Where is NY Clean Energy Policy Headed?

New York Sun Planned NY-Sun Extension December PSC Order Extends NY-Sun Provide longer program certainty Attract significant private investment Enable sustainable development of a robust industry Create well-paying skilled jobs Improve the reliability of the electric grid Reduce air pollution

NY Sun Objectives of Planned Changes Provide transparency and certainty to marketplace Combined with efforts to lower balance-ofsystems costs, enable lower installed costs Enable higher penetration, high growth markets to transform Encourage growth in markets that are lagging Ramp down and eliminate program incentives as quickly as market will bear

Source of Funds & Solicitations Renewable Portfolio Standard: Program Opportunity Notice (PON) Open Enrollment (non-competitive) Applications First-come/first-served rolling admission For smaller systems, up to 200 kw, installed by a company on the Eligible List Standard offer incentives Competitive Solicitation Proposals Specified due date solicitation release mid April, proposals due July 2014 For Larger Systems, >200 kw, installed by teams that pass TEP review Pass/Fail Qualifications Review by Technical Evaluation Panel, then proposals selected on basis of lowest proposed prices $/kwh

PON 2112 PON 2112 - The Solar PV program often referred to as the Standard Offer PV Program. Participation through Eligible Installer/Contractors who submit all of the paperwork to NYSERDA Two Tier Incentive structure $1.00/ Watt up to 50kW, $0.60/Watt for additional capacity up to 200kW with residential systems capped at 25kW

PON 2112 System Size Residential up to 25kW Non Residential up to 200kW Farms up to 100kW may retain residential meter classification Add on systems are allowed and funded up to new cap ( existing residential 7kW can add 18kW ) Systems sized up to 110% of annual usage

PON 2112 Buy or Lease Systems may be purchased or leased (Power Purchase Agreement) Each utility meter may qualify for a system NYSERDA incentives are subject to change Incentive is established at the time NYSERDA receives the application

PON 2112 Incentives are reduced for poor orientation and shading TSRF (Total Solar Resource Fraction) which is the percentage of sunlight that the solar array will receive. Calculated as the actual / ideal conditions A TSRF of 80% or greater receives the full incentive. A TSRF or 79% would only receive 79% of the full incentive.

PON 2112 GJGNY Financing is now available for PV systems that participate in PON 2112. There are two different loan products: On-Bill Recovery Loan 3.49% interest rate Smart Energy Loan 3.99% interest rate or 3.49% with automatic withdrawal

PON 2112 Commercial and Not For Profit GJGNY financing is currently under development and should be released shortly. PSE&G LI (LIPA) residential GJGNY also under development.

PON 2112 Installers now have three pathways to participation NABCEP, IBEW/JATC, or UL Normal application process take 4-6 weeks from submission to approval, we currently have a backlog exceeding that timeframe. Customers are encouraged to seek out contractor references and get a few different prices before signing any contracts.

NY Sun Competitive Program Overview Large PV systems (>200 kw) Grid connected and pay the RPS Surcharge Sized appropriately for on site use Opportunity for Remote Net Metering NYISO Zones A-J Current caps @ $3 million per project/$6 million per Applicant No funding cap for projects in Strategic Locations Specific Proposal Due Dates (next opportunity July 2014)

NY Sun Competitive Program Competitive Program >200 kw Continue competitive program in 2014 Assess as-built market maturity, costs and incentive levels to inform transition to MW block Allow lead time to inform market of MW block framework Retain performance payment incentives (PBI) Enable integration of energy storage and energy efficiency

NY Sun Competitive Program PV Awards to-date 60 50 40 30 20 $M MW 10 0 2011 2012 2013 2014

The NY Sun Competitive Program Recent changes (PON 2860 NYISO Zones G-H, I-J) Increased incentives for installations in strategic locations (identified by the utility & included in solicitation) Increased capacity factor to 13.4% Required proposers to contact utility prior to submitting proposals to NYSERDA Expectation of continued downward trend in PBI

Responding to Installation Challenges Con Edison Pilot: Ross Solar Group completed a trail blazing 1.56 MW rooftop installation at Jetro Restaurant Depot Installation included Con Edison SCADA (supervisory and control data acquisition) system; 1 st such case for underground network. Opens up additional opportunities for installing large scale PV in NYC.

Responding to Installation Challenges Coordinate with utilities Foster projects that capture economies of scale Develop/distribute case studies and tech briefs Pull together with stakeholders Encourage projects that capture more comprehensive benefits for host facility & for utility system

Where might we be going over the next ten years?

Looking Ahead Governor Cuomo s 2014 State-of-the-State Address Extend NY Sun until 2023 Establish a goal of 3GW installed K-Solar Models /Community Solar

PSC Case # 03-E-0188 NYSERDA filed a petition with the Public Service Commission January 6, 2014 requesting Authorization of $ 960M of new CST funding Authorization of PSE&G LI (LIPA) residential and small commercial participation in a statewide program Megawatt (MW) Block program designed to achieve 3 Gigawatts (GW) of PV capacity

MW Block Design Criteria 1.Statewide goal of approx 3 GW for $1.1billion budget (includes LIPA MW Blocks) 2.Three regions LIPA, Con Edison, rest of the eligible state (ROS) 3.For Con Edison plus ROS, funding 20% residential, 30% non residential up to 200kW, 50% >200kW 4. Long Island still under development, LIPA PSE&G NYSERDA will be working with LISEIA and other stake holders on details up to 200kW, $60M budget

MW Block Design Criteria 5. In discussions with NYPA regarding possible collaboration 6. Downstate ISO Zones G-H-I-J receive no less than $300 million through program completion 7. Capacity-based incentive for residential and non-residential up to 200kW; performance-based for large systems >200kW 8. Flexibility to make adjustments if market responds in significantly different manner than anticipated, subject to specific rules

MW Block Proposed incentive structure Three separate block structures within each region Residential up to 25kW Non-residential up to 200kW Large > 200kW Fixed residential incentive that drops by $0.10/watt with each new block. Minimum incentive $0.20/watt Tiered non-residential incentive similar to current design that drops by $0.10/watt at 50kW ($0.05/watt in last block); and by approx $0.07/watt at 200kW (except last block); minimum incentive $0.15/watt.
