June 2014 Network Administrator Gateway Progression Plan Scope: Network Administrators (NA) are part of the IT Services infrastructure team and provide advanced network services such as designing solutions for all enterprise LAN, WAN, WiFi, and VoIP systems, and analyze network traffic patterns and network level security across multiple campuses. The Network Administrator Gateway Progression Plan is intended to allow for appropriately qualified internal IT personnel to develop the skills required for an entry level Network Administrator position, and to provide a professional career path for personnel already holding a Network Administrator position. Gateway Progression Plans will comprise of detailed levels of progression, identifying the qualifications (education, certification, and experience), skills, knowledge and competencies required to advance through each level until the final level of progression is achieved. Minimum requirements for consideration into the plan will also be detailed. The selected trainee may be hired at any of the levels within the plan based on their qualifications, skills, knowledge, and abilities. Advancement through each level of progression will be determined in part by the successful completion of the required certification, and a review of the trainee s skills, knowledge, and abilities, which will include an objective evaluation of the trainee s technical competencies. An equivalency of education and experience will be considered. One year of undergraduate education will be considered equivalent to one year of demonstrated, progressive, and relevant experience. Experience will not be counted twice for example, if an undergraduate degree and 2-years of experience is required, then a candidate without any post-secondary education would require 6 years of demonstrated, progressive, and relevant experience to qualify for consideration for the position. For certification equivalency, a candidate must be able to demonstrate competency in all the skills identified on the list of exam topics. Competency will be determined by demonstrating the skills in a non-production environment during a technical performance review. Technical and non-technical competencies will be determined by a formal performance evaluation process in which specific goals have been identified and

subsequently met. In addition, technical competencies will be determined in part by the administration of technical tests, both written and practical. Each successive level indicates the additional qualifications required beyond the previous level. Gateway Progression Plans and a Memorandum of Understanding between the University and CUPE Local 3799 is currently under review and once completed a finalized copy of each document will be provided to the trainee. Minimum Recruitment - Level 1: While UNBC is prepared to develop internal candidates at the basic entry level, we strive to recruit at a higher level externally. Undergraduate degree in Computer Science, Technology, Engineering, or related discipline. 2+ years of progressive relevant experience in an enterprise computing environment Install and configure Windows or Linux server operating systems Install and configure consumer routers, WiFi systems, and managed switches Good understanding of networks and Internet protocols Understanding of OSI network layer model Programming skills in at least one language Ability to perform basic networking including VLANs, DNS, and DHCP Core Competencies: Communication Continuous learning Diversity Flexibility Leadership & Motivation Organizational awareness Planning & coordination Problem solving & judgment Results Orientation Service Orientation Teamwork & Collaboration Role Specific Competencies: Accountability & Dependability Attention to Detail Information Seeking Innovation Professional/Technical Expertise Research & Analysis

Value & Ethics NA trainees at this level will be placed in pay grade 8 and begin working towards meeting the qualifications and areas of knowledge and skill of the next level. To advance to Level II, the trainee must meet the minimum qualifications and pass objective performance evaluations of Level II areas of knowledge, skills, and competencies. Level II: UNBC will endeavor to recruit at a minimum at this level externally. CCENT certification or equivalent experience 2+ years of progressive relevant experience in an enterprise computing environment, of which 1+ years have been in enterprise networking Understanding of the layered network model in a scalable enterprise network Working knowledge of the following standards: EIA/TIA 568, IEEE 802.1Q, IEEE 802.11, WPA2 A working knowledge of the following protocols: ARP, ICMP, IP, RDP, BOOTP, DNS, DHCP Install, terminate, and test copper network cables Troubleshoot the access layer of the network Provide network and VoIP support for the ITS helpdesk and, when necessary, faculty, staff, and students Use and maintain a network monitoring system (Intermapper or other network monitor) Install, configure, and manage enterprise access switches Install and configure VoIP phones Decommission network equipment Competencies: See Level I areas of knowledge and skill of the next level. To advance to Level I!I, the trainee must meet the minimum qualifications and pass objective performance evaluations of Level III areas of knowledge, skills, competencies.

Level III: CCNA certification or equivalent experience 3+ years of progressive relevant experience in an enterprise computing environment, of which 2+ years have been in enterprise networking Working knowledge of the layered network model in a scalable enterprise network Working knowledge of the following standards: EIA/TIA 568A/B, IEEE 802.1Q, IEEE 802.11a/b/g/n, ITU-T G.711, ITU-T G.723.1, ITU-T G.729, ITU-T H.225, ITU-T H.264, ITU-T H.323, WPA2 A working knowledge of the following protocols: ARP, STP, ICMP, SNMP, IP, TCP, UDP, RDP, FTP, RTP, RTCP, NFS, SMB, BOOTP, DNS, DHCP, HTTP, SSH, SIP Troubleshoot the access and distribution layers of the network Install, configure, and manage network monitoring (Intermapper) Install, configure, and manage enterprise access switches and distribution switches Procure and decommission network equipment areas of knowledge and skill of the next level. To advance to Level IV, the trainee must meet the minimum qualifications and pass objective performance evaluations of Level IV areas of knowledge, skills, competencies. Level IV: 4+ years of progressive relevant experience in an enterprise computing environment, of which 3+ years have been in enterprise networking CCNA Voice certification or equivalent experience Configure and program the VoIP PBX Manage the copper and fiber network cable plant

Troubleshoot the core and Wide Area Network layers of the network Provide project planning of tasks and timelines for individual network infrastructure projects Manage all network assets using an inventory system Install, configure, and manage advanced network monitoring for enterprise WiFi and NetFlow Ability to use Cisco IOS to configure and troubleshoot VLANs, 802.1Q tagging, spanning tree, and EIGRP. Ability to configure Avaya Aura Messaging Manager and Communications Manager areas of knowledge and skill of the next level. To advance to Level V, the trainee must meet the minimum qualifications and pass objective performance evaluations of Level V areas of knowledge, skills, and competencies. Level V: 5+ years of progressive relevant experience in an enterprise computing environment, of which 4+ years have been in enterprise networking CCNP certification or equivalent Advanced network configuration at all layers including the core layer Design network and voice infrastructures with cost/benefit/risk/impact analyses Configure network port security features Implement campus wide layer 3 services using EIGRP and design IP addressing Implement a wireless extension of a layer 2 network Configure QoS with DiffServ Configure VPNs for branch-to-branch solutions Troubleshoot EIGRP, DHCP, DNS, NAT, IP, TCP, RSTP, RTP, RTCP, and SIP Project management (1 to 3 people, less than 4 months, one stakeholder group) Measure performance under test conditions and simulated traffic loads against known benchmarks Ability to provide technical consulting to other areas of ITS and other technical areas within UNBC

Project management (1 to 3 people, less than 4 months, one stakeholder group) Ability to mentor Training Level, Entry Level, and Fully Competent Network Administrators Ability to liaise with vendors and peers within other local and provincial organizations Ability to implement KPIs for network performance Supervise contractor work during building construction and renovation areas of knowledge and skill of the next level. To advance to Level VI, the trainee must meet the minimum qualifications and pass objective performance evaluations of Level VI areas of knowledge, skills, and competencies. Level 6: 6+ years of progressive relevant experience in an enterprise computing environment, of which 5+ years have been in enterprise networking CCNP Voice certification or equivalent Analyze new technology, industry trends, and develop a required direction for UNBC s network services Implement next generation firewall access control and security features Ability to provide technical consulting to other areas of ITS, other technical areas within UNBC, and to peers within the BCNET membership Management of the VoIP PBX system Project management (up to 5 people, up to 8 months, more than one stakeholder group) Ability to provide mentorship to lower level Network Administrators Ability to sit on, and contribute to BCNET committees or working groups Ability to write technical RFPs Ability to draft and manage annual systems budgets Ability to manage procurement lifecycles Trainees at this level will have reached the end of the progression plan.

Terms and Conditions: Upon successful completion of each certification exam or equivalent, the University will reimburse the trainee for any course fees, exam fees, and preapproved travel expenses. In return, the trainee agrees to a Return of Service Commitment (outlined below). In the event the trainee does not pass the certification exam on the first attempt, the trainee will be responsible for the costs and fees of subsequent exams for the same certification level and the employee will remain at their current level until the employee passes the required qualifications to advance. Following selection and acceptance into a Gateway Progression Plan, trainees agree to a Return of Service Commitment, outlined as follows: Upon successful completion of each Exam, the trainee will commit to a minimum of 12 months of continuous employment at UNBC. If the trainee leaves the University prior to completing the 12 months of service, the trainee will be required to re-pay 100% of the costs of the exam and associated course fees or travel expenses, on a pro-rated basis; Should a trainee write the next certification exam within 12 months of completing the most recent certification, the trainee will have their remaining return of service extended by an additional 12 months;
