San Diego Unified Port District Class Code: B843-UE08 CLASS SPECIFICATION FLSA Status: EEOC Job Category: Classified: Union Representation: Exempt Professionals No Unrepresented GENERAL PURPOSE Under general direction, plans, supervises, and evaluates a professional staff in providing a variety of advanced Business Intelligence technical support duties involving both front-end support to Business Intelligence (BI) users and back-end administration of the data warehouse using the District s standard data warehousing systems such as the SAP Business Warehouse (BW) and Business Planning and Simulation (BPS) modules. Scopes, plans, and manages multiple projects involving all aspects of BI solutions and data warehousing such as data sourcing, migration, design, implementation, and quality assurance. Formulates work assignments, trains, and supervises the work of, consultants and technical staff involved in the development and testing of BI solutions and data warehouse infrastructure. Performs related duties as assigned. DISTINGUISHING CHARACTERISTICS A is responsible for supervising the work of the Port s Business Intelligence team in carrying out the timely and complete development, testing and implementation of new and modified BI systems that meet, in an efficient and cost effective manner, the diverse requirements of Port IT customers in both operational and support divisions. The incumbent also performs the more advanced journey-level Business Intelligence duties requiring an in-depth knowledge of Port policies, procedures, and applicable federal and state laws and regulations. is distinguished from Manager, Business Systems in that an incumbent in the latter class serves as overall manager for major business system projects and carries out project responsibilities cooperatively, utilizing project management and professional information technology expertise to achieve results. is distinguished from Senior Business Intelligence Analyst by the incumbent s supervisory responsibilities and the complexity of the Business Intelligence duties performed. ESSENTIAL DUTIES AND RESPONSIBILITIES The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. 1. Plans, supervises and evaluates the work of assigned staff; with staff, develops, implements and monitors work plans to achieve unit mission, goals and performance measures; supervises, participates in developing, recommends and implements plans, policies, systems and procedures applicable to unit responsibilities. Provides technical assistance to staff. 2. Plans, organizes, directs and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends merit increases and other rewards to recognize performance; recommends disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the Port s human resources Rules and Regulations, policies and labor contract provisions. 3. Provides leadership and works with staff to create a high performance, service-oriented work environment that supports the Port s mission, objectives and service expectations; provides leadership and participates in programs and activities that promote workplace diversity and a positive employee relations environment. 4. Participates in the preparation of operating budget recommendations, authorizes the purchase of materials, and monitors work activities and expenditures to control costs. 5. Provides project office function of coordinating, reporting, motivating, measuring, and evaluating Business Intelligence projects, ensuring timely completion of milestones and completion; reports project metrics to department management and customers. 6. Administers data warehouse security processes and procedures; develops, recommends and implements security permissions, privileges, standards, policies, and guidelines; ensures compliance of security auditors with prevailing security requirements for all technology systems at District. Formulates appropriate access authorization rules and works with the Basis Team to implement and test them. 7. Works closely with end users to identify business requirements, technical issues and training needs; for BI solutions. 8. Designs or leads a project team for Business Intelligence solutions and enhancements of all sizes, complexities and impacts; defines project scope and boundaries; performs critical path analyses and sets project priorities; develops project task lists and time estimates ; performs cost benefit analyses; establishes project metrics; designs and establishes configuration requirements, evaluates design and technology alternatives; evaluates SAP Standard Business Content and third-party vendor products to determine their fit with customer requirements; writes system requirement and specification documents; coaches guides and trains team members; assigns and manages the completion of project tasks to meet time, quality and cost expectations; monitors and reports on progress. 9. Researches, formulates, and plans policies and practices for Development and Quality Assurance to ensure the quality and effectiveness of the data warehouse and BI solutions. DOCS 251246v1 Page 2
10. Delivers business analytics, logical data modeling (multi-dimensional), query optimization, data load strategies and designs including data transformation and cleansing. 11. Implements defined changes and enhancements utilizing BI tools such as SAP Business Explorer Analyzer, Web Application Designer (WAD), Business Planning and Simulation (BPS) and BW Administrator Workbench. 12. Oversees and participates in the development of necessary queries and reports using current code standards, and in the development of standard InfoCubes and reports in fulfillment of business unit/user requirements. Work in Data Warehouse environment including SAP Business Warehouse. 13. Oversees and participates in the testing of new and revised configuration, programs and interfaces to ensure accuracy and efficiency; in the development and execution of test plans and user acceptance testing; in the creation of test scenarios; in the generation of test data and test results logs; in the testing and analysis of the effectiveness and functionality of new fields and code; in the notification of the programming staff of testing problems and required fixes; in the proofreading of screen layouts to ensure all system requirements are met; in the writing of technical and end user documentation; and in the transport of software configuration among BW clients. 14. Oversees and participates in the Analyzes, troubleshoots and resolves BI problems; communicates with internal and external technical resources to resolve end user issues; provides guidance to users on methods for correcting reported problems. 15. Oversees and participates in the coordination and conduct of user training classes; in the development of training materials and manuals; in the response to and resolution of user inquiries; in the development and maintenance of user documentation. 16. Oversees and participates in the monitoring of Data Warehouse operation and performance, and in the administration of any necessary adjustments or modifications. 17. Develops and maintains Service Level Agreements with relevant customer departments. OTHER DUTIES 1. Attends various department and committee meetings; conducts end user meetings. 2. Effective aggregation, transformation, and validation of data to insure accuracy and consistency. e. MINIMUM REQUIREMENTS Education, Training and Experience: Graduation from a four-year college or university with a major in business administration, management information systems or a closely related field, and at least six years of progressively responsible experience in performing analysis, design, configuration, implementation and/or customer support of business processes, data warehouses, business intelligence applications, and underlying relational databases, in support of such functional business areas as Finance, Human Resources, Real Estate management, and Maritime operations and at least two years of complex project management or supervisory experience. Licenses; Certificates; Special Requirements: A current, valid California Class C driver s license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business. SAP certification in Business Intelligence is highly desirable. In addition, qualification as a Certified Business Intelligence Professional or as a Certified Public Accountant, or certification by the Project Management Institute, is desirable.
