Any proprietary information contained in the proposal should be so indicated. However, a general indication that the entire contents, or a major portion, of the proposal is proprietary will not be honored. Further, all information you provide may be subject to the Georgia Open Records Act. This submission will assist AWCID in selecting a professional security firm to support and direct the AWCID s goal of enhancing safety within the District area. AWCID needs sufficient information to determine that the firm is adequately staffed and capable of providing professional services. The full cost of proposal preparation is to be borne by the proposing firm. Sole responsibility rests with the security firm to see that the proposal is received on time at the stated location. Proposals sent by telegraphic and/or electronic devices are not acceptable and will be rejected upon receipt. Security firms are expected to allow adequate time for delivery of their proposal either by hand delivery, postal service or other means. The proposal must include a response to the questionnaire found in the last section of this RFP. The questions should be repeated and specifically answered, i.e., no reference such as "see proposal" should be made. Bids will be awarded by balancing the following criteria: (a) Meets requirements and criteria in the invitation to bid; (b) Lowest responsive bid; (c) Best value to the CID; (d) Most advantageous and in best interest of the CID; (e) Quality, availability, and capability of the bidder; (f) Demonstrated competence and qualifications; and Page 1 of 9
(g) Other specific criteria set forth in the invitation. MINIMUM REQUIREMENTS FOR SUBMISSION This RFP is intended to foster effective, fair, and broad-based competition for public procurement within the free enterprise system. It is unethical for any person to offer, give, or agree to give any AWCID Board Member, employee, business associate, or relative a gratuity as an inducement for the award of a bid. It is possible that, following the review of all submitted proposals, up to three finalists may be chosen. Oral presentations may be conducted with the finalists. The security firm must agree to protect, defend, indemnify, and hold harmless the AWCID, Fulton County, City of Atlanta, City of College Park and the City of East Point, their Commissioners, Mayors, Council Members, directors, officers, property owners, agents and employees from and against any and all liability, damages, claims, suits, liens, and judgments, for whatever nature, including claims for contribution and/or indemnification, for injuries to or death of any person or persons, or damage to the property or other rights of any person or persons to the extent arising out of and attributed to the negligent errors, acts, omissions, or intentional misconduct of the security firm. The security firm s obligation to protect, defend, indemnify, and hold harmless, as set forth hereinabove shall include any matter arising out of any patent, trademark, copyright, or service mark, or any actual or alleged unfair competition disparagement of product or service, or other business tort of any type whatsoever, or any actual or alleged violation of trade regulations. The security firm further agrees to protect, defend, indemnify, and hold harmless the AWCID, its directors, officers, agents, and employees from and against any and all claims or liability for compensation under the Worker's Compensation Act arising out of injuries sustained by any employee of the security firm. Qualified security firms must demonstrate competence and experience in all areas of expertise required by the scope of services. The firm shall plan and conduct the services to comply with local, state and federal laws, rules and regulations, to adequately safeguard persons and property from injury. The firm shall obtain and maintain current any and all licenses, certificates, registrations, permits and any other item or permission necessary to perform and complete the services outlined in this Request for Proposal. The firm shall comply with all United States, State of Georgia, and Fulton County, City of Atlanta, City of College Park and the City of East Point rules and regulations either currently in effect or as may be promulgated in the future, while performing services for the AWCID. The firm shall adequately protect workers, land owners, tenants, property, and the public during operations. The firm shall execute a contract tendered by AWCID prior to initiating service. SCOPE OF SERVICES Airport West Community Improvement District The AWCID is soliciting proposals from private companies to provide security guard services for the District and its commercial property/business owners. These services are to include the following: 1) Provide unarmed uniformed security officers in a marked vehicle to patrol/monitor/ and electronically report activities in the District. 2) Security coverage is 24 hours a day, 7 days a week, 365 days per year (including holidays). Hours should be flexible but anticipate the hours to be 6 hours per officer, per shift. Up to 4 officers may be used per night. 3) The security patrol includes building checks, suspicious persons, vehicles, graffiti reporting or activities and coordination between the service provider and local law enforcement serving the District. 4) At a minimum, digital daily reports shall be submitted electronically to the AWCID at end of each shift. Hand written reports will not be accepted. (A report of issues to be addressed by AWCID shall be submitted daily as appropriate). 5) GPS tracking software must be installed on all security vehicles or on person and access must be granted to AWCID. 6) Hand deliver AWCID collateral to CID businesses quarterly or on an as needed basis 7) Retrieval of illegal placed signs, hand bills and illegal posted signs will be required. The applicant shall submit a proposal to include the following: 1. Background and Experience of Firm with emphasis on similar type of work. Include date of establishment of firm and office contract will be served out of. 2. Experience of the Service Manager/Supervisor assigned to manage security services contract with the AWCID. 3. Outline your approach for the work using 4 officers AND what means of accountability you will use to ensure proper coverage of the district on a daily basis (including but not limited to accountability reports) 3. The AWCID expects the following minimum standards to be maintained: All security officers are to be properly trained to industry standards and include familiarization with all inside and outside areas of the facilities (where appropriate), familiarization with applicable policies and procedures of the AWCID, familiarization with the geographic area of the AWCID area of responsibility and boundaries, emergency response, health and safety training and any other training deemed necessary by the AWCID. All Security Officers shall have a civil law enforcement background or military experience with no record of discharge due to disciplinary reasons. Resumes of each Security Officer that will work with this project shall be submitted to the AWCID. At a minimum, periodic checks of the facilities and security personnel are required during the patrol period when the security officer is on duty. Hat, shirt, shirt badge, tie, long pants, uniform belt and black shoes, or other such uniform that is acceptable to the AWCID shall be worn. Outside apparel as weather conditions warrant. The firm shall supply all equipment necessary for the operations of the Security Officer including: patrol vehicle with light bars, reporting software, flashlights, radios, gps tracking software,etc. The selected firm shall provide vehicles that will be used each day for the length of the contract. The vehicle type shall be in good repair and must be approved by the AWCID and incorporate the AWCID logo. Vehicles when not in use shall remain at the AWCID office. Security Firm and all officers are to be licensed by the Department of Public Safety or other licensing agencies. Documentation shall be provided before work shall begin. All security officers shall have been properly screened for criminal background information. Background checks must be conducted annually or as requested, for each officer working for the AWCID. INSURANCE REQUIREMENTS Insurance shall be in such form as will protect the Security Firm from all claims and liabilities for damages for bodily injury, including accidental death, and for property damage, which may arise from operations under this contract including by anyone directly or indirectly employed or engaged by the security firm. The security firm must list AWCID as an additional insured. Amount and Type of Insurance Page 4 of 9
A) Comprehensive General Liability: Bodily injury or Property Damage - $1,000,000/$2,000,000 Per occurrence/general aggregate B) Automobile Liability: Bodily Injury or Property Damage $1,000,000/$2,000.000 Per occurrence/general aggregate C) Umbrella insurance in the minimum amount of $5,000,000 over and above the underlying required coverages for Commercial General Liability and Auto Liability coverage. D) Workers Comprehensive Insurance coverage for all people employed by the security firm to perform work on this assignment. This insurance shall at a minimum, meet the requirements of the most current laws of the State of Georgia. E) Professional Liability Insurance in the minimum amount of $1,000,000. The firm shall submit evidence of insurance to the AWCID at the time of execution of the Agreement. Written notice shall be given to the AWCID at least thirty (30) days prior to cancellation or non-renewal of such insurance coverage. The AWCID anticipates that the agreement entered into will be in effective immediately through December 31, 2015. During this time period, the hourly costs quoted shall remain intact. At the end of the initial term, the contract may be renewed by agreement of the parties for an additional one-year period at the same rate. SELECTION CRITERIA The AWCID shall select a firm based on the following point system: POINTS CRITERIA 10 Company Experience and Qualifications - Consider both breadth and depth of experience to similar type work. 10 Staff - consider apparent capabilities and availability of key staff assigned along with experience of supervisor 30 Proposed Services Approach to work as well as accountability methods to ensure high level of service to the area. 100 Sub-Total Points The AWCID also reserves the right to make such inquiries regarding the firm s qualifications and reputation as it deems necessary to evaluate the firm. The firm may be requested to execute releases to obtain information from third parties. Failure to execute a release upon request may result in disqualification. The AWCID reserves the right to reject any or all proposals, to waive technical or legal deficiencies, and to accept any proposal that it may deem to be in the best interest of the AWCID.
