1 Introduction and Overview 1.1 Statement of Confidentiality This Request for Proposals (RFP) and all materials provided by Ashghal (Public Works Authority), concerning the affairs of the company, must be considered confidential. It must not be forwarded to any third party for evaluation or for any other purpose without the written consent of Ashghal. When submitting confidential material to Ashghal, the partner/tenderer/reseller must clearly mark it as such. 1.2 Mission and Overview Ashghal s mission is to provide and maintain state-of-the-art infrastructure that fully meet the national economic and social development plans by adopting the best practices known internationally. Background Public Works Authority ASHGHAL was established on the basis of the Emiri Decree No. (1) issued by HH the Emir Sheikh Hamad bin Khalifa Al Thani on January 20, 2004, as an autonomous body to oversee all infrastructure related projects as well as public amenities of the State. The Emiri Decree stressed on quality and perfection of work as per international specifications and standards. The establishment of ASHGHAL marked an important turning point in the history infrastructure development of the State of Qatar which has embarked on a major phase of change and development in all aspects of life. 1.3 Purpose of the RFP The objective of this Request for Proposal (RFP) is to procure Xceedium solution which will enhance visibility, accountability and Monitoring for the privileged users with the organization. 1.4 Tenderer Response The Tenderer(s) s response shall include a Technical and Commercial Proposal with complete technical information and pricing details of their solution, products and services, which will meet or exceed Ashghal s requirements and specifications as described in this document. The Tenderer shall also propose a clear implementation strategy and provide it's corporate profile and scope of capability information. The proposal must contain the signature of a duly authorized officer or agent of the company submitting the proposal. The price you quote should be inclusive. If your price excludes certain fees or charges, you must provide a detailed list of excluded fees with a complete explanation of the nature of those fees. If the execution of work to be performed by your company requires the hiring of subcontractors you must clearly state this in your proposal. Sub-contractors must be identified and the work they will perform must be defined. In your proposal please provide the name, address, and EIN of the sub-contractor. ASHGHAL will not refuse a proposal based upon the use of sub-contractors; however we retain the right to refuse the sub-contractors you have selected. Provisions of this RFP and the contents of the successful responses are considered available for inclusion in final contractual obligations. ASHGHAL will negotiate contract terms upon selection. All contracts are subject to review by Contracts Affairs and Legal Affairs Departments, and a project will be awarded upon signing of an agreement or contract, which outlines terms, scope, budget and other necessary items. 1.5 Delivery Plan The response must include a detailed Delivery Plan including Timeframes. The plan should be inclusive of any and all project phases. 1.6 Selection Process and Evaluation Criteria Ashghal selects services and solutions based on the best value and affordability in meeting or exceeding the company s requirements. The Technical and Commercial Proposals may be evaluated separately prior to the final decision. The technical evaluation will utilize a scoring approach based on requirements compliance and company capability to determine the value of a proposal. The proposal will also be qualified according to its responsiveness according to following criteria: Shows understanding of the problem/s Adequately addresses stated objectives (e.g. makes recommendations) Addresses standards, prototypes and other key issues. 2 Statement of Work and Business Requirements 2.1 Objective The objective is to procure Xceedium solution which will enhance visibility, accountability and Monitoring for the privileged users with the organization. The purpose of this Contract is to provide Public works Authority Ashghal herein referred to as Company or Ashghal with a Privileged Identity Management system from Xceedium for its IT infrastructure. The service should provide unified and secured authentication and authorization method for IT systems while enforcing Ashghal policies and enable detailed auditing of privileged sessions. 2.2 Project Description Ashghal is seeking proposals for the Xceedium Solutions software and its relevant licensing. 2.3 Project Scope Contractor s responsibility in respect of performance of Services under this Contract shall include, but not be limited to, the following: All Manpower Tool and Equipment to complete Scope of Services. Planning and Progress Statement. Contractor to provide a program of On-Site and Off-site activities within 14 days from Award. Devices in scope: all IT supported devices that uses privileged identities (approximately 300 devices). Installation and configuration of the Xceedium Xsuite infrastructure. Documentation of the installation and support processes for the Xceedium Xsuite infrastructure. 3 years of warranty for the hardware and software products provided by Xceedium. 2.4 Scope of Work: 2.4.1 CONTRACTOR TO PROVIDE Contractor is required to provide but not be limited to, the following: Xceedium Xsuite appliances, software and license keys for client agents and server products of Xsuite infrastructure. Professional services for installation of Xsuite infrastructure Documentation of the following: - Installation processes - Xsuite administration document. - Xsuite support portal access. 2.4.2 Ashghal TO PROVIDE Access to target devices during the installation. Access to network and identity store configuration data. Access to functional/shared accounts that will be migrated to Xsuite infrastructure. Access to data centers for Xsuite appliance installation. Access to documentation of existing identity stores and target devices. 2.5 Technical Specification Xceedium Xsuite appliances are to be installed for Ashghal HQ and DR site data centers and configured to provide high availability. The following connections are expected to be configured: Existing identity stores to obtain privileged identity, security group and machine group information and manage directory passwords Target systems to manage local passwords and daily operation activities SIEM systems to provide PID related security event logs Secure storage for session recording Administration PC s to access Xsuite infrastructure Project ID: ISD 14/15 SS 17 I C1/ 7 December 2014
2.6 Project Deliverables: The solution should fit the business needs of ASHGHAL, the Xceedium Solution which will enhance visibility, accountability and Monitoring for the privileged users with the organization which can support up to 300 devices. Contractor should provide list of supported hardware and software list and should include below but not limited to Windows 2008 Active directory, Windows 2008 servers, Windows 2003 servers, web based applications running on HTTP/HTTPS.
