1 Examination regulations for the Bachelor and Post Graduate Certificate in Education (PGCE) Programme of the Carl von Ossietzky University Oldenburg (BPO) As amended on 9/24/2008 -Non-official translation- Only the German regulations are legally binding. The Carl von Ossietzky University of Oldenburg has decided on 9/23/2008 the following revised version of the examination regulations for the Bachelor and Post Graduate Certificate in Education (PGCE) Programme. It was authorized according to 37 clause 1 of the University law of Lower Saxony by the presidium. 2 1 Studies aim The Bachelor's study should provide for students the necessary expertise, abilities and methods so that they are enabled for scientific work, for academically consolidated, academically artistic or musical adjudgement. Students should be enabled to the critical reflection of the scientific cognition science and for responsible action, taking into account the requirements of professional life. The aforesaid applies to qualifications to enter the Master s Programme as well as to the ability for activities in corresponding occupational fields. In addition, students should be enabled to impart the knowledge focused and related to the specific study content. 2 Purpose of the examinations (1) Bachelor s examinations form the occupation-qualifying academic degree of the Bachelor's study. The requirements for these examinations save the standard of the education with regard to the average period of study and the study contents which are aimed to meet the requirements of professional life. (2) On the basis of the Bachelor-module examinations it should be determined whether the candidate has acquired necessary expertise, abilities and skills and is able to work according to scientific principles and to provide scientific or artistic contents for the transition into the professional life or in a Master s Programme. 3 University degree If all Bachelor's examinations have been passed, the responsible faculty of the Carl von Ossietzky University Oldenburg awards the university degree Bachelor of Arts (B.A ), Bachelor of Science (B.Sc.) or Bachelor of Engineering (BEng). As a general rule the degree Bachelor of Arts (B.A.) is awarded for passing in humanities and the degree Bachelor of Science (B.Sc.) is awarded for passing in natural sciences, in mathematics and computer science. The field of study in which the Bachelor s thesis has been written, defines the university degree that will be awarded. The University degree Bachelor of Engineering will be awarded for completing the Bachelor-Programme Engineering Physics. Further details can be regulated in subjectspecific annexes. After passing the examinations the University of Oldenburg displays a Bachelor's certificate (Appendix 1) which will be executed in English language (Appendix 1 a) upon request. 4 Duration, part-time study (1) The average period of study up to graduation amounts to six semesters or three academic years (designated period of study).
3 (2) Upon request of a student the study can be completed as a part-time study. With a part-time study the average period of study is extended appropriately; the average period of study of a part-time study amounts to twelve semesters or to six academic years at the most. Students who graduate from a part-time study, can acquire 15 credit points per semester at the most. The part-time study is regulated in the professionalization annex and the physics-specific annex to the examination regulations. (3) The offered range of modules will be designed that the students can successfully pass the examinations accompanying their studies, complete their studies within the designated period of study and at the same time spent some time studying abroad. 5 Structure of the study The Bachelor's Programme has a total extent of 180 credit points. It is divided within the elective field or the elective fields according to the subject specific annexes in: a) a field of study of 60 credit points, another field of 60 credit points, the professionalization of 45 credit points as well as the Bachelor thesis module of 15 credit points. As a rule the professionalization encloses 30 credit points for the professionalization modules as well as a total of 15 credit points for training periods or practise modules. The regulations for subjects and options in the professionalization according to the study alignment are explained in the professionalization annex (Appendix 3) as well as in the subject-specific annexes; or b) a field of study of 54 credit points, another field of 54 credit points and the professionalization of 57 credit points as well as the Bachelor s thesis module of 15 credit points, provided that a Master Programme in the area of Teaching in Elementary school and Secondary modern school is aspired. The professionalization encloses 42 credit points for occupation-preparing mayor-fields of study and practice modules of a total of 15 credit points. Letter a) clause 3 applies accordingly; or c) a field of study of 90 credit points, another field of 30 credit points and the professionalization of 45 credit points as well as the Bachelor s thesis module of 15 credit points. Letter a) clause 2 and 3 applies accordingly; or d) a field of study of 120 credit points and the professionalization of 45 credit points as well as the Bachelor s thesis module of 15 credit points. Letter a) clause 2 and 3 applie accordingly. 6 Board of examiners (1) A board of examiners is formed in every faculty for organization of the examinations and execution of the tasks assigned by these examination regulations. As a rule for
4 fields of study which offer a Bachelor Programme, own boards of examiners are formed. The members and deputy members of the board of examiners are elected by the faculty council. All fields of the faculty for which the board of examiners is responsible should be represented. Five members eligible to vote belong to the board of examiners, namely three members of the universities professors group, one member of the university associates group who is active in the apprenticeship as well as a member of the student's team from the corresponding study path. The student member solely has an advisory vote concerning evaluation and consideration of examination performances. Chairmanship is carried out by a member of the university professors group; deputy chairmanship can be also carried out by a member of the associates group. (2) The competence of the board of examiners is directed after the field of study in which the Bachelor's thesis is written. The board of examiners guarantees realization of the examinations in the respective field of study or the respective modules of the faculty. It takes care of the fact that legal regulations of the University Law of Lower Saxony and these examination regulations are observed. The responsible examination office maintains the examination records. (3) The board of examiners passes its resolutions with the majority of the handed in valid votes; abstentions count as invalid votes. With parity of votes the chairperson s vote is the decisive factor. The board of examiners has a quorum if the majority of its members, including chairperson or deputy chairperson and another member of the university professor's group are present. (4) The term of office of the members of the board of examiners amounts two years, the student member holds a term of one year. (5) The board of examiners can give itself rules of procedures. Minutes are taken of its meetings. The fundamental subjects and the resolutions of the board of examiners are recorded in this minute. (6) The board of examiners can transmit competence on the chairmanship or the deputy chairmanship until this decision is revoked. The chairperson is supported by the responsible examination office with regard to all administrative duties resulting from the compliance of these examination regulations. (7) Members of the board of examiners have the right to take part in examinations as observers. (8) Meetings of the board of examiners are not public. Members of the board of examiners and their deputies are sworn to secrecy. Provided that they do not stand in the civil service, they are to be sworn to secrecy by the chairperson. (9) The board of examiners appropriately informs students about the fundamental examination regulations applying to them. (10) The board of examiners can decide that decisions and other measures which are taken after these examination regulations in particular those concerning admission and examination dates, examination periods as well as examination results are announced university-publicly. Data security-juridical regulations have to be observed. 7
5 Examiners (1) The module examinations are held by the members and authorized affiliates of the Carl von Ossietzky University of Oldenburg or another university responsible for the specific modules. Retired professors or those having been released from the university are authorized to hold examinations as well. With the approval of the responsible board of examiners experienced persons in professional practice and education can also be ordered as examiners. (2) Authorization to examine in module examinations or examination subjects is granted by the responsible faculty council. Current examiners lists are made available at the beginning of a semester to the academic examinations office. To students, the examiners are disclosed in the module descriptions. (3) Examiners must at least possess the examination that is ascertained or equivalent qualifications. The board of examiners makes sure that examiners are entitled to teach independently in the respective examination module. (4) For oral examinations observers can be consulted who are not allowed to question and do not have any appraisal rights. These must at least possess the examination that is ascertained or equivalent qualifications. (5) As a general rule, module examinations are evaluated by one examiner. 8 Consideration of study times and examination performances (1) Study times including practice oriented trainings and examination performances in the same or another field of study are credited at the request of the student, as far as the equivalence is ascertained. Equivalence has to be ascertained if study times including practice oriented trainings and examination performances substantially correspond to those of Engineering Physics concerning content, scope and requirements. An overall view and overall assessment with regard to the significance of performances for purposes of examinations have to be attained. To ascertain the equivalence of a foreign course of studies, equivalence agreements approved by the Conference of Ministry of Education and the Conference of University Principles or other international agreements are decisive. If those agreements are not available or if a more extensive consideration of study times is requested the board of examiners decides whether equivalence is to be stated. A statement of the Central Department for Foreign Education Systems can be obtained to clarify the circumstance and the legal situation. Diverging regulations on consideration due to agreements with foreign universities remain untouched. (2) For study times and examination performances in certified correspondence courses of study, clause 1 applies accordingly. In addition, clause 2, applies to universities of applied science, universities of cooperative education as well as to examination performances which have been provided within the scope of scientific continuing education in colleges. Module examination which were provided within the scope of an auditor's study can be credited with 30 credit points at the most.
6 (3) A deduction after clause 1 and 2 can be effected with 120 credit points at the most. In reasonable exceptional cases a deduction of the Bachelor's thesis is possible only (4) The grades and credit points for credited examination performances are included. In cases of non-comparable scopes und non-comparable scale of grade the board of examiners decides on the conversion. With incomparable grade systems the respective representatives perform a verification of equivalency. Credited examination performances are marked in the certificate. 9 Registration to modules and module examinations (1) Registered students in the respective Bachelor-Programmes of the Carl von Ossietzky University of Oldenburg can sign up for modules, as long as the exclusion criteria of 21 clause 3 No. 3 do not apply. A student who selected a module, is also admitted to all module related examinations. Students of the University of Bremen are entitled to register for modules and to the participation in module examinations if these were recorded in the scope of lectures of the specific field of study of the University of Bremen. (2) Registration to module examinations has to be carried out in writing or electronic form up to two weeks before the date of the module examination. A withdrawal from this examination without specification of reasons with the Academic Examinations Office is acceptable up to two weeks before the examination date. A withdrawal from the examination within the two weeks before the examination date is possible only by acceptance of convincing reasons. (3) Every module is completed with an examination. Examinations proceed module and course related and should be carried out after the end of semesters lectures. They should be completed at the end of the semester in which the last module lecture was held. (4) A module can regulate the completion of another module as prior performance. Regulations to regular attendance in lectures can be recorded as prior performances for module examinations in the subject specific annexes in divergence to paragraph 1 clause 2. 10 Forms and contents of the modules (1) The professionalization annex as well as the subject specific annexes to these examination regulations regulate the modality of modules offered as compulsory modules, elective modules and modules of choice. Within the professionalization modules no compulsory modules are offered; the aforesaid does not apply for work experiences or practice modules within the professionalization as well as for the Bachelor s thesis module. Professionalization modules to occupation-preparing methods, social competence and self competence can be offered as elective modules; subject specific annexes regulate the details. (2) The term of the modules extends to a semester. With long-term projects or for didactic and technical reasons a module can extend to a maximum of two semesters. In justified exceptional cases a module can extend to a longer period than two semesters.
7 (3) With the announcement of the courses offered, module descriptions are disclosed for every module. In module descriptions the responsible persons for the modules, examiners and observers are stated as well as the formal and content requirements for the modules and examinations are regulated. The responsible for the modules are accountable for content and organizational coordination of the lectures within a module and for the stipulations according to clause 2. (4) In justified exceptional cases deviations from the stipulations of type and amount of the lectures as well as type and quantity of the module examinations in the subject specific annexes and in the professionalization annex are permitted with the approval of the board of examiners. 11 Types of the module examinations (1) Types and number of the module examinations are regulated in the professionalization annex as well as in the subject-specific annexes. Module examinations can be: 1. written examination (paragraph 5), 2. oral examination (paragraph 6), 3. presentation (paragraph 7), 4. term paper (paragraph 8), 5. specialized practical examination (paragraph 9), 6. specialized practical practice (paragraph 10), 7. seminar paper (paragraph 11), 8. portfolio (paragraph 12) 9. other forms of examination (paragraph 13), 10. internship report (paragraph 14). (2) Module examinations in terms of group examinations are allowed. Individual students contribution has to meet the requirements placed on the examination as well as be valuable as an individual examination performance, e.g., on grounds of specification of paragraphs, page figures or other objective criteria clearly separable and assessable for itself. (3) The modality of the examination should be adequate to the expertise conveyed by the module. The assessment of examination performances are justified with reference to the supporting considerations of the evaluation. (4) A module examination can also consist of several components which are provided in the courses of the module. (5) In a written examination the candidate should prove under supervision that she or he can edit a task in limited time, with limited accessories and by using common methods of the subject. The duration of the examination is regulated in the subject specific annexes or the professionalization annex. If a written examination is held as Multiple Choice exam, students have to solve assigned tasks under supervision. As a general rule assignments are composed by two examiners of the module. The standard of assessment including the requirements for passing is defined by the examiner. The assessment standard of every question and the grade scale are to be stated in the questionnaire.
8 (6) The duration of an oral examination is regulated in the subject specific annexes or in the professionalization annex. Fundamental subjects of examinations and the assessment of the performance are to be documented in the minutes. Students who want to undergo one of two consecutive examination periods of the same examination, as well as other members of the university who assert own legitimate interest are admitted as auditors, provided that the spatial situation admits it and the examiner approves. The aforesaid does not apply to consultation and announcement of the examination results to the examinee. (7) A presentation encloses an independent and written analysis of a problem from the workstream of the lecture in consideration and under evaluation of appropriate literature as well as presentation of the work and mediation of results in the lecturing as well as in the subsequent discussion. (8) A term paper is an independent and detailed written paper of a subject-specific or interdisciplinary task. (9) A specialized practical examination consists of the proof of artistic-practical, sportspractical or instrumental-vocal abilities in terms of documentation, reflection and presentation. Respective subject specific annexes regulate the requirements. (10) A specialized practical exercise consists of a set of practical attempts, exercises or program assignments with written elaborations. In accordance with the subject-specific annexes attendance as well as short oral audits can be required. Paragraph 4 does not apply to short oral examinations. (11) A seminar paper is an experimental, documentary or displaying scientific-practical performance (project). Further details are regulated in the subject-specific annex or the professionalization annex. (12) A portfolio encloses a certain number of performances (e.g., protocol, thesis paper, review, learning diary, short presentation, exercises). Examination performances according to paragraph 1 No. 1 to 7 are not admissible within a portfolio. The portfolio will be evaluated at large. (13) Other examination types for example Internet projects, learning diaries, learning assessments are possible in addition to the module examinations listed above, provided that they are regulated in the subject specific annexes or the professionalization annex. (14) An internship report is a written documentation of assignments covered in an internship and contains a critical evaluation which reveals clearly how assignments were dealt with. If necessary an oral final presentation can be required. (15) If students satisfactorily justify, that he or she is not able to attend a module examination at all or partially in the mandatory form because of a longer continuing illness or constant physical complaints or an impediment; on account of maternity protection provisions or because of the support of an own child, he or she should be enabled by the board of examiners to take an equivalent module examination in a different form.. (16) With submitting written examination performances students have to assure in writing that she or he composed and featured it independently that he/she used none than the stated sources and accessories and she/ he followed general principles of scientific work and publications as they are fixed in the Guidelines for Good Scientific
9 Practice of the Carl von Ossietzky University of Oldenburg (Leitlinien guter wissenschaftlicher Praxis der Carl von Ossietzky Universität Oldenburg). 12 Credit points (1) Credit points are assigned on the basis of passed module examinations. They express the medium temporal amount of work involved (workload) for performances including presence in lectures that is necessary to pass the module examinations. One credit point corresponds to 30 working hours. The allocation of credit points to module examinations and the Bachelor's thesis is regulated in the professionalization annex as well as the subject-specific annexes. (2) Per semester 30 credit points can be assigned. As a rule the size of a module should neither go below six credit points, nor exceed 15 credit points. (3) The responsible examination office keeps an account concerning credit points for every student. Within the scope of organizational and data security-juridical possibilities it is granted that students are allowed to inspect their account. 13 Assessment of module examinations and Bachelor's thesis (1) Every module examination or partial module examination and the Bachelor's thesis are assessed and graded according to paragraph 2. A module examination is passed if at least the grade "satisfactory" was accomplished. Assessments are to be carried out by examiners within five weeks and transferred to the responsible examination office. Module examination within the basic curriculum with a maximum of 15 credit points per field of study as well as partial examinations within a module are not graded if this is regulated in the subject specific annex. If a module examination is not graded, it has to be stated as "passed" or not passed. (2) The following grade scale is used: 1 = very good an excellent result 2 = good a result considerably above the average requirements 3 = adequate a result that meets the average requirements in every respect 4 = satisfactory a result that meets the minimum requirements despite its faults 5 = not passed a result that does not fulfil the requirements because of considerable faults For differentiated assessments grades can be raised or reduced by 0.3; the grades 0.7; 4.3; and 4.7 as well as 5.3 are excluded. (3) Provided that module examinations consist of partial performances, the grade of a module examination is calculated as a weighted arithmetic average of the grades of passed partial performances assigned with this examination. If there is no different weighting of grades for partial performances stated in the subject-specific annexes or the professionalization annex, partial performances are weighted equally. Grades are: with an average to 1.50 very good,
10 with an average more than 1.50 to 2.50 good with an average more than 2.50 to 3.50 adequate, with an average more than 3.50 to 4.00 satisfactory, with an average more than 4.00 not passed By accumulation of grades after clause 1 only the first two decimal places behind the comma are taken into consideration; all other places are deleted without rounding. (4) The grade or grades and the grade of the professionalization are calculated as weighted arithmetic mean assessed by the credit points of all grades of associated module examinations. Paragraph 3 applies accordingly. 24 clause 2 has to be considered in the process of assessing the grade/grades and the grade of the professionalization. (5) The overall score of the Bachelor's examination is calculated as a weighted arithmetic mean assessed by the credit points of the grade/grades, the grade of the professionalization and the Bachelor's thesis. Paragraph 3 applies accordingly. 24 clause 2 has to be taken into consideration in the evaluation of the overall score. (6) The overall result will be provided with the predicate passed with distinction if it amounts up to 1.0 to 1.1 and 24 paragraph 2 has not been used. (7) Overall results, grades and the grade of the professionalization are supplemented by an ECTS mark (ECTS = European Credit transfer and Accumulation system) which illustrates a relative evaluation of the grade beside absolute ones. ECTS marks set the individual performance of a student in relation to performances of other students of the same course of study. Successful students receive the following marks: A the best 10%, B the next 25%, C the next 30%, D the next 25%, E the next 10%. (8) As a basis for determination of ECTS mark for a field of study and the professionalization serves the grades of the field and the professionalization of the last six semesters (cohort) before the date of the completion. An ECTS mark is formed if the cohort contains of at least 30 graduates. 14 Default, withdrawal, deceit (1) An examination performance is considered as not passed, if a student without convincing reasons 1. does not appear at an examination date, 2. withdraws from an examination after the beginning of the examination,
11 3. does not accomplish a repetition of an examination performance within the determinate period. (2) Asserted reasons for withdrawal or default must be indicated in written form and justified to the board of examiners immediately ; otherwise the concerning examination performance will be stated as not passed. A removal from the students register or a leave of absence are no convincing reasons. In case of an illness a medical certificate has to be presented. If the reasons are accepted, a new date, as a rule the next regular examination date, will be appointed. In this case the already accomplished examination performances are credited. (3) If a student tries to influence results of his examination performance by deceit or use of not admitted accessories, the concerning examination performance will be stated as not passed. A person committing an offence against examination regulations, can be excluded from the continuation of respective examination performance; in this case the respective examination performance is stated as not passed. Before the board of examiners reaches a decision after clause 1 and 2 the student has to be heard. Until a decision of the board of examiners is made the student continues the examination, unless the supervisory person decides that a temporary exclusion of the student is essential to the proper continuation of the examination. In especially serious or repeated cases of deceit the board of examiners can exclude the student from the continuation of the examination procedure. In this case the Bachelor's examination will be finally stated as not passed. (4) If the due date for a written examination set by the examination office is not kept without convincing reasons, the examination will be stated as not passed. Paragraph 2 clause 1 to 4 apply accordingly. In cases in which the due date for convincing reasons cannot be kept the board of examiners decides, considering the principles of the equal opportunities and the precedence of the scientific performance before the observance of procedure regulations on whether the due date for the examination performance can be deferred or a new task can be assigned. 15 Repetition of module audits, Free attempt (1) Not passed module examinations can be repeated twice. A Repetition of a module examination can also be held in another than the originally intended form, provided that it is regulated in the subject specific annex or the professionalization annex and is announced in the module description. If the module examination in a compulsory module is not assessed as " passed " or is stated as " not passed " in the second repetition, the Bachelor's examination in this field of study combination is not passed irrevocably. The Bachelor's examination is finally not passed as well if a total of three elective module or module of choice examinations were finally not passed under exhaustion of all repetition possibilities in a field of study and in the professionalization. (2) First re-examinations can be held in the same semester but should be held within the next semester at the latest. Further repetition possibilities should be held within the next academic year at the latest. A withdrawal from a not passed examination in an elective module or module of choice is possible upon request without specification of convincing reasons. In this case the unsuccessful attempts are credited to the newly selected elective module or module of choice. (3) If the first re-examination is stated as not passed students have the right to take up a specialized study consultation for compulsory and elective modules.
12 (4) In the same field of study or in one of the elective fields at another university or equal college in the Federal Republic of Germany or in an European university unsuccessful attempts to pass an examination are credited against the re-examination possibilities after clause 1. The aforesaid applies equally for unsuccessful examination attempts taken in the same module within the scope of another study path of the University of Oldenburg. (5) Subjects-specific annexes and the professionalization annex can regulate that passed examinations taken by the first-possible examination date within the average period of study can be, upon request, repeated once within one year to improve the grades (free attempt for the grade improvement). If no examination date is offered within the year, the earliest date possible is crucial. Better results count in each case. In addition, the subject-specific annexes and the professionalization annex can stipulate that by the first-possible date not passed examinations do count as not taken (free attempt). A free attempt and a free attempt for mark improvement are excluded from reexaminations. Subject-specific annexes and the professionalization annex can regulate a limitation of free attempts. Paragraph 1 and 4 apply accordingly. In a case according to 14 paragraph 3 a free attempt finds no application. 16 Certificates (1) After passing the Bachelor's examination the Bachelor s certificate has to be displayed without delay (Appendix 2). As date of the certificate the day of the last passed examination has to be stated. A summary of passed module examinations (Transcript of Records) has to be added to the certificate. Upon request a certificate in English (Appendix 2 a) or a Diploma supplement will be enclosed. (2) If the Bachelor's examination is finally not passed, the chairperson of the board of the examiners will state this in a written notification. (3) With leaving the university or with changing of study paths, upon request, a written statement of the examinations taken and the results is displayed as well as the assigned credit points. In a case of paragraph 2 the statement is displayed without application; it also displays the still absent examination performances as well as if the Bachelor's examination has been finally not passed. 17 Invalidity of examinations (1) If there has been a deceit during an examination and this fact becomes known only after the hand out of the certificate, the board of examiners has to amend the marks for this examination in which the student has been deceptive and in addition the examination has to be stated as not passed. 14 paragraph 3 applies accordingly. (2) Before a decision is made, the student is to be given the opportunity to argue the case with the board of examiners. (3) Incorrect certificates are to be drawn in and to replace with a correct certificate; if necessary the related examination can be repeated. With the incorrect examination certificate the Bachelor's certificate has to be drawn in as well if an examination was
13 stated not passed due to deceit. A decision after paragraph 1 is excluded after a period of five years from the date of the issue of the certificate. 18 Inspection of examination files At the request of the student an inspection of written exam papers, remarks of the examiners and in examinations minutes is granted after the conclusion of a module examination. The application has to be submitted to the board of examiners within one year after the announcement of the marks, the hand out of the certificate or the answer about the finally not passed examination at the latest. 19 Opposition proceedings (1) Negative notifications and other administrative acts which are based upon these examination regulations must be announced after 41 Administrative Procedure Act (Verwaltungsverfahrensgesetz). Decisions concerning the assessment of an examination can be appealed within one month after access of the notification with the board of examiners according to 68 ff. of the Administrative Court Procedures Code (Verwaltungsgerichtsordnung). (2) The board of examiners decides on the appeal. (3) Before a decision is made the board of examiners sends the appeal to the examiner for a review. If the examiner changes his assessment upon request, the board of examiners remedies the appeal. Otherwise the board of examiners verifies the decision on account of the examiners statement for whether 1. the examination procedure has been carried out properly, 2. the assessment did not base on the wrong facts, 3. general principles on assessment have not been noticed, 4. a justifiable and with significant arguments reasonable solution has been evaluated incorrectly, or whether 5. the examiner let himself/herself be guided of irrelevant considerations. This applies accordingly, if the assessment of several examiners is appealed. (4) On the appeal a decision should be reached within one month. If the board of examiners does not remedy the appeal or requirements for a new evaluation or repetition of the examination performances are not complied, the responsible faculty council decides on the appeal. The opposition proceedings may not lead to the deterioration of the examination mark. 20 Extent of Bachelor's examinations
14 The Bachelor's examination consists of the module examinations in the elective field or the elective fields and the professionalization module examination including the internships as well as the Bachelor s thesis module. 21 Registration to the Bachelor's thesis (1) The registration to the Bachelor's thesis requires that at least 120 credit points were acquired. The subject-specific annexes can regulate that for the field in which the Bachelor's thesis will be written a certain number of credit points must be acquired or certain modules must be passed. (2) The following documents should to be added to the application for registration to the Bachelor's thesis: a) a proposal for the subject of the thesis, b) a proposal for two examiners, c) the proof about the special requirements according to the subject-specific annexes, d) a statement whether a Bachelor's examination or parts of a Bachelor s examination or another examination in one of the elective fields at a university or equal college in the Federal Republic of Germany or at an European university has been finally not passed or whether the student is in such a current examination procedure. (3) The board of examiners decides on the registration. The registration is refused, if 1. the registration requirements are not fulfilled or 2. the documents are incomplete or 3. the Bachelor's examination or another examination in one of the elective fields in the same study path at a university or equal college in the Federal Republic of Germany or at an European university is already finally not passed 22 Bachelor's thesis (1) The Bachelor's thesis should prove that students are able to edit a problem from one of the elective subjects independently according to scientific methods within a given period. The Bachelor's thesis has to be written if a decision is made according to 5 a) or b) in one of both fields, in case of a decision after 5 c) or d) in the field in which 90 or 120 credit points are acquired. Subjects and tasks have to correspond to the aim of studies 2 clause 1 and the time set to complete the thesis according to clause 5. The type of the assignment and the problem definition must be fixed with the expenditure of the subject. The Bachelor's thesis can be issued as a team work (maximum three persons), provided that the subject-specific annexes do not exclude this. (2) The subject of the Bachelor's thesis can be fixed by every examiner according to 7 of this order (first examiner). At least one Examiner must be a member of the university teacher's team or associate professor of the responsible subject. Deviating from clause 2 the responsible Bachelor's board of examiners can allow in specific cases that the
15 Bachelor's thesis can be examined by two full-time teachers, who do not belong to the university teacher's team or the associate professors. (3) The subject is fixed after a students hearing by the first examiner and submitted to the board of examiners. The hand out of the subject will be conducted by the chairmanship of the board of examiners; the hand out has to be recorded. With the hand out of the subject the first examiner and second examiner are appointed. During the accomplishment of the thesis the students are supervised by the first examiner. If the Bachelor's thesis is carried out in a facility other than this universities and be supervised by an external examiner of this facility the approval of the board of examiners is required. (4) At the request of the examinee and by consent of the first examiner and the second examiner the Bachelor's thesis can be written in English or another foreign language. (5) The Bachelor's thesis may not exceed a workload of twelve credit points. The period between the hand out of the subject and the delivery of the Bachelor's thesis may therefore not exceed a maximum of four months. Further details can be regulated in the subject-specific annexes. The subject can only be returned within the first month of the editing time. (6) With the delivery of the Bachelor's thesis students have to assure in writing that she or he wrote the thesis independently, used none than the stated sources and accessories and followed the general principles of scientific work and publications like they are fixed in the Guidelines of Good Scientific Problem Definition and Practice of the Carl von Ossietzky University of Oldenburg. (7) The Bachelor's thesis has to be delivered within the time limit at the responsible examination office; the delivery time has to be recorded. (8) As a rule the thesis has to be evaluated by both examiners within six weeks after delivery. 23 Repetition of the Bachelor's thesis (1) If the Bachelor's thesis has been evaluated as not passed or stated as not passed it can be repeated once. A second repetition is excluded. A return of the subject with the repetition of the Bachelor's thesis is allowed if the subject of the first thesis has not been returned. 15 paragraph 1 clause 2 applies accordingly. (2) The new subject of the Bachelor's thesis will be handed out within an adequate period, as a rule within three months after evaluation of the first thesis. 24 Overall results (1) The Bachelor's examination is passed if 180 credit points have been acquired and all module examinations have been passed in the elective fields and in the professionalization including the internships and the Bachelor's thesis. (2) Within the evaluation of the overall results 18 credit points of module examination scores from the elective modules examinations or modules of choice examinations and
16 the compulsory modules examinations of the basic curricula can be disregarded. The internship and the Bachelor's thesis are excluded. (3) Beyond the extent of the study of 180 credit points, students can undergo examinations in other than the mandatory elective modules (additional examination). The result of the additional examination is recorded in the overview enclosed to the Bachelor s certificate, however, it is not taken into consideration with the assessment of the overall grade. 25 Transitional regulations Students who will be in the second or higher semester at the time theses regulations take effect, will be examined according to the regulations applying to date. Upon request and with approval of the board of examiners students can also be examined according to the modified regulations. 26 Legal validity These examination regulations become effective after licensed by the presidium the day after their announcement in the official notes of the Carl von Ossietzky University of Oldenburg
