EXPRESSION OF INTEREST DESIGN, DOCUMENTATION AND PROJECT MANAGEMENT UNIT COMPLEX - LOT 8955 PALMERSTON 1
Context The City of Palmerston (CoP) is the owner of 5 Birripa Court (allotment 8955) Rosebery, Palmerston. Lot 8955 is zoned multiple dwelling and CoP intends to develop a 15 unit residential complex on the site. CoP has initially worked with a consultant to develop the initial design concepts and has received consent from the Development Consent Authority for the development. CoP has entered into an agreement with the NT Department of Housing (NTDH) to lease the residential unit complex to the Chief Executive Officer (Housing) under the Real Housing for Growth initiative. Scope of services CoP is calling for expressions of interest (EOI) from suitably qualified architects and / or project management consultants to project manage the design, documentation and construction of a 15 unit complex to be developed at lot 8955 Palmerston. Through the EOI process, a lead architect / project manager (the consulting project manager) will be selected and engaged. The consulting project manager will have responsibility to fully design and document the project (including the engagement of sub-consultants as required) and to project manage the construction, including the tendering process and contract administration associated with construction. CoP will consider expressions of interest from suitably qualified lead architects and / or project managers to manage all phases of the project including detailed design which may be sub-contracted. The scope of services is detailed in the Project Brief. Expression of Interest Consultants are requested to consider the attached project brief and submit their EOI to the City of Palmerston. EOIs must include: Return brief outlining how the consulting project manager would intend to carry out the project including administration of the construction contract Contact details for the consulting project manager and the consulting project manager s representative Proposed members of design team including sub-consultants and an outline of members qualifications and experience Proposed form of consultancy/project management contract (for example AS4122 2010) Details of applicable insurances including professional indemnity and public liability An indicative project timeline confirming that the design, documentation and construction can be delivered within the specified timeframe Indicative lump sum price for all project management, design, documentation and associated activities including disbursements, up to but not including, issuing a request for tender for construction of the unit complex Percentage rate (or alternative fee proposal) for project management of the tendering process and construction, including contract administration Statement of current commitments 2
Assessment of EOI Selection of the successful EOI will be based on but not limited to, assessment against the following criteria: Submission of all required information value for money support for local business and industry open and effective competition Consultant s technical, financial and managerial capacity, including administration of the construction contract Consultant s previous experience Consultant s current commitments Submission of EOI EOI s are to be submitted electronically in pdf format by email to: palmerston@palmerston.nt.gov.au Closing time and date EOI s must be received no later than 1400 on the 20 th February 2014 Site inspection A formal site inspection is not required as part of the EOI process, however Lot 8955 is a vacant, unfenced allotment and prospective consultants are encouraged to inspect the site prior to submitting an EOI. Contract to be negotiated Following consideration of the submitted proposals, the City of Palmerston will select a consulting project manager and subsequently negotiate a finalised scope of work, agreed price and conditions of contract. The City of Palmerston is not bound to proceed to contract. 1. Project Context Under the Real Housing for Growth head leasing initiative, the Northern Territory Government will head lease privately owned dwellings, developed on either privately owned land or nominated Territory owned sites, for a 10 year period. The Northern Territory Government will then rent the dwellings to eligible key workers at 30% below market rent. The City of Palmerston (CoP) is the owner of 5 Birripa Court (allotment 8955) Rosebery, Palmerston. CoP has entered into an agreement with the NT Department of Housing (NTDH) to develop a residential unit complex at 5 Birripa Court under the Real Housing for Growth initiative. 2. Project Overview CoP has initially worked with its consultant to develop the initial design concepts and the proposal submitted to NTDH. Under the CoP NTDH agreement, CoP will develop and own the unit complex and will head-lease the entire complex to NTDH for 10 years. The proposed development (Attachment A) includes: 15 units o 7 x 2 bedroom 1 storey villas o 8 x 3 bedroom 2 storey townhouses Carparking o 30 x resident car park bays Facilities o Waste storage area o Community garden o Recreation green zone 3. CoP Intent It is CoP s intent that through an expression of interest process, a lead architect / project manager (the consulting project manager) will be selected and engaged with responsibility to fully design and document the project (including the engagement of sub-consultants as required) and to project manage the construction, including the tendering process and contract administration associated with construction. The detailed design will meet the minimum dwelling specifications and fit out as documented in the Outline Specification for General Construction - low density as required by NTDH (Attachment B). CoP do not intend to strata title the unit complex at this time, however the building/s will be designed, constructed and serviced in a manner that will support the future strata titling of the unit complex. 4. Project Governance 4.1 Client The client is the City of Palmerston (CoP) who will finance the design and construction of the development and who will own the completed unit complex. 4.2 Project Sponsor The project sponsor is the Chief Executive Officer, City of Palmerston 4.3 Project Director The project director is the Major Projects Officer with responsibility for obtaining key decisions from CoP, communications and liaison with stakeholders. 4.4 Consulting Project Manager lead consultant The project manager is the lead consultant with responsibility for liaison with service authorities, the performance of the design team and construction outcomes. Specifically the consulting project manager role includes: Work in conjunction with the Project Director to ensure the project objectives are achieved Liaison with sub-consultants, suppliers, and contractors as required Prepare, manage and review the project management plan In conjunction with the Project Director manage: o project risk o project scope, constraints and scope creep o project variations and maintain the scope change control process o project costs through cost estimating, budget control and monitoring o quality assurance o project schedule o project administration including document control and records Prepare progress and status reports for the client 4.5 Project Team The project team is lead and managed by the Consulting Project Manager and is responsible for the design and construction of the unit complex. 5. Project Location The site of the unit complex to be developed is 5 Birripa Court (allotment 8955) Rosebery, Palmerston as shown on the survey plan (Attachment C) and aerial photograph (Attachment D). 6. Development Consent 5 Birripa Court is currently vacant land and zoned MD - multiple dwelling residential. COP has worked with its consultant to prepare a development application which has received consent from the Development Consent Authority (Attachment E). It should be noted that the DCA consent will require some modification to the original concept shown in Attachment A. The Consulting Project Manager will be responsible for ensuring the development complies with the conditions of the DCA consent while achieving the construction outcome in a cost effective manner. 7. Indicative Budget The indicative total cost for this project including detailed design, all sub-consultancies, construction, fit-out, landscaping and contingency but excluding land is $5M inclusive of GST. 8. Site Details The owner of Lot 8955 Town of Palmerston is the City of Palmerston as shown on the title search (Attachment F). While the title shows registered easements for: Electricity supply Easement to Power and Water Corporation Sewerage Easement to Power and Water Corporation Water supply Easement to Power and Water Corporation Electricity supply Easement to Power and Water Corporation The title does not record the details for the two storm water easements located on lot 8955. Lot 8955 is located within the Darwin building control area. 9. Plan of Survey The Survey Plan S2004/218B is shown at Attachment C. The Survey Plan does not show the storm water easements located on lot 8955. The approximate position of the storm water easements is shown on the as constructed drawing (Attachment G). An aerial photograph of the site and immediate surrounding area is included at Attachment D). 10. Environment and Heritage Lot 8955 was subdivided as part of the Rosebery subdivision. 11. Scope of Commission This commission is for a Consulting Project Manager to design, document and project manage all works to construct the unit complex to be located at 5 Birripa Court, Rosebery. The scope includes but is not limited to: Development of the Client Consultant Agreement for this commission Confirmation of the concept design with CoP Prepare the detailed design including: o Survey o Geotechnical o Building o Engineering o Landscaping o Cost estimate o All drawings, plans and specifications o Service authority approvals as required Engage and manage sub-consultants as required to prepare the detailed design Prepare construction documentation Undertake a project risk analysis and provide report Confirmation of the detailed design with CoP including a design report and cost estimation Engage building certifier and ensure all required permits and approvals are in place Procurement of building contractor including: o Preparation of tender documents o Assessment of tenders in conjunction with COP o Award of construction contract/s on behalf of COP Project management of construction including: o the delivery timeframe o contract administration o cost management o quality assurance Oversight of defects liability period Liaison with service authorities and consent authority as required The scope excludes: Consultation, communication and media interest in relation to the project Project Brief: Development of unit complex 5 Birripa Court Rosebery 7
12. Design Review and Approval Detailed design reviews will be held at 30%, 60% and 90% design hold points before submission of the final design and supporting documentation by the Consulting Project Manager to CoP for approval. A detailed cost estimate is to be provided at 30% and 90% design to allow COP to confirm budget and availability of funds. 13. Tendering of Construction Works As a Local Government entity, CoP is required to publicly tender works valued at greater than $100,000. As part of the commission the Consulting Project Manager will: prepare all documentation to support the public tendering of the construction works including tender schedules, the construction contract/s and tender evaluation plan call and receive tenders on behalf of CoP participate in tender assessment with CoP 14. 15. Project Value and Cost Basis of Fees The preliminary estimate of cost, indicates a total project value of around $4.92M, inclusive of GST, all fees, charges and levies but excluding land costs. COP envisage that the cost basis / fee structure for the commission will be: Design phase o Lump sum plus disbursements o Progress payments may be requested following acceptance by COP of design documentation at 30%, 60%, 90% and 100%. Construction phase o Percentage of the cost of works o Consulting Project Manager progress payments aligned to construction progress payments COP will consider proposals for payment of opportunity bonuses arising from delivery of the construction program under the approved cost of works. 16.
