Purpose of the Educational Development Plan Founded in 1992, Hawaii Tokai International College (HTIC) is composed of a two-year liberal arts college program (LA), a college preparatory program for non-native English students (CP), and an international programs department offering short and mid- term English and cultural education programs (IP). As described in the College s mission statement and in Article I of the College s Bylaws, HTIC aims to provide education that encourages students to become enlightened global citizens who are able to promote world peace. HTIC is accredited by the Accrediting Commission for Community and Junior Colleges (ACCJC) of the Western Association of Schools and Colleges (WASC). The LA program grants the Associate of Arts degree to students who successfully complete the required course of study. The College is committed to a high-quality liberal arts education encompassing the following Institutional Learning Outcomes (ILOs). These ILOs are integral in facilitating the accomplishment of the goals of the College s mission statement. This strategic Educational Development Plan (EDP) for 2012-2016 has been established to outline the College s vision of institutional progress for academic years 2012-2016 in accordance with the mission of the College, ensuring the College s capability to assist students in achieving the ILOs. This Five-Year Strategic Development Plan for HTIC sets goals that the College believes will strengthen its effectiveness as an educational institution and equip it to provide better support to students. These goals are: 1. The development of measurable, mission-based learning outcomes that ensure student success in developing essential knowledge, skills and values, and that provide for the compilation of appropriate data so the College can continually make improvements to its programs and services. 2. Personnel development at all levels to improve support of student learning and success, including a planned personnel development plan for faculty/staff and for the Board of Trustees. 3. Continued commitment to diversity of students, faculty, and staff in light of HTIC s goal to provide an international environment that promotes global citizenship and international understanding. 4. Development and embedment of appropriate institutional evaluation and assessment processes to ensure continual scrutiny of courses, programs, successful student learning, and effectiveness of institutional policies and governance. II. Educational Mission A Living Vision for an International Gateway This 2012-2016 Five-Year Strategic Development Plan (EDP) is the blueprint that will guide the College Page 2 of 19
toward achievement of its mission and goals. The components of this EDP have been organized to ensure that every aspect of the College s mission is reflected in the proposed five-year course of action. The Educational Mission is presented here in its entirety as a living document, reflecting the institution s most comprehensive expression of its philosophical foundation. Our Educational Mission At HTIC, learning is an activity, expressed in many forms and in many settings. HTIC s liberal arts studies program, therefore, fosters a learning community where students are encouraged daily to realize their academic and personal growth through interactive, engaging educational projects. Recognizing that the HTIC classroom is largely without walls, students are also involved in the exploration of the larger Hawai i community so that textbook learning is applied to real life. The HTIC classroom emphasizes critical thinking, cross-cultural awareness, effective written and verbal communication skills, and learning outcome performance. Academic innovation and interrelated studies are always supported at HTIC. Faculty are encouraged to utilize the newest technologies, reassess their methodology, and strive not simply to cover subjects, but to also uncover the active mind of the individual student. The HTIC Learning Center, composed of the library, multimedia, computer, and other academic support systems, works to continually provide current technology with relevant materials presented in a user-friendly manner. HTIC is an academic setting where multilingualism is respected and encouraged. The acquisition and use of a new language by students, faculty, and staff are strongly supported to promote language fluency among international students and to enhance the cross-cultural understanding among students, faculty, and staff. HTIC is a student-centered environment. Administrators, faculty, and support staff recognize the individual needs of each student in the learning community and provide meaningful opportunities for the student s academic and personal development. Students are supported in their efforts to stretch themselves, to test their abilities, and to succeed. Page 3 of 19
Students at HTIC are viewed as responsible adult learners who take an active role in their education with the support of professional instructors, staff, and administrators. Daily practices that result in high academic achievement, responsible personal attitudes, civility, and cross-cultural respect are expected of all students, faculty, and staff who belong to the HTIC learning community. HTIC celebrates the multicultural background of its administrators, faculty, staff, and students, treating everyone within the learning community with fairness, respect for cultural differences, and appreciation for their many similarities. By doing so, the school engages in actively developing and promoting responsible global citizens. HTIC provides an international gateway for students interested in bridging the cultural, economic, social, and educational differences in the Asia-Pacific region. Students who wish to pursue four-year degrees at American universities or Tokai University campuses in Japan are prepared to successfully make the transition into baccalaureate and advanced degree programs. With the emphasis on critical thinking, cross-cultural sensitivity, and effective written and verbal communication skills, students interested in entering occupations in the private or public sectors also greatly benefit from the gateway opportunities provided at HTIC. III. HTIC 2012 2016 Five-Year Strategic Educational Development Plan 1. Reaffirming HTIC s Mission and Strengthening HTIC s Role: Clarifying HTIC s Mission Statement AY 2012: - Continue to discuss in Planning Committee, Faculty-Staff, and Program Review meetings the rephrasing of the mission statement and how best to express HTIC s vision in written form. Conclusion This 2012-2016 Five-Year Educational Development Plan draws upon the vision, concerns, and insights of the HTIC learning community. The yearly program review process conducted from 2007 to 2011 resulted in faculty and staff insights that have contributed to this 2012-2016 EDP. The development of this EDP was rooted in the Planning Committee and all segments of the HTIC learning community were invited to share in this collective effort to encourage broad-based input and support. To advance its educational mission, during the period of this EDP, academic years 2012 to 2016, the College is planning to relocate its campus to Kapolei located in the western part of the island of Oahu (next to the campus of University of Hawaii-West Oahu: UHWO). The new campus will enhance the intellectual environment of the HTIC and UHWO campuses for the mutual benefit of students at both schools and will nurture greater international awareness. The presence of HTIC near the UHWO campus will also promote broader cooperation between UHWO and HTIC/Tokai University in Japan, including shared use of facilities such as the libraries, cafeteria, and laboratories and the opportunity for each school s students to take advantage of programs offered by the other school. This collaborative effort by HTIC and UHWO will help guide students towards greater international understanding and foster ethical global citizens who will contribute to the future, a goal very much in alignment with the mission of HTIC. HTIC would also like to use the latest technology from Tokai University and elsewhere to build the greenest campus possible. In doing so, HTIC is following Tokai University Educational System s mission to promote technological capability and protect the environment. Page 18 of 19
