The forecast covers in particular those matters that may be taken up during the month pursuant to earlier decisions of the Council. 29 January 2016 TENTATIVE FORECAST OF THE PROGRAMME OF WORK OF THE SECURITY COUNCIL FOR THE MONTH OF FEBRUARY 2016 AFRICA CAR: Sanctions: Panel of experts mandate Resolution 2196 (2015) of 22 January 2015 Para.16: Decides to extend the mandate of the Panel of Experts until 29 February 2016 and, expresses its intent to review the mandate and take appropriate action regarding further extension no later than 29 January 2016 and requests the Secretary-General to take the necessary administrative measures as expeditiously as possible to support its action; The mandate of the Panel of Experts will expire on 29 February Guinea-Bissau: UNIOGBIS SG report and mandate Resolution 2203 (2015) of 18 February 2015 Para.1: Decides to extend the mandate of UNIOGBIS for a period of 12 months beginning on 1 March 2015 until 29 February 2016; The mandate of UNIOGBIS will expire on 29 February Para.18: Requests the Secretary-General submit to the Council regular reports every six months on the implementation of this resolution and submit a report within six months to the Committee established pursuant to its resolution 2048 (2012) on the progress made with regards to the stabilization of the country and restoration of constitutional order and recommendations on the continuation of the sanctions regime in the post-election environment, in line with paragraph 12 of resolution 2048 (2012); The report of the Secretary-General is expected to be issued in February Liberia: SG reports Resolution 2239 (2015) of 17 September 2015 Para.23: Requests the Secretary-General to keep it regularly informed of the situation in Liberia and the implementation of the mandate of UNMIL and to provide to it a midterm report no later than 28 February 2016 and a final report no later than 15 August 2016 on the situation on the ground and implementation of this resolution; The report of the Secretary-General is expected to be issued no later than 28 February 2

Somalia: UNSOM - SG reports on the implementation of resolution 2232 (2015) Resolution 2232 (2015) of 28 July 2015 Para.35: Requests the Secretary-General to keep the Security Council regularly informed on the implementation of this resolution, including through oral updates and no fewer than three written reports, with the first written report by 12 September, and every 120 days thereafter; The report of the Secretary-General dated 8 January 2016 (S/2016/27) is before the Security Council. Somalia: Sanctions - 751/1907 Committee to publish implementation assistance notice Resolution 2244 (2015) of 23 October 2015 Para.4: Requests the Committee, within 90 days of adoption of this resolution, to publish an implementation assistance notice summarising the arms embargo restrictions in place for Somalia and Eritrea, as well as outlining exemptions to the arms embargo; The implementation assistance notice is expected to be published in February South Sudan: SG plan for UNMISS to deter and respond to escalation of violence in Juba Resolution 2252 (2015) of 15 December 2015 Para.6: Affirms its intention to consider future additional mandated tasks for UNMISS in support of the transitional security arrangements in Juba, and in this regard, requests the Secretary-General, to develop a plan for UNMISS to take appropriate action to deter and respond to any escalation of violence in and around Juba, in order to effectively protect civilians, and to protect critical infrastructure in Juba needed to facilitate the safe movement of humanitarian actors and other individuals in the event of such escalation, and to present his plan to the Security Council for consideration by 15 January 2016; The letter of the Secretary-General dated 15 January 2016 is before the Security Council. South Sudan: SG report on the implementation of UNMISS mandate and violations of the Status of Forces Agreement Resolution 2252 (2015) of 15 December 2015 Para.33: Requests that the Secretary-General report to the Security Council on the implementation of the UNMISS mandate, as well as information on violations of the Status of Forces Agreement, including on UNMISS responses to any such violations, in a written report to be submitted no later than 60 days from adoption of this resolution and every 60 days after that; The report of the Secretary- General is expected to be issued in February South Sudan: Sanctions - Panel of Experts final report Resolution 2206 (2015) of 3 March 2015 Para.18: (d) Provide to the Council, after discussion with the Committee, an interim report by September 1, 2015, a final report by February 1, 2016, and except in the months when these reports are due, updates each month; The final report dated 22 January 2016 (S/2016/70) of the Panel of Experts is before the Security Council. 3

South Sudan: Sanctions: SC to review situation Resolution 2206 (2015) of 3 March 2015, para.21 Para.21: Expresses its intent to review the situation after the IGAD-agreed deadline of March 5, 2015, and again after the envisioned start of the Pre -Transition Period on April 1, 2015, and at 60-day intervals thereafter or more frequently, as needed, and also expresses its intent to impose any sanctions that may then be appropriate to respond to the situation, which may include an arms embargo and the designation of senior individuals responsible for actions or policies that threaten the peace, security or stability of South Sudan, so as to encourage the Government of South Sudan and opposition forces to form a transitional government of national unity, take effective and comprehensive steps to cause forces under direct or indirect control to cease military operations, acts of violence, as well as violations of human rights, and enable full access for humanitarian assistance; The Security Council is expected to review the situation in February Sudan: Sanctions - Panel of Experts final report Resolution 2200 (2015) of 12 February 2015 Para.2: Requests the Panel of Experts to provide no later than 12 August 2015, a midterm update on its work to the Committee established pursuant to paragraph 3 (a) of resolution 1591 (2005) (hereinafter the Committee ) and a final report no later than 15 January 2016 to the Council with its findings and recommendations; The final report of the Panel of Experts is expected to be issued in February Sudan: Sanctions: SC review of Panel of Experts mandate Resolution 2200 (2015) of 12 February 2015 Para.1: Decides to extend the mandate of the Panel of Experts, originally appointed pursuant to resolution 1591 (2005) and previously extended by resolutions 1651 (2005), 1665 (2006), 1713 (2006), 1779 (2007), 1841 (2008), and 1891 (2009), 1945 (2010), 1982 (2011), 2035 (2012), 2091 (2013), and 2138 (2014) until 12 March 2016, expresses its intent to review the mandate and take appropriate action regarding further extension no later than 12 February 2016, and requests the Secretary-General to take the necessary administrative measures, including basing arrangements, as expeditiously as possible; The mandate of the Panel of Experts is expected to be reviewed no later than 12 February Sudan: Sanctions: 1591 Committee reports Resolution 1591 (2005) of 29 March 2005 Para.3: Decides, in light of the failure of all parties to the conflict in Darfur to fulfil their commitments, (a) to establish, in accordance with rule 28 of its provisional rules of procedure, a Committee of the Security Council consisting of all the members of the Council (herein the Committee ), to undertake to following tasks: iv. to report at least every 90 days to the Security Council on its work. The Chair of the 1591 Committee is expected to report to the Security Council in February 4

AMERICAS Colombia: SG recommendations on size, operational aspects and mandate of Mission Resolution 2261 (2016) of 25 January 2016 Para.3: Requests the Secretary-General to initiate preparations now, including on the ground, and to present detailed recommendations to the Security Council for its consideration and approval regarding the size and operational aspects and mandate of the Mission, consistent with the Joint Communiqué, as soon as possible and then within 30 days of the signature of the ceasefire agreement by the Government of Colombia and the FARC-EP, in light of its provisions; ASIA/MIDDLE EAST Iraq: SG reports on UNAMI Resolution 2233 (2015) of 29 July 2015 Para.7: Requests the Secretary-General to report to the Council every three months on the progress made towards the fulfilment of all UNAMI s responsibilities; The report of the Secretary-General dated 25 January 2016 (S/2016/77) is before the Security Council. Iraq/Kuwait: missing persons and return of property Resolution 2107 (2013) of 27 June 2013 Para.4: requests that the Special Representative of the Secretary General and Head of the United Nations Assistance Mission to Iraq (UNAMI) promote, support and facilitate efforts regarding the repatriation or return of all Kuwaiti and third country nationals or their remains, and the return of Kuwaiti property, including the national archives, seized by Iraq, further requests the Secretary-General to report separately to the Security Council on these matters in his reports on the progress made towards the fulfilment of all UNAMI s responsibilities; The report of the Secretary-General dated 28 January 2016 (S/2016/87) is before the Security Council. Iraq: SG reports on UN compensation fund Resolution 1956 (2010) of 15 December 2010 Para.6: Requests the Secretary-General to provide written reports on an ongoing basis to the council every six months, with the first report due no later than 1 January 2012, about the United Nations compensation fund, evaluating the continued compliance with the provisions of paragraph 21 of resolution 1483 (2003). The report of the Secretary-General dated 7 December 2015 (S/2015/937) is before the Security Council. 5

Middle East (Syria): OPCW to report (through SG) on implementation of resolution 2118 (2013) Resolution 2118 (2013) of 27 September 2013 Para.12: Decides to review on a regular basis the implementation in the Syrian Arab Republic of the decision of the OPCW Executive Council of 27 September 2013 and this resolution, and requests the Director-General of the OPCW to report to the Security Council, through the Secretary-General, who shall include relevant information on United Nations activities related to the implementation of this resolution, within 30 days and every month thereafter, and requests further the Director-General of the OPCW and the Secretary-General to report in a coordinated manner, as needed, to the Security Council, non-compliance with this resolution or the OPCW Executive Council decision of 27 September 2013. The report of the OPCW dated 27January 2016 (S/2016/85) is before the Security Council. Middle East (Syria): SG report on Joint Investigative Mechanism Resolution 2235 (2015) of 7 August 2015 Para.10: Requests the United Nations Secretary-General, in coordination with the OPCW Director- General, to present a report to the United Nations Security Council and inform the OPCW Executive Council as of the date the Joint Investigative Mechanism begins its full operations and every 30 days thereafter on the progress made; SG letter of 9 November 2015 (S/2015/854) Para.5: In the light of the above, and as requested by the Security Council in paragraph 10 of its resolution 2235 (2015), I would like to inform you that the Joint Investigative Mechanism will begin its full operations on 13 November 2015. The report of the Secretary- General is expected to be issued in February Middle East (Syria): Joint Investigative Mechanism reports Resolution 2235 (2015) of 7 August 2015 Para.11: Requests the Joint Investigative Mechanism to complete its first report within 90 days of the date on which it commences its full operations, as notified by the United Nations Secretary-General, and complete subsequent reports as appropriate thereafter and requests the Joint Investigative Mechanism to present the report, or reports, to the United Nations Security Council and inform the OPCW Executive Council; The report of the Joint Investigative Mechanism is expected to be issued in February Middle East (Syria): SG to report on implementation of resolutions 2139 (2014), 2165 (2014), 2191 (2014) and 2258 (2015) Resolution 2139 (2014) of 22 February 2014 Para.17: Requests the Secretary-General to report to the Council on the implementation of this resolution by all parties in Syria, in particular paragraphs 2 through 12, in 30 days of its adoption and every 30 days thereafter, and upon receipt of the Secretary-General s report, expresses its intent to take further steps in the case of non-compliance with this resolution; 6

Resolution 2191 (2014) of 17 December 2014 Para.5: Requests the Secretary-General to report to the Council on the implementation of this resolution, and on compliance by all parties to the Syrian domestic conflict, within the framework of its reporting on resolutions 2139 (2014) and 2165 (2014); Resolution 2258 (2015) of 22 December 2015 Para.5: Requests the Secretary-General to report to the Council on the implementation of this resolution, and on compliance by all relevant parties in Syria, within the framework of its reporting on resolutions 2139 (2014), 2165 (2014) and 2191 (2014), and further requests the Secretary-General to include in his reports overall trends in humanitarian access; The report of the Secretary-General is expected to be issued in February Middle East (Syria): SG report on implementation of resolution 2254 (2015), including progress of the UN-facilitated political process Resolution 2254 (2015) of 18 December 2015 Para.15: Requests that the Secretary-General report back to the Security Council on the implementation of this resolution, including on progress of the UN-facilitated political process, within 60 days; The Secretary-General is expected to report in February Middle East: The situation in the Middle East, including the Palestinian question Resolution 1322 (2000) of 7 October 2000 Para.7: Invites the Secretary-General to continue to follow the situation and to keep the Security Council informed. Middle East (Yemen): SG to report on the implementation of resolution 2201 (2015) and on developments in Yemen Resolution 2201 (2015) of 15 February 2015 Para.13: Requests the Secretary-General to report on the implementation of this resolution, and to continue to report on developments in Yemen, including on the implementation of the Gulf Cooperation Council Initiative and its Implementation Mechanism, the outcomes of the comprehensive National Dialogue conference, and the Peace and National Partnership Agreement and its security annex within 15 days after the date of adoption of this resolution and every 60 days thereafter; The Secretary-General is expected to report in February Middle East (Yemen): Sanctions - Panel of Experts final report Resolution 2204 (2015) of 24 February 2015 Para.5: Requests the Panel of Experts to provide a midterm update to the Committee no later than 24 September 2015, and a final report no later than 24 January 2016 to the Security Council, after discussion with the Committee; The final report of the Panel of Experts dated 22 January 2016 (S/2016/73) is before the Security Council. 7

Middle East (Yemen): Sanctions: Assets freeze and travel ban Resolution 2204 (2015) of 24 February 2015 Para.2: Decides to renew until 26 February 2016 the measures imposed by paragraphs 11 and 15 of resolution 2140 (2014), and reaffirms the provisions of paragraphs 12, 13, 14 and 16 of resolution 2140 (2014); The assets freeze and travel bans will expire 26 February Middle East (Yemen): Sanctions: SC review of Panel of Experts mandate Resolution 2204 (2015) of 24 February 2015 Para.4: Decides to extend until 25 March 2016 the mandate of the Panel of Experts as set out in paragraph 21 of resolution 2140 (2014), expresses its intention to review the mandate and take appropriate action regarding the further extension no later than 25 February 2016, and requests the Secretary-General to take the necessary administrative measures as expeditiously as possible to reestablish the Panel of Experts, in consultation with the Committee, for a period of 13 months from the date of this resolution, drawing, as appropriate, on the expertise of the members of the Panel established pursuant to resolution 2140 (2014); The mandate of the Panel of Experts is expected to be reviewed no later than 25 February UN Regional Centre for Preventive Diplomacy in Central Asia (UNRCCA) Letter from President of the Security Council of 15 May 2007 (S/2007/280) I have the honour to inform you that your letter dated 7 May 2007 (S/2007/279) concerning your intention to establish a United Nations Regional Centre for Preventive Diplomacy in Ashgabat has been brought to the attention of the members of the Security Council. They take note of the information contained in your letter and the intention expressed therein, and invite you to inform them about the activities of the newly established Centre and its impact on the ground. They would welcome receiving such a report, for example, six months after the Centre becomes fully operational.
