REGULATION OF UBON RATCHATHANI UNIVERSITY BACHELOR DEGREE EDUCATION 2010 This document is to manage bachelor degree education effectively and orderly under Section 15(6) of the statute of Ubon Ratchathani University 1990 and the resolution of the meeting of Ubon Ratchathani Council 3/2010 on 29 May 2010 titled Regulation: Bachelor degree education. SECTION 1 GENERAL TERMS Clause 1. This regulation is called Regulation of Ubon Ratchathani University: Bachelor degree education 2010. Clause 2. This regulation applies to Ubon Ratchathani University students who have enrolled and studied in bachelor degree programs since 2010. Clause 3. Any rules, commands, announcements, and regulations which conflict with this regulation are cancelled. This regulation applies. Clause 4. In this regulation, University Faculty refers to Ubon Ratchathani University refers to faculty, college, and institutes approved by Ubon Ratchathani University Council Department refers to departments and courses approved by Ubon Ratchathani University Council Dean refers to dean of a faculty or college, director of an institute or center, and executive members of the faculty etc Advisor refers to the person who is assigned in writing to be the advisor of a student Student refers to a student who has passed an entrance exam approved by Ubon Ratchathani University Council or a student who has been allowed to transfer credit

Institution of education refers to other institutions which have been approved by the Office of the Higher Education Commission SECTION 2 ADMISSION Clause 5. Qualifications of applicants 5.1 An applicant who graduated from high school or equivalent level or any level approved by Ubon Ratchathani University Council. 5.2An applicant must not have served time in jail as a result of a criminal case. An applicant guilty of negligence or a petty offense is acceptable. 5.3 An applicant who was expelled from school for disciplinary reasons. 5.4 An applicant who has other qualifications as in the announcement of admission of a university. Clause 6. Admission method The method and number of students for each academic year will be approved by Ubon Ratchathani University Council. Clause 7. Types of students 7.1 Full-time student refers to a student enrolled in at least 9 units but not over 22 units in each academic year or see Section 5 number 16. 7.2 Part-time student refers to a student enrolled in less than 9 units in each academic years or see Section 5 Clause 16. 7.3 Joint student refers to a student allowed to enroll or enrolling in another university but not earning any credits from that university. 7.4 International student refers to a student from another country that has a qualification from Section 2 Clause 5 and has been allowed by the university to study in a bachelor degree program. SECTION 3 ENROLLMENT REGISTRATION AND MAINTENANCE OF STUDENT STATUS Clause 8. Enrollment 8.1 An applicant is required to have a qualification as set out in Section 2.

8.2 A selected applicant is required to pay a tuition fee and present the required documents requested by the university. Non-payment and failure to present the required documents will result in enrollment being refused. The director may be asked to make a decision. Clause 9. Continued enrollment 9.1 An applicant has to enroll continually through paying a tuition fee or preserving the status in every general session of the university. Failure to pay or preserve will result in enrollment stopping. 9.2 An applicant has to be an enrolled student and the student s score has to meet the university s requirement. 9.3 The enrollment will be invalid if an applicant s status is dismissed as stated in 48. An applicant will pay a tuition fee as set out in 9.1. Clause 10. Preserving the status An applicant s status is approved by the manager of program and the dean. An applicant may be granted leave due to unexpected problems or when the enrollment is complete. In these cases, an applicant has to pay the tuition fee as required by the university. SECTION 4 EDUCATION SYSTEM AND PROGRAMS Clause 11. Education is based on a 2 semester system and the award of credits 11.1 There are 2 semesters in the educational year, semester 1 and semester 2. Some programs also run a summer semester. Semesters 1 and 2 are at least 15 weeks in duration and the summer semester is 6 weeks long. However, the duration of each course has to be of equal value in semesters 1 and 2 and summer. 11.2 The details of the 2 semester system are as follows: 11.2.1 A theoretical section, lecture, or activity is provided for at least 15 hours per semester. 11.2.2 A practical section is provided for at least 30 hours per semester. 11.2.3 Internship/project is provided for at least 45 hours per semester. Clause 12. Some programs may be managed through other types such as tertiary system, module, and distance. The period and number of credits in each type have to be equal to the 2 semester system. These cases have to appear in the university s notice.

Clause 13. The number of credits and educational period are dependent on the Ministry of Education s requirements. SECTION 5 ENROLLMENT, CHANGES TO ENROLLMENT, AND AUDIT EDUCATION Clause 14. Clause 15. Each field is divided into courses. Each course provides a subject description and period which are parallel with the credits. Each field is identified by a code and name. The code s meaning is presented in the university s notice. The enrollment, changes to enrollment, payment of tuition fees, date, time, and place are specified by the university s requirements. The tuition fees depend on the university s requirements. Clause 15 may be changed or canceled if it causes problems. This will be announced by the university. The enrollment will be complete if an applicant pays the tuition fees. However, an applicant will be fined if payment of the tuition fees is late. Clause 16. The number of credits 16.1 In semesters 1 and 2, an applicant can enroll in not less than 9 credits but not over 22 credits. In a summer semester, an applicant can enroll in not over 9 credits. A probation student is limited to 15 credits in semesters 1 and 2 and 6 credits in a summer semester. 16.2 The details of less or more enrollment than stated in clause 16.1 are as follows: 16.2.1 The advisor confirms an applicant s graduation. The applicant expects to graduate in that academic year. 16.2.2 The applicant has an important reason. This case has to be approved by the advisor and director. 16.3 Other details will be parallel with the university s notice. Clause 17. Clause 18. An applicant s enrollment in each course has to be approved by the advisor. An applicant is not allowed to enroll if enrollment is overdue. In the case of an unexpected problem, an applicant s enrollment can be approved by the president. An applicant has to apply for leave if enrollment is not continuing or the tuition fees are not paid (see clause 10 and section 9). An application will be refused if an applicant does not comply with clause 10 and section 9.

Clause 19. Re-grade 19.1 An applicant may obtain a re-grade if grade is U or lower rather than C. 19.2 The result of the re-grade cannot be higher than C. 19.3 For a student who transfers from another faculty or institution and repeats a course, this repeat does not count as a re-grade. Clause 20. Clause 21. Clause 22. Clause 23. An applicant who owes money to the university is not allowed to enroll. An applicant must pay owed money before the enrollment date. A student from another university is allowed to enroll for counted or uncounted credit. Such cases are decided on a case by case basis. A change of enrollment will be available if enrollment is complete and the date is provided as in clause 15. Cancelation of enrollment 23.1 Cancelation in the first 3 weeks of semesters 1 and 2 and the first 2 weeks of a summer semester will not appear on the applicant s register. The tuition fees may be returned. 23.2 Cancelation in weeks 4-12 of semesters 1 and 2 and weeks 3-4 of a summer semester will appear as W in the applicant s register and the tuition fee will not be returned. Cancelation has to be confirmed by the teacher and advisor. 23.3 In regard to expired enrollment (see 23.2) the enrollment of an applicant who is not allowed leave will be canceled. W will appear on the applicant s register. The tuition fees will not be returned. Clause 24. Clause 25. Clause 26. Dates and times applicable to 23.1 and 23.2 will be presented in the university s educational schedule. An applicant is not allowed to enroll in less or more than stated in 16.1 section 5 (for exceptions see 16.2). Audit system is not based on credit. Clause 27. For enrollment, change of enrollment, and cancelation for audit, see section 5. The credit will be counted (see clause 16). Clause 28. Clause 29. In the audit system, credit is not counted except if the program requests it. Enrollment in the audit system is not allowed to be done repeatedly except in changing or moving fields and in a requested course. Such a change depends on the university.

SECTION 6 ASSESSMENT AND EVALUATION Clause 30. Assessment and evaluation refers to the ways of deciding the result of the student s learning and development of teaching and learning. A teacher has to provide appropriate assessment and evaluation for the class activity. Assessment is as follows: 30.1 Quiz 30.2 Semester Examination 30.2.1 Mid-term Examination 30.2.2 Final Examination Examinations can be conducted or controlled by the program or faculty. Other assessments and evaluations are approved by the director. Clause 31. Clause 32 A quiz is an exam that may be given at any time and is controlled by the teacher. A semester examination refers to an exam controlled by the university and may occur as a mid-term or final examination. 32.1 Mid-term examination refers to the exam conducted after 7 weeks of the course. 32.2 Final examination refers to the last exam of the course. However, this examination depends on the director. Clause 33. Examinee and Examination 33.1 The teacher sets the examination. 33.2 An attendance of 80% for the course is a requirement for participation in the final examination. Practical participation is as set out by the course. The teacher sets this examination. 33.3 Details are presented in the university s information (see clause 35). Clause 34. A student who is absent from an examination can do as follows: 34.1 Complete a quiz, the teacher sets the examination. 34.2 Complete a semester examination, depending on the advisor and teacher. If the student faces an unexpected problem, the student can do as follows:

34.2.1 Complete an external course with the request being approved by the advisor and director within 7 days. 34.2.2 Complete an internal course, the request being approved by the advisor and director within 7 days. 34.2.3 Complete an exam as requested by the faculty, mid-term examination within 30 days and final examination within 60 days. Clause 35. Procedure is presented in the university s information. SECTION 7 SYMBOL Clause 36 There are 8 levels of Grade Point Average (GPA) and Cumulative GPA or GPAX: Grade Meaning Grade point A Excellent 4.0 B+ Very good 3.5 B Good 3.0 C+ Above average 2.5 C Average 2.0 D+ Below average 1.5 D Poor 1.0 F Fail 0 Clause 37. Symbols present the status. These symbols are not included in Grade Point Average and GPAX. W2 Warning 2 Pro Probation Clause 38. Symbols and grade points 38.1 A, B+, B, C+, C, D+,D or F are awarded for the following: 38.1.1 Projects or examinations. 38.1.2 I or N is changed. The result is presented to the Division of Registration and Evaluation in the first 2 weeks of the next semester. 38.1.3 P is changed as in the university information. 38.1.4 A, B+, B, C+, C, D+,D or F can be changed depending on the university information. 38.2 F will be awarded (except for 38.1) for the following reasons: 38.2.1 Student is absent for the test and does not request an exam as stated in clause 34 section 6. 38.2.2 Student does not comply with the university s requirements. 38.2.3 Student does not comply with program s request. 38.2.4 I will be changed when postponement is stated in 38.3.3. This case will be completed in the first two weeks of the next semester. 38.2.5 P will be changed to F when the deadline has passed. 38.3 I will be awarded for the following reasons: 38.3.1 Student s internship is incomplete as stated by the teacher. 38.3.2 Student misses the examination because of an unexpected problem. This case can be resolved if evidence is approved by the director. 38.3.3 The faculty can determine the date for examination or internship according to the teacher s schedule. It must be completed in week two of the next semester. The director may postpone it but it must be completed in that semester. 38.4 N is managed by the Division of Registration and Evaluation. GPAX is required to appear on the student s record. 38.5 P will be awarded if that course is run continually and there is no evaluation. 38.6 S and U are awarded in the following cases:

38.6.1 Student requests to enroll as Audit or the course is provided with no grade point. 38.6.2 If evaluation is not completed in the first two weeks of the semester, the grade is changed to I. I will be changed to U if it is limited as in 38.3.3. 38.7 T will be awarded for a transferred course. 38.8 W will be awarded if an applicant cancels enrollment as stated in 23.2 or is granted leave. 38.9 CE, CS, CP, CT, and CX will be awarded for transferred course is completed or is correct as university information. SECTION 8 CALCULATION OF GRADE POINT AVERAGE Clause 39. Grade Point Average (GPA) and Cumulative Grade Point Average (GPAX) are calculated at the end of each semester. Clause 40. Calculation of grade point average 40.1 Calculation of Grade Point Average 40.1.1 Grade Point Average (GPA) is calculated each semester. Grade Point is multiplied by the credit and the multiples are totaled. Sum of the totals is divided by the sum of the credits. 40.1.2 GPAX is calculated by the grades from every course as stated in 40.2.1, 40.2.2, and 40.2.3. 40.2 Calculation of point 40.2.1 The grade of every course is calculated as stated in clause 36 including pass and fail. 40.2.2 As stated in 19.2, the student is awarded the better grade. 40.2.3 In the case of a re-grade, a student s cumulative credit only includes a course s credit once. SECTION 9 LEAVE FROM STUDY Clause 41. A student can take leave from study for the following reasons: 41.1 Student is conscripted into army service.

41.2 Student gets a scholarship which benefits the student s study. 41.3 Student is ill or has a health problem and are absent for over 20% of the class. 41.4 Other reasons as considered by the director. A student cannot take leave from study in the first semester of admission unless there is an unexpected problem. Clause 42. Clause 43. Clause 44. Student can take leave from study only one semester and cannot take leave continually in two semesters unless there is an unexpected case. Leave in two semesters of one academic year will be considered by the advisor and director. The Division of Registration and Evaluation will consider a student s request for leave. The request has to be approved by the advisor and director. A fee applies as stated by the university. A paid tuition fee is not returned except as stated in 44.1. Requirements for a request for leave from study during the semester: 44.1 Leave requested in weeks 1-3 of semesters 1 and 2 or weeks1-2 of a summer semester tuition fees may be returned. 44.2 Leave requested in weeks 4-12 of semesters 1 and 2 or weeks 3-4 of a summer semester, W will be awarded. Tuition fees will not be returned. 44.3 After the first 12 weeks of semesters 1 and 2 and after week 4 of a summer semester, the request will not be approved. Tuition fees will not be returned. Clause 45. Clause 46. Clause 47. A student who is punished as the result of examination behavior will not receive a grade and credit. Enrollment is invalid. W will be awarded. Tuition fees will not be returned. Student cannot postpone status as a student when the student is over the allowed time for the program. Fees have to be paid while a student is on leave. The status will be considered if the student makes a request to the director. The request must be made in the week before university starts. SECTION 10 DISMISSAL WARNING AND PROBATION Clause 48. Dismissal will be awarded as follows:

48.1 The enrollment has continued for 2 semesters and cumulative credits are 25-59 and GPAX is lower than 1.50. 48.2 Cumulative credits are not lower than 60 and GPAX of semester is lower than 1.75. 48.3 A student on probation with a GPAX lower than 2.00 will be dismissed (exception in clause 51). 48.4 For an enrolled student with I or N waiting for evaluation, dismissal will not be considered as presented in 48.1, 48.2 or 48.3. Furthermore, I or N which is changed as stated in 38.1.2, 38.2.4, and 38.6.2 will not affect the past status. The status will be considered in the next semester. Clause 49. A warning will be awarded if a student is not dismissed as stated in clause 48 but GPAX is lower than 2.00. Warning will be as in the university information and will appear before the beginning of the next semester. 49.1 An extra warning will be awarded if student s GPAX is lower than 1.50 for the first semester of study at the university. 49.2 Warning 1 (W1) is not awarded in a student s first semester of year 1. The details are shown as follows: 49.2.1 Cumulative credits are lower than 25 and GPAX is lower than 2.00. 49.2.2 Cumulative credits are 25-29 and GPAX is 1.50-1.99. 49.2.3 Cumulative credits are 60 or more than 60 and GPAX is 1.75-1.99. The above does not apply to a student in their first semester in year 1. Clause 50. Clause 51. Clause 52. Clause 53 For a student on probation, a warning is awarded 2 times continually and GPAX is lower than 2.00 in the next semester, and the symbol Pro will be awarded. Student can continue the study if enrollment is completed as requested by the program, GPAX is lower than 2.00 but not lower than 1.75, and the length of the study is not over twice the time allowed by the program. A student can request a diploma (see section 13). D and S refer to graduating or success in course. Enrolled course completed as requested by the program refers to success in study. Clauses 48, 49, and 50 do not affect a warning and probation and these will not be changed. SECTION 11 ACCEPTANCE AND TRANSFERENCE OF EQUIVALENT GRADE

Clause 54. A student from another institution can be accepted and transfer grades from the non-formal education system. 54.1 The details for accepting a student from another institution: 54.1.1 A student will be accepted by the faculty. 54.1.2 A student s qualifications are presented as following: 54.1.2.1 The student s institution is approved by the government sector. 54.1.2.2 The student s status is as a student. 54.1.2.3 The student has studied in the previous institution for at least 2 semesters and GPAX is not lower than 2.50. 54.1.3 The student s transcript and explanations of courses are requested for transfer. These have to be presented to the university at least 45 days before the beginning of the semester. 54.1.4 The rules of the transfer depend on the university s request including other cases for admission. 54.1.5 A tuition fee is required for the transfer. 54.1.6 For a student from another institution, the period of study is limited to double the time that the program allows. This time includes that with the previous institution. 54.1.7 The GPAX from the previous institution is not evaluated with the new one. 54.1.8 An accepted student has to study in the university for at least 1 academic year. Clause 55. Transfer 55.1 Details for transfer are presented as follows: 55.1.1 Previous study has not exceeded 5 years. 55.1.2 The student s transcript is requested for transfer. It has to be presented to the faculty before the beginning of the semester. Tuition fees are required. 55.1.3 Cumulative credits are used for consideration for graduation but are not calculated as GPAX and cumulative credits for enrollment. However, this may depend on the university council s consideration.

55.2 For a student coming from the non-formal educational system, transfer depends on the university information. Clause 56. Clause 57. Transfer to another institution has to be approved by the student s faculty. Changing faculties 57.1 This case will be approved if space is available for the requested faculty. The request has to be approved by the director. 57.2 A student must satisfy the following: 57.2.1 The student is studying in the previous faculty. 57.2.2 The student must have studied in the previous faculty for at least 2 semesters and cumulative credits are not lower than 30. 57.3 The student has to present documents and pay the tuition fees as requested by the university. The documents have to be presented at least 45 days before the beginning of the semester. The change of faculties has to be approved by the previous and new faculties. 57.4 Rules for transfer: 57.4.1 The transfer depends on the new faculty s consideration. Credits have to be accepted totally. 57.4.2 The period of study is limited to not more than double the time of the program s duration. 57.4.3 GPAX will be calculated by the previous and new faculties. Clause 58. Moving or transfer of a student s major depends on the faculty s request. SECTION 12 TERMINATION AND RETURN TO STUDENT STATUS Clause 59. Consideration for termination: 59.1 Death 59.2 Resignation 59.3 Dismissal as informed in clause 48 59.4 Lack of qualifications as requested by the university 59.5 Graduation 59.6 No enrollment as requested by the university

59.7 Non-payment of tuition fees as requested by the university. 59.8 The length of study is more than that allowed by the program. 59.9 Presenting false evidence to the university. 59.10 Punishment by imprisonment. 59.11 Movement to another institution. 59.12 Other as stated by the university. Clause 60. Return to student status 60.1 A terminated student as stated in 59.2, 59.6, 59.7, and 59.10 will be considered for return of student status. 60.2 Rules or fees depend on the university. SECTION 13 APPROVAL OF DEGREE OR DIPLOMA AND DEGREE WITH HONORS Clause 61. Qualifications for approval of degree: 61.1 Student has passed examination as requested by the program. GPAX is not lower than 2.00. Other qualifications may be requested by the program. 61.2 Does not have a criminal record. 61.3 Does not owe money to the university 61.4 For a diploma, the qualifications as stated in 61.2 and 61.3 are requested. 61.4.1 Student has to pass examinations requested by the program. GPAX is 1.75-1.99. 61.4.2 Student has to pass examination as required by the diploma. Clause 62. Request for a degree Student has to enroll completely as requested by the program and expect to graduate in that semester. Student has to present the request to the university as stated by the university information. Clause 63. Approval of the degree The faculty s committee will present qualified students to the university s council. Clause 64. Correctly approved degrees will be granted in 60 days after they are approved by the university s council.

Clause 65. Refusal of the degree or diploma: The graduate who does not have the qualifications as stated in clauses 5 and 61will be refused the degree or diploma. Clause 66. Approval of the degree with honors Qualifications are as following: 66.1 The student has studied in the bachelor degree program for at least 4 years. An honors student must study only in semesters 1 and 2 (not summer semester) and cannot be a special system student. 66.2 The student did not use a re-grade for transferring Audit. 66.3 NO F or U appeared in the register. 66.4 The student will be considered for honors 2 if GPAX is not lower than 3.25. The qualifications are stated in 66.1, 66.2, and 66.3. 66.5 The qualifications for honors 1 are stated in 66.1, 66.2, and 66.3. GPAX is not lower than 3.60 and there are no grades D and D+. 66.6 No W appears in the register. Clause 67. Clause 68. Special programs depend on the director s and the university council s approval. The president administers these rules. SECTION 15 SPECIAL Clause 69. A student who was admitted before 2010 had to respect the rules of 2004 until graduated except sections 3, 5, 6, 7, and 11. 30 July 2010
