FOOTHILL-DE ANZA COMMUNITY COLLEGE DISTRICT REQUEST FOR PROPOSAL #1082 FOR ARCHITECTURAL PLANNING SERVICES AT FOOTHILL COLLEGE Introduction The Foothill-De Anza Community College District is seeking proposals from architecture firms to provide architectural planning and design services for the proposed District Offices project located at 12345 El Monte Road in Los Altos Hills, California. Background The Foothill-De Anza Community College District is in the process of completing a major expansion and modernization program funded by the passage of Measure E in 1999. One of the remaining projects is to provide additional space at the District Offices to accommodate growth, consolidations, and more efficient working space. Options under consideration include: (1) the renovation of the existing offices, (2) an addition to the existing building, (3) the reconstruction and reuse of the historical residence known as the Griffin House, (4) the construction of a new building, and (5) a combination of the above. Given the number of options and the fact that the proximity of the Griffin House to the existing District Offices building could pose possible conflicts (the location of the Griffin House may also be the best location for a new building) and in order to determine the best course forward, the District needs to determine the feasibility of reconstructing the Griffin House from a programmatic and economic standpoint. Project Description The purpose of this Request for Qualifications is to identify architectural firms with experience in working with historical structures in the California public college environment. A current history of working with the State s Division of State Architect (DSA) is essential as is familiarity with the California Historical Building Code. The architectural firm(s) selected will be charged with the responsibility of providing the District with the following services: Review and update the District s existing program that consists of approximately 27,000 s.f. space. Application of a portion of that program to a floor plan for the Griffin House. Preliminary design services including structural, mechanical, electrical, plumbing sufficient to provide the basis for a detailed estimate of costs. Preparation of a detailed estimate of costs. Participation in design charrettes, interview, meetings, etc., as needed. Page 2
Information Meeting The District will hold an informational meeting for all interested parties at 2:00 PM on Thursday, January 4, 2007 in the District Board Room, 12345 El Monte Road, Los Altos Hills, Ca. The purpose of this meeting will be to describe the District s process and answer questions regarding project scope. Attendance is not mandatory, however it is highly encouraged. General Information Disclosure of Contract Provision as per Public Contract Code 20103.6. The following statement will be included as part of the agreement: Consultant shall indemnify and save harmless the Owner of any and all claims arising out of or in connection with Consultant s operations. Such indemnity provisions apply regardless of any active and/or passive negligent act or omission of Owner, or Consultant, however, shall not be obligated under this Agreement to indemnify Owner or Owners Program Manager for claims arising from the sole negligence or willful misconduct of Owner or Owners Program Manager. Cost of Preparation. The Foothill-De Anza Community College District is not liable for proposal preparation or submission expenses that may be incurred by the respondents. Conflict of Interest. These RFP procedures prohibit the practices which might result in unlawful activity including, but not limited to, rebates, kickbacks, or other unlawful considerations, and prohibit district employees from participating in the selection process when such employees have a relationship with a person or business entity seeking an agreement under this RFP that would create a conflict of interest. Format for Submittals Proposals should address the applicant s qualifications in each of the areas outlined in the above Project Description. Proposals should clearly identify the business relationships between various firms Page 3
involved in the proposal (e.g. consultant, joint venture, association) and what entity will enter into the contract with the district. One (1) original and Five (5) copies of the proposal should be provided with all materials spiral bound into books of approximately 8.5 x 11 format. All proposals shall be submitted in the following format: A. Introduction: The proposal shall include a brief introduction (limited to 2 pages) describing the following information: 1. Name of company, address, telephone number of main office and any branch office that will be involved in any way with the project. 2. If the Architect plans to joint-venture, or to use the services of other Architect or individuals outside of his/her firm, a description and the qualifications of other individuals who will be involved should be included. 3. Include the name, title, and address of the individual in your firm with the authority to negotiate contracts with the district. B. Experience of The Architectural firm: The proposer shall provide the following information on two (2) historical renovation project similar to that described above to verify relevant experience. Limit to four (4) pages: 1. Name of client 2. Project Title and Address 3. Name and telephone number of contact person of client 4. Name of The Architects Project Manager(s) 5. Project Description All information provided by the proposer will be subject to verification by the district. C. Project Personnel and Management: Staffing for the project shall be clearly defined within a eight (8) page limit, and shall include résumés and the names of the Project Manager and all lead and professional support personnel. The following information shall be furnished for each member of the proposed project team: 1. Education 2. Professional Affiliations 3. Any professional licenses or certifications (e.g., AICP, P.E., etc.) 4. Qualifications and relevant experience with similar type projects. 5. Provide a description of the responsibilities the individual will assume on the project. D. Evidence of Insurance. Include a copy of the proposer s Certificate of Insurance. This may be marked confidential and included with the original (wet signature) proposal. The firm or organization shall be required to carry the following insurance: Page 4
a. Comprehensive General Liability and Property Liability Insurance, with a minimum limit one million dollars ($1,000,000); aggregate amount $2,000,000: b. Comprehensive Automobile Liability Insurance, including owned, non-owned, and hired vehicles with minimum limit one million dollars ($1,000,000); c. Workers Compensation and Employer Liability, statutory limit; d. In addition, the District at its own discretion may require a firm or organization to carry Professional Liability Insurance with minimum two million dollars ($2,000,000) per claim per annual aggregate. Deductible not to exceed $25,000 each claim; and e. All insurance must be issued by an insurance provider by an admitted carrier (licensed to do business in the State of California), carrying a rating of not less than A-VII in the most current A.M. Best s Insurance Guide - Property Casualty or otherwise acceptable to Owner. Submittal of Responses All responses (1 original with 5 copies) to this Request for Proposals shall be submitted to: Gina M. Evaluation Process Selection and Execution of Agreement: Proposals will be ranked in order, based on the content of the proposal and the proposer s related experience and qualifications. Top ranked firms may be asked to interview with the District. The District shall attempt to negotiate an agreement to perform the work with the proposer considered to be the most qualified. Should the District be unable to negotiate a satisfactory agreement with the proposer to be most qualified, at a price the District determines to be fair and reasonable, negotiations with the proposer will be formally terminated. The District shall then undertake negotiations with the next qualified firm individually until an agreement is reached; or, alternatively will reject all proposals and/or send out a new RFP.
