Individual Consultant Registration Preliminary Steps: 1. Visit the http://www.adb.org website. 2. Select Consultant Management System options under Opportunities section, located on the right-side of the screen. 3. At the Consultant Management System (CMS) page, click on Individual Consultant Registration. 4. Read the Consultant Management System (CMS) Guidance and Instructions Page Or, 1. Visit the http://www.adb.org website. 2. Click on the Opportunities Tab. 3. At the Opportunities Page, click on Business Opportunities at the left column menu. 4. At the Business Opportunities Page, click on Consulting Services at the left column menu. 5. At the Consulting Services Page, click on the link to the Consultant Management System (CMS). 6. At the Consultant Management System (CMS) page, click on Individual Consultant Registration. 7. Read the Consultant Management System (CMS) Guidance and Instructions Page Notes: a. The Guidance and Instructions Page has three (3) tabs, namely; Overview, Learn More and FAQ. Please take time to read the information on these pages for proper guidance. b. - This symbol refers to a Long Tip. Please click on this symbol each time it appears, to display the corresponding long tip. c. ADB member country This is an example of a hyperlink. Please click on these hyperlinks, each time they appear, to view the content of the corresponding files. d. The consultant has two (2) options for registration, i.e., he may complete the first 2 pages of the Simplified Registration (SR) and opt to update his profile in the CMS Consultant Portal in a future time, or continue with the three (3) other pages to complete a Full Registration (FR). e. The Simplified Registration (SR) has to be completed within 30 minutes to avoid time-outs. Consultant information must be ready prior to registration. f. If the consultant decides to continue with the Full Registration, a facility to save his entered details is already available. Consultant is advised to save his data every 15 minutes to avoid losing his changes. g. Prior to registration, consultant is advised to browse through the CMS registration pages to take note of the required information and assemble the necessary documents before proceeding with the actual registration in order to complete it within the prescribed 30 minutes. h. Eligibility Check: The CMS checks for the eligibility of your registration. It does not allow registrations failing the following Eligibility Criteria for Individual Consultants: To register in CMS as an individual consultant, you must: 1. Be a citizen of an ADB member country and ; 2. Have appropriate work or consulting experience of at least three years.

i. Duplicate Check: The CMS checks for duplicate registration. If you have previously registered with the DICON (ADB s former database for Individual Consultants), your profile has been migrated and registered in the CMS and there is no need to re-register. The basis for duplicate validation are: 1. Last Name 2. First Name 3. Country of Birth 4. Date of Birth j. Deactivate Consultants with reason code Invalid Records and Duplicate Profile will be purge from the system after 15 days. k. Attachments: The CMS provides a facility to upload any documents or links, e.g., resume/curriculum vitae, homepage information, references, certifications, licenses, and other documents elaborating on the consultant's expertise. Please limit the size of your file attachments to 5 MB. ADB reserves the right to delete large or redundant attachments. 8. To register, click on Proceed with CMS Registration.

Registration Steps: Simplified Registration (SR) I. Fill-out the Basic Information Page of the Simplified Registration (SR). 1. Note the Tip on the symbol This means that it is mandatory to enter data on the specific field, leaving the field blank will cause the system to display an error message and will not allow the registration to proceed. On the other hand, you may choose to fill-out only the mandatory fields to complete the Simplified Registration and update your profile later by accessing the Consultant Portal as soon as your user details (username/password) has been emailed to you. 2. Click on the hyperlink to the ADB s use of your information. Read the contents of the linked file and then click the OK button to close it.

3. Click on the Qualifications Longtip to display and read the file, then click on the OK Button to close it. 4. Enter Basic Individual Consultant Information. Note that List of Values for Citizenship is limited to the list of ADB member countries. If you are not a citizen of an ADB member country, your registration cannot proceed. If you have other citizenships, you may enter them at the Additional Information Page of the Full Registration or when you update your profile through the Consultant Portal. 5. Click on the Longtip to display and read the notice on Relatives by Consanguinity/Marriage, then click OK to close it.

6. If you are an ADB Staff member spouse, although you are not covered by the eligibility criteria stated above, you have to indicate the name of your spouse; else the system will display an error message and shall not allow you to proceed with your registration. 7. Click on Longtip to display and read the notice for former ADB employees, then click OK to close it. 8. If you are a former ADB employee, the Employment End Date is a mandatory field, leaving it blank will cause the system to display an error message and will not allow you to proceed with your registration. 9. Click on Longtip to display and read the notice for government-owned institution, then click OK to close it. 10. If you have been or are currently a government employee, you have to indicate your government agency name and the country of location, as they are mandatory fields.

11. Fields of Specialization: Expertise: You have to indicate at least 1 expertise. Clicking on Add Expertise shall open a blank field for a free text entry. Please note that the period of experience required should be in person- months. Expertise is not mutually exclusive. Experience does not necessary equal total consulting assignments, i.e., you may have been engaged as a Financial and Economical Analysis Expert for 3 person-months, you may state 3 months of experience each as a Financial Analysis Expert as well as an Economical Analysis Expert. 12. You may list all applicable expertise. You are allowed to check as many primary expertise as you see fit provided you can show reasonable experience correspondingly. You can substantiate your expertise in the Work Experience Page of the Full Registration. 13. You may delete expertise by clicking on the Trash Icon of the particular expertise row. 14. Fields of Specialization: Themes: ADB Themes: Thematic classification tracks how each project and ADB operations collectively support the strategic goals of ADB. Theme assignment is not mutually exclusive, i.e., one project can be assigned to up to three themes and corresponding subthemes (the three corresponding subthemes can be chosen from one, two, or three themes). If you have previously worked on ADB

projects, please select all applicable themes with which these projects have been classified. You may substantiate these theme selections in the Project Details Page. Click to delete blank row 15. Enter Address and User Account Details, please take note of the tip under the Email Address field; Your email address will be your UserID for the system. 16. You have reached the end of the Basic Information Page, you may choose to take time to scroll-up and review the data entered and validate whether you have filled-out all the mandatory fields, then click on the continue button to proceed to the next page. 17. You may click on the Add References to open a row to enter details of your references. You may include ADB Staff who know you professionally.

18. Click on the Add Attachments Button to open the Add Attachments Page 19. You may attach as many attachments that you want to upload, however you need to enter details of one (1) attachment at a time. 20. After entering details of an attachment you may click on Add Another for the next attachment to upload.

21. After all attachments have been uploaded, click on the Apply button to exit the Add Attachments Page. 22. The consultant has an option to enter comments on the registration procedure. 23. Click on the Submit button. A system generated Email Notification on the confirmation of your registration, and containing your User ID and Password for you to be able log into the CMS Consultant Portal and update your profile, shall be sent immediately. If you do not receive the email in one (1) hour, you may contact: cmsregister@adb.org. 24. View the Confirmation Page

25. At this point, the consultant has two (2) options, i.e., (1) to end the Simplified Registration by clicking on the Done Button or, (2) to proceed with the Full Registration by clicking on the Go to Full Registration button.

Registration Steps: Full Registration (FR) 1. Enter your work experience details. Please remember to save your data frequently to avoid losing your changes. 2. Click the Add Employment(s) button to enter your Employment History. Enter Employment Details, one employment at a time. You can click on Add Another Employment Detail to enter data on another employment. 3. Click on Ok to exit the page. If you click on Cancel your entered data will not be saved. 4. Your employment history is summarized in rows in the Work Experience Page. You may click on the Record icon under the Details Column to review your entered data.

5. Click on Add Consultancy Work to enter consultancy project details. If Funding Source is ADB, you may indicate the Loan/TA/Grant No. 6. Fields of Specialization: The consultant should provide at least one (1) expertise related to the particular project.

7. The next 2 fields, Sector and Themes particularly refer to ADB Projects. If you have previously worked on ADB projects, these projects have been classified into applicable ADB Sectors/Subsectors and ADB Themes/Subthemes. 8. ADB Sectors: Sector classification primarily tracks the trends in allocations of ADB s operational resources to economic sectors. Sector assignment is mutually exclusive, i.e., one project registers one predominant sector, and one predominant subsector. Projects supporting more than one sector are registered as multisector projects, with corresponding assignment of up to three sectors or subsectors and estimation of project resources allocated to each of the three sectors. If the project details are for an ADB project, please select the applicable Sector/Subsector with which this project has been classified. 9. ADB Themes: If the project details are for an ADB project, please select the applicable Theme(s)/Subtheme(s) with which this project has been classified. 10. Click on Add Another Consultancy Work to enter other consultancy work details or click OK to exit the Page. If you click on Cancel your entered data will not be saved. 11. Your consultancy work is summarized in rows in the Work Experience Page. You may click on the Record icon under the Details Column to review your entered data.

12. Click on the Next Button to proceed to the Credentials Page. 13. Note that the Geographical Experience Section has been automatically populated with the countries retrieved from details entered in the Work Experience Page (Employment and Consultancy Details). System populated 14. Languages: You may enter all the Languages you know, with corresponding proficiency. In this example, the consultant can read, write and understand French but doesn t know how to speak the language. If the Language you know is not in the List, choosing the Other Languages makes the Description a mandatory field.

15. You may add to your Geographical Experience to include trainings, research work, etc. 16. Professional Qualifications: Examples are; Certified Public Accountant, Licensed Civil Engineer, etc. You may also include memberships in professional societies, e.g., Royal Agricultural Society of England (RASE), American Society of Mechanical Engineers (ASME), etc.

17. Click on the Next Button to open the Additional Information Page. Note that the Citizenship Section is pre-populated with the Citizenship data entered in the Basic Information Page of the Simplified Registration. 18. Note also that the Comments and Suggestions Section is pre-populated with the comment entered in the Registration Comments Section of the Attachments and Certification Page of the Simplified Registration.

System populated 19. Click on Add Former Name(s) to open a row if applicable. 20. You may enter additional citizenship by clicking on Add Citizenship(s) button. 21. Click on Add Affiliate(s) to enter affiliation details. If the organization you added as an affiliate is already registered in the CMS, a system generated email notification of the affiliation, with a facility for that organization to confirm or deny such affiliation, shall be sent to the affiliated entity. 22. You may click on Add Another Affiliate button to add another affiliate or click OK to exit the page. If you click on Cancel your entered data will not be saved.

23. Click on the Done button to conclude the Full Registration.
