INTRODUCTION The Town of Colchester (Town) is soliciting for Proposals from qualified commercial building contractors for Building Envelope, Lighting, and HVAC Testing and Restoration Services. The overall goal of the Town is to further investigate findings of a recent Comprehensive Energy Audit and determine best candidates for Energy Conservation Measures (ECMs.) Work for this project shall be performed in Two Phases. The Initial, Phase 1, current proposal request, will include additional testing, investigation, development of construction cost estimates, calculation of payback period, and report of findings. Phase 2 will consist of restoration or retrofit services including post installation testing to confirm energy savings, where stipulated in Scope of Work or required for eligible rebates used in savings calculations. 1. PROJECT DESCRIPTION Services sought shall include but not be specifically limited to onsite inspection of facilities, meeting with town operations and maintenance staff, review and confirmation of data presented in the referenced Audit, provision of a detailed approach for testing of specific areas as outlined in Scope of Work, preparation of quotations for necessary materials and completed installations, and detailed assessment for the completed measures including calculations of reductions in operation and maintenance costs and simple payback of upfront costs. Any applicable State, Federal, or utility rebates for which the Town would be eligible should be included with the calculations including any necessary fees required by the Contractor for processing or additional testing. 2. SCOPE OF SERVICES General The successful Contractor must be a BPI Certified Contractor registered with Efficiency Vermont for Commercial Building applications. Services requested for testing and improvements have been broken down into the following three building categories: Building Envelope Lighting HVAC and/or Plumbing Town of Colchester 1 Building Envelope, Lighting, & HVAC - RFP
Contractors will not be required to submit proposals for all building categories, but may do so if their prior work experience and qualifications extend to those areas. Contractors may team with other firms to provide additional services. However, where more than one firm will be working together as a team, only one firm shall serve as lead Contractor and shall be the main point of contact for all communications, deliverables, and invoicing. Similarly, the Town reserves the right to award none, all, or a portion of the Work to one or multiple contractors depending on proposals received and available budget. The selected Contractor(s) shall provide all necessary equipment for testing and remediation. The Town shall ensure that building access is provided. However, times for testing will need to be coordinated with staff on premises. For instance, Colchester Rescue operations are 24/7, and therefore some personnel will be on premises throughout testing and remediation processes. Building Envelope For Building Envelope services, complete air leakage and pressure diagnostics testing shall be conducted including but not specifically limited to Blower Door Testing. Where indicated by building or environmental conditions at time of testing, additional tests using thermal imaging, smoke testing, or other methods may be required. In addition to air leakage testing, visual inspection of existing insulation levels shall be performed in accessible basement, crawl space, and attic areas including photo documentation of typical findings and/or problem areas. Please note that all buildings listed within the Audit will not be included for these services. Lighting For Interior and Site Lighting, proposed lighting levels shall remain at or above current levels with similar color rendering unless justification can be provided that current lighting levels are excessive for current usage based on Illuminating Engineering Society recommendations for interior and/or Zoning Requirements for exterior. All replacements for Site Lighting shall be Design Lights Consortium Qualified Products. All Interior Lighting shall be provided with a minimum 5 year warranty. For canopy, wall mounted, and overhead or cobra style lights, BUG Ratings for Uplight and Glare shall not be exceed 1% for each. For post top lamps, non-led fixtures shall meet Full Cutoff Standard and LED fixtures shall have BUG Ratings not in excess of 2% for Uplight and 1% for Glare. Please note that all buildings listed within the Audit will not be included for these services. If upon initial inspection and/or review of the Audit, the proposer determines that one or more of the above ECMs are not worthwhile to pursue at this time or if recommendations for alternate improvements are found, a written explanation of omissions or additions must be provided. HVAC and Plumbing For domestic hot water heater replacements, units shall be high efficiency, instantaneous types with minimum ratings for Energy Factor and Recovery Efficiency of 0.93 and 98%, respectively. Capacity ratings shall be based on current estimated usage, piping sizes, and/or downstream fixture count. For HVAC condensing units, models shall have minimum ratings for Energy Efficiency Ratio (ERR) and Seasonal Energy Efficiency Ratio (SEER) of 16 and 14, respectively. Tonnage ratings shall be equal to or greater than existing equipment being replaced. For gas-fired, unit heater replacements, new models shall be provided with equivalent or greater output rating and a minimum efficiency rating of 93%. For window unit AC replacements, if newer, more efficient versions of similar technology are being proposed, the new models shall be provided with equal or higher output ratings and minimum EER rating of 11.2. Depending on upfront cost and payback period, consideration for alternate systems using split zone, ductless technologies will also be considered. Please note that all buildings listed within the Audit will not be included for these services. PROJECT SCHEDULE Contractors shall include with their proposal a detailed schedule identifying key project milestones, such as but not limited to, initial inspection and testing, preliminary presentation of findings, and performance of upgrades or restoration, if selected. Adequate time for review by the Town of Colchester shall be included in the project schedule. Response Format Each complete response shall include Two (2) Copies of Cost Proposals as outlined below: 1. A Cost Proposal consisting of but not specifically limited to the following: a) A cover letter expressing the firm s interest in working with the Town including a brief description of the company, the firm s intended approach, and any insights into the project gained as a result of this proposal development b) A list of individuals (including sub-contractors) that will be committed to this project including their professional qualifications c) A detailed time schedule including project milestones and overall time for completion d) Representative examples of work similar in size and nature to the proposed project shall be provided including references and contact information e) A general listing of estimated pricing for individual Buildings or ECMs as appropriate for services to be provided. Available Plans, Studies, and As-Builts Copies of the recent Colchester Level 2 Energy Audit (Audit) will be made available to perspective contractors in electronic (.pdf) format. Building plans (expansion or restoration) are available in electronic format for Burnham Memorial Library, DPW Garage, Town Meeting Hall, and Colchester Rescue. Please note that these plans were prepared by others and the Town does not guarantee the accuracy of dimensions or equipment shown. Plans could not be located for the Historical Society. Due to the size of the associated files and cost of reproduction, these plans will only be made available upon request and in electronic format (provided on CD due to size and email limitations.) 5. ADDITIONAL REQUIREMENTS Work will be conducted by a qualified professional with experience in performing the testing, restoration, and/or retrofit services requested. The work shall not be assigned or sublet without the previous consent of the Town and shall not either legally or equitably assign any of the moneys payable under this agreement, unless by and with the consent of the town. The Contract shall be based on the lump sum and/or unit prices provided. All recommendations and associated pricing for upgrades or replacements shall be for complete installations including all necessary materials, labor, tools or equipment, installation, startup and/or testing required for a complete and functional installation. Contractor shall confirm that all recommended replacements are appropriately sized and compatible with existing systems that will remain in service. All repairs or upgrade installations shall be in accordance with applicable Building Codes and Standards. After review of the provided quotations, the Town may or may not choose to proceed with any or none of the provided recommendations. As previously indicated, budget limitations will likely limit the amount of work performed or push some work to future budget years. 6. QUALIFICATIONS AND EVALUATION All candidates shall have a minimum of Five Years prior work experience in commercial, industrial, or institutional building construction or rehabilitation services and shall be able to provide references and resumes for projects similar in size and nature to work required for this Project. An evaluation panel composed of town staff will be selected to review and score statements of qualifications and proposals for services submitted in response to and in accordance with this RFP. Scores shall be developed by each panel member for each complete submittal received. It is very important that prices be provided for each facility or ECM listed. Should the submitter feel that a listed service is not recommended or appropriate, a written explanation should be provided to explain omission of those facilities or ECMs. Final approval of the panel s selection will be made by the Town Manager. 7.
