Topic A1 Citizenship and Youth Page 1 of 3 Teacher Certification Administrators Certificates There are two types of administrators certificates: Level 1 School Administrator's Certificate and Level 2 - Principal's Certificate. Qualifications necessary to meet the requirements of the administrators certificates are listed below. Manitoba Education Citizenship and Youth recommends that individuals working as administrators in Manitoba schools have either a Level 1 or Level 2 administrator s certificate as appropriate to the position. School divisions/districts are encouraged to make such certification a condition of employment or appointment. Teachers may work toward an administrator s certificate without holding a position as an administrator. 1. Level 1 - School Administrator's Certificate A person may be issued a Level 1 - School Administrator s Certificate where the person: (a) holds a valid Manitoba permanent professional teaching certificate; and (b) (c) has three years or more of approved teaching experience while holding a valid Manitoba professional teaching certificate; and satisfies one of the following requirements: i) holds a Master of Education degree in educational administration from an approved university, or ii) completes 120 contact hours of courses, workshops or conferences consisting of the following: (A) (B) 120 contact hours of professional development activities other than university courses that pertain to educational administration or 60 contact hours of professional development activities other than university courses that pertain to educational administration and 60 contact hours or six credit hours of post-baccalaureate courses at the 500 level or above in education administration, or

Level 2 - Principal's Certificate A person may be issued a Level 2 Principal s Certificate where the person: (a) (b) (c) holds a Level 1 - School Administrator's Certificate; and has two years of approved experience as a principal or vice-principal; and satisfies one of the requirements listed below: i) completes the pre-master's year or equivalent in educational administration, ii) iii) iv) holds a Master's or doctoral degree in educational administration from an accredited university, (see note 3) completes 180 contact hours or 18 credit hours in post-baccalaureate courses at the 500 level or above in educational administration, (see note1) completes 90 contact hours or nine credit hours in post-baccalaureate courses at the 500 level or above in education administration and 90 contact hours of professional development activities other than university courses that pertain to educational administration, (see notes 1 & 2) v) completes 120 contact hours or 12 credit hours in post-baccalaureate courses at the 500 level or above in educational administration and 60 contact hours of professional development activities other than university courses that pertain to educational administration, (see notes 1 & 2 ) or completes 150 contact hours or 15 credit hours in post-baccalaureate courses at the 500 level or above in educational administration and 30 contact hours of professional development activities other than university courses that pertain to educational administration. Contact hours are assigned or assessed as follows: Approved university course work: Each credit hour is equivalent to 10 contact hours (e.g. a three credit hour course is assessed as having a value of 30 contact hours) Acceptable professional development activities: Each hour of a workshop is equivalent to one contact hour. However, a workshop must be a minimum of two-five hour days to be eligible for registration as a professional development activity. NOTE 2: Professional development activities must be registered by the sponsoring organization, school division/district or facilitator and accepted by the Professional Certification Unit prior to the session in order to be eligible for consideration toward administrators certificate. All professional development activities must be a minimum of two full days (minimum five-hours per day) in length and must be related to one of the four areas of competency (Leadership, Instruction, Management, Personnel). Retroactive accreditation will not be granted to sponsors. Individuals working toward administrators certificate must submit proof of completion documentation to the Professional Certification Unit within two years of completing the professional development activity. NOTE 3: Masters of Education in Educational Administration is required to qualify for both the Level 1 and Level 2 certificates, if all other certification requirements are fulfilled. Such changes are published in "The Manitoba Gazette." It is the responsibility of employers and individual teachers/school clinicians to remain current and informed as to changes in regulation and policy respecting certification.
Topic E1 Citizenship and Youth Page 1 of 3 Teacher Certification Employment of Teachers Employing authorities are responsible for ensuring that all persons teaching in Manitoba s public and funded independent schools hold a valid and subsisting Manitoba teaching certificate issued by the Minister of Education and Youth under The Education Administration Act and the Teaching Certificates and Qualifications Regulation (M.R. 515/88). It is the expectation of Manitoba Education, Citizenship and Youth that school authorities will make every effort to hire certified and qualified teachers for all positions. There are some limited circumstances under which a person not yet fully certified as a Manitoba teacher or a person who does not meet the requirements for a teaching certificate may be offered employment in, or may assume, a teaching position. Such arrangements are restricted to the situations described below and/or the conditions set out in the Limited Teaching Permit section of this Handbook. 1. Hiring New Graduates from Manitoba's Faculties of Education Manitoba teaching certificates are issued to Education graduates from Manitoba universities who have completed all degree requirements and for whom the education faculty has recommended certification. The Professional Certification Unit routinely provides application packages for certification to prospective eligible graduates based on information supplied by the universities. However, it remains the responsibility of the graduate to ensure that they apply for certification when eligible, even if they have not received an application package by direct mail. All required documentation must be complete, the fees submitted and the criminal record check processed before the Unit can assess an application for certification. Teaching certificates for spring convocation graduates will not be dated any earlier than June 30 th. For all other graduates, the teaching certificate issue date will be the date upon which all required documentation for certification is received. Employers who hire prospective graduates (that is all coursework and practicum completed but degree not granted) from a Manitoba Faculty of Education prior to the granting of the Manitoba teaching certificate, must request a Grad Limited Teaching Permit. Employment of Teachers Trained Outside of Manitoba (a) Teachers from Outside Manitoba A teacher from outside of Manitoba should contact the Professional Certification Unit to apply for certification in Manitoba. Once an individual s credentials are assessed and found to be satisfactory for certification, he/she may be issued a Permanent Professional Certificate, Provisional Professional Certificate or a Statement of Eligibility for the Manitoba teaching certificate. (See Topic T1 Types of Certificates.) A Statement of Eligibility states the type of certification and the salary classification potentially applicable. The Statement of Eligibility will allow an individual to negotiate a teaching contract with a Manitoba employer, but is not recognized as a teaching certificate. Once a Notice of Employment has been received from an employer, a certificate can be issued to the holder of a Statement of Eligibility. (b) Notice of Employment Employers must verify with Professional Certification the certifiability of a teacher prior to making an offer of employment. Manitoba employers who hire a teacher who has trained outside of Manitoba and who has never held a Manitoba teaching certificate must submit a Notice of Employment to the Professional Certification Unit. The Notice of Employment form is available from the Professional Certification Unit. 3. Substitute Teachers In general, substitute teachers must also hold a valid Manitoba teaching certificate or a Limited Teaching Permit (LTP). However, a school board may, in the case of an emergency, appoint an unqualified person to teach for not more than five (5) consecutive days or for not more than twenty (20) aggregate days in a school year without obtaining an LTP for the individual. Employers should perform proper and sufficient reference and background checks on all substitute teachers regardless of the term of employment.

Topic E2 Citizenship and Youth Page 1 of 3 Teacher Certification Experience Recognized years of experience may have a bearing on salaries paid by the school division/district/independent school employers. In Manitoba, 180 days of approved experience equals 1-year credit. 1. Eligible Public School System Experience For experience gained in a public school (in or out of Manitoba) to be recognized, one of the following requirements must be met: (b) (c) A teacher or clinician must hold a valid teaching certificate or clinician's certificate or acceptable equivalent issued by the certification body for the jurisdiction in which the experience was gained, or The experience must be gained in a Manitoba public school, prior to obtaining a valid Manitoba teaching or clinician s certificate for the first time, but after having met the academic standards for certification. 2. Eligible Experience Outside of the Public School System For experience gained outside of the public school system (in or out of Manitoba) to be recognized, the following criteria must be met: (a) (b) (c) (d) (e) A teaching or clinician's certificate or equivalent was a requirement for employment, and The teacher or clinician was supervised by a principal or superintendent of a recognized educational authority, and The employing educational authority was supported by public funds, and The programs of study in which the individual was instructing are relevant to curriculum taught in the public school system. When an independent school is approved for public funding, experience is granted for certified teachers who have taught at that school for the previous three school years.

Collection of Experience The Professional Certification Unit, as part of a routine data collection activity, collects approved in-province experience annually for all Manitoba professional school personnel (certified teachers and school clinicians). Individuals holding Manitoba professional teaching or clinician certificates may apply to receive recognition for experience gained while employed outside of Manitoba provided that experience meets the requirements of item 2. (Eligible Experience Outside of the Public School System). It is the responsibility of the individual to ensure that documentation supporting their claim is submitted to the Professional Certification Unit. Calculation of Teaching Experience Experience as a teacher or clinician is calculated annually at the end of the school year, and credited as follows: (a) Full -Time Employment i.) ii.) If the school year is 180 days or more, one year of experience is granted for employment on a full time basis; If the school year is less than 180 days, one year of experience is granted at such time that 180 days of employment on a full-time basis, over a period of one or more years, is accumulated; (b) Part -Time or Term Employment One year of experience is granted at such time that the equivalent of 180 days of full-time employment, over a period of one or more years, is accumulated. (c) Maternity or Parental Leave Experience while on approved maternity leave or parental leave as per collective agreement is granted in accordance with The Employment Standards Act, to a maximum of 85 teaching days for a full-time teacher or 85 teaching days pro-rated on the basis of an applicable employment contract for a part-time teacher.
Topic E2 Citizenship and Youth Page 3 of 3 (d) Teaching under a Limited Teaching Permit Any experience gained while teaching under a Limited Teaching Permit is not recognized unless the Limited Teaching Permit has been issued for purposes of allowing a certified teacher to teach outside his/her certificate entitlement. For example, this would apply to the holder of a Special Certificate in Physical Education who has been granted a Limited Teaching Permit to teach Senior 4 English and Social Studies. Education students who have been granted a grad permit may accumulate experience. Upon certification, the teacher could be credited with the experience gained prior to conferral of the degree but after having completed all course work and practicum experience required for graduation. (e) Nursery and Pre-Kindergarten Work To be eligible as experience, Nursery or Pre-Kindergarten work must meet the same criteria as required for experience gained outside the public school system. Pre-approved nursery curriculum must be taught by a certified teacher in a school administered by a recognized education authority. (f) Substitute Teaching Experience Experience completed by a substitute teacher who holds a valid teaching certificate can be used for credit. Experience will be accumulated until 180 days of experience have been completed at which time the teacher will receive one year of credit for experience, calculated at the end of the spring term. Manitoba employers have submitted experience for substitutes on an annual basis each July starting with the 1992/93 school year. Prior to June 1993, substitute teachers were responsible for contacting the school division and requesting that their substitute teaching days be forwarded to the Professional Certification Unit for each separate school year. Topic L1 Citizenship and Youth Page 1 of 4 Teacher Certification Limited Teaching Permit Manitoba Education, Citizenship and Youth expect all school authorities to make every effort to hire certified teachers for all positions. Limited Teaching Permits are only issued when a qualified certified teacher is unavailable. GUIDELINES FOR THE ISSUANCE OF LIMITED TEACHING PERMITS Per Manitoba Regulation No. 515/88, Part VIII, Section 32, where a school division so requests, the Minister may grant a limited teaching permit to a person in accordance with Section 7 of the Act and guidelines approved by the minister. All Manitoba employers who offer employment to persons who do not hold a Manitoba teaching or school clinician certificate must comply with the Limited Teaching permit requirements. Limited Teaching Permit (LTP) applications for employment may be submitted anytime after July 15 th for the current school year. The application form is available from the Professional Certification Unit to be locally reproduced. 1. Regular Class Room Limited Teaching Permits (a) A S1 to S4 Limited Teaching Permit assignment requires an undergraduate degree from an accredited university with a major/minor in the subject area of the teaching assignment, if students are to receive course credits. (b) A Grade K to Grade 8 Limited Teaching Permit assignment requires an academic standing of Senior 4 from Manitoba as a minimum or its acceptable equivalency from a recognized jurisdiction. (c) The employing authority must ensure that the official verification of academic standing (transcript) is forwarded to the Professional Certification Unit for the purpose of salary classification. (d) The employing authority must ensure that all other required documentation is included with the Limited teaching Permit application.
Topic L1 Citizenship and Youth Page 2 of 4 (e) The employing authority must ensure the signed Consent for Disclosure form and the Vulnerable Sector Screening (Form 1 Consent for a Criminal Record Check for a Sexual Offence for which a Pardon has been Granted or Issued) form are included with the Limited Teaching Permit application. (Please allow lead-time for the application as Criminal Record checks can take 3-4 weeks.) (f) The employing authority must include the applicable fees with the Limited Teaching Permit application. 2. Grad Limited Teaching Permits Candidates who will be eligible for the upcoming convocation at a Manitoba University, will be eligible for a Grad Limited Teaching Permit. Manitoba s universities will notify the Professional Certification Unit of the potential graduates. A Grad Limited Teaching permit will be issued if all the following apply: The candidate is confirmed to the Professional Certification Unit as a potential Manitoba graduate at the upcoming convocation. Current official transcripts must be submitted with the permit application if the candidate has a previous degree(s) or enrolled in a concurrent program. The potential graduate has applied for certification and completed the process of the criminal background check. The application form for the permit is complete. NOTE: There is no fee for a Grad Limited Teaching permit. 3. Limited Teaching Permits for Substitute Teachers (a) A school board may, in the case of an emergency, appoint an unqualified person to teach for not more than five (5) consecutive days or for not more than twenty (20) aggregate days in a school year without obtaining a permit. Employers using substitutes in this way must do proper and sufficient reference/background checks.

This advertisement will be kept on file for the duration of the current school year. 4. Length of Limited Teaching Permits (a) Limited Teaching Permits will be valid for not more than one school year and will terminate automatically on June 30 th or earlier as specified on the LTP. (b) Grad Limited Teaching Permits expire approximately 1 (one) month after the holder s convocation date during which time certification will be finalized. The permit fee for a Grad Permit is waived, as new graduates will have paid their certification fees through the Grad application. (c) A Limited Teaching Permit application must be initiated and signed by the employing authority, in accordance with requirements outlined in the guidelines. (d) Renewals of a Limited Teaching Permit are not automatic and may be subject to conditions, including re-advertising by employer and/or the individual s submitting of an approved teacher training plan, etc. may be required. IMPORTANT NOTES: Employing authorities are responsible for ensuring that official transcripts and all other required documents are included with the appropriate Limited Teaching Permit application. Forms are available from the Professional Certification Unit and are to be reproduced locally. Under The Education Administration Act employing authorities are responsible for ensuring that all persons teaching in Manitoba schools hold a valid and subsisting certificate issued by the Minister. The offer of employment must not be finalized until the Professional Certification Unit has considered the application and issued a Limited Teaching Permit. Persons not holding valid certificates or valid Limited Teaching Permit s are not legally entitled to be in classrooms, etc., and have care and charge of students.

Topic M1 Citizenship and Youth Page 1 of 1 Teacher Certification Manitoba Teacher Exchange Program Manitoba Education, Citizenship and Youth is a facilitator of the Manitoba Teacher Exchange Program. The Exchange Program coordinates exchanges with teachers from the United Kingdom, Germany, the United States of America and Australia, as well as inter-provincial exchanges in Canada. Applicants must hold a valid Manitoba teaching certificate and have at least five years of teaching experience. Teacher exchange provides an opportunity to learn about other educational systems and cultures. It is suggested that the teacher approach his/her principal and superintendent before applying for exchange to ensure that the application will be supported. Also note that all financial and other arrangements are the responsibility of the exchangee. There is no financial support given by Manitoba Education, Citizenship and Youth or by the school division. Upon request, the application form will be mailed or you may download the application from the Internet (see below). The form must be completed in whole, including personal references, a medical certificate and approval from your principal and school board. Applicants to the United Kingdom must also complete a Protection of Children- Disclosure of Criminal Background form. Applications must be returned by November 30 for the following year's exchange (i.e. November 30, 2002 for 2003/2004 school year) for the United Kingdom, Germany and the U.S.A. and by November 30, 2002 for the 2004 school year for Australia. Topic P1 Citizenship and Youth Page 1 of 2 Teacher Certification Professional School Personnel (PSP) Number The Professional School Personnel (PSP) Number is a unique number assigned to all certified administrative and/or instructional personnel (superintendents, teachers, principals, clinicians, supervisors, exchange teachers, teachers on Limited Teaching Permits, etc.) by the Professional Certification Unit. The PSP number is used by Manitoba Education, Citizenship and Youth to monitor, track and up-date individual teacher files and is included in all correspondence sent to teachers, clinicians and employers. In turn, teachers, clinicians and employers should include the PSP number in all correspondence or inquiries made to the Professional Certification Unit. Since January 1993, the PSP number has been incorporated into the certificate number together with codes indicating the type of certificate issued. The following codes are used in assigning a certificate number to an individual: TA = permanent teaching certificate TB = provisional teaching certificate* LI = school administrator's certificate (Level I) LII = principal's certificate (Level II) LE = letter of eligibility LP = limited teaching permit ST = special education certificate SC = special education coordinator certificate CA = permanent clinician certificate CB = provisional clinician certificate* *An X is added to provisional certificate numbers to indicate that an extension has been granted. e.g. TBX99999 CBX99999

Topic P2 Citizenship and Youth Page 1 of 2 Teacher Certification Professional School Personnel - Data Collection The Department of Education, Citizenship and Youth, through the Professional Certification Unit annually collects information on all certified administrative and/or instructional personnel (superintendents, teachers, principals, clinicians, supervisors, exchange teachers, teachers on Limited Teaching Permits, etc.). Data submitted through the various collection exercises is used to update individual teacher records on the Teacher and Professional Personnel (TPP) database. Statistical data derived from the TPP database is used to support educational research/reporting activities for the department and for other educational support service groups. Specific instructions and more detailed information are sent out to divisions/schools each time data is collected. There are four sets of PSP related data collected throughout the school year: 1. Professional School Personnel (PSP) Information All certified administrative and/or instructional personnel as noted above must complete a PSP Information Form to support the collection of teacher activity information, such as: subject taught, grade levels, number of classes, number of students, language of instruction and program information. Teacher activity information is collected at the beginning of each term i.e. annually, semester, quarterly. Collection Timelines Initial Data Collection Request: August (All Schools) Due Date: Mid-October (Subject to Change) Data Collection Requests are then sent out to schools to coordinate with school year cycle. 2. Staff Listings The TPP database tracks employment information on an ongoing basis. The Staff Listings Report is used to ensure that the data contained on the TPP database with respect to employment is current and correct for the upcoming school year. Staff changes that occur subsequent to the initial school year must be reported by division/school using the Month-End Staff Changes Form. (See item 3.)

Topic P3 Citizenship and Youth Page 1 of 1 Teacher Certification Provincial Evaluations Committee The Provincial Evaluations Committee reviews decisions made by the Professional Certification Unit pertaining to certification, salary classification and other issues with which the unit is involved. Committee members are appointed representatives from the Manitoba Teachers' Society, the Manitoba Association of School Trustees and the teacher education institutions in Manitoba. The Provincial Evaluations Committee is advisory only and will convene at the request of the Director of Education Administration Services. The Committee will: Review cases submitted to it by the Director of Education Administration Services or his/her designate. Make recommendations to the Director based upon established Department of Education and Youth regulations or policies. Make recommendations to the Director for amendments to said regulations and policies. Hear requests for the reconsideration of decisions of the Director of Education Administration Services and/or Professional Certification Unit (or of his/her designate) by prospective or certified teachers or by school clinicians on matters pertaining to salary classification, verified teaching experience, transfer credits, and evaluations of degree, diploma or certificate programs. Salary Classification (a) Salaries paid to teachers/clinicians are based upon a provincial classification scheme. (b) Salary classifications are based on academic and professional training, per Schedule C Section 38 of Manitoba Regulation 515/88. (c) Each professional is individually assessed for his/her classification level. In very general terms, the classification arrived at is based on years of study in degree programs for the first degree and one step for each additional degree, but some restrictions may apply. (d) Salary classifications are assessed and recorded by the Professional Certification Unit in its role as the central record-keeping service for Manitoba employers in the education sector. Actual dollars paid by employers to teachers/clinicians per contract/collective agreement. (e) The Professional Certification Unit will provide verification to employers of classification and completed teaching experience for all employed teachers. Requests for verification should be submitted on the appropriate form available from the Professional Certification Unit. 2. Reclassification (a) Teachers who improve their academic/professional qualifications through approved coursework or recognized experience may be eligible for a reclassification and may apply by submitting the necessary verification, such as the university transcript to the Professional Certification Unit. An official transcript showing the conferral of a degree/diploma/certificate from an accredited university must be submitted in order for an evaluation to be completed. Diploma or certificate programs from Community Colleges are not acceptable for reclassification.
Topic S1 Citizenship and Youth Page 2 of 2 (b) Payment of a fee is required for the reclassification of a teaching certificate. This fee must be submitted in full before the reclassification request will be processed. (Topic F1 Fee Schedule) (c) Reclassifications are not necessarily processed on the day that the transcript is received. However, the date of receipt of the official transcript by the Professional Certification Unit is the date that is recorded by the Professional Certification Unit as the effective date of the classification change, and such information is conveyed to employers accordingly. Questions concerning retroactivity of salary payments due to a change in classification should be directed to the employer. (d) Employers and teachers/clinicians are sent verification of the classification change once the reclassification has been processed. However, it remains the responsibility of the individual teacher to confirm that employer records contain correct and updated information as to classification. (e) Teachers should consult with the Professional Certification Unit prior to undertaking any upgrading which may have potential for reclassification in order to verify the acceptability of the upgrading for reclassification purposes. Provisional or permanent school clinicians certificates may be issued for clinicians in the following disciplines: Psychology, Reading, Speech & Hearing, Social Work, Physiotherapy and Occupational Therapy. School clinicians are not considered to be teachers in the instructional senses, unless they also hold a valid Manitoba professional teaching certificate. However, for purposes of classification, salaries, etc., clinicians and teachers are treated the same. Teaching Entitlement A person who is issued a special or limited certificate is entitled to teach only that subject specified on the certificate in Kindergarten to Senior 4, inclusive. 2. Permanent Special Certificate in Vocational Industrial Education A person may be issued a special certificate in vocational industrial education where the person has: (a) Manitoba Senior 4 standing or equivalent. (b) Three years training at Red River College within a specific vocation. One and a half years of credit is granted for the vocational background of the candidate, which must include six years of work experience in the vocational area after completion of the appropriate training to the point of licensing or tradesperson status where applicable. Graduates of the Red River Vocational Teacher Education Program will be granted a Permanent Vocational certificate. Salary classification of Class 4 is awarded to the candidate upon completion of the third year of the Vocational Teacher Education Program. 3. Provisional special certificates in vocational industrial education Teachers who were previously certified with provisional vocational certificates must complete the requirements for permanent certification in effect at the time of the issuing of that certificate. 4. Special Certificate in a Designated Area Provisional special certificates may be issued in the areas of Music, Art, Physical Education, or Heritage Languages, to holders of a four-year undergraduate degree in the aforementioned specialty areas, which includes 30 credit hours of education course work. Teaching Outside Certificate Entitlement A person who holds a special teaching certificate may be granted a Limited Teaching Permit that entitles the person to teach beyond his or her certificate entitlement for a specific period of time as approved by the Minister. Special Education Certificate A candidate may be issued a special education certificate where the individual: (a) (b) Holds a valid Manitoba permanent professional teaching certificate; and Has two years of approved teaching experience while holding a valid Manitoba certificate; or a valid teaching certificate issued in a jurisdiction outside of Manitoba and recognized by the Minister; and (c) Completes a minimum of thirty credit hours of approved post-baccalaureate course work in special education or a combination of course work and professional development activities that fulfill the requirements of the Special Education Teacher Certificate found in the guidelines. Note: It is not mandatory for a teacher to hold a valid special education certificate in order to work as a special education teacher. It is however desirable for a teacher working in the area of special education to engage in the appropriate formal training. 2. Special Education Co-ordinator Certificate A candidate may be issued a special education co-ordinator certificate where the individual (a) Holds a valid Manitoba special education teacher certificate; and (b) Completes five years of approved experience in two or more of the following areas: i) Regular classroom teaching, ii) Resource or special class teaching, or a combination of i) and ii),

A waiver of the requirements for a special education co-ordinator certificate may be granted where the person is employed to fill a temporary vacancy resulting from medical or maternity leave - maximum period of one year. Topic S5 Citizenship and Youth Page 1 of 1 Teacher Certification Statement of Academic and Professional Standing Certified Manitoba teachers and clinicians seeking employment outside Manitoba may be required to have an official Statement of Academic and Professional Standing forwarded to the certifying authority in the province, territory or country where they intend to seek employment and certification. This document is usually issued directly from the Professional Certification Unit to the certifying authority concerned. The request is to be made in writing and include the required fee. Topic S6 Citizenship and Youth Page 1 of 1 Teacher Certification Suspension and Review of Certificates The Minister of Education, Citizenship and Youth has the authority to revoke, suspend, or cancel any certificate issued under his or her authority. The Certificate Review Committee investigates and reports to the Minister with respect to the suspension or cancellation of certificates. As stipulated in The Education Administration Act, the committee consists of appointed representatives from the: Manitoba Teachers Society Manitoba Association of School Trustees Manitoba Association of School Superintendents Manitoba Education, Citizenship and Youth The final decision regarding the certification status of teachers, administrators, coordinators and school clinicians rests with the Minister. Note: It is the responsibility of the School Division/District to notify the Minister of Education, Citizenship and Youth immediately of any conduct unbecoming a professional teacher (including clinicians and permit holders) per Ss. 41(1)(t) of The Public Schools Act, where that conduct involves the physical or sexual abuse of children. Funded independent schools are similarly expected to report any such incidents.
Topic T1 Citizenship and Youth Page 1 of 4 Teacher Certification Types of Certificates It is the responsibility of the employer to ensure that all teachers in their employ hold a valid teaching certificate, or have been granted special authority to be in the classroom. Certification of all employees should be verified at the time of hiring and again at the beginning of each school year. The onus for providing full and accurate evidence of qualifications rests with the person applying for a teaching certificate. 1. Professional Certificate Minimum requirements effective September 2003 (a) Five years (150 credit hours) in a sequential or concurrent program consisting of: i) An appropriate undergraduate degree such as a B.A. or B.Sc. with course work in the teachable areas followed by ii) A two-year Bachelor of Education after-degree. (b) The minimum requirements will be 60 credit hours of education course work and 30 credit hours in a teachable major and 18 credit hours in a teachable minor. Two degrees must be awarded. (c) Must have 24 weeks of in-school experience. Credentials from outside the province are assessed for equivalency according to these requirements, which are based on approved Manitoba teacher training programs. Certification on either a provisional or permanent basis will be granted only where sufficient acceptable equivalency is evident. Teaching Entitlement A Professional Certificate entitles the holder to teach any subject at any grade level from Kindergarten to Senior 4 inclusive. Assignment as to actual subjects taught rests with employer and normally will be based on areas of academic preparation by the teacher. 2. Permanent First Class Certificates Permanent First Class teaching certificates are no longer issued except as a replacement certificate. A Provisional First Class certificate or an Interim First Class

Holders of these types of certificate must meet current certification requirements for continued certification. Teaching Entitlement The holders of Permanent First Class certificates are entitled to teach any subject in Grades K S1. 3. Provisional Certificates (a) (b) (c) A provisional certificate represents an interim certificate, which may be issued to a teacher/clinician by Professional Certification to allow that teacher/clinician to work in the classroom or in a school while completing the minimum requirement for permanent certification in Manitoba. A provisional certificate may be issued to certified teachers/clinicians from other Canadian provinces. If a teacher/clinician has a valid certificate from another provincial jurisdiction but does not meet the minimum Manitoba requirements, a Provisional Certificate can be issued to the teacher/clinician. Provisional certificates are issued for a specified period of time and expire at that end point. Under certain conditions, provisional certificate can be extended for an additional period of time. Provisional certificates will usually be converted to permanent status once outstanding requirements have been completed. i.) ii.) Expiry of Provisional Certificates Teachers holding an expired certificate are required to meet the academic and professional requirements of the day. Teachers with expired certificates, who wish to be re-certified, must contact the Professional Certification Unit to determine their eligibility for continued certification in Manitoba. Extension of Provisional Professional/Special Certificates To extend a provisional certificate, formal application must be made on forms that are available from the Professional Certification Unit. Each provisional certificate is valid for an initial three-year period, and the teacher will be advised of the specific course work needed to meet the requirements for permanent certification. A provisional certificate may, at the discretion of Professional Certification, be extended once for a further three-year period to allow a teacher to complete the course/experience requirements for permanent certification, where reasonable, valid circumstances

Application for Permanent Status Teachers, who have been issued provisional certificates and wish to be eligible for permanent certification, must meet all requirements as specified by the Professional Certification Unit. Verification of completion of requirements must be provided to the Unit by way of official transcripts. 4. Statement of Eligibility (a) A Statement of Eligibility is issued to teachers and clinicians who have: i.) ii.) iii.) Submitted all the required documentation for certification; Are eligible for certification in Manitoba; Do not reside in Manitoba. (b) The Statement of Eligibility verifies: i.) ii.) The type of certificate that the applicant is eligible to receive, and The classification that will apply. (c) The Statement of Eligibility is valid for a three-year period from the date of issue. Should the Statement of Eligibility expire prior to the teacher gaining a teaching position in Manitoba, it will be extended, upon request. A further three-year period will be granted provided that the teacher or clinician still meets the minimum requirements for certification. The Statement of Eligibility allows the holder to seek employment in Manitoba and assures prospective employers that credentials have been evaluated and that the holder of the Statement of Eligibility is eligible for certification. The Statement of Eligibility is not recognized as a teaching certificate. Once a Notice of Employment has been received from an employer, a certificate can be issued to the holder of a Statement of Eligibility. Note: The obligation to provide the Professional Certification Unit full and accurate evidence of qualifications, experience and evidence of a clean background check where applicable rests with the person applying for a certificate, change of salary classification or recognition of experience.
