MT 07 Information for Registered Training Organisations AMSA APPROVED COURSES LECTURER QUALIFICATIONS Purpose This document sets out the minimum qualifications required by lecturers to deliver AMSA approved courses leading to the issue of an AMSA STCW Certificate in accordance with the International Convention on Standards of Training, Certification and Watchkeeping 1978, as amended (STCW). Guidance regarding training and assessment Applicable standards are Regulation l/6 Training and Assessment, STCW Code Section A-l/6 and Section B-l/6 Guidance regarding training and assessment. Qualifications of instructors and assessors are as follows: Appropriately qualified and experienced for the particular types and levels of training or assessment of competence of seafarers; Appropriate knowledge of instructional techniques, training methods and practice and knowledge and experience in assessment methods and practice. As a guide, TAE40110 Certificate IV in Training and Assessment or its successor. Where required lecturers must hold a STCW qualification issued in accordance with the International Convention on Standards of Training, Certification and Watchkeeping 1978, as amended (STCW) With regard to EXISTING AMSA approved lecturers, they may continue to teach those courses that AMSA has approved them to present with their current qualifications, but in all cases they must hold an Australian TAE40110 Certificate IV in Training and Assessment or its successor. Set out below are minimum lecturer qualifications for the delivery of STCW courses. Certificate of Proficiency as Integrated Rating Convention Regulation II/4 & III/4 Seamanship subjects: A STCW Certificate of Competency /Proficiency qualification of: Integrated Rating. Trade subjects only: An appropriately trade qualified person. Able seafarer - Deck Convention Regulation II/5 A STCW Certificate of Competency /Proficiency qualification of: Deck Rating; or Integrated Rating; or Able seafarer Deck. Able seafarer - Engine Convention Regulation III/5 A STCW Certificate of Competency /Proficiency qualification of: Engine Room Rating; or Integrated Rating; or Able seafarer Engine. Other AMSA Approved Short Courses Revalidation Course - Certificate of Competency For Engineer Officer & Deck Officer: Similar qualification requirements as for conducting Certificate of Competency subject courses. Revalidation Course - GMDSS AMSA GMDSS certificate, and have satisfactorily completed an AMSA approved GMDSS training program. Compass Adjuster Australian or Commonwealth licensed compass adjuster certificate. High Speed Craft Endorsement International Code of Safety for High Speed Craft WIG Craft (Type A) STCW Certificate of Competency as Master <500 GT or above; and hold an AMSA issued High Speed Craft Endorsement. As determined by the AMSA Manager, Shipping Qualifications in accordance with Marine Order 70 (seafarer certification) 2014. Radio Communication and Radio Personnel GMDSS Course Chapter IV Code Section A-IV/2 AMSA GMDSS certificate, and have satisfactorily completed an AMSA approved GMDSS training program. Special Requirements for Personnel on Certain Types of Ships Tanker Familiarisation (oil and chemical) Code Section A-V/1-1, Paragraph 1 A STCW Certificate of Competency /Proficiency qualification as: Integrated Rating and has satisfactorily completed an AMSA approved Tanker Familiarisation course or relevant seagoing experience on an oil or chemical tanker. Tanker Familiarisation (gas) Code Section A-V/1-2, Paragraph 1 A STCW Certificate of Competency /Proficiency qualification as: Integrated Rating and has satisfactorily completed an AMSA approved Tanker Familiarisation course or relevant seagoing experience on a gas tanker. Special Requirements for Personnel on Certain Types of Ships (continued) Advanced Training for Oil Tankers Code Section A-V/l-1, Paragraph 2 Watchkeeper (Deck) and has satisfactorily completed an AMSA approved Oil Tanker Safety course and has an Oil Tanker Endorsement in their Certificate of Competency. Advanced Training for Chemical Tankers Code Section A-V/l-1, Paragraph 3 Watchkeeper (Deck) and has satisfactorily completed an AMSA approved Chemical Tanker Safety course and has a Chemical Tanker Endorsement on Certificate of Competency. Advanced Training for Liquefied Gas Tankers Code Section A-V/l-2, Paragraph 2 Watchkeeper (Deck) and has satisfactorily completed an AMSA approved Gas Tanker Safety course and has a Gas Tanker Endorsement on their Certificate of Competency. Passenger Ships Regulation V/2 Code Section A-V/2, Paragraphs 1-4 Watchkeeper (Deck) and has satisfactorily completed an AMSA approved STCW Ro-Ro Passenger Ship Course Australian Maritime Safety Authority, Canberra ACT Australia - July 2015 AMSA 441 (7/15) Page 5 of 8

Emergency, Occupational Safety, Medical Care and Survival Functions Personal Survival Techniques Regulation VI/1 Engineer Class 3*; or Code Section A-VI/1, Table A- VI/1-1 Master Class 3*; or Chief Integrated Rating; or Appropriately qualified RAN personnel * Must also hold as a minimum an AMSA issued Certificate of Safety Training Fire Prevention and Fire Fighting Regulation VI/1 Code Section A-VI/1, Table A- VI/1-2 Theory & practical fire fighting components: Master <500 GT; or Engineer Class 3*; or Master Class 3*; or Appropriately qualified RAN personnel. * Must also hold as a minimum an AMSA issued Certificate of Safety Training Elementary First Aid Regulation VI/1 Code Section A-VI/1, Table A- VI/1-3 Personal Safety and Social Responsibilities Regulation VI/1 Code Section A-VI/1, Table A- VI/1-4 Practical fire fighting components only: An appropriately qualified civilian or military fire fighting training officer holding TAE40110 Certificate IV in Training and Assessment and PUA 30613 Certificate III in Public Safety (Firefighting and emergency operations); or an appropriately qualified Royal Australian Naval personnel; or * Must also hold as a minimum an AMSA issued Certificate of Safety Training and have completed an AMSA approved Advanced Fire Fighting Course Appropriately qualified and accredited first aid trainer; or An Australian Defence Force equivalent Engineer Class 3*; or Master Class 3; or Chief Integrated Rating. * Must also hold as a minimum an AMSA issued Certificate of Safety Training Australian Maritime Safety Authority, Canberra ACT Australia - July 2015 AMSA 441 (7/15) Page 6 of 8
