Greer Airport Today Background The Greenville-Spartanburg International Airport- Roger Milliken Field is located in Greer, South Carolina. The airport was established in 1962. The airport elevation is 964 feet MSL. The GSP terminal building has in excess of 226,000 square feet of space, second level jet bridge boarding and thirteen departure gates. More than 1.5 million passengers per year are served by 7 airlines offering 77 non-stop daily departures to 19 major cities across the USA. A connection to one of those 19 cities makes access to the world easy from GSP. Some of the airlines serving GSP Airport include Allegiant, American Eagle, Continental Express, Delta Air Lines, Atlantic Southeast Airlines, ComAir, Northwest, Jetlink, United Express, Piedmont, and USAirways Express. The latest runway extension, completed in June of 1999 extends the runway to 11,001 feet making it possible for GSP to accommodate any aircraft currently in operation today. The Greer Air Traffic Control Tower (GSP ATCT) was built in 1962 as an up/down facility. We are a part time facility with hours of operations from 0600 to 2345 local. Today the facility is a level 7 facility with over 149,000 operations in 2008. The approach control is between Charlotte approach and Atlanta approach, with Ashville approach to the north and Columbia and Augusta approach to the south. We have eight center sectors that are either adjacent or overlay the airspace. The airspace is surface to ten thousand feet. We provide approach control services for 10 airports, including Greenville Downtown and Donaldson Center which are towered. 4

Greer Leadership Team Lamar Foster heads the Greer Tower Leadership Team, which includes Boyd King, Richard Phillips, Carol Mucci, Sherry Wayne, and Elinor DeYoung. Below are biographies that outline the career paths of these distinguished individuals and briefly describe their personal interests and hobbies. Lamar Foster, Air Traffic Manager, Greer Tower Lamar Foster joined the FAA in 1981 as an air traffic controller at Washington National. While at Washington National, Lamar held positions as Traffic Management Coordinator and Training Specialist. In 1990 Lamar was selected as a Front Line Manager at Greensboro, North Carolina. Lamar later transferred to Kansas City International where he held the same position. In 1996 he became the Air Traffic Manager of Kansas City Downtown Tower and in 1997 transferred to the Central Regional Office as a Procedures Specialist. During his stay in the regional office Lamar was the Y2K/Contingency Planning team lead Air Traffic facilities in the region. Lamar became Air Traffic Manager of Greer Tower in the year 2000. Lamar is from Chesterfield, South Carolina. He enjoys cooking and listening to music, especially Jazz. 7

Boyd King, Frontline Manager, Greer Tower Boyd joined the FAA in 1982 and was assigned to North Perry (HWO), a Level II VFR Tower. Soon after, he transferred to Tamiami (TMB) a Level III VFR Tower. After a short time at Tamiami he was assigned to Greer Approach (GSP), a Level III Radar Approach Control. After about two years at Greer, Boyd transferred to Miami Tower, a Level V Radar Approach Control. While at Miami Boyd held the positions of Training Specialist, Quality Assurance Specialist, and was detailed as a Front Line Manager at North Perry Tower and Miami Tower. In 1993 Boyd transferred back to Greer as a Front Line Manager and has been there ever since. Boyd holds a Commercial pilots license, with Multi-engine and Instrument ratings and loves to fly. 8

Richard Phillips, Frontline Manager, Greer Tower Richard Phillips is a 1981 graduate of Bob Jones University in Greenville, South Carolina. As a student there, he earned his private pilot certificate and instrument rating. In 1983 he joined the FAA as an air traffic controller at GSP. In 1985 he transferred to Palm Beach International Airport (PBI), near where his parents still live. During his years there he met his wife, Kimberly; they married in 1990. In 1991 he transferred back to GSP, and has been here ever since. He thinks that this area is an outstanding place to live and to raise a family. In 2006 he was promoted to a front line manager position (or as he likes to put it, moved from #2 on the controller seniority list to #2 on the supervisor seniority list). Strange but true fact: he still drives the same car to work that he bought the week after graduating from the FAA Academy. Since he is teaching his daughter how to drive, that may not be true for much longer. Richard has a 15-year-old daughter and a 14-year-old son. He is a member of Community Bible Church in Easley, South Carolina. His interests include flying, golf, and travel. 9

Carol Mucci, Support Specialist Carol Mucci came to Greer Tower as an Air Traffic Controller with the FAA in 1982. In addition to being a controller, she has also held the positions of Operations Supervisor and Support Specialist at Greer. She holds a Commercial pilot s license, with Multi-engine and Instrument ratings and a degree in Child Development with Teaching Certification and her Masters Degree in Elementary Education. This has proven to be beneficial when it comes time to train the new generation of controllers. Prior to the FAA, her jobs, among others, include teaching and corporate flying. She enjoys going to the local schools and telling students about all that aviation has to offer. She enjoys spending time with her family and doing anything that involves being outside. She comes from a family of aviators, so she is naturally proud that one of her sons is learning to fly. She and one of her brothers have started playing the banjo, but don t look for a concert anytime soon. 10

Sherry Wayne, Support Specialist, Quality Assurance Sherry Wayne was hired by the FAA in 1981 at Pittsburgh ATCT (PIT). She was the first woman to qualify at that facility. She transferred to Greer ATCT (GSP) in late 1987 as an Automation Specialist. While at Greer she has held the positions of Training Specialist, and has been detailed as a supersvisor at GSP and Asheville (AVL). She is currently the Quality Assurance Specialist at GSP. Sherry and her husband, Ronnie, enjoy a passion for showing Reining horses. Both are USET long-listed riders and avid competitors. When not messing with the horses they enjoy fishing, kayaking and skiing. 11

Elinor Deyoung, Administrative Assistant Elinor DeYoung has 37 years of government service, with 34 years of that being with the FAA. Most of her time has been spent at Greer Tower and the rest of her time working as the secretary at Greenville Downtown Tower and Atlanta Center. Her favorite thing to do is spending time with her husband (who retired in 2007) and her two sons and their families, which include three grandchildren. They love taking trips in their motor home which include trips to DC, Disney World, a 6 week trip out west covering 22 states, and tailgating at Clemson University with family and friends. She also loves boating, shrimping and crabbing in Charleston. She participates in various community and church activities. She tries to enjoy life in general and tries to take advantage of each moment. 12

Policies The section below presents a sampling of policies and procedures for Greer Tower: Reporting for Duty All new students should report to work at 7:30 AM on their first day. You will park in the circle at the base of the control tower. Hours of Duty Greer has multiple shift-start times. When participating in classroom activities employees will be working 8½-hour days. Once employees transition to operational training in the Tower or TRACON they will work 8-hour days. Parking Employees of Greer ATCT park in the employee s parking lot for all employees and tenants of the airport. This lot is patrolled by the airport police department. To enter the lot, employees must use their GSP Airport ID card. All vehicles shall display an FAA or GSP Airport decal. Security All GSP ATCT employees are required to wear their FAA ID badge while inside the perimeter fence of the tower, and inside the facility itself. The badge must be clearly worn and displayed in accordance with regulations. Employees are expected to report any unidentified, unknown, or suspicious persons observed on GSP ATCT premises. Building Access Employees must use their GSP Airport ID badges to enter the perimeter fence of the tower. Employees will be issued a door access card to gain entrance into the building and on certain floors inside the building after arriving to the facility. 14

FAA ID Cards FAA ID cards are to be displayed at all times while on the facility premises. If lost, you must report it to management immediately. GSP ID Cards GSP ID cards are required to enter the employee parking lot. To receive one, you must take a class given by airport security personnel after you arrive at Greer. Guests and Visitors Guests and visitors are usually welcome and encouraged. They must be escorted at all times. They must wear a visitors badge at all times while in the facility. Cell Phones Cell phones may be used in the facility; however they are not permitted in the operating quarters. 15
