National Fed Settlement Services The National Settlement Service is a multilateral settlement service owned and operated by the Federal Reserve Banks. The service is offered to depository institutions that settle for participants in clearinghouses, financial exchanges and other clearing and settlement groups. Settlement agents, acting on behalf of those depository institutions in a settlement arrangement, electronically submit settlement files to the Federal Reserve Banks. Files are processed on receipt, and entries are automatically posted to the depository institutions' Federal Reserve Bank accounts. Entries are final and irrevocable when posted.

National Fed Settlement Services Liberty Processing administers this service via the Liberty Processing/SVPCO Settlement Arrangement on behalf of and Paying banks. and s are required to complete Operating Circular 12 (OC12) documents which authorizes us to submit settlement entries to the participating Financial Institution s respective Fed account. Participating Financial Institutions are also required to execute a Liberty Processing/SVPCO Settler Arrangement Agreement.
National Fed Settlement Services Once and Paying banks are set up on the secure SVPCO web based online system, the authorized bank staff can input and view daily transactions or review historical data. There are two daily settlement windows: Noon ET is the primary settlement time 3 pm ET is the secondary settlement time Transactions are input at least one hour prior to each settlement Transactions can be reviewed prior to settlement Unless adjustments are necessary, no action is required by the Paying bank to complete daily settlement. Daily settlement totals are uploaded and sent to the Fed via the secure SVPCO online settlement system.
Online Adjustments Service Adjustments can also be handled through the SVPCO Online Adjustment System The incidence of actual adjustments have been low for the cash letters presented via Liberty Processing However when they do occur, a secure and efficient process to handle and settle adjustments between and Paying banks is provided through Liberty Processing and SVPCO A separate OC12 document will be required to utilize the SVPCO Online Adjustments System.
