budget environment. The new policy allows Soldiers to use TA after successful completion of their first year of service after graduating from AIT, OCS or BOLC. Soldiers are eligible for up to 16 semester hours per year and they can use TA for a second, higher-level postbachelor s degree after completion of 10 years of service. The second degree time in service requirement applies to movement from a bachelor s to a master s degree and not from an associate s to a bachelor s degree. Also, the 10-year requirement only applies if Army TA was used to pay for any portion of the undergraduate coursework. Soldiers will continue to receive up to $250 per semester hour and the current policy limits of 130 semester hours for completion of a bachelor s degree and up to 39 semester hours for a master's degree remain in effect. Soldiers cannot use TA for a second equivalent degree, i.e., no second associate s, bachelor s or master s degree. All courses must be part of an approved degree plan. TA cannot be used for first- professional degrees, e.g., PhD, MD or JD. In addition to DA adverse action flags, TA will not be allowed for Soldiers who are flagged. Do I qualify for Federal Tuition Assistance (FTA)? If you are currently serving in a SATISFACTORY status and have NO FLAGGING ACTIONS in the Army National Guard and do not have an Expiration Term of Service (ETS) or Mandatory Removal Date (MRD) prior to the completion of course(s). If you are a CW2 or 1LT or above you will be subject to a 4 year Reserve Duty Service Obligation (RDSO) or a 2 year Active Duty Service Obligation (ADSO). If you are not a recipient of an ROTC scholarship. IF YOU HAVE SUCCESSFULLY COMPLETED ONE YEAR OF SERVICE AFTER GRADUATION FROM AIT, BOLC, OR OCS. IF YOU HAVE SUCCESSFULLY COMPLETED 10 YEARS OF SERVICE if you are applying for TA for a master s program. This only applies if TA was used to pay for any portion of your undergraduate course work.

What will FTA pay for? Up to 16 SEMESTER HOURS PER FISCAL YEAR (1 October 30 September) Up to $250.00 per semester hour FTA may pay towards the cost of tuition and some fees IF: The College/University is Regionally or Nationally accredited AND is an active GoArmyEd participant. The fee is required for enrollment in a SPECIFIC course, is charged to all students, and is 100% refundable if you were to drop the class. Funded courses must be part of your documented degree plan from the school FTA may pay towards ONE of each level of credential with the limitations of up to 130 undergraduate hours and 39 graduate hours taken in progressive order. FTA cannot be used for courses leading to a lower, lateral, or duplicate postsecondary credential or degree that has been documented in your education record, regardless of funding source. Undergraduate level certificate/certification (must maintain a 2.00 GPA) Associate Degree (must maintain a 2.00 GPA) Bachelor Degree (must maintain a 2.00 GPA) Master Degree (must maintain a 3.00 GPA) Graduate level certificate/certification (must maintain a 3.00 GPA) Must NOT have already earned a Master s Degree to be eligible with the exceptions of initial state teacher certification or Chaplain Certification. Chaplain Candidates are ineligible. Contact your GoArmyEd representative for further guidance. What will FTA not pay for? FTA will NOT pay towards: FTA cannot be used for courses leading to a lower, lateral, or duplicate postsecondary credential or degree that has been documented in your education record, regardless of funding source. First Professional degrees are NOT eligible. This includes, but is not limited to, Doctor of: Chiropractic, Dental Science, Dental Medicine, Juris Prudence (also known as Juris Doctor), Medicine, Optometry, Osteopathic Medicine /Osteopathy, Pharmacy, Podiatric Medicine/Podiatry, and Veterinary Medicine. Any program that bundles costs (the charges for the program must be charged by the course and NOT as a lump sum for the program). Continuing Education Units. Fees such as parking, graduation, health center, and enrollment. 2

What will FTA not pay for? (CONTINUED) FTA will NOT pay towards: Room and board, meal cards. Soldiers receiving an ROTC scholarship are not eligible. Soldiers assigned to the ING/IRR are not eligible. What do I do to get started? How to apply: START NOW! A little work on your part WILL pay big dividends. You must begin the process early. You can apply for tuition assistance up to 60 days PRIOR to the class START DATE but no later than seven (7) days after the course start date. Failure to apply before the suspense date will result in a denial of benefits. The GoArmyEd program is very specific and you do not want to miss out on a benefit because you failed to meet a suspense date or follow directions. A tuition assistance application requires the upload of four (4) documents Current Statement of Understanding (SOU), Degree Plan/Student Agreements, Detailed Course/Fee Cost, and Course Schedule. In addition, information for each course must be input into the GoArmyEd system. Requesting tuition assistance, uploading documents to the efile, and the input of course data are an individual responsibility. Let s Begin. To expedite your Tuition Assistance process, start by scanning and saving the following four (4) documents as separate PDF files to your computer desktop. You ll need these files later when you input your course information and upload documents in GoArmyEd to your efile. Statement of Understanding(SOU). Type the following link in your browser, download and save a copy of the Statement of Understanding to your computer. The current form is dated January 2014. https://www.goarmyed.com/docs/annual_ta_sou.pdf 3

Once the SOU form is saved, print it and get the form signed. Once signed, scan the form and save it as a PDF file back on your computer. * For E6 and below requesting tuition assistance, the authorization block on the Statement of Understanding MUST be signed by the Soldier s commander or by an E7 or above who has signature authority from the commander. If an E7 or above signs FOR THE COMMANDER, the delegation of signature authority memo from the commander MUST be attached to the Statement of Understanding and uploaded to the efile in GoArmyEd. Be sure to include the commander s name and rank. *For E7 and above requesting tuition assistance, the authorization block on Statements of Understanding may be signed by the Soldier, FOR THE COMMANDER. Be sure to include the commander s name and rank. Course and Fee Cost consisting of official school documentation with student s name, such as an itemized receipt, a current invoice, or a statement of tuition and fees specific to your enrollment. Tuition and fees must be listed separately with courses identified showing a breakdown of cost-per-semester/quarter/clock-hour and fees. Fees must be itemized and specific to each course (i.e. BIO 1101 Lab Fee: $50.00). Class Schedule with student s name showing all courses with the START and END dates, course department and numbers, course names, course hours and days/times for each class. Servicemembers Opportunity Colleges Academic Degree (SOCAD) Plan Student Agreement/Documented Degree Plan. A documented degree plan must include four (4) items: Soldier s name Listing of all of the requirements for degree completion Evaluation of transcripts, to include military training and college credits previously earned 4

Your military training is evaluated on your Joint Services Transcript (JST). To get a copy of your JST, go to: https://jst.doded.mil. Endorsement by the school (hand-written or digital signature of a school official) OR degree plan generated directly from the school s online automated degree audit system Establish a GoArmyEd Tuition Assistance Account. Go to, SCROLL DOWN, on right side of screen check Student, click Create/Activate Account. Enter SSN and Date of Birth, click submit. Complete the required training for a base role GoArmyEd account, which results in the creation of your GoArmyEd user name and password. Don t lose your password! Also, ensure you input your preferred email address with good contact numbers. This is extremely important! The email address used should be an email address you check regularly. It does not have to be an AKO email. Recommend a personal email such as Yahoo, Hotmail, etc. Once your account is activated, perform the following steps: STEP 1: Click on Request TA Access. Then select Save and Continue STEP 2: You will arrive at the Training Page, Select Launch Video OR Launch Presentation. Go through the video/presentation until you are complete. Once compete, the website will direct you back to the Training Page, Select the bubble I certify that I have completed GoArmyEd Training. Select Save and Continue. STEP 3: Statement of Understanding. If you have not already scanned and saved a signed copy of the Statement of Understanding on your computer, click, Annual TA SOU FORM, print and have the form signed. Once signed, scan the two page document and save the form as a PDF file on your computer. Upload to your efile the Statement of Understanding (SOU) Transaction Type Tuition Assistance Statement of Understanding by selecting Browse, selecting the SOU document and clicking Open. Select Save and Continue. 5

* For E6 and below requesting tuition assistance, the authorization block on the Statement of Understanding must be signed by the Soldier s commander or by an E7 or above who has signature authority from the commander. Be sure to include the commander s name and rank. STEP 4: Home School and Degree Plan. Select Link to Search Schools Type in Name of School and location information. Select Degree Level, and Degree Name. Select Save and Continue. STEP 5: Common Application. Go through and complete the four sections, Contact Information (double check the preferred email address), Demographic Information, Prior Education and Additional Information and fill out ALL sections in their entirety. STEP 6: Submit Request. Select Submit for Approval. *Write down your case number, which is given to you once you click Submit for Approval** You can t proceed until you receive an email approving your account activation. STEP 7: Receive email approval. Once email approval is received: STEP 8: Login to. STEP 9: Select My Education Record Smart Link STEP 10: Select the efile tab and scroll down STEP 11: Under Upload efile. Complete the required fields (Title and Description). Ensure you select the correct transaction type for EACH file you upload. Only one file can be uploaded at a time. Degree Plan Transaction Type o SOCAD Student Agreement/Documented Degree Plan School Tuition and Fee Cost Transaction Type o Cost Verification and Course Schedule Enrollment Verification Class Schedule Transaction Type o Cost Verification and Course Schedule 6

STEP 12: Select Browse to find the following PDF files you have previously scanned and saved to your computer. SOCAD Student Agreement/Documented Degree Plan School Tuition and Fee Cost Enrollment Verification Class Schedule STEP 13: Select Upload File. Once EACH document with the CORRECT transaction type has been uploaded to your efile, you are ready to apply for tuition assistance! Requesting Tuition Assistance (TA) CHANGE CHANGE CHANGE When applying for Tuition Assistance (TA), Soldiers who are full-time students at a flat-rate school should ONLY input the MINIMUM number of hours their school requires to qualify as a FULL-TIME student. This is normally 12 hours. A flat-rate school charges the same tuition for a range of hours which is usually 12-18 hours. Part time students MUST input ALL of their classes. For example, a school charges $3,372 for students that take 12-18 hours. A student s schedule reflects 15 hours. In this case, the Soldier would only need to request tuition assistance for 12 hours. To determine the unit cost, the Soldier divides $3,372 by 12 which would equal $281 per semester hour. Once approved, GoArmyEd would pay up to $250 per semester hour, which would be $3,000. By doing this, the Soldier would have four (4) semester hours remaining they could request tuition assistance for the following semester since tuition assistance will ONLY pay for up to 16 semester hours per fiscal year (1 October 30 September). 7

HOW TO REQUEST Tuition Assistance (TA) STEP 1. Login to www.goarmyed.com with your Username and Password STEP 2. Select Request TA. Select Yes agreeing to the terms of the Army Tuition Assistance Statement of Understanding and agree to the conditions for the use of tuition assistance as verified by your authentication. Enter password, Press Submit. STEP 3. Confirm home school is pre-populated, enter the Class Subject, Catalog Number, and the Class Start Date and select NEXT. Do not input a class unless it is on your degree plan, schedule, and invoice. STEP 4. Once the TA Request Displays, Complete each required field in the Class Information Section. Input the End Date, Class Title, and Instruction Mode. Usually, the instruction mode will be Classroom Off-Post or DL- Online. STEP 5. Under the Upload Cost and/or Course Enrollment Verification Information Section, Search efile and attach your Course Schedule and Course and Fee Costs here. You can click on the Cost Verification Information and Example hyperlink for an example of what is required on your Course Schedule and School Invoice. Class Schedule Transaction Type Cost Verification and Course Schedule. The schedule MUST showing all courses with student s name with the course START and END dates, course department and numbers, course names, course hours and days/times for each class. School Tuition and Fee Cost Transaction Type Cost Verification and Course Schedule consisting of official school documentation with student s name such as an itemized receipt, a current invoice, or a statement of tuition and fees specific to your enrollment. Tuition and fees must be listed separately with courses identified showing a breakdown of cost-per-semester/quarter/clock-hour and fees. Fees listed on invoice must be itemized and specific to each course (i.e. Lab Fee for BIO 110). 8

STEP 6. Under the Class Cost Section, select Unit Type, input number of Units, and Unit Cost. Also, input Additional TA-Eligible Fees and Additional Soldier Fees. Select Calculate Cost to populate the invoice section so you can see the final Army and Soldier s (your) costs. Unit Type will be Semester, Quarter, or Clock hours as shown on the course schedule. Unit will be the number of hours for the course, i.e. 3.00 credit hours. Unit Cost will be the cost per credit hour, NOT per course. For example, if tuition is $1080 and you are requesting tuition assistance for 12 semester hours, the unit cost is $90.00 per hour. If tuition is $3372 and you are requesting tuition assistance for 15 semester hours, the unit cost is $224.80 per hour. If tuition is $3330 and you are requesting tuition assistance for 12 semester hours, the unit cost is $277.50 per hour. If tuition is $1035 and you are requesting tuition assistance for 9 hours, the unit cost is $115.00 per hour. If tuition is $3174 and you are requesting tuition assistance for 12 hours, the unit cost is $264.50 per hour. Additional TA-Eligible Fees are lab fees, distance learning fees, or course fees that are 100 percent refundable. To be eligible, the fee must be listed on the invoice and specific to the course, i.e., BIO 101 Lab Fee: $50.00. If the invoice just lists Lab Fee: $50.00, the cost is not eligible for tuition assistance. Additional Soldier Fees are fees not eligible for tuition assistance. Those fees are registration fees, medical fees, insurance fees, etc. STEP 7. Verify all the information you provided in the TA Request matches the information you ve uploaded into your efile. STEP 8. Review your TA Request for accuracy and then select Submit. STEP 9. Confirm your email address information and your contact information. STEP 10. Click Account Information Verified button. <Click Ok> STEP 11. If you need to request TA for another class Click YES. If not, exit the screen. STEP 12. When the TA Request is approved by the Army, you will receive a confirmation email. 9

After Receiving TA Request Approval STEP 1. Select Request TA in the Smart Links section from your GoArmyEd homepage. STEP 2. On the next screen select the View All TA Requests. It s located near the bottom of the page. The Request TA screen appears. Select the "Search" button. STEP 3. All TA requests will appear. Select one course from the desired term. Click on it. A new screen will appear. STEP 4. Place a check in the "Print Select" checkbox for the courses you want to print on your TA Form. STEP 5. Select the Print TA Form button. A report will run and a message will appear that a report has run and a link will be provided, Click here to view report. Select the link and print or save the form as a.pdf to your computer. Submit the form to your school s business office. Ensure the data on the TA Approval Form is correct. If you identity an error, it is your responsibility to notify the education office to see if a correction can be made. Forgot your Username or Password? Click on Forgot your username and/or password? Enter the last 5 digits of your Social Security Number and your Date of Birth, then click Submit Create your new password and click Submit A confirmation email will be sent to your preferred email account with your username and new password How to Resolve a Hold Log into GoArmyEd account. The Welcome Screen appears. Scroll down. Under Tuition Assistance (TA) Status, any holds will be listed. Take appropriate actions to have holds removed. A hold is applied to enforce Army Regulation 621-5 and other tuition assistance policies and regulations. Holds are removed automatically when the issue is resolved. For more information on holds and how they are resolved, go to the My Education section of your GoArmyEd homepage. 10

How to Check Your TA Balance Login to and look in the My Education section to see your TA balance. How to Change Home School and Degree Plan Soldiers who wish to change their home school and/or degree plan in GoArmyEd can create a helpdesk case or contact an Army Education Counselor to discuss options. Only an Army Education Counselor may approve a request to change degree plans. How to Drop a Class If possible, you want to drop the class without a financial penalty. Deadlines for dropping classes without financial penalty are specified in your school s tuition refund schedule. Each college has its own tuition refund schedule for classes dropped after the drop deadline. Soldiers MUST drop each individual class they want dropped through GoArmyEd AND the school before the class end date. BEFORE dropping a class, notify the GoArmyEd representative in the Education Office to ensure you follow proper procedures. STEP 1. Login to and select the Withdrawal from a Class Smart Link STEP 2. Select a checkbox to choose the class. STEP 3. View Confirmation page and choose the appropriate withdrawal reason using the dropdown options of Withdrawal Military Reasons (WM) or Withdrawal Personal Reasons o Personal drops Soldiers MUST repay the TA amount o Military Drops (includes emergencies) Soldiers MUST have the WM approved by the Army within 60 days of the initiation of the withdrawal to prevent recoupment. Download and complete the Request for TA recoupment Waiver Withdrawal for (WM) Military Reasons Form. Upload the signed waiver request to your efile, along with supporting documentation, (i.e. orders, medical documentation) from the battalion commander or first LTC/O5 in the chain of command. If not on Active Duty, the form can be signed by your unit commander. Contact an Education Counselor if you have any questions. STEP 4. Select the Finish Dropping button. 11

SEMESTER HOUR OVERRIDE By default, a Soldier can input up to 12 semester hours for tuition assistance. If a Soldier needs to input more than 12 semester hours, the Soldier needs to request a semester hour override if an override has not already been granted. To request a semester hour override, the Soldier needs to submit a CRM case or contact the education office. How to Change Contact Info/Preferred Email Address The use of email is the primary means of communication in GoArmyEd. In the near future and due to the AKO email account migration, Soldiers will be unable to access their AKO email accounts unless they have a CAC card reader or a deferment to continue to use a password. The preferred email account in GoArmyEd does not have to be an AKO email address. Recommend a personal email such as Yahoo, Hotmail, etc. To change contact information: Log into the GoArmyEd account. The Welcome Screen appears. Under Smart Links, Click on My Education Record tab. The Student Record Screen appears. On the right side of screen, under Personnel, click on Account Information. The Account Information Screen appears. Verify the mailing address is correct. Make necessary changes. Verify Primary and Alternate Phone numbers. Make necessary changes. Verify Alternate and Preferred Email Addresses. If the addresses are incorrect, enter another email address in the Alternate Email box. Then, click Update Account Information. The Account Information screen appears with a message, Your account information was successfully updated. Click back on Return to Account Information. Verify your changes. Under Preferred Email, click on the drop down box. Choose the email address you want as your Preferred Email. Now, click Update Account Information. Once you ve done that, you are taken back to the Account Information Screen. The Account Information screen appears with a message, Your account information was successfully updated. Click on Return to Account Information once again and verify the changes. If your Preferred Email address is reflected in the Preferred Email box then the update is complete. Recoupment Class costs will be recouped from a Soldier for: Failing a class. An incomplete grade not resolved within 120 days. A course drop for personal reasons. Disapproved Withdrawal Military Course Drop. 12

A class that is not included in the Soldier s degree plan. An email notification is sent 30 days before repayment begins, except in the case of separation from the Army. See your signed SOU for recoupment rules. Statement of Understanding for Use with Army Tuition Assistance (TA) For use of this form, see AR 621-5; the proponent agency is DCS, G-1 DATA REQUIRED BY THE PRIVACY ACT OF 1974 AUTHORITY PRINCIPAL PURPOSES ROUTINE USES DISCLOSURE 10 U.S.C. 3013, Secretary of the Army; 10 U.S.C. 2005, Advanced education assistance: active duty agreement; reimbursement requirements; 10 U.S.C. 4302, Enlisted members of Army: schools; AR 621-5, Army Continuing Education System; and E.O. 9397 (SSN). To provide a record for soldiers that agrees to the terms and conditions of the Army Tuition Assistance program. This statement becomes part of the Soldier s military education records used to document Army Education management actions. The DoD Blanket Routine Uses that appear at the beginning of the Army s compilation of systems of records apply to this system. Voluntary. However, failure to agree with the terms of the Army Tuition Assistance Statement of Understanding will prevent enrollment and financial assistance. 1. GUIDELINES FOR TUITION ASSISTANCE: I understand-- a. The Army will pay tuition and fees IAW Department of Defense Instruction (DoDI) 1322.25, AR 621-5 and Army policies if I am authorized Army Tuition Assistance (TA). I am responsible for any costs associated with my attendance at an educational institution that are not covered by TA. b. TA is authorized on a course-by-course basis for classes that support my approved degree plan and must be requested prior to the class start date or the end of the school s late registration window but NLT seven (7) days after the course start date. If not requested by this time I agree to pay the cost of my tuition to the school. c. I will obtain an approved degree plan from my academic institution prior to completing nine (9) semester hours (SHs) overall, or six (6) SHs in a new degree plan. d. The Army may limit eligibility criteria for the use of TA beyond those identified below: 1. 130 SHs of undergraduate credit or a baccalaureate degree, whichever comes first. 2. 39 SHs of graduate credit or a master s degree, whichever comes first. 3. TA is not authorized for first professional degrees or doctoral programs. 4. I must maintain a grade point average (GPA) of 2.0 upon completion of 15 SHs (or equivalent) of TA funded undergraduate credit, or a GPA of 3.0 after completion of 6 SHs (or equivalent) of TA funded graduate credit. e. TA is authorized for one degree or for one credential each at the certificate/diploma, associates, baccalaureate or master s degree level. I am not eligible to pursue a lower or lateral degree or credential from the one I currently possess. f. TA will only be issued to work on one degree or credential at a time. 2. ELIGIBILITY: a. All active duty Soldiers, AGR Soldiers pursuant to Title 10 and Title 32 and drilling Reserve Component Soldiers coded as satisfactory participant. b. I am not attending schooling under provisions of AR 621-1; I am not a Reserve Officers Training Corps (ROTC) scholarship recipient nor in the Green to Gold Program. c. Soldiers flagged under provisions of AR 600-8-2 are not eligible for TA. d. I have not received approval for voluntary separation under VSI or SSB programs. e. Soldiers assigned to the Individual Ready Reserve (IRR) or the Inactive National Guard (ING) are not eligible for Federal TA. 3. TIME CONDITIONS: a. Active duty enlisted Soldiers must have sufficient time at current duty station to complete classroom courses and all Soldiers must have sufficient time in-service to complete all courses. b. I must have one year of service after completion of Initial Entry Training (IET), graduation from Advanced Individual Training (AIT) or Basic Officer Leaders Course (BOLC) to receive TA. c. I must complete ten (10) years of service prior to working on a graduate degree if TA was used to pay for any portion of my undergraduate degree. 4. WITHDRAWAL/RECOUPMENT OF TUITION ASSISTANCE (TA): a. I will reimburse the Army for any TA received if I withdraw from classes for personal reasons or do not successfully complete a class IAW DoDI 1322.25 and AR 621-5. Non-successful grades are defined as an F (or equivalent) for undergraduate courses, an F or a D (or equivalents) for graduate courses and an unresolved incomplete grade after 120 days from the course end date. b. I may not have to reimburse the Army if I withdraw from courses for extenuating circumstances Page 1 of 2 January 2014

beyond my control, as articulated on the waiver request form, and am granted a Request for TA Recoupment Waiver Withdrawal for (WM) Military Reasons by Army Education. c. If I have to repay the Army the TA received it will be withdrawn from my pay IAW current DFAS policies. I will be informed by email from GoArmyEd 30 days in advance of a pending collection so I may dispute the debt and I consent to the salary offset to reimburse TA. 5. DUPLICATION OF BENEFITS: a. When combining TA with Veterans Affairs (VA) educational benefits under MGIB Chapter 30 or Chapter 1606 the combined amount cannot exceed the total cost of the course. This applies only to active duty and mobilized Reserve Component Soldiers on Title 10 orders. b. Army TA can be used in conjunction with MGIB SR Chapter 1606 or 1607 for eligible Reserve Component Soldiers attending school at least half-time. c. When using Federal financial aid, such as Pell Grants, the Army TA will be applied first and the Federal aid will be applied to the remaining balance of financial need. d. For National Guard Soldiers in states that provide state TA benefits, use of Federal and State TA benefits will be applied in accordance with state laws. e. I understand that TA cannot be authorized for courses that will repeat courses previously taken unless I have reimbursed the Army for the original course. 6. ACTIVE DUTY/RESERVE DUTY SERVICE OBLIGATION (ADSO/RDSO): Active Duty Commissioned Officers or Commissioned Warrant Officers incur an ADSO of two years and Reserve Component Officers or Commissioned Warrant Officers incur a RDSO of four years after completion of the last course for which TA is provided unless involuntarily separated by the Army. If approved for voluntary separation I will be required to reimburse the Army the amount of TA representing the unserved portion of the ADSO/RDSO. a. The ADSO reimbursement of TA will not take place prior to OPMD Functional Area Division and Army G1 approval of the request for voluntary separation. b. For National Guard and USAR officers, the service requirement and any recoupment actions with the RDSO will be administered by the component s officer personnel management office. 7. REQUESTING TUITION ASSISTANCE: It is my responsibility to request TA and withdraw from classes via GoArmyEd and my school, if required by the school. 8.
