Blanshan SUMMARY: During the past few months, the Secretary of Higher Education acted on a total of 122 program proposal actions. These actions included approval of: 8 degree and 5 certificate programs at independent institutions; 2 degree and 9 certificate programs at public four-year colleges and universities; and 8 degree and 17 certificate programs at public community colleges. The proposing institutions withdrew 2 program proposals. 2 new areas of concentration and 13 off-campus programs were reviewed and approved. In addition, 9 academic programs, 3 areas of concentration and 39 certificate programs were discontinued. RECOMMENDATION: This item is for information only. PROGRAMS FAVORABLY REVIEWED AND APPROVED Independent Colleges and Universities Capitol College Master of Science in Astronautical Engineering (Endorsed 04-27-11) This program will concentrate on the skill sets needed for jobs in the space industry and the government (e.g., NASA, NOAA, DOD) in the greater Washington metropolitan area. Students will develop an understanding of the technical requirements for satellite communications, spacecraft altitude and control, and orbital mechanics. They will study the fundamentals of space operations, flight dynamics, remote sensing and the analysis of the physical parameters of interest for the study of the earth system, space and planetary environments. College of Notre Dame of Maryland Master of Arts in Contemporary Communication (Endorsed 04-27-11) This existing program will be offered fully online. The program curriculum will remain unchanged. Bachelor of Arts in Interdisciplinary Degree in Writing and an Arts and Science Discipline (Endorsed 5-17-11) The baccalaureate program will combine intensive study of writing with the mastery of a liberal arts content area. Students will have the opportunity to explore creative writing or improve writing competencies in an area of scholarly or professional interest. The merging of strong writing courses with guided intensive practice and arts and science disciplines will serve students well in graduate schools and their positions. Master of Science in Knowledge Management (Endorsed 06-07-11) The curriculum focuses on the systematic process of developing, organizing, retaining and utilizing knowledge resources that contribute to an organization s sustained success. The program prepares professionals to specialize in the creation, enhancement and utilization of knowledge assets.

Johns Hopkins University Master of Education in Health Professions (Approved 06-07-11) The part-time, 33-credit Master of Education in the Health Professions consists of the post-master s certificate and one of two 15-credit concentrations in either Educational Leadership in the Health Professions or in Educational Research in the Health Professions and a capstone project. Courses in both programs would initially be taught onsite with online versions of the certificate program beginning in 2012 and of the Master of Education program beginning in 2014. Mount Saint Mary s University Master of Science in Health Administration (Endorsed 05-25-11) The proposed program would compliment the existing Master of Business Administration program and provide a course of study that develops analytical, decisionmaking and problem solving skills in the context of the Catholic Church s teachings on healthcare. Health services managers will be prepared to deal with the integration of healthcare delivery systems, technological innovations, and an increasingly complex regulatory environment. The program is designed for recent graduates who have healthcare work experience. Tai Sophia Institute Master of Nutrition and Integrative Health (Endorsed 04-07-11) This program replaces the current reductionist approach to nutrition taught in almost all graduate programs in nutrition in the U.S., with a holistic approach that supports food as playing multiple roles in our lives: medicinal, therapeutic, social, emotional, spiritual, and anthropological. There is currently no regionally accredited program in the country that presents nutrition from this perspective. This program has been designed to prepare students to sit for the Certified Nutrition Specialist (CNS) examination. Washington Adventist University Bachelor of Science in Medical Laboratory Science (Endorsed 04-27-11) The four-year program in medical laboratory science is designed to prepare medical laboratory scientists for responsible positions in management and specialty areas with an in-depth understanding of diseases and their identification in the medical laboratory. This program also provides a clinically oriented baccalaureate degree program for students desiring to meet pre-medicine, pre-dental, and graduate school requirements. Public Four-Year Colleges and Universities University of Maryland, Baltimore County Bachelor of Arts in Asian Studies (Approved 04-13-11) The interdisciplinary program includes a language requirement (Chinese, Japanese or Korean) and courses in history, political science, economics, music, gender and women s studies. Undergraduate students will be introduced to other areas related to Asia such as academic research, international relations, international business and trade, governmental service, or international law.

University of Maryland, Eastern Shore Master of Medical Science in Physician Assistant Studies (Approved 06-29-11) UMES 120-credit Master of Medical Science in Physician Assistant Studies program will consist of 15 months of didactic work followed by 12 months of clinical rotations. The program s didactic content meets the Accreditation Review Commission on Education for the Physician Assistant standards. First-year students also can participate in a mentorship internship with a local internist/family practice physician or physician assistant. The 12 months of clinical rotations will include outpatient, emergency department, inpatient, and operating room experience. The rotations also will include experience in medical care in the areas of family medicine, internal medicine, general surgery, pediatrics, women s health, and behavioral and mental health. Community Colleges Anne Arundel Community College Associate of Science in Engineering in Electrical Engineering (Approved 04-13-11) The stated purpose of the 68-71 credit degree program is to prepare students to transfer to four-year institutions to obtain bachelor s degrees in engineering. Associate of Science in Public Health Professions (Approved 04-27-11) Designed to provide the first two years of a four-year degree program offered at the University of Maryland-College Park (Public Health Science), the University of Maryland, Baltimore County (Health Science and Policy), and the University of Baltimore (Health Systems Management), pending articulation agreements with the three four-year schools. College of Southern Maryland Associate of Arts in Digital Media Production (Approved 06-07-11) Students will learn to formulate, construct, and deliver digital audio, video, broadcast graphics, and animation, and also be prepared to transfer to a four-year degree program. Garrett College Associate of Arts in Teaching in Early Childhood Education/Early Childhood Special Education (Approved 05-02-11) This 64-credit hour program leading to an Associate of Arts in Teaching will allow students to satisfy the requirements of the first two years of an early childhood education program and then seamlessly transfer to continue their education at a four-year institution. Associate of Science in Engineering in Electrical Engineering (Approved 05-17-11) This program is designed as a transfer program that prepares students to transfer to fouryear institutions to pursue a Bachelor s Degree in Electrical Engineering. The curriculum builds on a solid foundation of mathematics, the sciences including chemistry and physics, and computer technology. Students will gain knowledge of engineering theory through engineering courses and application of theory to real world problems.

The program will provide students with hands-on experience in the design, development, implementation, and management of projects and in the communication and presentation of their ideas and project plans. Harford Community College Associate of Applied Science in Business Management (Approved 04-13-11) To enable students to obtain knowledge, skills, and competencies in the business field of marketing management, entrepreneurship, human resources management, agribusiness, or administrative professions via completion of one of the five certificate programs, then incorporating the credit hours earned into an AAS degree in business management for career advancement. Prince George s Community College Associate of Applied Science in Human Services (Approved 05-26-11) Upon completion, students will be qualified to work as paraprofessionals helping people with developmental disabilities, mental illness, chemical dependency, and physical limitations. Students may also choose to transfer to a four-year institution to further their education. Associate of Science in Environmental Studies (Approved 06-07-11) This program is designed for students planning to pursue a bachelor's degree in environmental studies, science, policy, or related fields. II. CERTIFICATES APPROVED WITHIN EXISTING DEGREE PROGRAMS Independent Colleges and Universities Johns Hopkins University Post-Baccalaureate Certificate in Cooperative Learning Instructional Practices (Endorsed 05-10-11) The stand-alone certificate addresses teacher s continued professional development by examining research-proven instructional practices and their role in transitioning a traditional classroom into a student centered environment that meets the needs of the diverse learners of the 21 st century. Post-Baccalaureate Certificate in Global Health (Endorsed 05-07-11) The curriculum aims to meet the needs of junior and mid-level professionals practicing or planning to practice in developing countries and interested in expanding their global health skills and knowledge. Post-Masters Certificate in Evidence-Based Teaching (Approved 06-07-11) The part-time, 18-credit Post-Masters Certificate in Evidence-Based Teaching in the Health Professions consists of six courses, jointly offered through the Schools of Education, Medicine, Nursing, Public Health, and Business, which focus on evidencebased practice, cultural competence, technology integration, and scholarship for

educators, potential educational leaders, and educational researchers who have an advanced degree in the health professions. Students also will be required to assemble a teaching portfolio. Lincoln College of Technology Lower Division Certificate in Automotive Mechanics within Existing Associate of Applied Science in Automotive Technology (Approved 05-26-11) This certificate program is designed to provide students with entry-level skills for automotive service careers. Tai Sophia Institute Post-Master s Certificate in Chinese Medicine for Women s Health and Wellness within Existing Master of Science in Acupuncture (Endorsed 06-07-11) This certificate will focus on strengthening the knowledge of licensed acupuncturists in the theory, research, and clinical issues of treating female patients in a variety of health care settings. Public Four-Year Colleges and Universities Coppin State University Post-Baccalaureate Certificate in Job Development and Job Placement Services (Approved 06-29-11) The curriculum intends to prepare students to deliver effective job placement skills and development services for individuals with disabilities, the unemployed, underemployed, and those who are recipients of public assistance. Emphasis is placed on technology in the workplace, individuals who are blind or have vision impairments, and the deaf or hard of hearing. Post-Baccalaureate Certificate in Vocational Evaluation and Work Adjustment (Approved 06-29-11) Students will be introduced to the fundamentals and theories of vocational evaluation, and work adjustment services. Knowledge of instruments and techniques used to assess personal characteristics is also emphasized including aptitude, achievement, interest, values, and other personal traits, as well as worker s traits, vocational skills, assets and limitations. Students will learn to become more effective at evaluating individuals with disabilities and providing work adjustment services and recommendations, thus improving employment outcomes and job retention. Post-Baccalaureate Certificate in Assistive Technology (Approved 06-29-11) The program is designed to meet the needs of rehabilitation practitioners and professionals seeking to enhance their professional development and skill levels. Training involves lectures, demonstrations, field visits and presentations on assistive technology. Coppin State University (continued)

Post-Master s Certificate Counseling Licensure (Approved 06-29-11) The program is for students who have already completed their master s degrees and want to prepare and apply for State of Maryland Certification or Licensure as a professional counselor. Post-graduates will have the opportunity to complete the requirements needed to become licensed clinical professional counselors and independent providers of counseling services in the State of Maryland. Towson University Post-Baccalaureate Certificate in Human Capital Development (Approved 05-17-11) This new stand-alone certificate program includes training in how to identify high-levels of advanced education, skills, experience and know-how possessed by key performers in an organization. Upper Division Certificate in Human Capital Development (Approved 05-17-11) This new stand-alone certificate program is intended to provide specialized study in the key principles and practices in human capital development. The program has been designed in response to BRAC relocations that will take place in Maryland over the next few years. University of Maryland, Baltimore County Upper Division Certificate in Asian Studies (Approved 04-13-11) The interdisciplinary program includes a language requirement (Chinese, Japanese or Korean) and courses in history, political science, economics, music, gender and women s studies. Undergraduate students will be introduced to other areas related to Asia such as academic research, international relations, international business and trade, governmental service, or international law. University of Maryland, University College Post-Baccalaureate Certificate in Intellectual Property, Digitization, and Digital Media (Approved 04-27-11) Students will be trained in and understand intellectual property law, policy, valuation and licensing in order to use and disseminate creative works in the digital environment, digital media and social networks. Post-Baccalaureate Certificate in Biosecurity and Biodefense within the Existing Master of Science in Biotechnology (Approved 06-07-11) This certificate will assist students in analyzing threats and countermeasures to biological attacks, biosensors, governmental responses to bioterrorism, global biosecurity, and the impact of bioterrorism. Community Colleges Anne Arundel Community College Lower Division Certificate in Advanced Network Security (Approved 05-02-11) Provides students with the hands-on skills and knowledge to protect cyber computer networks.

Lower Division Certificate in Cisco Certified Network Associate (CCNA) Prep. (Approved 05-02-11) Learn to install, operate, and troubleshoot medium-sized routers and switched networks, including implementation and verification of connections to remote sites in a WAN. Lower Division Certificate in Digital Forensics-Network and Mobile Device (Approved 05-02-11) Perform forensic investigations, incident handling, and conduct incident investigations. Lower Division Certificate in Network Security (Approved 05-02-11) Gain the hands-on skills and knowledge required to configure LAN and WAN networks and understand the basics of cyber security theory and operation. Lower Division Certificate in Server Administration and Security (Approved 05-02-11) Learn how to support and maintain the integrity of systems, software, network, storage devices and data directly related to Windows and Linux server operations. Chesapeake College Lower Division Certificate in Welding (Basic) within Existing Associate Degree Program in Engineering Technology (Approved 06-30-11) This certificate will offer students skills in welding to prepare them for entry-level employment as welders or for further study. Lower Division Certificate in Welding (Advanced) within Existing Associate Degree Program in Engineering Technology (Approved 06-30-11) This certificate will provide students with advanced knowledge and skills in welding to prepare them for employment as certified welders, welding technicians, or intermediate welders, or for further study. Community College of Baltimore County Lower Division Certificate in Psychiatric Rehabilitation (Approved 06-17-11) The program is designed for current and prospective psychiatric rehabilitative professionals to develop the skills and knowledge base to provide community-based supports and services to people diagnosed with severe mental illness. Frederick Community College Lower Division Certificate in Information Security and Assurance within Existing Associate of Applied Science in Information Technology (Approved 06-07-11) This certificate will introduce students to basic computer security and networking, personal computer repair and diagnostics, information security and assurance, and disaster, crisis and emergency management.

Frederick Community College (continued) Lower Division Certificate in Fitness/Personal Trainer within Existing Associate of Arts in Arts and Sciences Transfer (Approved 06-07-11) This certificate will offer students instruction in human anatomy and physiology, fitness and conditioning, weight training, personal training, and business.
