MEETING AGENDA Date: 20th September 2006 Venue: Room 7, Kenyatta International Conference Centre Time: 9:00-12:30 Meeting Objective: The main objective of this working meeting is to present and discuss the Working Programme approved in Cali (Colombia) during the first meeting of the CIS-DLA, and to exchange significant best practices of African Local Authorities. Presentation of the CIS-DLA Work Programme approved in Cali and management report (from Bilbao Summit up to September 2006) by the CIS-DLA Secretariat. (20 min.) 4. 2. MINUTES OF THE MEETING This session was coordinated by CIFAL Bilbao, as secretariat of the Digital Local Agenda, and UCLG inside the Committee on Information Society. The city of Bilbao and UCLG team has been supporting the facilitation, namely by Emilia Saiz (starting) and Sara Hoeflich de Duque (concluding). This session started with the presentation of the Digital Local Agenda Work Programme by the director of CIFAL Bilbao. This Work Programme was approved in Cali (Colombia) and that will be presented in Marrakech. After this, experiences from Tunis, Kenya and Tanzania were presented. They showed National and Local Best Practices as well as network of Local Government Association (LGA). The scope of experiences was wide: a digital and very technical approach of the city of Tunis to introduce e- governance administration and raise their revenues, attracting the taxpayers by effective and innovative payment systems; lessons learnt of high- tech video conferences on local governance presented by ALGAK (Kenyan Association of Local Authorities) in the east African region. Those ended up in radio shows, which, with similar content, are now assisted by a much wider audience and new governance vocabulary reaches now the most remote places. The application of the ICT for Managing Local Government Finance (The Integrated Financial Management System), was presented by the Ilala Municipal Council (Tanzania) And finally another experience related with the use of ICT in managing the Finance of the council, carried out at national level, was presented by the Municipal Council of Nyeri (Kenya) In conclusion, the committee is capable to construct interesting content and dialogues, and is trying to involve new partners.
