Applicant Eligibility The City of Waltham Planning Department is accepting applications for funding assistance under the 2015-2016 Community Development Block Grant (CDBG). Eligible applicants include: Governmental Agencies Includes public agencies, commissions or authorities Private Non-Profits IRS recognized 501 (c) 3 organizations, associations, faith-based organizations or corporations with principal operations and/or client base in the City of Waltham. Private For-Profit Entities Entities facilitating economic development by assisting microenterprises The applicant must be the owner of the building / land where project is being proposed The Community Development Block Grant program was established by Congress in 1974 with passage of the Housing and Community Development Act and is administered by the United States Department of Housing and Urban Development (HUD). Application Instructions The City of Waltham is accepting competitive applications for capital improvements under the 2016-2017 Community Development Block Grant (CDBG). Applications are available: online via the Planning Department Website or for pick up from the Planning Department at 119 School Street, Waltham, MA 02451. Additional languages are available by request. Submit only one application per program. Applications are due: No later than 4pm Friday February 19th, 2016. No exceptions will be made to the deadline. Please send completed applications electronically to amason@city.waltham.ma.us incomplete applications will not be accepted. Format: Use only the format provided and attach only the required documentation. Do not alter the state of the original application. The application format is available in fillable PDF only. Technical Assistance Sessions: Technical assistance will be offered on January 19 th, 2015 at 11:30am in the Government Center Public Meeting Room and again on January 20 th at 5:30pm in the Government Center Auditorium.. One-on-one sessions will also be offered by appointment beginning the week of January 18 th and ending January 29 th, 2015. CDBG Program Budget CDBG program expenses are required to be necessary, reasonable, and directly related to the grant. In determining the reasonableness of a given cost, consideration shall be given to whether the cost is generally recognized as ordinary and necessary for the operation of the organization or the performance of the award. Additionally, OMB Circular A-122, Attachment B, explicitly prohibit expenditure of Federal funds for entertainment, contributions and donations, fines and penalties, and bad debts. Fill in the budget below specific to the project as best as able. The categories below are the only eligible categories for CDBG funding. Any other fees associated with the project must be paid from a different source.
