GUIDELINES FOR APPLYING FOR A PEI TEACHER S CERTIFICATE Please read carefully before completing this application form. Certification Requirement Under the PEI School Act, no candidate for a teaching position in the province of Prince Edward Island may enter into an agreement to teach (verbal or otherwise) with a school board until such candidate has had their credentials evaluated by the provincial Registrar for Teacher Certification. To be accepted for a teaching assignment with a PEI school board, the candidate must hold a valid PEI teacher s certificate attesting that they possess the necessary qualifications for teacher certification and indicating that they are free to teach in the public schools of the province of Prince Edward Island. Application Requirements: The following is a checklist of items required by the Office of the Registrar for use when assessing and processing an application for a P.E.I. Teacher s Certificate. Proof of identity such as a copy of your Birth Certificate Proof of eligibility to work in Canada such as an official copy of your Social Insurance Number card. [A PEI Teacher s Certificate will not be issued to an applicant who is not authorized to work in Canada. Rather, a Conditional Letter of Eligibility will be issued to those who qualify for certification until such time as a proof of authorization to work in Canada is provided to the Registrar.] A Criminal Background Check and Vulnerable Sector Screen not older than three months from the date received by the Registrar Official transcript(s) sent directly from all universities attended Proof of completion of the BE d program A completed application form ACT-PEI#3 A $100.00 Evaluation Fee Any additional applicable fees Please note that some of the above listed items should be included with the application form when submitting it to the Registrar. Other items must be requested by the applicant and sent separately to the Office of the Registrar. Official transcripts, for example, should be ordered from the university by the applicant and must be sent directly from the issuing post-secondary institution to the Office of the Registrar. Official documents sent should clearly identify the applicant. We do not accept transcripts that are faxed, e-mailed or handdelivered. Document Policy All documents received by the Registrar become the property of the Department of Education. You are therefore advised to make a copy of of each document that you submit. TE: The school boards require the original Criminal Record Check while the Office of the Registrar will accept a copy. You should hold on to your original as it will be required by the school board (s) to which you apply. Original Documents that Require Official Translation: Original documents must be provided to the Registrar in the language in which they were issued. If the original documents are written in a language other than English or French, the Registrar will provide a copy of the original document to the applicant who then must arrange for an official translation to be completed by an accredited translator. The official translation must be returned with the copy of the original to the Registrar. Language Proficiency Requirements: Teachers are language models for students. Teachers must be effective communicators in order to offer effective instruction. You should be aware that a satisfactory level of language proficiency in English and/ or in French is required to teach in Prince Edward Island public schools. A satisfactory level of language proficiency in English or French is a condition of certification. Proof of language proficiency may be requested by the Registrar where an applicant has completed one or more of their educational levels in a language other than English or French. Assignment of a Certificate Level: The Registrar will examine the academic credentials provided by the applicant including all official transcripts and copies of degrees and diplomas and assign a level based upon these credentials according to the criteria outlined in Teacher Certification and Standards Board policies. You should take care to ensure that all official supporting academic documentation is provided to the Registrar so that the certificate level you are assigned is commensurate with you academic qualifications. You will be assigned a certificate level according to the criteria as follows. Certificate Levels Assigned: When you receive your PEI Teacher s Certificate, it will be assigned a level (4, 5, 5-A,6 or 7) based
upon an assessment of completed academic studies. The assigned certificate level determines the level at which you are paid once you have signed a contract with a school board. The levels are as follows. An Academic Level Certificate 4... who has successfully completed an approved one hundred and twenty (120) credit hour pre-service teacher education program, or a ninety (90) credit hour undergraduate degree plus a minimum thirty (30) credit hour recognized pre-service teacher education program resulting in a degree. An Academic Certificate Level 5... who has successfully completed an approved undergraduate academic bachelor's degree or equivalent and an approved pre-service teacher education bachelor's degree program or equivalent totalling a minimum of one hundred and fifty (150) credit hours. An Academic Certificate Level 5-A... who has successfully completed one full additional approved academic year of study in education which includes a minimum of thirty (30) credit hours beyond the requirements for the Certificate 5. An Academic Certificate Level 6... who has successfully completed a masters degree program in education or in an approved academic area which is related to the PEI public school system degree resulting in a minimum of one hundred and eighty (180) credit hours of cumulative study at the university level. A masters degree which was counted as the pre-service teacher education program for certification purposes can not be counted towards this level. An Academic Certificate Level 7... who has completed an additional masters degree or doctoral degree in an approved area resulting in a minimum of two hundred and ten (210) credit hours of cumulative student at the university level. There is currently no pay increase associated with this level. [Note: Certificate levels vary from province to province. An Academic Certificate 5, for example, may not have the same name, value or requirements in other jurisdictions. If you are not in agreement with the level assigned to your certificate by the Registrar, you should contact the Registrar immediately. ] Verifying the Levels: Information on the requirements for each level can be found on the web site. When seeking employment teaching in Prince Edward Island, you will need to contact one or both school boards and make application for employment. When applying for a teaching position or to substitute teach, you will be required to provide a copy of your PEI teacher s certificate. Persons interested in substitute teaching must apply initially to the Registrar for an authorization. Authorizations to Substitute Teach: Initial Application Once certified, you may be interested in working as a substitute teacher. In order to be eligible to substitute teach in the school boards of Prince Edward Island, you must first obtain an Authorization to Substitute Teach from the Office of the Registrar. Applicants may apply for a Certified Substitute Authorization by completing Section 5 of this application form. Upgrading from a Non-Certified Substitute Teacher Authorization to Certified Substitute Teacher Authorization: If you are already authorized as a Non-Certified Substitute Teacher and wish to move to a Certified authorization, please indicate this as well in Section 5 of this form. As a Certified Substitute Teacher...! there is no need to apply for renewal of your authorization annually or to pay an additional or annual fee, however, you are responsible for notifying the school board or school boards each school year of your availability to substitute teach! while your authorization is valid in all school boards, you should indicate in Section 5 of this form the school board or school boards where you wish to have your Certified Substitute Teacher Authorization sent! employers are obliged to call a certified teacher in advance of a Non-Certified Substitute to fill suitable assignments! you receive a higher daily pay rate! you may accept contract positions longer than twenty (20) consecutive days in duration

A Statement of Professional Standing attests that your PEI Teacher s Certificate is in good standing and that your license to teach has never been suspended, revoked or cancelled. The Statement of Professional Standing is required by the regulatory body in each jurisdiction. This could be a ministry or department of education or a college of teachers. The cost of issuing one Statement of Professional Standing is $25. You can request a Statement of Professional by completing Section 4 of the application form found in this package. You must include a $25 payment for each Statement of Professional Standing requested. If you wish to request a Statement of Professional Standing at a later time, including anytime since you submitted this application, you may use the application form for a Statement of Professional Standing found on our web site. A complete list including contact information for the regulatory bodies in each Canadian jurisdiction can be found on our web site as well. Fee Policy Fees may be paid by cheque or by money order made payable to the the Minister of Finance. Fees may be paid in cash at the Office of the Registrar located in the Holman Building in Summerside. Fees are non-refundable unless the application has been withdrawn and in the event that no staff time has been invested in processing the application. Please note that we are currently unable to accept online or credit card payments.
