Where Special Rules conflict with other rules, Special Rules prevail. Special Rules for Agricultural Public Speaking Contest 1. Entry: An entry fee of $20 made payable to HLS&R will be charged. Entries MUST be submitted online at www.rodeohouston.com. Entries must be submitted prior to midnight, December 1, 2012 and Indemnities and W-9 forms must be postmarked by December 15, 2012. A complete entry MUST INCLUDE: Exhibitor W-9, statement of originality, and official entry application. All forms MUST be complete. Forms with missing information will be considered incomplete entries and will not be accepted. Contestants are required to submit manuscripts electronically on or before February 1, 2013 to livestock@rodeohouston.com. Students failing to submit a copy of the manuscript by this deadline are subject to disqualification. Any changes to the entry (e.g. Speech Title or Division) must be sent to the Livestock Office prior to February 1, 2013. Changes may be submitted via fax or regular mail, or by e-mail to livestock@rodeohouston.com. A new statement of originality and/or entry form documenting the change must be attached. 2. Eligibility: This event is open to students, ages 9-18 years of age, as well as students in the 3 rd grade who have reached their eighth birthday as of August 31, 2012, who are members of 4-H or FFA who meet all Houston Livestock Show and Rodeo Junior Show Rules and Requirements or who are attending public schools in Harris, Brazoria, Chambers, Fort Bend, Galveston, Liberty, Montgomery or Waller Counties. Contestants must be passing all subjects for the semester or grading period immediately preceding the contest as certified by the school official on the entry form. Junior Division participants must be between the ages of 9 and 13 or students in the third grade who have reached their eighth birthday on or before August 31, 2012. Senior Division participants must be between the ages of 14 and 18 on or before August 31, 2012. 3. Contest Format: The event will be held in the following contest format: The contest will be held over a one-day period with the Preliminary Contest on the morning of Sunday, March 10, 2013; followed by the Finals Contest that evening. Contestants will compete in either the Junior or Senior Division. However, speeches will not be judged by topic. Upon arrival, contestants will be randomly assigned to a specific group. Contestants MUST compete in their assigned groups. Changes may only be approved by Superintendents or Show Management. The top two Junior contestants in each group in each group will advance to the finals to compete for Overall Junior Division winner. The top two Senior contestants in each group will advance to the finals to compete for Overall Senior Division winner. Contestants will be assigned an official contest number and will draw to determine order of speaking in both rounds. 4. Documentation: Each contestant must submit the following items upon entry to be eligible to speak: A) Manuscripts: Contestants are required to submit manuscripts electronically on or before February 1, 2013 to livestock@rodeohouston.com. Students failing to submit a copy of the manuscript by this deadline are subject to disqualification. The manuscript must be the result of the student s own effort and follow the MLA or APA style. B) Bibliography: A complete and accurate bibliography used in writing the speech must be attached to the manuscript and also follow the MLA or APA style. C) A statement of originality signed by the contestant, parent(s), and AST/CEA or teacher must be attached to the entry application to be considered a complete entry. If a contestant does not follow the documentation guidelines outlined above, point deductions will be taken at the discretion of the Superintendent, Show Management and Judges.

Special Rules for Agricultural Public Speaking Contest 5. Dress Attire: Contestants should be in presentable attire. Business attire or Official 4-H/FFA attire is recommended. 6. Time: Each speech shall be a minimum of six minutes in length and a maximum of eight minutes. Time point deductions will apply as follows: Under six minutes -- one point per ten seconds Over eight minutes - one point per ten seconds Junior contestants will be given a discrete, two-minute warning by the time keeper prior to the end of their speech. 7. Question/Answer Period: A five-minute question-answer period will follow each speech. At the end of five minutes, time will be called, all questioning will end. If time is called during the student s answer to the last question, the contestant may complete his or her answer. 8. Props: The use of props of any kind is prohibited. Violation will result in disqualification. 9. Speech Divisions: Each contestant will enter their speech in one of only eight divisions. A contestant may enter in one division only. There are subject matters which may be appropriate in more than one division. Final determination of all speeches will be at the discretion of the Superintendent and Show Management. Topic Divisions: Western Heritage: Any current or future subject that deals with topics such as Western history, culture or heritage. Natural Resources: Any current or future subject that deals with topics such as soil, water, air, water quality, wildlife, forestry, aquaculture, conservation, recreation, recycling, energy environmental issues, etc. Animal Science: Any current or future subject that deals with any aspects of the dairy, equine, poultry, sheep, goat, swine, beef or specialty animal industries. Plant Science: Any current or future subject that deals with any aspect of the horticulture and/or agronomy industries including floriculture, fruit and/or vegetable production, nursery operations, turf and landscape management, crop production, or specialty crop production. Agribusiness: Any current and future subject that deals with topics such as cooperatives, sales, service, communications, entrepreneurship, marketing, finance, commodities, hedging, advertising, etc. Agricultural Policy: Any current or future subject that deals with topics such as domestic farm issues, international trade, international competition, rural economic development, legal issues, animal rights, subsidies, price supports, etc. Agriscience: Any current or future subject that deals with topics such as biotechnology, biogenetics, bioengineering, mechanical engineering, new agri-technology applications, global positioning and other satellite technology, computer applications, etc. Agriculture Communication: Any current or future subject that deals with the process or act of communicating agricultural related information to the public. 10. Previous first (1st) place winners in the Junior and Senior Divisions must select a new speech topic to remain eligible to enter the contest in subsequent year(s). 11. Results: The contest results, as announced, will be final. Contestants must be present to receive their awards. Any remaining awards will not be mailed following the show. 12. INVITATIONAL SHOW: The Houston Livestock Show is an invitational show and the Houston Livestock Show and Rodeo reserves the right to extend or withhold an invitation to any Exhibitor or Contestant. 2. ACKNOWLEDGMENT OF RISKS: The undersigned recognize and understand there are risks associated with entry into and participation in the Activities including, but not limited to, bodily injury or death, and damage to property or privacy rights. The undersigned further acknowledge that they will be liable for all damage to persons, livestock, or property that is caused by them or any persons (including, but not limited to, minors) under their care and control, and that arise out of, or are related to, the undersigned s entry into and participation in the Activities. UNDER CHAPTER 87, TEXAS CIVIL PRACTICE AND REMEDIES CODE, A FARM ANIMAL PROFESSIONAL IS NOT LIABLE FOR AN INJURY TO OR THE DEATH OF A PARTICIPANT IN FARM ANIMAL ACTIVITIES RESULTING FROM THE INHERENT RISKS OF FARM ANIMAL ACTIVITIES. A LIVESTOCK SHOW SPONSOR IS NOT LIABLE FOR AN INJURY TO OR THE DEATH OF A PARTICIPANT IN A LIVESTOCK SHOW RESULTING FROM THE INHERENT RISKS OF LIVESTOCK SHOW ACTIVITIES. 3. RELEASE FROM LIABILITY: The undersigned hereby RELEASE, ACQUIT AND FOREVER DISCHARGE AND AGREE TO DEFEND, INDEMNIFY AND HOLD HARMLESS HLSR, their present and former directors, officers, employees, agents, and representatives and the respective heirs, administrators, executors, successors and assigns (collectively, the HLSR Parties or individually, an HLSR Party ) from any and all claims, causes of action, suits and/or demands for personal injury, death or property damage, accrued or to accrue in the future, known or unknown, (collectively, Claims ) relating to or arising out of any negligent, grossly negligent and/or intentional or unintentional acts on the part of the undersigned in connection with entry into and participation in the Activities. Without limiting the foregoing, the undersigned agree that the HLSR Parties shall not be liable to them, their family, heirs, administrators, executors or assigns for Claims arising from or related to the undersigned Exhibitor s entry into and participation in the Activities. 4. AGREEMENT TO INDEMNIFY AND HOLD HARMLESS: THE UNDERSIGNED AGREE TO DEFEND, INDEMNIFY AND HOLD HARMLESS THE HLSR PARTIES AGAINST THE CONSEQUENCES OF THE HLSR PARTIES OWN NEGLIGENCE, REGARDLESS OF WHETHER SUCH NEGLIGENCE WAS THE SOLE, PROXIMATE OR PRODUCING CAUSE OF THE CLAIMS; provided, however, that the duty of the undersigned to defend, indemnify and hold harmless the HLSR Parties shall extend only to Claims arising directly or indirectly from the undersigned Exhibitor s entry into and participation in the Activities. As used herein, INDEMNIFY means to agree to assume the HLSR Parties liability in a situation, thereby relieving them of responsibility and/or reimbursing the HLSR Parties for Claims asserted against them. 5. PHOTOGRAPH/INTERVIEW RELEASE AND INDEMNITY: The undersigned GRANT PERMISSION to be PHOTOGRAPHED or INTERVIEWED in connection with the Activities. The undersigned understand that photographs or interviews may be used by HLSR for television, film, video, visual, or printed media. The undersigned agree to RELEASE and IN- DEMNIFY HLSR for any Claims related to photographs or interviews by the HLSR Parties or any media. 6. TEXAS LAW AND ARBITRATION: The undersigned understand that this Agreement shall be binding on their heirs, executors, successors and assigns, that the Agreement will be governed by the laws of Texas, and that jurisdiction and venue for any dispute regarding this Agreement shall lie in a State Court in Harris County, Texas. If any part of this Agreement is determined to be invalid or unenforceable, it does not affect the validity of the remainder of this Agreement. This Agreement controls notwithstanding any conflicting terms or conditions of any other agreement between the parties. The undersigned agree to these terms and conditions and acknowledge receipt of this Agreement. HLSR may require that all claims or disputes between Exhibitor and/or his/her parent or guardian and HLSR and/or its agents, officers, directors volunteers, members and assigns, in any way arising out of or related to this Agreement, shall be decided by binding arbitration administered by the American Arbitration Association ( AAA ) pursuant to the Federal Arbitration Act, 9 U.S.C., 1, et seq. and in accordance with the Commercial Arbitration Rules of the AAA that are in effect at the time the demand for arbitration is filed, unless the parties mutually agree otherwise in writing. The decision of the arbitrator(s), which shall state findings of fact and conclusions of law, shall be final, conclusive and binding on the parties and judgment may be entered thereon in the District Court of Harris County, Texas, to enforce the decision. Part II We, the undersigned Junior Contestant and parent/guardian, certify that we have read, understand and will abide by all rules and regulations of the Houston Livestock Show and Rodeo. The undersigned represent that they thoroughly understand that this is a complete and final release and indemnity agreement, that they are voluntarily entering into this Agreement and that no representations, promises or statements made by any HLSR Party or any agent, attorney or other representative of any HLSR Party has influenced the undersigned in causing them to sign this Agreement. Special rules for partnerships. Partnerships that conduct a trade or business in the United States are generally required to pay a withholding tax on any foreign partners share of income from such business. Further, in certain cases where a Form W-9 has not been received, a partnership is required to presume that a partner is a foreign person, and pay the withholding tax. Therefore, if you are a U.S. person that is a partner in a partnership conducting a trade or business in the United States, provide Form W-9 to the partnership to establish your U.S. status and avoid withholding on your share of partnership income.
