Operation FALCON is a nationwide fugitive apprehension operation coordinated by the United States Marshals Service (USMS) combining the resources of federal, state, city, and county law enforcement agencies in a joint effort to locate and apprehend criminals wanted for crimes of violence. Operation FALCON was initiated in most major cities throughout the United States and its Territories on April 4, 2005 and ended on April 10, 2005. This specific time frame was selected to coincide with National Crime Victims Rights Week. One fundamental obligation of the criminal justice system is to vigilantly pursue offenders creating a safer community for victims and others The United States Marshals Service has embraced this concept for many years dating back to our original Fugitive Investigative Strike Team (FIST) operations in the early 1980s and 1990s. Operation FALCON has built upon our original FIST concept and produced a first time National FIST operation that targeted violent offenders throughout the United States. The USMS utilized its existing network of 88 District and Regional Fugitive Task Forces to provide an infrastructure during Operation FALCON. In the Dallas & Ft. Worth areas, the Dallas Ft. Worth Fugitive Apprehension Strike Team (DFW FAST) is but one of the 88 above mentioned task forces that participated in this historic initiative. Established in January of 2004, DFW FAST is a combination of diverse resources from 11 agencies. DFW FAST and other USMS Fugitive Task Forces were created at the direction of the Attorney General of the United States to assist state and local law enforcement agencies in the apprehension of fugitive felons. Randy P. Ely, United States Marshal for the Northern District of Texas expresses his sincere gratitude for the outstanding efforts of so many law enforcement and administrative personnel who worked on Operation FALCON locally. Each of you should be proud of the role you played in this historical event. Not only were you able to honor victims of violent crime by your efforts, you personally participated in one of the largest roundups of violent criminals in our nation s history, all without significant injury to anyone. Realizing that most of you track down violent fugitives on a daily basis, we all owe you a debt of gratitude for helping restore peace and tranquility to neighborhoods all over North Texas. Thanks for an outstanding job well done!!

NORTHERN DISTRICT OF TEXAS ARREST HIGHLIGHTS EDDIE KELLY- Subject wanted for Murder by the Dallas Police Department. According to Dallas Police Reports, KELLY shot Yusef Franklin five times causing his death. KELLY then dumped the body from the vehicle. A weapon was recovered during the arrest of KELLY. ATF will submit request for prosecution under Project Safe Neighborhood. Kelly s criminal history includes arrests for Homicide, Theft and Dangerous Drugs. BONTAY DUNCAN- Subject wanted for Murder by the Dallas Police Department. According to Dallas Police Reports, DUNCAN and fellow suspected gang members shot and killed Latardrick Mosley on April 17, 2004 in Dallas, Texas. Duncan s criminal history includes arrests for Dangerous Drugs, Obstructing Police and Weapon Offenses. TIMOTHY HAYNES Subject wanted by Texas Board of Pardons & Parole for Parole Violations. HYANES is a convicted Child Sex Offender in the State of Texas. In 1986, HAYNES was convicted of Sexual Assault of a Child and sentenced to 16 years in prison. Upon arrest, Operation Falcon Officers and Deputy Marshals seized one ounce of Marijuana and a 22 caliber pistol. MICHAEL GIVENS Subject wanted by the Greenville Police Department for Attempted Murder and Assault with a Deadly Weapon. According to Greenville Police Reports on January 15, 2005 GIVENS shot at his girlfriend, Tequila Butler, who was holding their small child at the time. GIVENS threatened to kill her and then shot at her with a.22 caliber rifle almost striking her. Given s criminal history consists of terrorist threats, theft, evading arrest, fail to identify, and unlawfully carrying a weapon. MICHAEL PAREDES Subject wanted for Intoxication Manslaughter by the Dallas County Sheriffs Office. According to Police Reports, in November of 2003 PAREDES was driving under the influence and struck and killed a 4 year old child. PAREDES was a fugitive for over one and a half years. MARION PITTMAN

Subject wanted by Texas Board of Pardons & Parole for Parole Violations. Subject is also wanted for questioning by San Antonio, Texas Police Department for Attempted Sexual. Information was developed that PITTMAN was in Flower Mound, Texas. US Marshals and local agencies coordinated investigative efforts which led to Pittman s arrest in Garland, Texas. BRADLEY HECTOR & ANGELA LUMAS Subjects wanted by the State of Louisiana for 1 st Degree Robbery. Subjects broke into a residence and beat the occupant. Subjects threatened the occupant stating that they had a weapon. Lumas has a previous arrest for Forgery. Hector s criminal history includes arrests for Burglary, Theft, Possession of Controlled Substance, Possession of Dangerous Drugs and Endangerment to a Child. JAMES BULLARD Subject wanted for Murder that occurred in 1990 by the Ft. Worth Department. The case was considering a Cold Case with no active leads. In early April 2005, information was received by the Ft. Worth Police Department which identified BAULLARD as the primary suspect in the Murder. Bullard s criminal history includes arrests for Narcotics, Robberies, Assault and Weapon Charges. NICHOLAS CAMPBELL Subject was listed as a Grand Prairie Police Department MOST WANTED. CAMPBELL had numerous outstanding felony warrants for Narcotics and Aggravated Assault with a Deadly Weapon. Upon arrest, Operation Falcon Officers and Deputy Marshals seized a small quantity of narcotics. CAMPBELL was also charged with Possession of Narcotics and Resisting Arrest. Criminal History includes arrests for Homicide, Drugs, Evading Arrest, Assault, Burglary and Weapon Offenses. THOMAS MOJICA Subject wanted for Injury to a Child (Aggravated Assault) by the Johnson County Sheriff Office. TOMMY WOOLARD- Subject wanted on Drug Charges by the Parker County Sheriffs Office. DENNIS KOSLOWSKY Subject wanted by the Ft. Worth, Texas Police Department for Sexual Offenses. FRANK BRANCH Subject wanted for Robbery by the Dallas Police Department. According to Dallas Police Reports, BRANCH is the primary suspect in a Robbery that took place in 2004. Branch s criminal history includes Drug Offenses and Weapon Charges.
