SYRACUSE REGIONAL AIRPORT AUTHORITY REQUEST FOR PROPOSALS INFORMATION TECHNOLOGY MANAGEMENT SERVICES AT THE SYRACUSE HANCOCK INTERNATIONAL AIRPORT RFP Reference 03-2014 SYRACUSE, NEW YORK ADDENDUM # 2 To All Holders of above referenced Request for Proposals ( RFP ) and the Attachments to it: Your attention is directed to the following interpretations of, changes in, and/or additions to the Request for Proposals for the above-referenced RFP. All proposal adjustments caused by the content of the Addendum shall include the cost of materials and labor related to the items herein and for any subsequent adjustments to the RFP and the attachments thereto to accommodate the work stated herein. This Addendum is part of the RFP in accordance with the provisions of RFP Section 1.15, Amendments and Addenda. Respondents shall be responsible for the full context of changes, interpretations, and clarifications to the RFP and shall take the same into consideration when preparing their proposal. This Addendum shall also be part of any contract awarded as a result of the RFP. No allowance will be made for Respondents that submit a proposal that is not in compliance with the RFP requirements due to the Respondents failure to address changes to the RFP made by this Addendum. This addendum consists of two pages and two attachments. The Syracuse Regional Airport Authority requires all bidders to complete the attached Information Technology Management Services RFP Response Sheet with their proposals. If a bidder seeks an exemption from an item listed in the Response Sheet, the bidder must state on the face of the Response Sheet that the bidder seeks an exemption and a reason why. Bidders may attach additional pages to the Response Sheet if necessary. Question 1. Do you have network diagrams? Diagrams of the whole structure? Can those be provided? 2. Server proprietary applications are used to operate various functions. These include applications for Finance, Payroll, Asset Management, HVAC/Webtalk, Work Order System (both reactive and preventive maintenance), Print, FIDS, Active Directory, File, Exchange 2007, AVG
3. Do you use VMWare or Microsoft HyperV? 4. The Concessionaires manage their own equipment? You do the routing but not doing the Point of Sales from the back? 5. Are the Concessionaires segregated from the Hancock Domain? 6. Will the Airlines manage their own kiosks and network themselves? 7. Will the TSA manage their cameras and access hardware? 8. What server based applications exist at the Airport? 9. What version\release\operating systems are we running on infrastructure applications like Exchange? (Antivirus), Gate Electrification, Digital Signs, and other applications. Desktop applications include Internet Explorer, Office 2007, Adobe reader.. writer and flash. VMWare ESXi version 5.0.0 only The Concessionaires manage their own equipment. We do not provide any support for the concession POS machines. For new venues, we provide the network fiber or cat6 cabling depending what their requirements are. Yes. Yes. The TSA has limited camera capabilities and they manage what they have by their own IT network. The Authority has an Airport Security Office that manages all security access hardware. The following servers operate on Windows XP Pro: AssetMGT. The following servers operate on Server 2000: Lease Management. The following servers operate on Linux: Syslog / Webtalk. 10. VOIP installation was looked at prior to 2004. Because of the extensive infrastructure costs, the plan was discarded. 13. What constitutes the security system? The security system has its own separate domain. This includes servers, cameras, doors access hardware, firewall and switches. 14. Do you have a contract with Presentation Concepts Corporation (PCC)? 15. Will we be provided a list of the service agreements? Will information include who they are with and when they will expire? 16. Are there separate contracts with different bandwidths? 17. Is there a redundancy for Time Warner Telecom, for the administration? 18. Many of our questions can be answered with the completion of the attached Spreadsheet labeled "RFP Client Information Sheet". Can you complete the attached spreadsheet? 19. Can you provide drawings and topology diagrams? 20. Is the requirement that the Managed Services Provider will manage the network and computer infrastructure and be the single point of contact for all other platforms and vendors? 21. Can you provide the Authority's current annual IT Budget and how it is allocated for products and services? 22. What is the expectation for onsite staffing? If expected, what hours would the staff be expected to be onsite? We have a maintenance agreement with PCC to provide services to our audio visual equipment. Yes. This will be provided to the winning responder. The Authority does not have contracts with different bandwiths. No. Time Warner Telecom provides Internet service for SRAA and DOA personnel. To the extent that the information requested on this spreadsheet is available, it is contained in the RFP on the answers provided to other questions in this Addendum. The Authority has attached to this Addendum the best-available drawings of fiber 'drops'. The Authority does not require a single point of contact for network and computer support. The Authority will not disclose this information in this addendum. The Authority does not require a full time on-site presence, however, the Authority requires prompt service. See Section 2.4(g) of the RFP.
23. What is the response time for desktop, server, application, and network equipment? Page 14 section 2.4 G - what is the definition of "minimum standard response times"? 24. Can you provide detail on what regulatory agencies we will be involved with? Are there any required certifications, clearances or licenses? 25. Which of the appendices are required for us to complete and submit in order to be compliant with M/WBE requirements? The Authority is a dynamic environment and relies heavily on correctly functioning computer and network equipment. In the event of a major disruption in the function of computer and network equipment, the Authority requires immediate action. Minimum Standard Response Time may be negotiated during final contract formation, however, the Authority's intent is that the Information Technology Management Service provides excellent support and service to the Authority. Conducting business with the Authority will not subject the Information Technology Management Service to any additional regulation than conducting business elsewhere in New York. Appendix B of the RFP. Alternatively, Appendix B-4 contains a waiver for M/WBE compliance. The remainder of the above referenced Requests for Proposals shall remain unchanged and shall continue in full force and effect.
