SECTION I: INSTITUTIONAL CONTEXT Mission Statement To Deliver on the Promise of Education At Millikin, we prepare students for Professional success; Democratic citizenship in a global environment; A personal life of meaning and value. Environmental Analysis Provide a brief synopsis (in bulleted format) of the factors influencing the institution and how these factors affect the institution s ability to address the six policy areas of The Illinois Commitment. Increasing demand for adult education o Response- Millikin is addressing the community s need for continuing education and degree completion with its new Professional Adult Comprehensive Education (PACE) programs. Millikin s PACE program now includes degrees in nursing, education, and management and organizational leadership. o Millikin s MBA program is in its sixth year and has served over 150 local professionals. o The university continues to explore new programs to meet the needs of adult learners. Escalating technology costs o Response- continues to seek and has acquired grant funding for technology. Level of college preparation of high school students entering universities. o Response- has a successful EDGE summer program for entering freshmen needing additional preparation prior to beginning the fall semester. Millikin has a successful freshman seminar program designed to facilitate the transition from high school to the university. o The University has successfully implemented the College Readiness Program for students in the community. Our traditional student population is shifting towards attending a community college and transferring to a traditional university. o Response- Millikin has dedicated resources and personnel towards working with the community colleges to facilitate transfer opportunities for students. Shortages in Nursing o Response - Millikin s nursing program has partnered with our local community college to share a faculty member. o The Nursing program has increased its capacity in serving students interested in Nursing. o The School of Nursing is exploring opportunities to offer a masters in nursing. 1

POLICY AREA TWO: Higher education will join elementary and secondary education to improve teaching and learning at all levels. Fiscal Year 2005 Accomplishments Provide an overview of the key institutional achievements during fiscal year 2005 that demonstrate the institution s progress in addressing this policy area. Fiscal Year 2006 Plans has launched a new early childhood education program working in collaboration with Richland Community College, school district #61, and Baby Talk. Describe a few of the highest priority actions the institution intends to pursue in fiscal year 2006 that will help to achieve this policy area. is exploring a new masters program for teachers in the community. POLICY AREA THREE: No Illinois citizen will be denied an opportunity for a college education because of financial need. Fiscal Year 2005 Accomplishments Provide an overview of the key institutional achievements during fiscal year 2005 that demonstrate the institution s progress in addressing this policy area. Last year, 97% of students received financial aid totaling more than $26 million. Millikin offers aid in the form of need-based and merit-based scholarships, talent awards, loans and student employment. continues its Long Vanderberg scholars program targeted to successful minority students. Millikin has a large honors program targeted to approximatly100 incoming freshmen each year. The Long Vanderberg and honors programs provide substantial scholarship dollars to approximately 18% of the incoming freshmen. Fiscal Year 2006 Plans Describe a few of the highest priority actions the institution intends to pursue in fiscal year 2006 that will help to achieve this policy area. As part of the University s three-year strategic plan, one of its strategies is to reshape financial aid packaging to better serve students and the institution. Fiscal Year 2006 Challenges Describe any potential challenges that may impact the institution s ability to successfully address this policy area in fiscal year 2006. Escalating institutional costs particularly in health care and technology combined with an increase in price sensitivity of the students. to Policy Area Three: 6

POLICY AREA FOUR: Illinois will increase the number and diversity of citizens completing training and education programs. Fiscal Year 2005 Accomplishments Provide an overview of the key institutional achievements during fiscal year 2005 that demonstrate the institution s progress in addressing this policy area. The university has successfully implemented new strategies in recruitment to attract diverse faculty, administrators, and staff. There was an increase in diversity in new full-time faculty hired in 2005 for the 2006 academic year. Millikin has begun a Spanish language program on its university radio station. The admissions office has hired a bilingual admissions counselor. The university has begun new adult education programs to serve the non-traditional student population.
