Overview Cape Girardeau Public Schools is requesting Internet service proposals to establish a 60 month agreement (12 month contract with the possibility to offer four one year extensions) with a Service Provider to install and provide Internet Services. Cape Girardeau Public Schools is seeking Internet service including: specified bandwidth, transport circuit, and static public IP addresses. Service will be utilized by over 5000 students, faculty and staff. This (RFP) is intended to provide a standard base from which to evaluate alternatives for Internet services and to allow the service provider flexibility in proposing the most appropriate and cost-effective system. The acceptance of a proposal does not obligate Cape Girardeau Public Schools to purchase a system from any service provider. Cape Girardeau Public Schools reserves the right to reject all proposals and not make a decision. All costs for proposal preparation are the responsibility of the bidder. After receipt of the proposal, and prior to signing the contract, Cape Girardeau Public Schools reserves the right to modify the system requirements by adding or deleting specific equipment or optional features. Cape Girardeau Public Schools will be filing for E-rate funding, and agreement to purchase will hinge upon receipt of E-rate funding. Preference will be given to the service provider that provides a comprehensive, cost-effective solution for current specifications, future capacity requirements, and ongoing service and support. Overview of Current Environment Cape Girardeau Public Schools currently has an 80Mb symmetrical circuit provided by More.net located in the Central Admin building. The requested solution will provide committed information rate pricing options listed in the table above. Committed Information Rate (CIR) is defined as the minimum bandwidth across the Service Provider s switched core network that will always be available (guaranteed) to transport data. Please describe how you guarantee the committed bandwidth for the proposed Internet transport service. The Internet service connection and service provider owned edge equipment will be brought into existing 19 racks. The district owned firewall will accept a 1000BASE-T connection from the service provider s edge equipment. Cape Girardeau Public Schools is also requesting monitoring capabilities of the supplied circuit and edge device including usage statistics and history. Please assess the type of products you are recommending and include monitoring packages as appropriate. The Service Provider shall guarantee that the cost quotes are all-inclusive. The Service Provider shall itemize, price, and invoice separately any materials, services or special construction costs that are ineligible for E-rate funding. Project Management Project Plan - Bidders are required to supply a complete description of the key activities required for the installation of the proposed system by the July 1 st 2014 deadline. Project Organization Chart - In the project plan, the bidder will include a project organization chart with the reporting relationships of project team members and other key personnel. An escalation matrix should also be included Transparency - It is essential that the installation of the new system be as transparent as possible to the users. There should be minimal network service interruptions and no perceived degradation in the quality of service. Responsibility Matrix and Project Schedule - A master project schedule must be included, along with a work responsibility matrix, identifying the tasks the service provider will perform and the tasks Cape Girardeau Public Schools is expected to perform to successfully implement the internet service by July 1 st 2014. Installation Requirements Responsibility - The selected service provider is solely responsible for the complete turn-key engineering of the new internet service. Facility Requirements Service provider s edge device shall hand off a 1000BASE-T connection to District provided firewall equipment. Service provider will be responsible to terminate the circuit at the site s MDF closet. The District will provide a 19 rack and commercial power at the MDF location for service provider edge equipment. Maintenance and Performance Service Levels The Service Provider is to provide in specific detail the mechanisms in place to provide Quality of Service (QOS) in their service offerings including, but not limited to, packet prioritization, port prioritization speed, levels of QOS provisioning, etc. Internet services or TCP/UDP ports shall not be rate limited or blocked unless authorized by the District. Service Level Agreement Service shall come with a four (4) hour service level agreement. If service is not restored within four hours the District service shall be credited per the length of the outage based on the monthly circuit charge. Training Training will be provided on the network monitoring package. Service Provider Qualifications The Service Provider must provide proof of registration with the (SLD) for reimbursement under E-Rate guidelines for Priority One Services. If The Service Provider fails to file the appropriate forms with the SLD or fails to receive an SLD Service Provider Number, The District is not responsible for the discounted portion of The E-Rate Internet Service Page 4 of 6 2/14/2012
