This Review This review of our environmental and social performance aims to demonstrate our commitment towards managing the potential impacts of our activities on the societies and the environment in which we operate. The review updates progress made on our 2004 environmental and social objectives, presents the performance data for 2004 and describes our plans for achieving further performance improvements in 2005. It covers all of our activities across the Cairn Group in the UK, India, Bangladesh and Nepal. The review has been designed to complement Cairn s 2004 annual report and accounts, which contains detailed financial and operational information on the Group s activities. 01 Chief Executive s Statement As a company grows, as Cairn has during 2004, it understandably faces more complex and challenging situations. What we do as a business must go hand in hand with how we behave in the face of environmental and social challenges, and addressing them effectively will help us to get the business right. In this, our fifth review, we aim to provide relevant information to allow interested parties to understand and evaluate our overall environmental and social performance. We have also sought independent assurance from Environmental Resource Management (ERM) that the contents of this review are accurate and their report can be found on page 23. Cairn concentrates its oil and gas exploration and production activities in the South Asian energy markets where it seeks both to increase the value of its existing business and to create new organic growth opportunities. We believe we derive our competitive edge by focusing activities in this core area where success is only possible when values are shared. Integrity, social and environmental responsibility, teamwork, nurturing of individuals, creativity, risk management, working in partnership with host governments, and establishing alliances with key partners are ingredients that are central to our success. I am pleased to report that we made good progress on our social and environmental objectives during 2004, with the gaining of Investor in People recognition in Edinburgh and ISO 14001 certification for our main producing fields in India being of particular note. While safety performance within our sites to be good in 2004, regrettably there were three fatal traffic accidents involving contractors and third parties delivering equipment and supplies to our sites. We are continuing to work hard with our contractors to raise their standards. The major challenge in 2005 will be to maintain the high level of environmental and social performance as we manage a significant increase in the size and complexity of our activities. Our core area of focus is South Asia, where we hold material exploration and production positions in India, Bangladesh and Nepal. Cairn s head office is located in Edinburgh, there are regional centres in Chennai and Dhaka and operational and support offices in Barmer and Delhi.

03 Our Approach of environmental and social programmes across the organisation are also reviewed on a regular basis by the Group CSR Committee, which comprises of executive directors and Group Functional Managers. Risk Management Committees have also been established in India and Bangladesh to ensure wider ownership and responsibility for the identification and management of business risks, including environmental and social risks, resulting from our activities in these countries. Enhancements to our Group HSE, Security and CSR Policies 1 and Group HSE Management System in early 2004, along with the issue of Group HSE, Security and CSR Guiding Principles 2 have further clarified our approach. OUR APPROACH We recognise the potential impact of our business on the societies and the environment in which we operate. While ultimate responsibility for our environmental and social performance lies with the Board, management responsibility and accountability for environmental and social matters has been assigned to specific executive directors, who are supported by Group Functional Managers with expertise in each of the areas covered in our Group HSE, Security and CSR Policies. Environmental and social risks are assessed as part of the business risk management process by the Group Risk Management Committee, which then reports the outcome of its assessments to the Board. The potential impact of environmental and social risks and the implementation Our activities and operating environment expanded significantly in 2004. The success of our exploration and appraisal programmes in Rajasthan, our appointment as operator of our ventures in Bangladesh and the successful acquisition of exploration rights over five blocks in Nepal have increased both the scope and complexity of environmental and social challenges in Cairn. Recognising this, independent reviews were commissioned in 2004 to determine the adequacy of existing strategies, policies and procedures, in particular our positioning and performance with respect to CSR issues and the effectiveness of our current security procedures. Using the recommendations of these reviews, the outcome from our risk assessments and feedback from discussions with stakeholders, we have defined a series of roadmaps which identify the current status and targets for attainment over the medium term for HSE, CSR and Security. These roadmaps also provide the basis for the Group 2005 HSE, Security and CSR Objectives. 04 Our Approach Managing Stakeholders Expectations The development and maintenance of relationships with governments, partners, contractors, local communities and others interested in our activities is essential to the success of our business. We therefore take engagement with interested parties seriously at all levels in the Company and we underpin this with processes for stakeholder analysis. At the Group level our stakeholder assessments are reviewed regularly by the Group CSR Committee. As part of the independent CSR Review carried out by KPMG Global Sustainability Services in 2004 a number of recommendations were made to improve the consistency of our stakeholder assessment processes throughout our assets and the process by which these assessments are fed into our risk management framework. These recommendations will be addressed in 2005. Enhance the CSR stakeholder assessment process in India and Bangladesh. An independent review of the stakeholder assessment processes has been completed and steps are being taken to address the recommendations. Complete implementation of a common stakeholder assessment process across the Group. Ensuring a Safe and Secure Working Environment Our operations in India and Bangladesh are covered by local HSE Management Systems which are compliant with the Group HSE Management System, and aim to ensure that health and safety risks associated with these activities are identified and managed. Systems for monitoring, auditing and reporting of performance are in place and health and safety training and awareness raising initiatives are regularly conducted to develop the necessary competencies in these areas. Prevention of accidents and injuries in our operated activities is a key goal and HSE Leadership Teams have been established in India and Bangladesh to drive initiatives aimed at achieving this. To integrate Shell s Bangladesh operations under the Group HSE Management System following transfer of operatorship. Following Cairn s appointment as operator of the Bangladesh ventures in July 2004, a Bangladesh HSE Management System has been put in place to address local management of HSE, security and CSR matters. The independent review of our security arrangements in 2004 by McIvor Grant Ltd recommended a number of enhancements to our security organisation and management procedures. A new Group Security Advisor has been appointed to oversee the implementation of these recommendations and a new security management structure is currently being implemented, which will further increase our capacity to manage any security issues that may occur across all our assets. In addition new security managers were recruited in early 2005 to manage security support in Bangladesh and for our Rajasthan operations. Audit implementation of the Group Security Policy and procedures throughout Cairn s operations in South Asia. An independent review of Cairn s security management arrangements was conducted in 2004 and the recommendations are being addressed. We have established emergency response programmes throughout our operations to respond to a large variety of operational and security emergencies. These are tested and reviewed regularly.

05 Our Approach Our operations in Asia can also be affected by natural disasters such as flooding. Our security management activities include provision for responding to such events. Enhance Group emergency response arrangements and conduct exercises at our Indian and Bangladesh operations. Group emergency response arrangements have been updated and emergency exercises and training conducted across the Group during 2004. Develop and implement a security management plan for Nepal to support future work programmes. Continue to enhance Group emergency response arrangements and conduct exercises with our Indian and Bangladesh operations. Key 2005 challenges: Working with our contractors to raise their HSE standards and performance. Ensuring effective processes are in place to address the increasing health, safety and security challenges as our operations expand into new areas in Nepal and Bihar in India. Enhancing the effectiveness of the security organisation and procedures in Rajasthan to support our 2005 exploration and appraisal activities.

06 Our Approach Minimising Our Environmental Impact We recognise that our exploration, development and production activities can have an impact on the environment. Our goal is, wherever possible, to avoid negative impacts on the environment during these operations. However as this is not always possible we seek ways to minimise or mitigate any impact, remediate any damage and, where necessary, provide compensation. In 2003 we set out our policy not to conduct operations in United Nations (UNESCO) designated World Heritage Sites or those areas assessed by Cairn, in conjunction with the relevant Government of the countries within which we operate, as being environmentally sensitive. In line with this policy we committed not to carry out any activities in the Sundarbans area of Block 5 in Bangladesh. Indeed the closest point of the seismic survey completed in Block 5 during 2004 was 69 kms away from this protected area. In Nepal, following the award of 5 exploration permits, Cairn immediately relinquished the areas covered by the Royal Shuklaphanta Wildlife Reserve, the Royal Bardia National Park, the Royal Chitwan National Park and the Parsa Wildlife Reserve, which represents 11% of the total area of the blocks. During 2005 we intend to review and provide further guidance to the Group on what constitutes environmentally sensitive sites. We implement throughout our operations an Environmental Management System (EMS) based on the international standard ISO 14001. Our production operations at Sangu in Bangladesh and Ravva in India have been independently certified as meeting the ISO 14001 standard. Certification against the ISO 14001 standard is also being sought for our Suvali facilities in India and we hope that this will be achieved in early 2005. All our existing production operations will then be independently certified as meeting the ISO 14001 standard. Seek external ISO 14001 certification for the Ravva and Suvali production sites. Ravva achieved external verification for both its onshore and offshore operations in January 2005. External verification is expected to be achieved in Suvali during 2005. Achieve and maintain ISO 14001 certification on all production sites. On new projects, Environmental and Social Impact Assessment (ESIA) remains our principal tool for understanding the potential environmental and social impacts of our proposed activities and for the development of strategies to mitigate these impacts. We have carried out a number of ESIAs during 2004 to support our ongoing seismic, drilling and production operations in India and Bangladesh. An ESIA was also conducted in 2004 as part of the hydrocarbon development plan for our new discoveries in Rajasthan, which was submitted to the regulatory authorities in January 2005. In early 2005 we also commissioned an ESIA covering the initial exploration operations in Nepal which are due to commence in 2006. We are alert to the social and environmental sensitivities of operating in Nepal and are actively engaging with the authorities and NGOs to ensure a viable programme. The potential impact of our activities on biodiversity is also covered in these ESIAs. However, we recognise that we need to enhance the integration of biodiversity into our environmental management processes and this is one of our objectives for 2005. Key 2005 challenge: Identifying the appropriate approach to managing and mitigating potential environmental and biodiversity risks associated with our development activities in Rajasthan and our proposed exploration activities in Nepal. 07 Our Approach Climate Change Our operations are focussed on India and Bangladesh, countries which do not currently have targets for the reduction of greenhouse gas emissions set under the Kyoto protocol. We recognise that climate change is an important international issue and have been setting targets for methane and greenhouse gas emissions from our producing fields for a number of years. In 2004 we commissioned an independent review of our climate change strategy and we are now evaluating the feasibility of a number of emission reductions projects in our existing and development activities and their possible qualification under the rules of the Clean Development Mechanism (CDM). Key 2005 challenge: Maintaining a proactive climate change strategy which recognises changing legislative requirements and stakeholder expectations. Complete an assessment of the potential benefits of applying the Clean Development Mechanism on Cairn projects. Making a Positive Contribution to Communities Our operations can effect the social and economic environment of the communities where we operate. We recognise that understanding these effects is important if we are to sustain our activities and operate effectively. Our goal is therefore to make a positive social impact in every area that we work. To assess the social environment and the risks associated with an operation we utilise tools such as Environmental and Social Impact Assessment and Social Baseline Studies. In 2004 we completed Social Baseline Studies in Rajasthan and Suvali in India and conducted ESIA s in support of our exploration activities in Bangladesh and India. These studies inform the preparation of management plans for our operational activities and the interaction with communities. To date we have participated in programmes to share skills and facilities with local communities and provided support to community programmes through district administrations and Non Governmental Organisations. We ve also contributed to disaster relief programmes. As our business expands we will put a high priority on ensuring that our community involvement programs continue to be effective. Key 2005 challenge: Managing community expectations for significant and immediate improvements to the local economy as a result of Cairn s discoveries in Rajasthan. Develop specific community investment strategies to support Group, country and asset work programmes.

08 Our Approach Respecting Fundamental Human Rights We believe that treating all our workers with dignity and providing fair and just rewards for their work is critical to promoting a loyal and effective workforce. Similarly, the respect of human rights is critical to the development and maintenance of effective relationships with the communities in which we operate. In 2003 we confirmed our recognition of the rights set out in the Universal Declaration of Human Rights (UDHR) and our commitment to seek to apply its principles within our sphere of influence and activities. We have also been applying the requirements of the Voluntary Principles on Security and Human Rights in our operations. The independent security review completed in 2004 confirmed the adequacy of our security arrangements against this standard. The independent review of our CSR management arrangements recommended a further awareness raising programme to enable employees to positively address human rights matters in their activities. We have also initiated a specific study to better understand human rights issues that may be relevant to future operations in Nepal. Building on the progress made in 2003, conduct further awareness raising initiatives on the new policy statements and supporting guidance. Awareness raising initiatives included presentations at HSE Leadership Team meetings and a 2 day workshop in Edinburgh In November 2004 a 2-day workshop involving more than 40 individuals from across the Group took place, the major theme of which was the identification and management of human rights issues in our operations. We have also set out a programme for further workshops in India together with the development of a staff handbook on business and human rights. The first of these workshops will be held in March 2005 in Rajasthan with District Administration and local NGO participation. Key 2005 challenges: Raising the understanding and identifying an appropriate approach to dealing with human rights issues that may be associated with our activities in Rajasthan. Understanding the potential interaction of Cairn s activities with human rights issues in Nepal. Develop and promote a staff handbook on business and human rights. Business Ethics In all our business activities we rigorously apply our Code of Business Ethics to support our commitment to behave honestly, fairly and with integrity in all our business relationships. Compliance with the Code is a condition of employment at Cairn and this requirement is monitored throughout the Group. Country Managers are required to report any breaches of the Code under investigation to the Group Management Board. In addition, annual internal control assurance letters from all Country Managers attest that the Code has been communicated, accepted and implemented in their business. The Group CSR Committee is responsible for ensuring that our policies and principles are aligned with the risks to our business. We recognise international initiatives aimed at promoting transparency in dealings, such as the Extractive Industries Transparency Initiative. However, any such transparency must allow for protection of proprietary information and be within our contractual obligations and the laws of the countries in which we operate.

09 Our Approach Supply Chain We seek to treat our suppliers with fairness and encourage them to work to our standards. Develop and implement new contractual provisions promoting environmental and social behaviours amongst key contractors and suppliers, consistent with the requirements of Cairn s Group HSE, Security and CSR Policies. The Group HSE, Security and CSR Guiding Principles are used in the tendering process, to define the environmental and social behaviours expected of contractors and suppliers. The promotion of health, safety and environmental responsibility with our contractors is well established within our HSE Management Systems. HSE, security and CSR requirements form an important part of our contractor selection and performance monitoring processes. Training and communication both at the site level and with contractor representatives are also an important part of our practices. For example, in India we conduct monthly meetings with our drilling contractors to discuss concerns and monitor progress of initiatives aimed at improving HSE, security and CSR performance. Further work is required to establish processes for promoting social responsibilities and cooperation with our contractors. To address this it is proposed to carry out an assessment of HSE / CSR supply chain risks across the Group s activities and to drive the implementation of measures to control such risks. Conduct HSE / CSR supply chain risk assessments for major suppliers / contractors. Employees Cairn views its people as its key asset and manages to complement local knowledge and expertise with a wider perspective brought by a team of people who have worked in most of the oil and gas provinces around the world. THE ATTITUDE OF OUR PEOPLE IS CRITICAL TO THE COMPANY S SUCCESS. IT COMES FROM BEING ABLE TO GIVE AND EARN RESPECT AND FEELING EMPOWERED TO BECOME PIONEERS IN THOUGHTS AND ACTIONS. Our success has been dependent on being able to attract and retain highly educated and highly skilled individuals who can respond effectively to the dynamic environment of exploration and production. Our goal is to continue with our successful policy of developing high potential local staff to senior positions within the Group. To this end we are developing succession plans for key positions with appropriate training programmes, which include transfers between the countries and head office. In India, three out of the six members of the Indian Management Board were recruited locally and our production operations at Ravva and Suvali are run by an entirely indigenous workforce. Our CSR and HR policies provide for equality of opportunity and set the standard for fostering a positive working environment which respects an individuals personal dignity and which is free from discrimination on any grounds. We do not employ forced, bonded or child labour and recognise that all employees have the right to freedom of assembly, association and collective bargaining. We utilise the skills and knowledge of our people to give us our unique competitive edge. We develop and enhance our people by creating a culture where we aim to expand all employees capacity to create the results they truly desire, where new and expansive patterns of thinking are nurtured and where people are continually learning.

10 Our Approach Our Approach to Assurance Staff are encouraged to express their views and ideas and regular communication meetings are held to get their input on operational and technical matters. This is augmented every two years by an independent survey of all staff in India to ascertain satisfaction levels, the results of which are analysed and action plans developed for addressing the findings. Introduce a Group wide Leadership Development Programme. Scope defined and programme initiated with the assistance of Ashridge Consulting. Achieve Investors in People certification. Investor in People certification was achieved for our UK office in April 2004. As part of our Group Internal Assurance Framework, we seek to provide assurance that our Group HSE, Security and CSR Policies are being implemented consistently across all areas of our operation. This assurance programme includes: a programme of audits, reviews and management inspections across our seismic, drilling, construction and production activities; independent reviews on specific areas (in 2004 these included the Group CSR Review, Climate Change Study and Security Review); external verification of our production operations against the ISO 14001 standard, which includes six monthly surveillance audits; monitoring and reporting of HSE, Security and CSR key performance indicators; annual HSE and CSR awareness surveys; HSE Assurance Letters to the Board; membership and participation in the activities of the International Association of Oil & Gas Producers (OGP) towards ensuring awareness of best industry practices; and external assurance of the content of Cairn s Environmental and Social Review 2004. ERM s assurance statement can be found on page 23, which identifies the extent of this assurance and their findings. Recommendations made by ERM will be assessed and actions will be taken to address them in 2005. We benchmark our performance through participating in surveys conducted by Business in the Community (BitC) and Business in the Environment (BiE). After increasing in the period up to 2003, the scores have dipped slightly in 2004, however Cairn remains within the top 100 Companies that participated in the survey in 2004. The 2004 results will be reviewed to see what lessons can be learnt from this exercise. 11 Our 2004 Performance OUR 2004 PERFORMANCE Our activity levels in 2004 have significantly increased over those in 2003. Of particular note are Cairn s appointment as operator of our joint ventures in Bangladesh in July 2004 and the significant increase in seismic and drilling in Rajasthan following the discovery of the Mangala Field in January 2004. In India, we drilled more than twice as many wells in 2004 than in 2003 and conducted a significant seismic programme. In Bangladesh our production has grown through the increase in equity participation in Sangu and in 2004 we carried out seismic acquisition on Block 10 and commenced an infill drilling programme on the Sangu Field. Even with these increasing activity levels many significant performance achievements have been made, as described in the following sections.

12 Our 2004 Performance Health, Safety and Security The increase in our activities throughout the Group has led to a doubling of the number of hours worked by employees and contractors during 2004. Despite this doubling of exposure, our Lost Time Injury Frequency Rate (LTIFR) has fallen slightly to 0.6 per million manhours in 2004. This is significantly below the OGP global average, last reported in 2003 at 1.16 per million manhours. Some of these statistics are presented in the table on page 24. All incidents are investigated, with LTI s and those which have a high potential to cause injury requiring investigation by an independent person or team. A number of notable milestones were also achieved during 2004, including more than 6 years without a lost time injury at Sangu, more than 500 days without a lost time injury at Ravva and in excess of one million hours worked at Suvali without a lost time injury. Safety Cases will continue to remain a critical element of our HSE assurance process and will be applied to new developments in 2004. While there were no new developments progressed in 2004, the existing Safety Cases provided essential input into the management of simultaneous operations on infill development wells on Sangu and Lakshmi Fields and modifications to facilities at Suvali. While we were able to achieve a good health and safety performance during 2004 within operations directly managed by Cairn, contractors supporting our activities were less successful. The biggest risk associated with our activities, as it is for the wider oil and gas industry, is road transport. Our sites are located generally in areas which do not have good road infrastructure and the quality and awareness of driving safety is not high. We have built more than 250 kilometres of roads in Rajasthan to improve this infrastructure. During 2004 there were a number of traffic accidents associated with our activities, which regrettably on three occasions led to the deaths of those involved. In Rajasthan a driver of a contractor vehicle transporting equipment to one of our sites was killed when his vehicle left the road and on another occassion, a driver of a third party vehicle was killed when he drove into one of our contractor s vehicles. A third fatality occurred when a pedestrian was struck by a sub contractor s vehicle during seismic operations in Bangladesh. In all cases these accidents were investigated by an independent investigation team to identify the basic causes and to recommend steps for improvement. As a result, journey management and defensive driving programmes have been enhanced and additional measures have been taken to address the competencies of contracted drivers and the quality of their vehicles. Conduct a programme of initiatives aimed at reducing driving risks. Although our activities have substantially increased during 2004 there have been relatively few security incidents. There were minor cases of theft and a number of security incidents in Rajasthan during 2004. These have been addressed through strengthening our relationship with the local administration and community groups and enhancing our security organisation and procedures. We promote health and safety awareness and competencies in our workforce through a combination of training, the implementation of programmes such as STOP, the Safety Training Observation Programme, onsite meetings, safety campaigns, special events and specific initiatives. In India we have been successful in enhancing safety awareness through the commemoration of national

13 Our 2004 Performance The Environment celebration days. In 2004 we ran special competitions for National Safety Day and National Fire Services Day. Of course the health and safety of our workforce and those around our activities does not only depend on the awareness of health and safety issues and practices and procedures but also on the integrity of our plant and machinery. Investment in our plant and machinery and its maintenance continues to be a key focus in our safety management programmes. In the case study of our activities in Ravva on page 20 you can find information on some of our recent investments. In 2003 occupational health screening and risk assessments were introduced throughout our activities. A number of programmes are now well established for the monitoring of and promotion of health in the workforce. For example, in Ravva the site doctor runs a programme of health talks for workers, their families and the local community. The environmental data presented in this section covers all of our activities including production, seismic, drilling, construction, transportation (road, marine and helicopters) and offices. The data is presented in terms of Cairn s net equity interests in India and Bangladesh. Whilst our activities have substantially increased during 2004, our environmental performance metrics have remained below or comparable to industry averages. 14 Our 2004 Performance Emissions to Air There has been a small increase in total GHG emissions for all activities in 2004 mainly due to the increase in non-production activities, in particular the increased drilling activity. GHG emissions from our producing facilities have however been maintained at 2003 levels, despite additional processing requirements, primarily as a result of a programme aimed at minimising the gas flared at our Ravva and Suvali plants in India. With regard to our methane emissions, there has been a reduction in 2004 relative to 2003. This is primarily due to the Suvali plant being in a steady operational state in 2004 compared to 2003, when some cold venting of gas occurred during the commissioning of the plant. Methane emissions from our non-production activities are also lower due to lower releases from our well testing activities in Rajasthan. The above table includes the OGP average figures for these emissions to air published for 2003 (the 2004 figures are not yet available). The OGP benchmark confirms our emission levels for the greenhouse gases to be low. Plant operating efficiencies and relatively low rates of flaring from our facilities are thought to be major contributors to this better performance. Our emissions of SOx and NOx have increased per unit tonne of hydrocarbon produced this year and are now above the OGP industry average. The majority of our SOx and NOx emissions are generated through the use of diesel in our drilling and seismic activities. The near doubling in these non-production activities in 2004 has therefore produced a much higher emission rate relative to our hydrocarbon production this year. Energy consumption has increased again this year due to higher energy demands in Sangu associated with well perforation activities together with an increase in drilling activities across the Group. Energy consumption per tonne of hydrocarbon produced in 2004 for all activities is 0.54 GJ/tonne. Our GHG target therefore recognises a forecasted increase in GHG emissions but with the aim of constraining the growth through efficiency measures. To maintain or reduce methane emissions from our existing producing fields at 2004 levels (normalised to hydrocarbon production). 16 Our 2004 Performance Effluent and Waste The volume of discharged water has to increase in 2004. This is due to an increase in the produced water associated with oil and gas production from our fields in India and Bangladesh, which is normal during the later years of a field s life. As the oil and gas production rate has not increased to the same extent, this has resulted in a 50% increase in the rate of oil discharged from 0.66 in 2003 to 1.08 tonnes per million tonnes of hydrocarbon produced in 2004. There has also been a slight degradation in effluent water quality (although still within required effluent discharge limits) due to the increased loading on the current effluent treatment systems. The improved performance sought from these projects is not expected to be realised until later in 2005. For non-production activities, the waste is predominantly drilling related such as drill cuttings and fluids as well as some waste from the seismic operations. In Ravva a formal waste management plan has been introduced. This plan sets out to reduce waste generation and reuse or recycle wherever possible. The plan has initiated a number of improvements throughout all aspects of the operation. Among these are: improved waste segregation; paper recycling and use of food waste as livestock feed in place of incineration; and minimising ground contamination by oil and chemicals by employing absorbent materials around areas of high potential for spillage. All hazardous waste is handled in accordance with the regulations in India and Bangladesh. This includes disposal of solid wastes at approved landfill sites and waste oil recycling only through authorised companies. We also conducted our own inspections of these facilities prior to the hazardous waste being sent to them.

17 Our 2004 Performance Prevention of Pollution There were no pollution incidents in India during 2004. In Bangladesh there was one minor diesel spill reported in the Sangu plant totalling less than ten litres, all of which was recovered. This compares to two minor pollution incidents in India in 2003. We have to enhance our ability to respond to any pollution incident in our producing fields, including regular exercises with pollution response equipment. Water We recognise that water consumption is an important issue, especially where access to clean water for communities is a challenge. This is of importance in many of the areas in which we operate, in particular in Rajasthan. In 2003 we therefore started to collect data on the levels and uses of fresh and saline water in our operations. At Ravva saline water is removed from boreholes within the plant for use in the production facilities and for injection to improve oil recovery. 2003 2004 Saline water consumption m 3 1,080,000 * 1,047,249 Fresh water consumption tonnes 125, 600 213,265 The development plans for the Mangala and Aishwariya discoveries in Rajasthan also requires the injection of saline water into the reservoir to extract the oil reserves. Currently many inhabitants of the area are dependent on a water distribution program run by the local Public Health and Engineering Department and Cairn is sponsoring part of this program. The current scarcity of water supplies means that how water is used is an issue for local authorities and communities in the area. Hence during 2004 Cairn has conducted one of the most extensive and exhaustive studies of water availability in Rajasthan. We are, with our UK based specialist water management consultancy, sharing the data that we are gathering and the results of the interpretation with the state and central water authorities in India. This together with technical assistance provided to these authorities is assisting in improving the understanding of the extent of the water resources in the area. These studies will continue during 2005. Develop a water supply strategy to support the Rajasthan discovery which is acceptable to local authorities, communities and Cairn. * Note that the figure presented in the Environmental and Social Review 2003 was on a gross basis.

18 Our 2004 Performance Communities Our total net share of contributions to local community and social projects in the UK, India and Bangladesh amounted to US$313, 000 in 2004, which is approximately 28% higher than in 2003. In addition to this we provided US$250,000 between the fund set up by the Prime Minister of India for relief efforts following the Tsunami in South East Asia and relief efforts following flooding in Bangladesh. A further US$55,000 has been pledged through the Ravva Joint Venture to the district administration to support a number of social development and infrastructure projects in 2004-5. We have also committed to a three year programme totalling US$75,000 per year with Sight Savers International to support their childhood blindness campaign in Dhaka, Bangladesh and comprehensive eye services programme in Rajasthan. In India our contributions in 2004 have been split between activities in Chennai, Ravva, Suvali and Rajasthan. From our Indian Head Office in Chennai we have been supporting the growth of rugby in Tamil Nadu. This programme aims to popularise rugby while promoting qualities of teamwork and self esteem amongst under privileged children in Chennai. The local rugby union has been very successful in promoting the formation of 18 teams from 12 schools in Chennai. On a more informal basis beach rugby is promoted in Chennai with teams involved from orphanages in other Indian cities. The Tamil Nadu Rugby Federation Union has an amazing record of success with six of its players representing India in 2003 and in the same year the club won the all-india seven-a-side tournament. In Suvali we have this year supported health campaigns and educational programmes in the area. A social baseline study has been carried out covering 10 neighbouring villages of the Suvali plant. This study has highlighted clean water supplies as a particular need. Already planned in 2005 is support to the district authorities for the laying of potable water pipes and the joint venture is funding directly the construction of an underground water storage tank, pump house and a head tank for Suvali village.

SOME COMMENTS FROM SRI NARISHINGHA RAM: CAIRN S PRESENCE WILL GENERATE MORE EMPLOYMENT AND BRING BETTER INFRASTRUCTURE AND AN IMPROVEMENT TO SERVICES. RESIDENT, THAR DESERT. Employees Cairn Energy Environmental & Social Review 2004 19 Our 2004 Performance Conduct a social baseline study on our Rajasthan block. A social base line study was completed in Rajasthan in 2004. In Rajasthan, completion of the social baseline study has provided information regarding key socio-economic issues in the area together with an assessment of the stakeholders associated with our activities. A monthly co-ordination committee has been established with participation of the district administration and public authorities as a forum for sharing information on our plans, discussing community expectations and co-ordinating our response to these requirements. As a result of these discussions Cairn has provided assistance in three main areas: the provision of drinking water to remote communities, improvements to primary school buildings and provision of a mobile veterinary van. During 2004 we also engaged with a number of local NGOs to identify opportunities for Cairn to participate in social investment in the area. Initiatives are already underway with two local NGOs, SURE and LKS covering community programs and health and veterinary assistance in the areas of our discoveries. A number of further opportunities identified with local NGOs are expected to be initiated in 2005. In addition, Cairn has been working with the International Finance Corporation (IFC) to identify a shared initiative to develop community engagement and a programme to develop small and medium sized enterprise in the area. An agreement with IFC is expected to be finalised in 2005. In Bangladesh we continue to support the conservation of endangered fisheries and marine turtles along the Bay of Bengal coastline nearby the Sangu facilities and provide continuing education scholarships within Bangladesh and overseas for Bangladesh nationals. The Sangu Joint Venture has also to support a project providing skills training, primary health care and credit facilities for low income adolescents and youths from the area around the Sangu Plant. The Cairn workforce across the group has increased by nearly 19% in 2004 compared to 2003. The main increase has occurred in Bangladesh where the average workforce has increased from 8 to 82 as a result of Cairn s appointment as operator of Sangu and Blocks 5 and 10 in July 2004. Other increases in the organisation have occurred in Edinburgh and India to support the appraisal and development work in Rajasthan. Details of our employee numbers, diversity and training activities are shown in the supplementary data at the end of this review. In 2004, our activities at Group level have focused on: developing a core competency framework to support our culture across the organisation; ensuring the business is appropriately resourced and skilled to support our growth; and developing our HR Information System requirements to improve the efficiency and effectiveness around the key value adding processes of recruitment, performance management, training, management reporting and planning. 20 Case Studies Ravva, 10 Years of Social and Environmental Responsibility. Cairn, along with its joint venture partners, celebrated in 2004 the 10th anniversary of production from the Ravva field in Andhra Pradesh which now delivers 8% of India s total oil production. On 28th October 1994, the Ravva Production Sharing Contract (PSC) was signed between the Government of India and the Ravva Joint Venture, with Command Petroleum (which was acquired by Cairn in 1996), as the operator for the field. Consistent performance and progressive improvement have been the hallmark at Ravva. At the time of signing the PSC, the reserves were estimated at 100 million barrels. Today, it has increased almost threefold to 298 million barrels of oil equivalent. This, along with higher recoverability of reserves of over 55%, has enabled production to rise from under 10,000 boepd in 1996 to a plateau rate of 50,000 boepd, which has been maintained for the last six years. We believe our performance has been equally impressive with respect to safety, the environment and the community. We have invested steadily both in our people and in our plant to ensure that our HSE performance continues to improve. Ravva was the first facility in India to gain the International Safety Rating System ISRS Level 8 certification in 2001. In January 2005 the Ravva facility was also awarded certification to the ISO 14001 standard for environmental management. The Ravva plant is the sole industry in a remote underdeveloped area of coastal Andhra Pradesh.
