MWACE Website RFP 2 1. Introduction The Midwest Association of Colleges and Employers (MWACE) is accepting proposals to redesign and rebuild our website, http://www.mwace.org. We envision a new website interface design that provides clear, engaging and easy to navigate information and media for the public and for our membership; provides a robust set of tools for member interaction and committee collaboration; integrates seamlessly with social media and mobile devices; features blogging and calendaring functionality; provides secure event registration, membership renewal, product purchases and payment processing; interacts with our existing membership database; and more as described below. 2. Company Information 1. About MWACE Since 1949, the Midwest Association of Colleges and Employers (formerly the Midwest College Placement Association) has been bringing together professional in collegiate career services and recruitment/staffing to collaborate, communicate, and connect. Through our efforts, college-educated men and women achieve their career goals and employers add value to their workplace. 2. Mission Statement The Midwest Association of Colleges and Employers advances the professional development of its members by connecting collegiate career services and employer recruiters/staffing professionals, cultivating best practices, and sharing knowledge. 3. Target Audiences College & University Career Services personnel in the Midwest Employers and recruiters recruiting at colleges and universities in the Midwest 3. Proposal Guidelines and Requirements 1. Overview This RFP is not an offer to contract. Acceptance of a proposal neither commits our organization to award a contract to any candidate, even if all requirements stated in this RFP are met, nor limits our right to negotiate in our best interest. We reserve the right to contract with a candidate for reasons other than lowest price. Failure to answer any question in this RFP may subject the proposal to disqualification. Failure to meet a qualification or requirement will not necessarily subject a proposal to disqualification. 2. Valid Period of Offer The pricing, terms and conditions stated in your response must remain valid for at least 120 days from the date of delivery of the proposal to our organization.

Right of Rejection The Midwest Association of Colleges and Employers reserves the right to accept or reject any or all responses to this RFP and to enter into discussions and/or negotiations with one or more qualified candidates at the same time, if such action is in the best interest of our organization. 4. Best and Final Offer We reserve the right to request a best and final offer. 5. Ownership The Midwest Association of Colleges and Employers reserves the right to select the visual elements to be utilized in any design and implementation. The copyrights for all design work produced shall become the property of The Midwest Association of Colleges and Employers. 6. Cost of Proposals Expenses incurred in the preparation of the proposals in response to the RFP are the candidate s sole responsibility. 4. All responses will be kept in strict confidence and shall not be distributed to outside parties without approval of both The Midwest Association of Colleges and Employers and the Contractor with exception to any questions that are asked during the process. 5. RFP Questions Questions regarding this RFP should be submitted via email to Chris Ritzo at (critz1@illinois.edu) up to seven days prior to the deadline. The Midwest Association of Colleges and Employers reserves the right to share the contractors questions and answers with all other companies receiving this Request for Proposal.

MWACE Website RFP 4 6. Project Overview and Description MWACE envisions the project to rebuild and redesign our website to be paramount to the future success of the organization. We are seeking proposals that are comprehensive in scope, covering everything from a new site design, migration to a more flexible content management system, to recommendations for new hosting arrangements. All proposals should address the following three guiding functional requirements: 1. All proposals should address CMS migration. Our current website is built on the Content Management System, Ektron (http://www.ektron.com/). While it provides some of the functionality we need as a membership association, there are several key areas that we feel could be improved by migrating to another CMS. 2. All proposals should address integration with our existing MSSQL member database or suggest migration alternatives. Our membership database is an MSSQL database. Ekron CMS provides integration with this database to provide member authentication to the website, and functions such as our current membership directory, annual membership dues renewal and member conference registration. 3. We invite proposals that include or suggest hosting alternatives that meet the functional requirements of the proposed site rebuild/redesign. Our current host provider is NimbleUser (http://www.nimbleuser.com/). While the current host provides the infrastructure necessary to host our current site and member database, we recognize that proposals to redesign and re-structure our site could precipitate us changing hosting arrangements. Along with these three guiding functional requirements, the successful proposal will focus on achieving three primary project goals listed below. Primary Project Goals Update website branding with professional theme and improve content usability for core audiences Provide a robust set of features and tools that facilitate member interaction, discussion, and collaboration Achieve organizational efficiencies by migrating to a content management platform Move to a platform and hosting arrangement that directs the organization to a more cost-effective use of technology resources

MWACE Website RFP 5 7. Project Requirements The applicant is expected to demonstrate how MWACE s existing website can be improved by describing their approach to the following items. 1. Content Management System The ability for multiple users to edit and contribute site content Flexible role assignment that provides users with increasing levels of access rights from site administration to basic member access Provide the ability to have one or more blogs, and select content to be shown on the front page of the site. Ability to associate the Association s Twitter account to a user account on the website, and to allow users of a specific role to post to twitter when making a blog post or when creating other content on the site. Provide the capability for members to associate their Twitter and Facebook accounts with their user accounts. 2. Membership database Our existing membership database should either integrate with the proposed CMS platform, OR Proposals should address migration alternatives and rationale 3. Site design, content and structure Provide a professional, clean and easy to navigate theme for the website Theme should follow website conventions and standards, and display consistently across common web browsers Theme should be ADA compliant if possible Site structure should allow for future themes to be added and removed A robust search feature should be available for all public and members-only content All existing public site content should be migrated to the new site, with any proposed restructuring focused on ease of navigation and find-ability of information New content and features for members is detailed in the section below, Members only functionality enhancements. 4. Members only functionality enhancements Document management & sharing o Provide the ability to create, upload and sharing documents to facilitate committee and association work o Ability to collaborate on document editing online, if possible, for instance by utilizing Google Apps on our domain. o Provide a historical document library/repository for past documents Survey integration

MWACE Website RFP 6 o Ability to create and manage online surveys which can be sent to select groups of members or non-members o Storage and/or tabulation of survey responses should be available online. o Ability to download all responses to a survey in common formats such as CSV, XLS Member & Committee email lists o Provide the ability for members to sign up for or take themselves off of different committee lists o Allow email lists to have shared administration by designated members, allowing standard email list features such as mass subscription, mass removal, etc. o Allow email to be sent to non-members for outreach and other initiatives, o Mail server used by the website should be configured with proper DNS settings, MX records and reverse PTR records to reduce the possibility of mail being treated as spam Membership Directory o Provide for a robust, functional, searchable and sortable membership directory section of the site, available to all members. o Members should have the ability to update their profile information, including links and/or API connections with LinkedIn and other social media such as Twitter and Facebook Member Discussion Boards o Provide a members-only discussion forum with threaded conversations on various topics o Members should be able to comment on/reply to others posts, share comments or posts via social media, create new topics o Moderator/administrator functions should be available to allow users with specific roles/privileges to remove or hide posts and/or topics, as well as archive posts and topics. 5. Event management The website should include an event management system, allowing members with designated role or permissions to create and organize events such as conferences online. Provide for informational content to be associated with each event Allow members and non-members to sign up to attend an event, pay online for event registration and other associated products. Features for members and organizers to manage logistics of events should be included, for example: o Ability for members to submit session/topic proposals o Ability for members to discuss and comment on session/topic proposals

MWACE Website RFP 7 o Ability for members to vote or rate session/topic proposals o Ability for organizers to approve sessions/topics and create a conference schedule with calendar display/functionality 6. Secure payment processing Annual Membership renewals and new membership registration & payment Processing payments for event registration Ability to define additional monetize-able products and to sell those products to members Ability to associate multiple products with specific events 7. Learning Management System (LMS) The association is interested in a centralized online learning management platform to host professional development and other educational material for our members. This is an optional, but highly desired requirement of the RFP. A proposed LMS should allow members and organizers to: o Create and deliver online course content to other members o Provide secure access to courses so they can be monetized and password protected o Manage users, roles, courses, instructors, facilities, and generate reports o Course calendar o Student, instructor and administrator messaging and notifications o Assessment and testing handling before and after testing o Display scores and transcripts o Grading of coursework and roster processing, including wait listing o Web-based or blended course delivery 8. Hosting recommendation Contractor may suggest site and database hosting arrangements for the proposed site to be purchased by MWACE separately or may include this as a part of the proposal Proposed site and database hosting arrangements may be suggestions of third party vendors or with the contractor s preferred vendor. 9. Extensibility for future development additions and migrations All proposals should address the extensibility of the proposed website platform, CMS, LMS, etc. such that future features and additions can be easily integrated. All proposals should address the possibility of future data and site migration

MWACE Website RFP 8 8. Additional Vendor Information The proposal shall also include the following information: 1. Corporate information company name, address, telephone number, fax number, website address, business incorporation date, and qualifications. 2. Identification and e-mail address of project manager, as well as other members of the proposed team. Education and/or experience of those involved in the services contracted may also be included. 3. Statement of qualifications Contractors must describe and demonstrate, at a minimum, the following: a. Experience in systems development and technology integration. b. Previous experience with similar website design provide at least two written references/testimonials. c. Ability to provide reliable, experienced qualified staff (and subcontractors). d. Ability to meet a project timeline, deadline, and budget. Please outline the Midwest Association of Colleges and Employers recourse if deadlines are not met due to the fault of the Contractor. 4. The addresses of at least three other websites the applicant has designed. 5. Brief description of technology and programs proposed to be used. 6. Training - describe any prerequisite knowledge required by MWACE staff and members who will assist with ongoing updates, moderation, and administration of the website; the amount of proposed training involved; and costs of training that may be required. 7. Support - describe what support, if any, will be provided after the proposed solution is in place and training is complete, including costs for additional support, and your guaranteed response time. 8. Upgrades - describe the process for obtaining future upgrades to the proposed solution. 9. Technical requirements - Contractors are to clearly state the minimum and recommended requirements for any software and hardware proposed which are necessary in order to use, access, and support the proposed solution. 10. Pricing - provide detailed initial fixed bid and ongoing costs for all proposed products and services, including: a. software purchasing, licensing, and/or development fees. b. layout and design fees, including number of included revisions. c. training fees. d. support fees. e. upgrade fees. f. marketing program for submissions to major online search engines and directories. g. one-time or non-recurring costs including but not limited to delivery, installation, documentation, knowledge transfer, and training that the Contractor does not include

MWACE Website RFP 9 as part of the fixed bid price of the proposed solution. 11. Other information provide any other information Contractor deems relevant, important, or of interest to The Midwest Association of Colleges and Employers. 12. Signed and dated hard copies of the proposal. 9. Budget Being a non-profit member association, The Midwest Association of Colleges and Employers will give priority to proposals that are able to meet our requirements in the most cost-effective manner possible. This might be accomplished in a variety of ways, for example through effective implementation of open source software. Proposed project budgets should be itemized according to project phases consistent with the vendor s development workflow, but also tied to the project requirements. If hosting and maintenance are included in that amount, please itemize those costs clearly in the response. Proposals that effectively meet most but not all RFP requirements will still be considered. 10. Vendor Selection Criteria When selecting a vendor for this project, we will be evaluating candidates on the following criteria: Experience transitioning websites from one CMS to another Experience with creating sites that build communities around membership needs and have integrations with outside services or APIs, such as Facebook, Twitter, and LinkedIn. Experience working with associations Solid information architecture skills for organizing content in ways that are intuitive to the site visitor Vendor takes a holistic approach to an organization s web presence (e.g., insight into integrating social media platforms, campaign tracking mechanisms, etc.) Chris Ritzo Technology Committee Chair, Midwest Association of Colleges & Employers 715 S.
