OPEN ACCESS POLICYAT THE UNIVERSITY OF HELSINKI University of Helsinki has an Open Access policy since 2010 Green OA policy based on self-archiving Full text of all peer reviewed research articles should be submitted to Tuhat research information system Helda digital repository Compliance to this policy is not monitored by the administration No incentives or sanctions for complying with the policy Compliance rate is low: 251 full text articles in Helda for 2014 Overall rate of OA is roughly 15 %, including gold OA
EUROPEAN UNION OA POLICY Open Access guidelines since 2006 Goal: 60% of European publicly-funded research articles to be available under open access by 2016 Guidelines on Open Access to Scientific Publications and Research Data in Horizon 2020 Gold OA: project funding can be used for Article Processing Charges. Both Open Access journals and hybdrid journals Green OA: self-archiving in repositories. Embargo of 6 months, 12 months for humanities and social sciences
OPENAIRE2020 AND THE GOLD OA PILOT OpenAIRE2020 is building a European infrastructure for Open Science Helsinki University Library is the Finnish node, the National Open Access Desk (NOAD) 50 participants, the budjet is 13 million euros Project duration 42 months, ending in June 2018 The main object is to facilitate and support Open Access in Horizon 2020 FP7 Gold OA Pilot is starting

FP7 POST-GRANT GOLD PILOT OA Article Processing Charges (APCs) for FP7 projects up to two years after they end A maximum of three publications per FP7 project will be funded Funded publications must be peer-reviewed and be made available under a CC-BY licence where possible Publications should be deposited into an OpenAIRE-compliant repository (Helda) OA monographs will be eligible for the pilot Previously published FP7 publications will not be eligible European Research Council and Marie Curie projects are eligible

REQUIREMENTS FOR H2020 OPEN DATA PILOT Develop (and update) a Data Management Plan Deposit in a research data repository Make it possible for third parties to access, mine, exploit, reproduce and disseminate data free of charge for any user Provide information on the tools and instruments needed to validate the results (or provide the tools) The pilot covers seven thematic areas Projects in other areas can participate on a voluntary basis
