Intro PCC Facilities and College Police constantly monitor and strive to improve security and safety at the college. This presentation will cover improvement projects that have already been completed or are current projects at various stages of deployment. Also identified, are the current College Police and Security organizational structure and ongoing trainings and collaborations with other agencies. Classroom Locks Older style classroom door locks have been replaced. New push button locks were installed. Office door locks have been replaced by request and there are various college locks and door hardware installed throughout the district. Lock Features: Locked or unlocked by key from outside. Push button locking from inside. Turning inside lever or closing door releases button. When outside lever is locked by key it can only be unlocked by key. Inside lever is always unlocked. Inside lever is always free for immediate egress. Panic Bars/Push Bar Panic hardware / Fire exit hardware installed on entrances and exits where applicable by building and fire codes. Trilogy Locks Normally installed for limited access areas or by request. Policy needs to be evaluated.
Electronic Access Control Electronic card access and camera security control system has been installed at various locations throughout the college district. System utilizes access cards to improve secure access for specified areas on campus. Provides a secure, flexible, and scalable system System testing is ongoing. Goal is to go live in January, 2016. Cameras have been installed at Downtown Campus and Maintenance & Security. Testing is ongoing.
Security Gates Security Gates and Fencing has been installed at several key campus locations. Controls pedestrian and traffic flow and provides added security for offices, equipment yards, campus entrances, and campus areas that have been targeted in the past. New gates and fences to be installed as problem areas are identified.
Public Announcement System (Emergency Paging System) System gives ability to broadcast announcements over speakers distributed throughout the campuses via a paging system upon completion of the project. Complete at Northwest Campus. Speakers and amps have been installed at campuses. Facilities will be overseeing completion of the project. Goal is to be complete by the end of the fiscal year 2016.
Fire & Life-Safety Fire protection systems Fire alarm and sprinkler systems monitored 24/7/365 by Police Dispatch Continuing improvements and upgrades District wide Construction/Remodel Permitting Office of the Arizona State Fire Marshal
VoIP Voice over Internet Protocol. Offers a way to broadcast messages to assigned groups / zones. Administrators at campuses have access codes and training sessions are provided. Systems are tested on a regular basis.

Who are CATS? (Campus Action Team Members) CATs are an essential part of PCC s Emergency Response Plan and procedures. The colleges goal is to have a CAT Member appointed and trained for every major area, i.e. bldg. floor, lab, clinic, library. Evacuate, assist, and advise during an emergency.

Panic Buttons Over 90 high risk locations throughout the district have been identified and panic buttons have been installed. The signal is sent directly to Campus Police Dispatch which is monitored 24/7. A unique location identifier is given to each panic button so when the alarm is triggered the dispatch office is able to route the response team to the appropriate area. Not a substitution for calling 911 or ext. 2700
PCC Alert Emergency notification via text and PCC email Used to notify students, employees, and community members about major on going college emergencies, immediate threats or impending situations. System will send a text message and PCC email to all registered users in an efficient and timely manner. PCC will be able to provide accurate and effective information to the college community and guidance during emergencies or critical incidents. Registration for alerts online through the Pima website.
Community Service Officers Assists college police in providing safety and security for college facilities, staff, students, and the general public on campus. Each officer is assigned to a designated campus and they do not rotate among campuses, providing a consistent presence across the district. Perform as department liaisons with College Police. 17 full time and 13 part time positions. A contract is in place to call in additional security officers as needed.
College Police Bona fide criminal justice agency that provides safety and security services for the district. Officers are certified by AZ Peace Officer Standards and Training Board (AZPOST). Armed and have full authority and powers of arrest. Implementing the philosophy of Community Policing 33 Police Officers consisting of: Chief & Commander 5 Sergeants 1 Detective 25 Corporals/Officers 8 full time Dispatchers and 1 Supervisor 24/7 365 Installed mobile data computers in College Police vehicles

Security Assessment Consultant performed a comprehensive review of the college s police and security operations. Provided recommendations on: Organizational structure, management, positional responsibilities, scheduling and deployment. Policies and Procedures. Physical locations and current on site safety and security. Clery Act Compliance. The College is implementing several recommendations from the report and has recently hired a Clery Compliance Officer. Behavioral Assessment Team.
Employee Assistance Program PCC partners with Jorgensen Brooks (JBG) to provide a fully integrated employee assistance program. JGB provides: Customized counseling and training. Crisis response support services. PCC employees can register online @ www.jorgensenbrooks.com
SAFETY AND SECURITY IS EVERYONE S RESPONSIBILITY
Recommendations Board Policy regarding Use of Facilities (BP 2.05) should have the Sponsoring Unit/Department updated to Facilities. Opportunities are available (trainings, CAT, Campus Watch, etc.) and there needs to be more involvement from staff and faculty. College needs to evaluate the hours of operation, a seven day operation is not economically sustainable and strains Facilities and College Police resources. Normal hours of operation are Mon. Fri. / 8am 5pm (SPG 2503/AA) Need to revisit access protocols throughout the district and approval authority for off hour usage.
Recommendations Faculty to cover emergency information with their students at the beginning of each semester and at student orientation. Administrators and supervisors to cover emergency information and resources with their departments and staff. College needs to evaluate policies regarding lost keys and who can be granted higher security level of keys. All emergency notification systems should fall under the authority of Facilities and College Police (i.e. VoIP, PA systems, PCC Alert, Fire & Life Safety alarms, and Panic buttons).
