BARBADOS LIGHT & POWER Co. Ltd. WITNESS BIOS Peter Williams Managing Director Peter Williams is a Mechanical Engineer by profession. He holds a Bachelor of Science degree in Mechanical Engineering from Manchester University in the United Kingdom, a Master of Science degree in Electrical Power Systems from the University of the West Indies and a Master in Business Administration from the University of Western Ontario (Ivey School of Business) in Canada. Mr. Williams joined the BL&P in 1977 as a trainee Generation Engineer and has been with the Company for over 30 years. In 1988 he resigned from BL&P to pursue further studies in Canada. While in Canada he worked briefly with the Canadian International Power Services Inc. as part of a team of consultants on electric power projects for Caribbean and South American utilities. He returned to the BL&P in 1990 and assumed duties as a Senior Planning Engineer. As Senior Planning Engineer, he was the project manager for the then new gas turbine generating station and led investigations into alternative energy technologies, including wind energy and photovoltaic systems and worked with the team that successfully commissioned BL&P s first grid-tied solar photovoltaic system. He was promoted in 2001 to Technical Services Manager; in 2004, to Chief Operating Officer and in 2006, to Managing Director. As Managing Director, he is responsibility to the Board of Directors for the overall management of the Company. He sets the corporate strategic direction and, ensures compliance with all regulations and laws applicable to the Company. 1
Mr. Williams is a registered professional engineer in Barbados, member and past President of the Barbados Association of Professional Engineers, a Chartered Engineer and member of the Institution of Mechanical Engineers in the United Kingdom and the Institute of Electrical and Electronic Engineers Inc. (IEEE) of the United States of America. Hudson Best Chief Financial Officer Hutson Best is a Certified Accountant by profession and holds a Masters in Business Administration from the University of the West Indies. He is also trained in Corporate Financial Management, Utility Management Development and Driving Corporate Performance. Prior to joining the, Mr. Best was Audit Senior at Ernst & Young, an International firm of Chartered Accountants. He has also previously held the posts of Financial Controller for Plantations Holdings Limited and Treasurer and Assistant Vice President of Finance for the Barbados Mutual Life Assurance Society (now Sagicor). As Chief Financial Officer with BL&P, Mr. Best has direct responsibility for financial accounting, treasury accounting, maintaining relationships with lenders, complying with financial covenants, internal auditing and management accounting. In addition, he has responsibility for financial reporting to the BL&Ps Board of Directors and management; preparation of the five-year financial forecast; negotiating loans to finance the company s capital programme; leading monthly management meetings to discuss the company s financial performance; liaising with external auditors, tax authorities, commercial banks and lenders; and directing the efforts of the Finance Department team while ensuring team members ongoing professional development. 2
He also ensures there are appropriate internal control procedures and adherence to International Accounting Standards and International Financial Reporting Standards. Robert Camfield Consultant Robert Camfield is a Vice President at Christensen Associates Energy Consulting, LLC (CAEC), an economic research and consulting group. CAEC is a wholly owned subsidiary of Laurits R. Christensen Associates (Christensen Associates) and has been providing consulting services to the energy industry for over 30 years. Mr. Camfield has extensive experience in the energy industry and the economics of regulation, including resource decisions, regulatory governance and incentive plans, market restructuring, cost allocation, energy contracts, cost of capital, and performance benchmarking. He has testified on a host of topics including cost of capital and rate of return, demand for electricity, resource planning, transmission congestion, rate of return incentives, wholesale power agreements, cost benchmarking and corporate performance, power procurement processes, electric and natural gas rate design, and regulatory phase-in plans. He has negotiated power purchase agreements and transmission contracts, and has managed formal solicitations for power supply and developed the commercial terms for contacts with renewable resources. He has also managed numerous projects involving wholesale and retail markets including market restructuring in Central Europe. 3
He currently serves as Program Director for EEI s Transmission and Wholesale Markets summer program, and is credited with innovations related to web-based energy services, cost analysis, and two-part tariffs for transmission. Prior to joining Christensen Associates, Mr. Camfield served in the capacity of system economist for Southern Company and chief economist for the New Hampshire Public Utilities Commission. He holds a Masters Degree in economics from Western Michigan University and is a graduate of Interlochen Arts Academy. He has published articles in The Electricity Journal, CIGRE (International Council On Large Electric Systems), and IEEE Transactions on Power Systems. Mark King Chief Operating Officer Mark King is an Electrical Engineer by profession. He holds a Bachelor of Science degree in Electrical Engineering from the University of the West Indies and a Master of Science in Electronics from the University of Southampton in England. He is a member of the Barbados Association of Professional Engineers. Mr. King joined the BL&P in 1976 as a trainee engineer and has been with the Company for over 30 years. While in the Distribution Department, his duties included responsibility for construction and maintenance of substations, and the installation and management of the Supervisory Control and Data Acquisition (SCADA) system, used to monitor and control the entire distribution and transmission network. In 1999, he was appointed Senior Engineer of the Distribution Department with responsibility to approve all major distribution network switching, budgets, and the day-to-day maintenance and administration of the SCADA system. He was appointed Manager Information Systems in 2005 and in 2006 was appointed the Chief Operating Officer. 4
In this capacity, Mr. King has overall responsibility for the areas of generation, distribution and transmission, the purchasing section, including inventory, and the Health Safety Environmental and Quality (HSEQ) Management System. Stephen Worme Chief Marketing Officer Stephen Worme is an Electrical Engineer by profession. He holds a Bachelor of Engineering Science degree from the University of Western Ontario, Canada and a Master of Business Administration from the University of the West Indies. Mr. Worme joined the in 1979 and has been with the Company for over 29 years. He joined as a trainee distribution engineer and in 1980, resigned to work with Fisher Hess in St. Lucia as an Electrical Engineer. He resumed employment with the Company in 1981 as a Distribution Engineer in the Distribution Department where he remained until he was assigned to the Commercial Department (now known as the Customer Services Department) as Commercial Superintendent; there he was responsible for the functions of the commercial department, billing of electricity accounts, collection of all payments, customer service and service inspections. In 1988, he was appointed Customer Services Manager and was actively involved in the implementation of BL&P s Total Quality Process. In 2003, he was appointed Manager of Marketing and Corporate Communications with responsibility for establishing and developing relationships with key customers and managing the external and internal communications of the company. In 2006, he was appointed Chief Marketing Officer with overall responsibility for customer service, marketing and corporate communications. Mr. Worme is a registered professional engineer in Barbados, a member and past Treasurer of the Barbados Association of Professional Engineers, a member of the Institute of Electrical and Electronic Engineers Inc. (IEEE) of the United 5
States of America and a member of the International Association of Business Communicators (IABC). He is also a former First Vice President of the Barbados Manufacturers Association. Mike O Sheasy Consultant Mike O Sheasy is a Vice President at Christensen Associates Energy Consulting, LLC (CAEC), an economic research and consulting group. CAEC is a wholly owned subsidiary of Laurits R. Christensen Associates (Christensen Associates), an economic research and consulting firm. His responsibilities include pricing strategy development and future rate planning; rate research, design, and evaluation; and the preparation and filing of retail rates. He also serves as an expert witness on both pricing and costing. Prior to joining Christensen Associates Energy Consulting, Mr. O Sheasy was Manager of Product Design after over 20 years with Georgia Power Company and Southern Company Services, an operating company in the Southern Company system. At Georgia Power, he was the architect of the Real-Time Pricing program, the largest program in the United States. Other leading edge innovations championed by Mr. O Sheasy include: Flat Bill, Price Protection Products, Multiple Load Management, Interruptible Exchange Service, Multiple Account Management, and Daily Energy Credits. He has a Bachelor of Industrial Engineering degree from Georgia Institute of Technology and a Masters in Business Administration from George State 6
University. He has published numerous articles on pricing in national magazines including the TAPPI Journal, Public Utilities Fortnightly, Electric Perspectives, EPRI Journal, Energy Pulse, Energy Customer Management, and the Electricity Journal. He has a national reputation for pricing innovation and has been interviewed in USA Today, the front page of the Wall Street Journal, Newsweek, National Public Radio, and CNN FN. 7
