4. Discussion, Consideration and Possible Action on Regulatory Matters A. Discussion and Possible Action on Request for Formal Interview 1. Curtis Crawford Case # 15-106 Mr. Crawford was present and was sworn in. The Board questioned Mr. Crawford. Mr. Crawford addressed the Board. Ms. Pruetz moved that the Board adopt the findings of fact. Nays - 0 Ms. Pruetz moved that the Board adopt the alleged violations of law as the Board s Conclusions of Law. Ms. Pruetz moved that the Board put Mr. Crawford s license on probation until the court probation is completed. He must appear before the Board and request that the probation be lifted. He must have quarterly random drug and alcohol testing done, and results be submitted to the Board. A minimum of 15 in class, staff pre-approved communication hours and 6 ethics hours must be completed within six months. These are in addition to the required CE hours needed for his license renewal. Discussion and Possible Action on Application for a License 1. Regis Burlas Case # 15-127 Mr. Burlas was present. Mr. Burlas addressed the Board. Ms. Campbell addressed the Board. Mr. Duskey moved that the Board allow Mr. Burlas to withdraw his license application. C. Discussion, Consideration and Possible Action on Investigative Reviews 1. Kizzie Bowe Case # 15-112 Mr. Bowe was present with counsel, Elaina Ortega. Ms. Pruetz moved that the Board forward the case to a formal hearing. - 3 -
2. Angelina Miller Case # 15-117 Ms. Miller was present. LP, the complainant, was not present. Ms. Miller addressed Board. Mr. Beye moved that the Board dismiss the case. 3. Cody Brown Case # 15-118 Mr. Brown was present. Mr. Brown addressed the Board. PL, the complainant, addressed the Board. The Board questioned PL. Mr. Brown addressed the Board. The Board questioned Mr. Brown. Ms. Pruetz moved that the Board issue a non-disciplinary order. Mr. Brown must complete a minimum of 35 in class, staff pre-approved hours of communication/draping/professional ethics, and dual relationship classes. These are in addition to the required CE s needed for his massage renewal. They are to be completed before 12/31/2015. 4. Amber Ward Case # 15-123 Ms. Ward was present. LL, the complainant, was not present. Ms. Ward addressed the Board. Ms. Pruetz moved that the Board forward the case to a formal hearing. Mr. Beye seconded the motion. 5. Can Ming Liu Case # 15-126 Ms. Liu was not present. Her counsel, Paul Rybarsyk, was present. Mr. Rybarsyk addressed the Board. B. Discussion, Consideration and Possible Action on Administrative Matters and Legislative Update 1. Board update Kathleen Phillips Ms. Phillips presented Mr. Beye with a plaque for his years of service to the Board. 2. Discussion and possible action on Board start times for Regulatory matters. Starting on May 18, 2015, the Board meetings will begin at 9:30 am., and formal hearings will be heard at 11:00 am. ADJOURNMENT: The meeting was adjourned at 12:30 pm.
