DONAUREGIONEN+ Work Package 5 - Sectoral Strategies Development Methodology INTRODUCTION Following text represents first draft of Work Package 5 (WP5) Sectoral Strategies Development methodology in the DONAUREGIONEN+ project. Goals, tasks and work steps are defined here. Main task of this WP is identification and specification of strategic objectives, priorities and key development plans of each NUTS3 region included to the area of interest. For this purpose it will be necessary at first to identify and then to summarize the existing strategic development (spatial planning) documents at the EU, national, regional and local level. These documents will be the basic source of information for the purpose of obtaining of the needed data. According to the WP4 structure, main objectives, priorities and key planned activities will be specified in four separately fields: natural conditions, settlement structure & human resources, transport & technical infrastructure and economy. Summary list of main objectives, priorities and key development plans for each NUTS3 region of the project area will be the output of WP5. This list will be in unified structure and according to general schemes will be structured into four fields. Text outputs will be supplemented with map outputs. WP4 with WP5 outputs will serve as a basic material for the next tasks within the WP6 Crossdanube Strategies Development and WP7 Comprehensive Strategy. MAIN OBJECTIVE OF WP5 Main objective of WP5 is to map all of existing strategic spatial development plans divided in the European, national, regional and local level in all NUTS3 regions of the project area. INPUTS As basic input materials will be used existing strategic spatial planning documents at: European level, national level, regional (NUTS3) level, local level. First step of the WP5 will be to identify these documents in every NUTS3 region. Following phase will consist of the summarizing of the documents. From obtained documents will be specified data strategic development objectives, priorities and key planned activities. Outgoing from the WP4 and the 4 general schemes logic these data will be focused on the fields: natural conditions, settlement structure and human resources, transport and technical infrastructure, economy. As the second inputs will be used outputs from the WP4 Analyses completion. OUTPUTS WP5 outputs are: SWOT analysis Sectoral strategies database Map outputs 2

1. SWOT analysis Identification of the problem fields in individual NUTS3 regions SWOT analysis will be one of the main outputs of the WP5. It will be purpose made SWOT analysis, which will be done on the basis of the information obtained from strategic development documents specified in the section inputs. The SWOT analysis will be figured in the x/y coordinate system, where the x axis refers to strengths and weaknesses and the y axis refers to opportunities and threats. By the position of particular indicators within the coordinate system will be possible to propose type of strategy for the region development, mainly for strengthening the cross Danube linkages. 2. Complete Sectoral Strategies Database Comprehensive database of strategic development objectives, priorities and key planning activities will be the next WP5 output. This database will contain all NUTS3 regions of the project., priorities and key activities will be divided according to general schemes into four separately fields: Natural conditions, Settlement structure and human resources, Transport and technical infrastructure, Economy. Each NUTS3 region will have individual sectoral strategies database. Due to necessity of mutual comparison of obtained data in the following project phase (WP6 Crossdanube Strategies Development), these databases will be in unified structured form. Structure of final document Final document will consist of the following data for each NUTS3 region and for each general scheme: Long-term and specific objectives,, measures and activities, Key projects project pipeline,. Data structure template NUTS3 region name Natural conditions Settlement structure and human resources Transport and technical infrastructure 3

Economy 3. Map outputs Sectoral strategies database will be supplemented with map outputs outgoing from the text part of the document. Map outputs will be created on the basis of obtained datas from strategis development documents. According to structure of general schemes following map outpusts will be created: Natural conditions map, Spatial structure map, Transport and technical infrastructure map, Cartograms and cartodiagrams describing main socio-economic features. For the purpose of creation of quality map outputs, it will be necessary sufficient information database in GIS and its permanent updating. PROCESSING We propose following work steps: 1. Identification of key stakeholders in the field of spatial planning on national and regional level. It means authorities, which are responsible for creation of strategic and spatial planning documents in the area. 2. Identification of individual strategic development documents for each NUTS 3 region at: European level National level Regional level (NUTS3) Local level key municipalities 3. Summarization of strategic development documents listed in previous point 4. Identification of problems SWOT analysis 5. Identification and description of main objectives, priorities and key activities for individual NUTS3 regions Important role by identification of the objectives, priorities and activities will play database structure used in WP4. DonauDatenKatalog Very important data source will be metainformation system DonauDatenKatalog (DDK). DDK will serve as a database to identification and description of key stakeholders in the field of spatial planning, strategic spatial planning documents, as well as development activities. At the same time DDK will be continuously completed with data obtained within this WP. TIME SCHEDULE WP5 activities start in December 2009 and finish in May 2011, which means, that total duration of this task is 18 months. 4
