Late 1980 s: Federal Court of Auditors demands to implement a standard cost account. In the view of declining financial resources in the public sector and the appeal for more efficiency in public institutions Bundesbank started to implement controlling functions! 3

Formulate a strategy for the Bundesbank as a whole, taking into account the results of the SWOT analyses; derive concrete strategic objectives and determine development targets; draw up a strategy map 2.
