Recruitment/Locum Tenens RFP FAQ 2 April 20, 2016 1. Do you anticipate multiple awards? 2. Who are the incumbents? Current providers include Comphealth, Swordfish Healthcare, MDA Holdings, Integrity Healthcare Locums, LocumTenens.Com, Vista Staffing, Anne L. Bennett, Medicorp, Oberto and Associates 3. How many hours of locum tenens services per specialty were used in the last 12 months? A rough estimate is 5160 4. Are CVs required with the bid? No 5. Just confirming that submitting our proposal electronically is sufficient no hard copy needed? Correct 6. Re: page 14: please clarify what is meant by medical monitoring? Are you referring to a physician whose license is under an order or limitations? 7. In the sample contract, page 5, 25C: re: damages. Please clarify what qualifies as a reason to apply damages? Our services are best efforts and we cannot enter into a contract in which damages for not filling an opening apply. If this is the intent, is this negotiable? Not filling an opening would not be a reason to apply damages. 8. Will you accept quotes with price increases for a multi-year contract?
9. Will awardees be allowed an opportunity to negotiate the terms of the contract prior to signing? 10. What is the anticipated spend in the base year of a new contract? It is entirely dependent on placements. We will contract with multiple providers so there may be some contracts that receive no payment in a year. Please note that any practitioner currently employed as a locum tenens will remain with the County until the end of their placement regardless of whether the placing organization is awarded a contract under this RFP. 11. What parts of a vendor proposal, will become public information? All parts of the proposal excluding what is indicated in the Proposers Statement or an itemized attachment to the proposal will become public information. 12. We received this bid directly from the County, can you identify where you publicly post your solicitations? Solicitations are posted on our web page located at: http://www.lanecounty.org/departments/hhs/admin/pages/default.aspx 13. Part V Proposal Content: 3a. Should we list rate range, administrative costs and travel/lodging costs separately or are you looking for an all-inclusive rate range? Please list separately. We understand that travel/lodging costs may be dependent on flights, apartment availability, etc. 14. Part VI Criteria for Evaluation of Proposals Can you clarify section 5? Reviewers will determine if they believe that the information provided by your organization regarding any referred provider who is involved in a medical monitoring/physician health program is sufficient to make a decision on whether or not to move forward with the candidate. Medical monitoring/physician health programs provide oversight of the licenses of physicians with illnesses that have the potential to interfere with the safe practice of medicine.
15. In regards to Questions & Answer #13/Rate/Pricing: The answer says we can list the travel separately, but we will not have detailed travel costs until we have a candidate. Should be put an average travel range for the cost?. We understand that final costs will be dependent on travel schedules. 16. Are the clinics located at the hospital, or are they remote? The clinics are not co-located with the hospital. Eugene/Springfield metropolitan area. They are outpatient clinics in the 17. Are these existing practices that the Locum Tenens will cover for another Doctor? They will be covering practices while we search for permanent hires. 18. Who will the doctors be reporting to? Associate Medical Officer 19. Would the physicians see patients coming through a Fast Track"? No. We do not provide urgent care 20. What are the different clinic hours? Most clinics are open 8-5 or 8-6 Monday through Friday. We do have some weekend hours. 21. How many scheduled patients does the Doctor see during Clinic hours? Average number of patients seen per hour is 1.9 22. How many walk-ins? Most visits are by appointment, walk-ins make up about 20% of visits. 23. Who will provide the Medical Malpractice Coverage for the Doctors? Malpractice insurance will be provided by the locum tenens contractor.
24. Will the Pediatricians or Family Practice Doctors be required to attend at C Sections during the Day? No 25. Will our Doctors admit patients to the hospital? No 26. Will the Psychiatrist see any adolescent patients? No, the psychiatrist will see adult patients. 27. Can we get a Description of the offices, along with the PA, and Nursing Support? Office set-up is standard outpatient clinic. Each provider has a medical assistant/roomer. Teams also have a patient care coordinator and Office assistant. Nursing support is provided to each provider. 28. What EMR system does the County use? NextGen 29. What are the call rotations for the different specialties? Locum tenens providers do not do call. 30. How many current needs to you have? What specialties? We have a number of provider openings. We will utilize locum tenens until we can find permanent providers. We are looking for IM, FP, and Pediatrics. 31. How many facilities will be supported by this contract? The Community Health Centers of Lane County has seven clinics, four of which may utilize these contracts. 33. Can any language changes be made? (ie indemnification, insurance) Potentially 34. Are negotiations done before or after award?
Contract negotiations would happen after award. 35. If awarded, but can t agree on terms and conditions, can we withdraw our proposal without penalty? 36. How often is a proposer called for an interview/presentation? We are not anticipating the need for interviews/presentations but reserve the right to add them to the process if needed. 37. How many vendors will be awarded? The number of contracts to be awarded is not known at this time. 38. We provide Locum Tenens services, but offer the ability to hire them perm. Should we select that we also provide permanent recruitment? As indicated in the RFP documents all contracted organizations providing locum tenens services will also be contracted to provide recruitment services. 39. Can we view Exhibit A additional terms and conditions? Exhibit A, if needed, will be negotiated between the contractor and Lane County 40. Could you also send us Exhibit B and C? Exhibits B & C, if needed, will be negotiated between the contractor and Lane County. 41. Invitation to Submit Proposals. 4. Does a complete response include more than Part V Proposal Content and Proposer s Statements and Certifications? There are questions throughout and references to including answers to questions or documentation requested in all sections of the application (Part IV. B.). Also, should we include all of the RFP in our response? A complete proposal includes the proposal content and the Proposer s Statements and Certifications.
42. Part I. - Proposal Evaluation and Award. C. (page 7) Are references required with our response? No. References are not required. 43. Part II. Program Information. Program Description. Would Lane County like rates for specialties in addition to Physician and Advanced Practice practitioners for outpatient pediatrics, family medicine, internal medicine and psychiatry? No. We only request rates for the specialties we have indicated. 44. Part VII. Attachment A. Lane County Contract. Will our existing agreement with Lane County be acceptable to continue providing Locum Tenens services if awarded. Or, will we renegotiate a new contract if awarded? New contracts will be negotiated with all successful bidders.
